:00:23. > :00:26.investigating the attempted murder of the constable in January 2010.

:00:27. > :00:30.The Police Ombudsman says there is insufficient evidence

:00:31. > :00:33.to support a claim that police had information which could have

:00:34. > :00:43.As captain of the PSNI football team and the Irish speaker,

:00:44. > :00:45.Peadar Heffron was a high-value target for

:00:46. > :00:48.dissident republicans trying to deter Catholics

:00:49. > :00:53.He was seriously injured and had a leg amputated after a bomb

:00:54. > :00:57.exploded under his car five years ago.

:00:58. > :01:09.Detectives contacted the PSNI several times to request assistance.

:01:10. > :01:12.A Police Ombudsman report today says most of those

:01:13. > :01:14.requests didn't receive a meaningful response.

:01:15. > :01:22.In one instance, detectives had to wait more than two years.

:01:23. > :01:25.The Ombudsman stresses that when the intelligence material

:01:26. > :01:27.was eventually made available it did not

:01:28. > :01:30.lead detectives to significant evidence.

:01:31. > :01:34.But he says the delay was unacceptable.

:01:35. > :01:36.Investigators are those who are best placed to make

:01:37. > :01:43.so when they ask for information, at the time that they ask for it,

:01:44. > :01:44.no-one knows how important it will be,

:01:45. > :01:46.so whenever an investigator requests information,

:01:47. > :01:49.there are clear protocols for how that information should be

:01:50. > :01:55.This report is hugely embarrassing for the PSNI.

:01:56. > :01:57.Police officers stand accused of failing to

:01:58. > :02:00.help colleagues trying to catch those responsible for the attempted

:02:01. > :02:05.The PSNI now says it accepts it was an

:02:06. > :02:08.administrative failing and that Peadar Heffron is owed an apology.

:02:09. > :02:11.This should have been dealt with properly,

:02:12. > :02:14.within the organisation, but these matters

:02:15. > :02:17.hadn't been resolved, and that piece of information hadn't

:02:18. > :02:20.been conveyed, and we are sorry to Peadar Heffron

:02:21. > :02:23.in respect of this, but we have continued to support him throughout

:02:24. > :02:28.But the Deputy Chief Constable did not

:02:29. > :02:30.accept the recommendation that four intelligence officers should be

:02:31. > :02:35.He decided that two of them will be given

:02:36. > :02:43.When we put a recommendation to the police,

:02:44. > :02:45.we believe it is the right recommendation.

:02:46. > :02:48.I do still believe that the recommendation we made

:02:49. > :02:55.The police board has described the report as disturbing

:02:56. > :03:00.They will discuss the findings and the police response

:03:01. > :03:03.with Drew Harris and the constable next week.

:03:04. > :03:05.Peadar Heffron has now left the PSNI.

:03:06. > :03:11.A man has appeared in court in Dungannon accused

:03:12. > :03:15.of using Facebook to trick a young woman into sending explicit

:03:16. > :03:17.photographs to, what she believed was, a modelling agency.

:03:18. > :03:20.The man, who is from England, also faces an allegation

:03:21. > :03:23.of blackmail in relation to the photographs, some

:03:24. > :03:28.of which he posted on what are called revenge porn websites.

:03:29. > :03:31.Officers for the PSNI cybercrime team believe the alleged victim

:03:32. > :03:34.who is in her 20s is just one of many women

:03:35. > :03:37.chosen at random by Neil James Edwards, a train

:03:38. > :03:43.Her ordeal began with a phone call out of the blue,

:03:44. > :03:45.the caller said he represented a magazine,

:03:46. > :03:49.She was directed towards a Facebook page

:03:50. > :03:53.that apparently ran a modelling agency.

:03:54. > :03:58.She was asked to upload photos for a 3-D model.

:03:59. > :04:02.Semi-naked pictures eventually gave way to naked pictures and then

:04:03. > :04:06.the police say what followed was explicit.

:04:07. > :04:12.It was a year-long nightmare of harassment and attempted blackmail.

:04:13. > :04:16.Neil Edwards, a married father of two is accused of posting some

:04:17. > :04:20.of the pictures on so-called revenge porn sites,

:04:21. > :04:25.trawling through the victim's Facebook page, pointing

:04:26. > :04:31.More photos were demanded and backed up by threats to distribute

:04:32. > :04:36.This was blackmail, Sadie believes, not for financial gain

:04:37. > :04:39.but for sexual gratification and to satisfy

:04:40. > :04:44.Eventually, the woman went to the police,

:04:45. > :04:47.and after he was arrested on Wednesday,

:04:48. > :04:50.Neil Edwards's home was searched, officers took away mobile phones

:04:51. > :04:56.On it they found a hidden file containing 126

:04:57. > :05:00.subfolders, 43 of which bore women's names.

:05:01. > :05:03.Including the name of the woman at the centre of the case

:05:04. > :05:08.The images in this computer are encrypted, and so far

:05:09. > :05:12.Neil Edwards has refused to hand over the encryption key

:05:13. > :05:15.to the police, despite admitting ownership

:05:16. > :05:20.That is a fact the judge referred to as he

:05:21. > :05:29.The defendant will appear again in court next month.

:05:30. > :05:33.There were long tailbacks on the M2 and M3 heading out of Belfast this

:05:34. > :05:38.Four cars were involved in the collision just

:05:39. > :05:43.Three lanes were blocked between York Street and Fortwilliam.
