:00:13. > :00:16.It happened this afternoon at the Regency Hotel

:00:17. > :00:22.Tonight gardai said up to four gunmen were involved in the attack.

:00:23. > :00:25.Our reporter David Maxwell is in Dublin for us this evening.

:00:26. > :00:40.As you can see, the scene remained cordoned off behind me, what were

:00:41. > :00:45.supposed to happen today was a normal weigh-in ahead of a boxing

:00:46. > :00:49.event this weekend but it turned out to be anything but normal. Some

:00:50. > :00:55.viewers may find the scenes in my report upsetting. This video

:00:56. > :00:56.captured the dramatic moment up to four gunmen entered the Regency

:00:57. > :01:15.Hotel. Go, go! What's happened? Daddy, what

:01:16. > :01:21.was that? Using AK-47 assault rifles, they opened fire during a

:01:22. > :01:27.weigh-in for a boxing event. Witnesses described it as terrifying

:01:28. > :01:33.and surreal. I heard to gunshots and two gunmen dressed in gardai uniform

:01:34. > :01:38.came into the lobby to my left. One of them ran forward as if he was

:01:39. > :01:42.going to go into the restaurant and then one sky was running through the

:01:43. > :01:47.lobby, he turned and shot him in the leg. I jumped over the reception

:01:48. > :01:50.desk and shouted down and shoot, because I could hear further

:01:51. > :01:56.gunshots. The gunman then leaned over the desk, pointing the gun down

:01:57. > :02:01.at May, and I was screaming don't shoot, and he said something and

:02:02. > :02:06.left. The victims were three men in their 20s, one pronounced dead at

:02:07. > :02:13.the scene, the other two in hospital with injuries. Gardai say the men

:02:14. > :02:20.were wearing disguises. Two of the individuals were wearing what was

:02:21. > :02:24.described as police type uniforms, described as a SWAT uniform with

:02:25. > :02:30.metal helmets similar to what you would see in crime dramas. This is a

:02:31. > :02:36.particularly nasty incident where individuals went into a hotel

:02:37. > :02:43.populated, carrying severe weapons. The target and the motive for the --

:02:44. > :02:47.are not yet clear but gardai are linking it to gangland violence,

:02:48. > :02:52.which has dogged the city for years. One theory is that the -- was

:02:53. > :02:57.retaliation for the murder of eight dying member in southern Spain last

:02:58. > :03:06.year. Whatever the reasons, this organised execution has left shock

:03:07. > :03:11.in its wake. A car believed to be used in this attacks was found burnt

:03:12. > :03:13.out not far from here this evening. The identity of the dead man has yet

:03:14. > :03:15.to be revealed. The idea of an amnesty for those

:03:16. > :03:18.who committed crimes during the Troubles has been

:03:19. > :03:20.rejected before by many people, but an academic, who survived

:03:21. > :03:22.a paramilitary attack, says that's something that

:03:23. > :03:24.needs to be considered. Professor Adrian Guelke says

:03:25. > :03:26.the mounting cost of investigating the past means politicians should

:03:27. > :03:43.reconsider such a step. The gunman who tried to kill Adrian

:03:44. > :03:48.have never been caught. He was upstairs in his house in South

:03:49. > :03:52.Belfast when a loyalist gang shot him after mistakenly thinking the

:03:53. > :03:58.South African born professor was working for the IRA. He was wounded

:03:59. > :04:00.but survived. Today his focus is on the future.

:04:01. > :04:02.I'm just happy to move on and I don't

:04:03. > :04:05.see any purpose in pursuing people involved in my particular case.

:04:06. > :04:08.I think South Africa took the right course when they decided to draw

:04:09. > :04:11.a line under the past by declaring very firmly in the transitional

:04:12. > :04:14.constitution that an amnesty would be granted.

:04:15. > :04:20.Victims' groups very commonly want both truth and justice.

:04:21. > :04:24.What people have to understand is they are more likely to get truth

:04:25. > :04:28.is they are more willing to be more flexible about justice and I think

:04:29. > :04:34.the cost of trying to deal with the past, we do need

:04:35. > :04:37.a different approach to the one that is being currently used.

:04:38. > :04:39.Dealing with the past has already been expensive,

:04:40. > :04:48.but many believe it is a price worth paying.

:04:49. > :04:51.At the same time, politicians still can't agree on a final

:04:52. > :04:54.framework for dealing with the past, but some kind of amnesty

:04:55. > :04:58.We are very clear as a party that that is not about to happen.

:04:59. > :05:00.There will be no amnesty, no rewriting of history

:05:01. > :05:02.in Northern Ireland and we will continue to fight

:05:03. > :05:06.For more than 20 years, politicians have been grappling

:05:07. > :05:11.It hasn't always been their number one priority but the fact

:05:12. > :05:15.that the issue is now right at the top of the political agenda

:05:16. > :05:23.at Stormont is in one way a sign of progress.

:05:24. > :05:25.New significant changes to taxi regulations

:05:26. > :05:31.You will be able to hail any taxi during certain hours of the weekend

:05:32. > :05:34.in Belfast City Centre without having a booking.

:05:35. > :05:40.It can be a confusing situation - which taxes can be hailed

:05:41. > :05:48.All taxes can be waved down, but here in Belfast city centre,

:05:49. > :05:54.Currently, only public hire taxis, or what we would know as black

:05:55. > :06:00.Other taxes have to be booked in advance.

:06:01. > :06:05.What will change is that on a Friday and Saturday night,

:06:06. > :06:10.between the hours of 23:59 and 6am the following day,

:06:11. > :06:13.and on public holidays, members of the public will be able

:06:14. > :06:18.to hail any taxi in the two-mile zone within Belfast.

:06:19. > :06:26.We have done that because often demand outstrips supply

:06:27. > :06:29.and it is a way for the public to get a taxi quickly and get home

:06:30. > :06:34.This is the area in Belfast city centre covered by the new rules.

:06:35. > :06:37.Not everyone is happy about the change.

:06:38. > :06:42.If this is just to clear the streets, it is wrong,

:06:43. > :06:45.because if you are going to clear the streets, you must know

:06:46. > :06:49.that the clientele and the general public are getting into a legitimate

:06:50. > :07:00.taxi and not one that doesn't have that insurance.

:07:01. > :07:03.The DOE is also introducing new signage that will look something

:07:04. > :07:04.like this, to deter those operating illegally.

:07:05. > :07:08.Black taxi drivers don't understand why they need it also.

:07:09. > :07:10.Rugby, and Ulster have had a dramatic last-gasp penalty win
