:00:25. > :00:26.are critical of the authorities for not doing enough

:00:27. > :00:30.Operation Owl was the police investigation into the alleged

:00:31. > :00:36.sexual abuse of 22 young people in care here.

:00:37. > :00:38.Now a report by the Safeguarding Board for Northern

:00:39. > :00:40.Ireland has looked into how the police handled ten

:00:41. > :00:43.It says police officers were effective in locating

:00:44. > :00:45.and returning the teenagers, but that they failed

:00:46. > :00:47.to find and stop the alleged abusers.

:00:48. > :00:51.It calls that effort "limited and inconsistent".

:00:52. > :00:59.And it says they failed to properly examine

:01:00. > :01:01.the extent of child sexual exploitation taking place.

:01:02. > :01:05.The report's main author says a much clearer focus is needed.

:01:06. > :01:14.Who is it that is prepared to exploit these vulnerable children,

:01:15. > :01:18.and how is it we best disrupt these people and how, if profitable and

:01:19. > :01:21.appropriate, can we get the prosecution of these people? -- if

:01:22. > :01:21.possible and appropriate. In a statement

:01:22. > :01:23.the head of the PSNI's Public Protection branch says

:01:24. > :01:25.they welcomed the report, and the opportunity

:01:26. > :01:27.to further examine how the PSNI and our partner agencies

:01:28. > :01:30.are dealing with this very important The Safeguarding Board now wants

:01:31. > :01:59.to review the situation again. In 12-months' time there should be a

:02:00. > :02:05.further audit of what is being done, too, if you like, keep the momentum

:02:06. > :02:08.going. -- to keep the momentum going.

:02:09. > :02:10.The Stormont Health Minister Simon Hamilton has

:02:15. > :02:17.The level of Lough Erne is continuing rise,

:02:18. > :02:21.It has gone up by two inches in the past 24 hours,

:02:22. > :02:24.and is now just six inches below the 2009 peak which saw large parts

:04:01. > :04:04.by insisting upon a veto on material to protect national security.

:04:05. > :04:06.But Ms Villiers said the veto is essential,

:04:07. > :04:09.and she wants the process to be transparent.

:04:10. > :04:17.And the way we have proposed to do that is to have a direct right of

:04:18. > :04:23.appeal to the High Court saw families can be confident that the

:04:24. > :04:30.veto power would never be misused -- so families can be confident. It is

:04:31. > :04:32.crystal clear it will be separate from the Government and if any

:04:33. > :04:36.Secretary of State were trying, as you have alleged, to cover up the

:04:37. > :04:37.truth, that would be overturned by the High Court.

:04:41. > :04:44.Stormont departments are being told to plan for cuts of up to 10%.

:04:45. > :04:47.They're due to get details of how much cash they're losing by way

:04:48. > :04:51.Senior civil servants have already begun to brief Stormont committees

:04:52. > :04:53.of the impact the cuts will be on their departments.

:04:54. > :04:55.One senior official from the Department of Social Development

:04:56. > :04:59.explained today how it would deal with the cuts.

:05:00. > :05:06.We would be seeking to provide a suite of options to the Minister

:05:07. > :05:11.which would have a range within them. As you say, smaller or bigger

:05:12. > :05:16.cuts in particular areas, consequences being outlined and also

:05:17. > :05:20.outlining possibly somewhere where we would suggest stopping

:05:21. > :05:24.altogether, giving the level of the cuts we have already sustained, it

:05:25. > :05:25.is impossible to deliver the same with less now at this stage.

:05:26. > :05:28.Two men have been charged in connection with a drugs find

:05:29. > :05:32.Police said cocaine and benzocaine with an estimated street value

:05:33. > :05:35.of almost ?750,000 were seized during searches of five houses

:05:36. > :05:37.and two cars yesterday in Portadown and Craigavon.

:05:38. > :05:40.The men, who are both 32, are due to appear before

:05:41. > :05:41.Craigavon Magistrates Court in the morning.

:08:31. > :08:34.there will be more rain for the coming weekend. Sleet and snow

:08:35. > :08:40.showers in place as tonight. Lying snow over the high ground of Derry

:08:41. > :08:43.and Antrim, but not exclusively. Temperatures are also dropping to

:08:44. > :08:47.around freezing so watch out for some ace tomorrow morning. It will

:08:48. > :08:52.be a wintry start to the day -- some ice. Through the morning rush hour

:08:53. > :08:55.is well. You can see snow almost anywhere for a time but any lying

:08:56. > :08:59.snow will mainly be over high ground. In between there will be

:09:00. > :09:03.sunshine and the showers will ease later in the day. Strong winds

:09:04. > :09:06.across the North coast and also for Scotland, bringing frequent snow

:09:07. > :09:12.showers to the hills, and also for the high ground of northern England.

:09:13. > :09:14.Further south, across Wales and the Midlands, and eventually the

:09:15. > :09:17.Southern counties of England, it will brighten up with some sunshine

:09:18. > :09:21.and eventually become dry. In the Republic of Ireland a lot of fine

:09:22. > :09:27.weather to come to. The rains will ease tomorrow afternoon and most of

:09:28. > :09:30.the showers will ease away as well. And improving picture tomorrow. It

:09:31. > :09:38.will be called and stay cold tomorrow night, though, with frost

:09:39. > :09:42.and ice once again. In new area of low-pressure coming northwards,

:09:43. > :09:45.bringing rain for Saturday, Sunday and into Monday, some of which could

:09:46. > :09:50.be heavy with even snow over the high ground. The risk of further

:09:51. > :09:54.flooding and disruption therefore particularly across the Western

:09:55. > :09:55.counties so do stay tuned for the forecasts.
