:01:57. > :01:58.The Commons is tonight debating a bill which will transfer

:01:59. > :02:00.the implementation of welfare reforms from the Assembly

:02:01. > :02:04.The move was part of the 'Fresh Start' deal announced

:02:05. > :02:08.by the DUP, Sinn Fein and the two governments last week.

:02:09. > :02:11.The bill is expected to be passed by MPs later tonight and will be

:02:12. > :02:15.The SDLP's Mark Durkan criticised the way the bill was

:02:16. > :02:29.From Sinn Fein, we now have a Parliamentary procedure where things

:02:30. > :02:34.were rushed through in the Assembly the other day, and that is the

:02:35. > :02:40.Assembly's legislative consent motion, and now the rights of

:02:41. > :02:45.tabling amendments with a view to them being voted upon are being

:02:46. > :02:49.suppressed by this programme motion. We have to get a move on with

:02:50. > :02:53.implementation. We do not want the agreement to suffer the same fate as

:02:54. > :03:00.the Stormont house agreement where implementation became stalled at an

:03:01. > :03:02.early stage. We know -- we have to do all we can to move forward with

:03:03. > :03:05.implementation. Within the last few minutes the Bill

:03:31. > :03:34.Two men armed with a Stech hammer and cruel barb look into the school

:03:35. > :03:37.last night, they smashed doors and ransacked offices.

:03:38. > :03:40.The thieves cut through a fence and broke the glass and an external

:03:41. > :03:48.door. They also cut the telephone line and

:03:49. > :03:51.put the alarm system out of action, smashing the external sirens.

:03:52. > :03:58.The break-in was discovered when staff arrived this morning. The 650

:03:59. > :04:01.pupils returned up as normal had to be sent home.

:04:02. > :04:06.Some of those young people would be a level and GCSE students who needed

:04:07. > :04:11.to come in and work this morning on controlled assessment.

:04:12. > :04:16.We had a parents evening scheduled. -- parents' evening.

:04:17. > :04:22.The selfish inconvenience of all this is breathtaking really.

:04:23. > :04:27.Classrooms full of computer equipment were left untouched, and

:04:28. > :04:29.for all the damage caused, that was taken.

:04:30. > :04:34.As forests we know, no pupil's work has been cut -- touched.

:04:35. > :04:40.-- as far as we know. As for as we know, they must have

:04:41. > :04:46.been looking for money. But we keep no money on site, so it

:04:47. > :04:50.is a pointless exercise but it has caused a lot of disruption and

:04:51. > :04:53.inconvenience for a lot of people. The police are examining CCTV

:04:54. > :04:59.footage and have appealed for anyone who noticed suspicious activity

:05:00. > :05:02.around the school at the weekend to contact them.

:05:03. > :05:04.Work is now under way to reconnect the phone lines and repair of the

:05:05. > :05:06.damage. This girl is expected to reopen to

:05:07. > :05:11.pupils tomorrow. With a security lockdown continuing

:05:12. > :05:14.in Brussels, people there who are from Northern Ireland have been

:05:15. > :05:16.describing the atmosphere. The Belgian capital is

:05:17. > :05:34.on the highest level of terror Soldiers on the streets, the Metro

:05:35. > :05:37.closed. The main square deserted. Brussels went into lockdown as raids

:05:38. > :05:42.were carried out across the city. As detectives continue their hunt for

:05:43. > :05:49.the suspect in the Paris attacks, the police and army presence is to

:05:50. > :05:54.be strengthened further. This man is wondering how long it will last. --

:05:55. > :05:59.this man who works in Brussels. We are on the third day of a

:06:00. > :06:04.security alert, people have been advised not to go to work. We had an

:06:05. > :06:10.announcement from the police late last night to say that they had

:06:11. > :06:14.conducted a major police operation in the city centre but we have no

:06:15. > :06:18.more news as to when -- if things will return to normal.

:06:19. > :06:23.It is quite unnerving. In my neighbourhood, about a ten minute

:06:24. > :06:31.walk from the city centre, there was about a five-minute walk away from a

:06:32. > :06:33.place a large police operation this evening, and the police cordoned off

:06:34. > :06:38.a number of streets and conducted a number of roads, so during that

:06:39. > :06:43.background I could hear police sirens and helicopters flying

:06:44. > :06:46.overhead. During the operation 16 people were

:06:47. > :06:50.arrested in 22 raids. For a Belgian now living in Belfast

:06:51. > :06:55.far from home, seeing the capital city at the highest terror alert is

:06:56. > :07:00.-- is hard. The last time you would have seen an

:07:01. > :07:04.armed police presence in the streets of Brussels would have been at a

:07:05. > :07:08.time when there were a lot of tensions between the two main

:07:09. > :07:12.communities of Belgium, namely the Flemish and the wallowing.

:09:21. > :09:24.rain clears, and temperatures are little bit up in those south-eastern

:09:25. > :09:29.parts compared to yesterday. For more than all come the afternoon,

:09:30. > :09:33.temperatures get up to around 9 degrees, but that gusty wind will

:09:34. > :09:37.make it feel colder. Still plenty of showers rattling through, which at

:09:38. > :09:44.times could lead to more prolonged spells of rain. The best of any

:09:45. > :09:48.drier spells towards -- sports towards the South East. Still some

:09:49. > :09:52.showers on Wednesday, but easing. Another wet and windy spell on
