:01:06. > :01:08.Dissident republicans have claimed they carried out a shooting

:01:09. > :01:14.in Dublin on Friday in which a man was killed and two others wounded.

:01:15. > :01:18.The Continuity IRA has threatened to carry out further attacks

:01:19. > :01:22.on what it calls "drug dealers and criminals".

:01:23. > :01:24.The Gardai say they believe at least six people were involved

:01:25. > :01:33.Here's our home affairs correspondent, Vincent Kearney.

:01:34. > :01:41.It was audacious as well as ruthless. In broad daylight, and men

:01:42. > :01:44.wearing police style SWAT team uniforms and armed with AK-47

:01:45. > :01:50.assault rifles brought terror to a Dublin hotel. Inside, people were

:01:51. > :01:54.attending away in for a boxing tournament. They were soon running

:01:55. > :02:10.for their lives as the gunman opened fire.

:02:11. > :02:17.One man was shot dead and two others wounded. Moments later, two other

:02:18. > :02:22.gunman one disguised as a woman, were photographed running from the

:02:23. > :02:26.hotel. A van, believed to have been used by the killers was found burnt

:02:27. > :02:29.out a short distance away. The Gardai were back at the scene of the

:02:30. > :02:32.shooting this morning as the hunt for the killers goes on. Police have

:02:33. > :02:38.said they believe the attack was part of an ongoing feud between

:02:39. > :02:41.criminal gangs in Dublin. But in a statement to the BBC, a man claiming

:02:42. > :02:47.to speak on behalf of the leadership of the Continuity IRA said its

:02:48. > :02:51.members were responsible. He claimed the man killed, David Byrne, was

:02:52. > :02:57.targeted because he was involved in the killing of dissident republican

:02:58. > :03:01.in Dublin four years ago. Alan Ryan, a leading member of the Real IRA in

:03:02. > :03:10.Dublin, was shot dead in September 20 12. The Continuity IRA statement

:03:11. > :03:14.said while the man was not a member of the organisation, it wasn't going

:03:15. > :03:17.to stand back and allow drug dealers and criminals to target Republicans.

:03:18. > :03:21.It also warned that other attacks are planned. The statement said

:03:22. > :03:27.members of the Continuity IRA have an authorised to carry out further

:03:28. > :03:31.operations. The Gardai have been on a state of high alert since the

:03:32. > :03:34.shooting on Friday. Armed police officers have been manning

:03:35. > :03:39.checkpoints because of fears of attempted retaliation. We are also

:03:40. > :03:46.conscious that there is speculation that people may be talking about

:03:47. > :03:50.retaliation in this matter and the Gardai has been very active since

:03:51. > :03:54.the event occurred. There have been numerous patrols, armed patrols, out

:03:55. > :03:59.in Dublin city last night and they will continue out in the coming

:04:00. > :04:04.days. The use of AK-47 assault rifles certainly bears the hallmarks

:04:05. > :04:07.of violent republican attacks. At this stage, there is no way to

:04:08. > :04:11.independently verify the claim by the Continuity IRA.

:04:12. > :04:17.Our Dublin correspondent, Shane Harrison joins me.

:04:18. > :04:23.What is the view in Dublin about this dissident republican claim? I

:04:24. > :04:27.was at the Regency Hotel this morning and part of it is still

:04:28. > :04:30.sealed off or forensic examination, indicating that the Gardai

:04:31. > :04:35.investigation is still at an early stage. The Continuity IRA claim will

:04:36. > :04:38.be investigated and Gardai say they are keeping an open mind. But I have

:04:39. > :04:43.to say it's being treated with a degree of scepticism because it

:04:44. > :04:46.would be unprecedented for one dissident republican paramilitary

:04:47. > :04:50.group to avenge the murder of the leader of another. And Gardai

:04:51. > :04:55.reportedly have no intelligence that David Byrne was involved in the

:04:56. > :04:58.murder of Alan Ryan. It's still widely believed here that Freddie's

:04:59. > :05:02.killing was linked to an ongoing Dublin criminal gang feud and the

:05:03. > :05:10.murder last year in Spain of Gary Hutch. What sort of political

:05:11. > :05:13.reaction has been? Gardai have come in for criticism for their alleged

:05:14. > :05:17.late response to the crime and for their lack of intelligence about it.

:05:18. > :05:22.Especially when some media outlets suspect that the leading figures in

:05:23. > :05:27.one Dublin criminal gang would be present, including the son of one of

:05:28. > :05:30.the leaders. This morning, at an election news Conference, the

:05:31. > :05:35.Justice Minister flagged by the Taoiseach, defended the force. They

:05:36. > :05:39.had no intelligence which they believe would warrant their presence

:05:40. > :05:44.there. I suppose the harsh reality is that intelligence is not always

:05:45. > :05:49.available in relation to the commission of crime. One has to say

:05:50. > :05:53.that. It's not my place to second guess the operational decision that

:05:54. > :05:56.the Gardai took. As I said, we are in the middle of a general election

:05:57. > :06:01.and political points are being scored. Also about the use of AK-47

:06:02. > :06:06.rifles and whether they were originally IRA weapons. This

:06:07. > :06:10.afternoon, the Sinn Fein leader Gerry Adams issued a statement in

:06:11. > :06:15.which he said the Continuity IRA were not the IRA. He has been

:06:16. > :06:19.criticised in recent days be saying that there is no such place as

:06:20. > :06:23.gangland and for calling for the end to the nonjury Special Criminal

:06:24. > :06:27.Court. He also described those who carried out the murder on Friday as

:06:28. > :06:30.thugs who should be locked up and he said he and other Sinn Fein

:06:31. > :06:33.representatives have in recent times, received death threats. Thank

:06:34. > :06:35.you. In a bold move our MLAs are being

:06:36. > :06:38.asked to put their politics to the side to help make our health

:06:39. > :06:40.system world class. With big decisions to be made

:06:41. > :06:43.that may not be popular with Northern Ireland's voters,

:06:44. > :06:45.we've been to Greater Manchester where the politicians have agreed

:06:46. > :06:50.to put health first. Politicians there signed up

:06:51. > :06:52.to a plan that includes reducing the number of emergency

:06:53. > :06:56.departments from 10 to four. They estimate up to 300 lives

:06:57. > :06:59.could be saved by concentrating From Manchester, our

:07:00. > :07:23.Health Correspondent Manchester also has its health

:07:24. > :07:26.problems. Just like Northern Ireland, there are soaring waiting

:07:27. > :07:32.lists, older people with chronic health conditions and services

:07:33. > :07:35.duplicated across hospital sites. But Greater Manchester misdiagnoses

:07:36. > :07:39.triggered health authorities to come together and politicians to put

:07:40. > :07:42.their differences aside. Health care in Greater Manchester is not great,

:07:43. > :07:49.the population here have significant issues. You cannot become a

:07:50. > :07:52.politician and cannot lead and then not make decisions and at every

:07:53. > :07:58.level the leaders in the room to leadership and said it will happen.

:07:59. > :08:04.Normally from opposing sides, according to these two councillors,

:08:05. > :08:07.political harmony was crucial. With political resolve and resilience

:08:08. > :08:12.tested, of course, but is there an assault amongst us that says we have

:08:13. > :08:19.got to do something differently, pragmatically, using evidence to do

:08:20. > :08:21.that? Yes, we will. How did they get here? Last February and memorandum

:08:22. > :08:26.of understanding was signed setting out the principles for devolving

:08:27. > :08:30.Health and Social Care Board in politicians working together. A

:08:31. > :08:34.strategic health and care strategy partnership was created, consisting

:08:35. > :08:39.of ten Greater Manchester local authorities and 12 clinical

:08:40. > :08:43.commissioning groups. To get the public involved, and there will be

:08:44. > :08:45.involved to lead the change and all political and health officials will

:08:46. > :08:51.have a vote when a contentious issue comes up. It hasn't all been smooth,

:08:52. > :08:54.there has been a judicial review will be attempts to reduce the

:08:55. > :08:59.number of emergency departments that are set to be cut from ten to four.

:09:00. > :09:03.For those involved, it's all about the politicising health. I think it

:09:04. > :09:09.was knowing the alternative is worse, no one but the finances,

:09:10. > :09:12.services, the health of the population is going in the wrong

:09:13. > :09:16.direction and it took politicians and others to be brave enough to

:09:17. > :09:20.take that step to say yes, we will do something different, take the

:09:21. > :09:24.risk of doing the right thing with a population, rather than doing what

:09:25. > :09:28.we have always done. But those working at the coal face, there is

:09:29. > :09:32.this morning. The real problem comes in about the cost-cutting. When that

:09:33. > :09:40.comes in, so many things you want are reduced. The big elephant in the

:09:41. > :09:44.room, to start getting some cherry picking. We have got to be very

:09:45. > :09:47.careful about it, in this whole process, cherry picking of certain

:09:48. > :09:52.things is not taken over by the private sector. Clearly Manchester

:09:53. > :09:57.is only at the start of a long and potentially difficult journey. But I

:09:58. > :10:03.already having signed deal in the bag, are off to a good start.

:10:04. > :10:05.A homeless charity says four people who were sleeping rough in Belfast

:10:06. > :10:14.A man, believed to be in his 30s, died on the main thoroughfare

:10:15. > :10:29.in the city centre, as Kevin Sharkey reports.

:10:30. > :10:35.This is where he died, a city centre doorway. Among his friends and those

:10:36. > :10:40.who help them, the man was known as Jimmy. His full name is not being

:10:41. > :10:42.released. But one of the charities who helped and believes he might

:10:43. > :10:50.still be alive if he wasn't sleeping rough. If he had had been in a

:10:51. > :10:55.normal home, without lying in a doorway. Charity workers who called

:10:56. > :10:59.to see Jimmy every night said he was a likeable character but he wasn't

:11:00. > :11:02.here every night last week, he was in hospital. When the volunteers

:11:03. > :11:06.call to see him on Thursday night after he was discharged, he told

:11:07. > :11:11.them he had been treated procedures. Two days later, he was dead. The

:11:12. > :11:14.exact cause of his death is not known yet but today, a call for more

:11:15. > :11:19.help for people living on the streets. We need to reach out and

:11:20. > :11:24.find out what each individual person that is sleeping on our streets, but

:11:25. > :11:29.there are specific need is and address those needs. And people with

:11:30. > :11:30.these underlying issues will be on the streets of Belfast again

:12:20. > :12:25.reeling like Ballymena where Michelin and JT I Gallaher is well

:12:26. > :12:28.close factories by 2018. A union rally on Saturday called for action

:12:29. > :12:33.with its message endorsed by the town's most high profile celebrity.

:12:34. > :12:37.In the face of thousands of well-paid jobs vanishing, giving up

:12:38. > :12:42.manufacturing is... Simply not an option. It's so sad we are at this

:12:43. > :12:47.point and there's not a future for the likes of me my friends. You

:12:48. > :12:51.dated today from the Ulster Bank highlights in's current woes. Jobs

:12:52. > :12:58.are going month after month and orders or flat. Or falling. Unions

:12:59. > :13:01.label it a crisis and want the government strategy to attract

:13:02. > :13:07.replacement jobs which pay well. It can't be old on service jobs or call

:13:08. > :13:12.centres, it can't be built on the sort of jobs that are not even

:13:13. > :13:16.paying proper wages or proper hours contracts. We want a bright future

:13:17. > :13:20.and a proud future for Ballymena. There has been better luck with

:13:21. > :13:24.overseas investment in other sectors like computing, take this US firm,

:13:25. > :13:30.announcing 88 new jobs were Belfast today. The Finance Minister was

:13:31. > :13:36.here, you was in Ballymena. And insists Invest NI has not given up

:13:37. > :13:41.on manufacturing. They haven't thrown the Tao Lin, let's remember

:13:42. > :13:44.they have to respond to what global circumstances art and the global

:13:45. > :13:47.situation and I think they are still best place to do that and that's why

:13:48. > :13:54.I have confidence that Invest NI will continue to do what is best for

:13:55. > :14:00.Northern Ireland. -- haven't thrown in the towel in. It will add to the

:14:01. > :14:01.Manufacturing challenge and things could remain downbeat in this sector

:14:02. > :14:04.for longer yet. Our Economics and Business Editor

:14:05. > :14:15.John Campbell is here. Overall manufacturing, is it in good

:14:16. > :14:18.or bad shape? It's had a good last three years, strong growth, we've

:14:19. > :14:24.been growing faster in manufacturing and the rest of the UK, adding lots

:14:25. > :14:28.of jobs. But there has been a noticeable slowdown in the last six

:14:29. > :14:32.months, that's really to do with the global economic outlook and because

:14:33. > :14:37.that outlook is so uncertain, especially in China and that's a

:14:38. > :14:41.place that has bought lot of manufacturing exports, that could be

:14:42. > :14:44.trouble to come on that front. What interest has been from global

:14:45. > :14:49.manufacturing companies that they want to invest here, they want to

:14:50. > :14:53.work your? We are not getting global companies in manufacturing coming

:14:54. > :14:56.along and saying we will build new factories on greenfield sites, that

:14:57. > :15:00.hasn't been happening but what has been happening over the last three

:15:01. > :15:03.or four viewers, American companies in particular have bought local

:15:04. > :15:10.Northern Ireland companies like those in Tyrone or banker, they are

:15:11. > :15:12.part of bigger American corporations that there is investment and puts

:15:13. > :15:16.Northern Ireland in today's global supply chains. But it can be a

:15:17. > :15:21.double-edged sword because when you are a small part of the big company,

:15:22. > :15:25.jobs are not so sticky for Northern Ireland and Invest NI has put money

:15:26. > :15:33.into manufacturing. Bombardier Aerospace be the biggest recipient

:15:34. > :15:37.for Invest NI grants. What's the likelihood that the investment will

:15:38. > :15:41.be on the same scale as previously? We need to be clear we are not going

:15:42. > :15:44.to get the same manufacturing involves making those commodity

:15:45. > :15:48.products like tyres are cigarettes in the same way that we used to make

:15:49. > :15:53.a huge textile sector employing tens of thousands of people. Those jobs

:15:54. > :15:59.are not coming back. It needs to be about concentrating on higher value

:16:00. > :16:02.manufacturing, clusters like aerospace, materials handling, life

:16:03. > :16:13.sciences, that's the future of manufacturing.

:16:14. > :16:15.A man has received a suspended sentence for claiming

:16:16. > :16:18.benefits when he owned properties in Spain.

:16:19. > :16:20.Dungannon Court was also told that 47-year-old Clive Millar

:16:21. > :16:22.from Coleshill Crescent in Enniskillen, had almost three

:16:23. > :16:28.hundred thousand pounds in his bank account.

:16:29. > :16:30.The former soldier admitted four charges of failing to declare

:16:31. > :16:35.He was sentenced to 12 months in jail, suspended for two years.

:16:36. > :16:39.A court has been told that a thief who stole a wallet from a man

:17:03. > :17:06.Dublin. He is charged with robbing a man of his wallet on the 23rd of

:17:07. > :17:09.August last year. The 25 you rolled from Claudy died after he is

:17:10. > :17:15.believed to have fallen from the city walls in the early hours. After

:17:16. > :17:20.the disappearance, the PSNI viewed CCTV footage of his final movements.

:17:21. > :17:24.It showed him being robbed by two men, one of whom was the defendant.

:17:25. > :17:29.The other man is believed to have left the country. The theft of two

:17:30. > :17:34.mobile phones worth ?1200 from two women had taken place in the same

:17:35. > :17:39.area the previous day. Local police officers did not recognise the two

:17:40. > :17:43.men involved the Gardai were able to identify them from CCTV footage. One

:17:44. > :17:47.of the two men was arrested in Belfast on Saturday night. A police

:17:48. > :17:52.officer told the court that the men were part of an organised criminal

:17:53. > :17:56.gang that specialised in targeting vulnerable people who dropped the

:17:57. > :18:03.guard without socialising in Belfast and Derry. Bail was refused. The

:18:04. > :18:05.defendant was remanded in custody until the 3rd of March.
