:00:00. > :00:11.Cross-community tributes have been paid to the two nuns

:00:12. > :00:14.from north Belfast who died in a road crash near Newry this morning.

:00:15. > :00:17.The Sisters of Mercy were travelling to join others from the order

:00:18. > :00:19.at the Dromantine Retreat and Conference Centre when their car was

:00:20. > :00:22.Three officers suffered minor injuries.

:00:23. > :00:38.The life of dedication ended in tragedy.

:00:39. > :00:43.Woman-macro, a published author, and Sister Frances Forde, a retired

:00:44. > :00:48.school principal, were on their way to a conference. -- Sister Marie

:00:49. > :00:55.Duddy. Both were killed. Three police

:00:56. > :01:00.officers in the other car escaped without injury. What exactly

:01:01. > :01:04.happened is at the centre of the police and released ombudsman's

:01:05. > :01:08.investigation. We need to piece together exactly what happened, and

:01:09. > :01:13.one of the ways we do that is by speaking to people who saw or heard

:01:14. > :01:17.what happened. We would ask anybody who has anything to offer us by way

:01:18. > :01:21.of witness information to contact us.

:01:22. > :01:25.The nuns were part of the Sisters of Mercy order and lived in North

:01:26. > :01:31.Belfast. They were both well-known throughout

:01:32. > :01:34.the community from the work in education through to Sister Marie's

:01:35. > :01:40.work in interfaith dialogue. They were very well known in north

:01:41. > :01:44.Belfast where they lived on the Crumlin Road, and the News of the

:01:45. > :01:52.sisters' death today is just devastating. I knew them over many

:01:53. > :01:59.years, they were gracious, well -- and with real charisma. That unusual

:02:00. > :02:02.mix of gifts is why there will be so missed over and above the work they

:02:03. > :02:07.were doing. -- they will be so missed.

:02:08. > :02:12.As tributes are paid, there have been calls to avoid tragedies like

:02:13. > :02:15.this by openly signposting and underpass which allows motorists to

:02:16. > :02:16.get to the other side of the road without crossing the main

:02:17. > :02:18.carriageway. Investigations into allegations

:02:19. > :02:20.of serious criminal behaviour by the police in Troubles murders are

:02:21. > :02:23.going to be delayed because of cuts And the PSNI says that because

:02:24. > :02:29.of a reduction in its budget, it's having to shut

:02:30. > :02:31.down the Historical Enquiries Team. Here's our home affairs

:02:32. > :02:46.correspondent, Vincent Kearney. Kingsmill 's, January 1976. Ten

:02:47. > :02:52.Protestant workers were shot dead by the IRA. The Police Ombudsman was

:02:53. > :02:56.due to investigate claims that police may have been able to prevent

:02:57. > :03:01.the attack but didn't do so in order to protect an informer. But that

:03:02. > :03:06.investigation is one of the case is now delayed because of budget cuts.

:03:07. > :03:12.Hit 18 times, Alan Black survived, while Karen Armstrong's brother was

:03:13. > :03:22.one of those killed. It beggars belief that after 39 years, within

:03:23. > :03:26.touching distance of getting a proper investigation, it is snatched

:03:27. > :03:32.away on the excuse of money. Money should be put into the ombudsman's

:03:33. > :03:36.office, just shouldn't have a price type. I despair of justice in

:03:37. > :03:42.Northern Ireland. Murder is the ultimate crime. My brother and nine

:03:43. > :03:47.others, their lives were so cruelly and viciously taken on the roadside,

:03:48. > :03:52.and we have been left with that loss for 39 years and we are still

:03:53. > :03:56.waiting on some justice and truth. The ombudsman faces many other

:03:57. > :04:00.delays, including investigations into the murder of 12 Protestants

:04:01. > :04:05.and dozens of killings by loyalists based on this farm in South Armagh.

:04:06. > :04:15.Inspectors today praised the work of the unborn -- of the ombudsman. He

:04:16. > :04:20.has come -- terminated the contract of ten senior investigators working

:04:21. > :04:27.with a unit dealing with historical investigators. A cut of 25%,

:04:28. > :04:30.reducing the number from 40 to 30. We were given the resources to

:04:31. > :04:36.undertake this work over a six-year period. The direct impact of the

:04:37. > :04:40.cuts to the history directorate mean that it will take now at least 12

:04:41. > :04:43.years to complete the cases we have, and how we deal with additional

:04:44. > :04:46.cases will be a further problem for us.

:04:47. > :04:51.Another instrument for dealing with the past, the historic enquiries

:04:52. > :04:56.team, has also suffered as a lot of cuts to the budget. The police today

:04:57. > :05:00.announced that more than 300 temporary agency staff will not have

:05:01. > :05:06.their contracts renewed, meaning the unit will since two operate at the

:05:07. > :05:15.end of the year. -- will cease to operate. We have to deal with

:05:16. > :05:18.keeping people safe today. And we will do that first before we deal

:05:19. > :05:21.with elements of dealing with the past.

:05:22. > :05:24.The Chief Constable and Police Ombudsman both say these cuts are

:05:25. > :05:27.unavoidable. They have warned that more could follow.

:05:28. > :05:29.The Enterprise Minister Arlene Foster has refused to extend

:05:30. > :05:32.a licence to allow a fracking company to test drill

:05:33. > :05:38.A three-year exploration licence granted to Tamboran Resources

:05:39. > :05:45.It's the second government decision to go against Tamboran.

:05:46. > :05:48.Last month, the Environment Minister Mark Durkan told

:05:49. > :05:52.the company it would have to make a full planning application for a

:05:53. > :06:00.Tamboran announced this evening it would challenge both ministers

:06:01. > :06:03.Our south-west reporter Julian Fowler has been talking to

:06:04. > :06:10.the Enterprise Minister about her decision.

:06:11. > :06:17.Today was the deadline day for Tamboran Resources -- Tamboran to

:06:18. > :06:23.make a decision to go ahead with drilling or drop its plans. In

:06:24. > :06:28.August the environment Minister said they would require full planning

:06:29. > :06:34.permission in order to drill a test borehole. Today the enterprise

:06:35. > :06:37.minister has decided she will not extend its exploration licence.

:06:38. > :06:42.Arlene Foster is with me. Why have you decided not to grant an

:06:43. > :06:46.extension? I have to consider whether I believe that a work plan

:06:47. > :06:50.would be able to complete within the time allotted to it under the

:06:51. > :06:52.license, and I did believe that Boren would be able to complete

:06:53. > :06:58.their work plan and therefore despite the fact they have asked for

:06:59. > :07:04.an extension as they did in March, I've decided on this extension --

:07:05. > :07:11.occasion not to go ahead. They could argue it was because of the

:07:12. > :07:16.environment Minister's decision not to allow the terrestrial to go

:07:17. > :07:19.ahead. That is a matter of -- between the company and the

:07:20. > :07:23.Department of the Environment. I have to assess whether they are

:07:24. > :07:27.going to comply with the licence conditions, and I don't believe they

:07:28. > :07:33.would be able to do that. Is this the end of fracking in Fermanagh?

:07:34. > :07:36.Tamboran's licence has come to an end as of today, and it is now up to

:07:37. > :07:39.them as to what action they take. I have decided that the licence will

:07:40. > :07:41.not be extended. The Enterprise Minister speaking

:07:42. > :07:42.earlier to our reporter A former consultant at

:07:43. > :07:45.Belfast's Royal Victoria Hospital's School of Dentistry has been struck

:07:46. > :07:47.off the dental register A disciplinary panel found

:07:48. > :07:50.Professor Philip Lamey guilty of more than 100 charges of

:07:51. > :07:53.malpractice between 2006 and 2010. They related to 27 patients,

:07:54. > :07:56.four of whom subsequently died. Professor Lamey has 28 days to

:07:57. > :07:58.appeal the decision by the General Dental Council, otherwise he will no

:07:59. > :08:13.longer be able to work in dentistry. Football, and Derry City drew

:08:14. > :08:15.one-all with Bray Wanderers Rory Patterson got Derry's equaliser

:08:16. > :08:22.with a penalty in the second half. How's the weather looking

:08:23. > :08:36.as we move into October? We had a little bit of rain for the

:08:37. > :08:44.last day of the driest September on record. We back to 1910, just 6.5

:08:45. > :08:48.millimetres of rain, around 7% of the long-term average. We have a

:08:49. > :08:54.batch of rain tonight pushing through into the early hours, but

:08:55. > :08:59.nothing particularly heavy. Temperatures generally" is, just one

:09:00. > :09:04.or two spots in the West that made it 28 or 9 degrees later in the

:09:05. > :09:10.night. The first day of October is looking more cheery. Some decent

:09:11. > :09:15.spells of sunshine. If you are up early week and have some cloud or

:09:16. > :09:23.patchy rain to get rid of, but it will move away very sharply. Quite a

:09:24. > :09:27.brisk wind over Scotland, and a few showers over the four Northwest. For

:09:28. > :09:34.much of England and Wales it is a cloudy affair. Maybe the odd shower

:09:35. > :09:40.in the far south-east as well, but some bright spells as well.

:09:41. > :09:43.Temperatures into the low 20s. For Northern Ireland in behind the

:09:44. > :09:47.weather from it is going to be a fresher feeling day in that westerly

:09:48. > :09:53.breeze. Temperatures 14 or 15 degrees. Perhaps just the old shower

:09:54. > :09:58.tickling into the north coast. Into Thursday, after a cooler night, by

:09:59. > :10:02.the time we get to Friday it looks like autumn arrives properly.
