:00:20. > :00:25.which was close to St Mary's College.

:00:26. > :00:31.The collision occurred just after eight o'clock this evening.

:00:32. > :00:37.Bystanders say a car came through the lights at the junction of Falls

:00:38. > :00:41.Road and Broadway, striking several other vehicles and careering along

:00:42. > :00:44.the road on its roof. A man and his two-year-old son were sitting in a

:00:45. > :00:49.stationary vehicle when it was struck by another car. The car came

:00:50. > :00:58.right through the lights, click my car, went right up over the BMW,

:00:59. > :01:03.head the Volvo and slid along the roads. Police are investigating the

:01:04. > :01:07.circumstances surrounding the incident. Some eyewitnesses say a

:01:08. > :01:11.number of people left the scene. Ambulances were there shortly after

:01:12. > :01:16.the incident. Three adults and a child were taken to hospital. One

:01:17. > :01:25.pedestrian said he had to run to avoid being run over. My first

:01:26. > :01:28.reaction was to jump. Kane Douglas was beheaded Berg was dead. I could

:01:29. > :01:35.see all people staggering about bees. My first reaction was to ring

:01:36. > :01:42.the police and the ambulance. The Falls Road remains closed. Traffic

:01:43. > :01:48.Dozens of health service managers have called for politicians to take

:01:49. > :01:51.urgent action to transform the local system to match patient need now

:01:52. > :01:53.A report by the managers' umbrella organisation,

:01:54. > :01:56.the Northern Ireland Confederation, says next year's allocation of money

:01:57. > :02:14.Every day the health care system here is under huge pressure. A

:02:15. > :02:19.typical 24 hours sees a thousand people transported by ambulance,

:02:20. > :02:26.5,000 in hospital beds, 24,000 get a care package at home and 28,000 go

:02:27. > :02:30.to their GP surgery. Behind all of these figures, very human stories.

:02:31. > :02:35.Nick lives in south Belfast. He has been waiting a year and perhaps for

:02:36. > :02:39.treatment on his left eye. He says as I said has been deteriorating and

:02:40. > :02:43.he fears he has been forgotten about. If I hadn't have nagged to,

:02:44. > :02:48.nothing would have happened. I am not knocking the NHS it is a

:02:49. > :02:53.wonderful system, but fun -- sometimes you fall between two

:02:54. > :02:58.stools. If this is not done by next Christmas I think I'm going to have

:02:59. > :03:02.real problems. A report released today by health service managers

:03:03. > :03:06.call for urgent action to help people like Nick. It says that the

:03:07. > :03:11.?4.9 billion health care budget will not be enough. The health budget

:03:12. > :03:15.will get an extra 3% next year. However, the demand on the health

:03:16. > :03:20.service has grown by 6% a year or so we are not keeping pace. Despite

:03:21. > :03:25.tremendous cost saving measures in recent times, we are spending 50% of

:03:26. > :03:30.the Northern Ireland block us that is likely to grow. The reporter

:03:31. > :03:35.supported by 50 organisations. The calls for a timescale of action,

:03:36. > :03:39.transformation fund and strong collective political leadership.

:03:40. > :03:43.Some changes underway with difficult decisions lying ahead, such as

:03:44. > :03:46.reducing the number of acute hospitals, centralising some

:03:47. > :03:51.services and moving some carrots at the hospital and into the home. This

:03:52. > :03:53.is the man the Health Minister is looking to for advice. He is

:03:54. > :04:01.chairing an expert panel given the job to come up with solutions. There

:04:02. > :04:07.are solutions. Upon just keeps working at the margins you can cope

:04:08. > :04:10.with those pressures. We will have to be able to convince the

:04:11. > :04:16.population and the patients, the professional sound the politicians

:04:17. > :04:23.that every configuration is inevitable. It is about getting the

:04:24. > :04:28.best configuration of services in hospitals so we get the best

:04:29. > :04:34.possible outcome for patients. If we don't broad political consensus we

:04:35. > :04:38.will get this world-class health care system in Northern Ireland. The

:04:39. > :04:45.system is in jeopardy. This report is a call for urgent action, but any

:04:46. > :04:50.changes to staffing structures can prove controversial. Our politicians

:04:51. > :04:52.willing to weather the storm? Our politicians willing

:04:53. > :04:54.to weather the storm? The PSNI has been accused

:04:55. > :04:56.of obstructing inquests into controversial killings

:04:57. > :04:58.during the Troubles because it wants to protect the reputation

:04:59. > :05:01.of the RUC. The claim was made on the first day

:05:02. > :05:04.of a review of legacy cases involving 95 deaths,

:05:05. > :05:06.including killings by police The senior judge, Lord Justice Weir,

:05:07. > :05:10.is assessing what needs to be done before inquests can be held

:05:11. > :05:12.to establish what happened. Our Home Affairs Correspondent

:05:13. > :05:17.Vincent Kearney was in court. Ten Catholic civilians were shot

:05:18. > :05:23.dead by the army in Barry Murphy in August 19 71. Nearly 45 years later

:05:24. > :05:27.some of their relatives arrived in court today for a review of the

:05:28. > :05:30.case. A judge is assessing what more needs to be done for an inquest to

:05:31. > :05:35.be helped to establish what happened. There is work to be done.

:05:36. > :05:42.It can be done. We have waited for over 40 years. What we need at the

:05:43. > :05:50.moment, we need proper resources for the inquest. Inside the court, they

:05:51. > :05:53.heard that the Ministry of Defence has said it cannot identify the

:05:54. > :05:57.soldiers who were on duty in ballet Murphy at the time of the shootings.

:05:58. > :06:02.So far, the Army has only managed to trace one soldier. Stressing the

:06:03. > :06:06.importance of his army witnesses being fine, the judge said the

:06:07. > :06:09.families wanted to hear about the circumstances in which their loved

:06:10. > :06:14.ones had been shot and that those best place to do that with those who

:06:15. > :06:20.shop them. The shootings in Barry Murphy or just one of 56 legacy

:06:21. > :06:25.cases being reviewed. The judge had been asked to report on the state of

:06:26. > :06:30.readiness of age and which, if any, can receive the inquest hearings. It

:06:31. > :06:33.will then be up to the Lord Chief Justice to decide what happens next.

:06:34. > :06:38.The paint a review started this morning with a discussion about

:06:43. > :06:47.republicans. The time taken by the police to disclose classified

:06:48. > :06:53.documents was repeatedly highlighted as a reason for the delay in the

:07:02. > :07:06.deal with these cases. One family said that the PSNI was dragging its

:07:07. > :07:11.heels because wanted protect the reputation of the RGC. A QC said the

:07:12. > :07:14.lack of exposure of the material by the police is the single biggest

:07:15. > :07:19.impediment to the inquest taken place. He said any time there was

:07:20. > :07:23.light at the end of the tunnel for the families, the PSNI extended the

:07:24. > :07:26.tunnel. The judge said that he hopes the review will shed some light on

:07:27. > :07:27.the cases without producing too much heat.

:07:28. > :07:30.Assembly members have backed a Stormont motion which calls

:07:31. > :07:33.for the Fire and Rescue Service's budget to be ring-fenced.

:07:34. > :07:35.The motion claimed proposed cuts would compromise public safety,

:07:36. > :07:37.but the Minister has accused some parties of scaremongering.

:07:38. > :07:40.Our political correspondent Gareth Gordon reports.

:07:41. > :07:43.More than 50 firefighters came to Stormont to support a political

:07:44. > :07:48.cause to protect the service from cutbacks.

:07:49. > :07:53.The new DUP First Minister was among politicians happy to pose with them.

:07:54. > :07:57.Behind the smiles, her Health Minister found himself under

:07:58. > :08:00.attack from across the Chamber, accused of planning cuts

:08:01. > :08:04.which will put the service and those it protects it risk.

:08:05. > :08:07.Our service is a matter of life and death and we see that

:08:08. > :08:11.We are not going to stand by and allow Fire Service personnel

:08:12. > :08:17.MLAs were told the interim Chief Fire Officer recently warned

:08:18. > :08:19.that proposed cuts of between 5% and 10% would result

:08:20. > :08:29.The most senior fire officer in the country,

:08:30. > :08:31.a man with nearly 30 years experience of protecting our

:08:32. > :08:38.community, effectively pleading with government to show some sense.

:08:39. > :08:42.The DUP's Executive colleagues joined in the attack.

:08:43. > :08:45.I question, can anybody actually stand, hand on heart,

:08:46. > :08:49.and say that a reduction in ?12 million in a budget isn't having

:08:50. > :08:56.a detrimental impact in relation to the service?

:08:57. > :09:00.Can the Minister give us a guarantee today,

:09:01. > :09:03.as a result of these budget cuts, that there will be no risk to public

:09:04. > :09:07.safety and firefighter safety with such reductions?

:09:08. > :09:14.The Minister said he had not made any final decisions.

:09:15. > :09:17.There has been some scaremongering today, talk of a savage cuts in one

:09:18. > :09:19.of the quotes made by one of the members, but,

:09:20. > :09:22.as I have said, before there are no budgetary proposals in place

:09:23. > :09:25.for the Fire and Rescue Service or indeed any other aspect

:09:26. > :09:38.A series of proposals are currently out for consultation.

:09:39. > :09:42.If you're a football fan and hoping to get a ticket for one of the Euro

:09:43. > :09:44.finals matches in France, you may be disappointed.

:09:45. > :09:46.As BBC Newsline's Mark Simpson reports, it's all about

:09:47. > :10:00.The scramble for tickets began as soon as Northern Ireland qualified.

:10:01. > :10:03.But fans have had to be patient. Has the draw took place and the

:10:04. > :10:09.ticketing system kicked in the place. The deadline passed the date

:10:10. > :10:11.for fans wanting one of the tickets allocated to Northern Ireland

:10:12. > :10:17.supporters and there was huge interest in all three group C

:10:18. > :10:22.fixtures. There were applications from more than 50,000 tickets, but

:10:23. > :10:27.Northern Ireland have only been allocated 25,000. Here is where they

:10:28. > :10:31.are going. For the match against Poland there are $6 and Northern

:10:32. > :10:36.Ireland tickets. For the match against Ukraine there are 11,000.

:10:37. > :10:41.For the final group game in Paris against Germany there are 8,000

:10:42. > :10:45.tickets. The question is, who will get them? Anyone he applied will

:10:46. > :10:50.find out before the end of next month. It promises to be a nervous

:10:51. > :10:55.wait. But priority will be given to those who have followed the team in

:10:56. > :11:02.the qualification campaign. There are 11,000 block hookers who go to

:11:03. > :11:04.Windsor Park and support Northern Ireland regularly. Hopefully those

:11:05. > :11:10.people will be able to get all three games. Failing that, the game of

:11:11. > :11:14.choice. Hopefully the people who have loyally supported the team

:11:15. > :11:18.through the campaign home and away are the people who received the

:11:19. > :11:24.tickets and are able to go to France to support the team. The Republic's

:11:25. > :11:27.claims are expected to be heavily oversubscribed. No figures are yet

:11:28. > :11:32.available. A small number of tickets for all of the matches will go on

:11:33. > :11:36.general sale soon, but the reality is that even before a ball is kicked

:11:37. > :11:37.in France this summer some supporters are going to be

:11:38. > :11:40.supporters are going to be disappointed.

:11:41. > :11:43.Next is the weather forecast with Barra Best.

:12:14. > :12:18.Overall, it is not a bad start right across much of Britain and Ireland.

:12:19. > :12:20.Where we have the best of the sunshine across parts

:12:21. > :12:22.of England, the south of Wales and for Scotland,

:12:23. > :12:24.here it will be quite chilly through the day,

:12:25. > :12:29.Across Ireland, in terms of temperatures, it is

:12:30. > :12:33.Seven, maybe eight degrees, but there will be a lot

:12:34. > :12:37.A few breaks will allow the odd sunny gap to come through.

:12:38. > :12:40.But, again, we will hold on to a few damp spots here and there.

:12:41. > :12:43.The winds do stay quite light right through tomorrow evening.

:12:44. > :12:46.It will turn chilly tomorrow night and in a few places we could see

:12:47. > :12:50.temperatures as low as -2 or -3 degrees, but Wednesday is shaping up

:12:51. > :12:53.to be perhaps the best day in terms of sunshine this week

:12:54. > :12:57.Temperatures of five or six degrees, and a little bit of a freshening

:12:58. > :13:01.wind along the County Down coast making it feel a little bit colder.

:13:02. > :13:04.As we get into Thursday and Friday, low-pressure moves in.

:13:05. > :13:07.It will bring stronger winds, it will bring rain, but also higher

:13:08. > :13:15.temperatures at 11 or 12 degrees by the end of the week.
