:01:23. > :01:25.is to be charged in connection with the collapse of a balcony

:01:26. > :01:28.in Berkeley in California last year that killed six young people

:01:29. > :01:33.and injured seven others, most of them Irish.

:01:34. > :01:36.The District Attorney said her office had concluded

:01:37. > :01:43.Martin Cassidy has more on this breaking story.

:01:44. > :01:46.Five Irish students and one American died last June when an apartment

:01:47. > :01:50.balcony at the Library Gardens complex in Berkeley collapsed

:01:51. > :01:53.as young people celebrated a 21st birthday.

:01:54. > :02:01.Another seven young people were injured, some seriously.

:02:02. > :02:03.After a nine-month investigation, the California District Attorney's

:02:04. > :02:06.office now says it will not be bringing any criminal charges

:02:07. > :02:09.as there was "insufficient evidence" to bring manslaughter charges

:02:10. > :02:13.against any one individual or company.

:02:14. > :02:17.The investigation had already concluded the balcony collapsed

:02:18. > :02:20.because "water had been trapped in the deck" during the construction

:02:21. > :02:27.phase which had led to "eventual and extensive dry rot damage".

:02:28. > :02:30.Separately civil legal proceedings by the families of those killed

:02:31. > :02:34.and injured are continuing against 30 companies connected

:02:35. > :02:42.with the constrtction and maintainance of the building.

:02:43. > :02:44.A County Armagh schoolboy has appeared in court charged over

:02:45. > :02:48.The fifteen year old, who cannot be identified

:02:49. > :02:51.because of his age, admitted putting a bin on the railway line to entice

:02:52. > :02:59.Two police officers were injured in what was described

:13:12. > :13:15.First time buyers struggling to save enough money for a deposit

:13:16. > :13:19.on a home could get help from a new scheme called

:13:20. > :13:23.Instead of paying rent with no prospect of a return,

:13:24. > :13:29.tenants receive 25% of their money back after three years to use

:13:30. > :13:32.as a down payment to purchase a property.

:13:33. > :13:35.The scheme is funded by the Department for

:13:36. > :13:38.Social Development and it aims to help people on low incomes to get

:13:39. > :13:51.Here's our South West reporter Julian Fowler.

:13:52. > :13:58.towards owning a home can be a challenge. The social development

:13:59. > :14:03.stages to be an estate agent so he knows how difficult it can be. By

:14:04. > :14:06.your own home, it is the biggest decision you will ever make and many

:14:11. > :14:17.and therefore I think that this will be an incentive to young married

:14:18. > :14:21.couples and in particular for them to get on the home ownership ladder.

:14:34. > :14:36.on a mortgage. There is a shortage of mortgages and the availability of

:14:37. > :14:39.finance right across Northern Ireland services initiative for us

:14:40. > :14:44.to get down to that situation and help able to get in and aspire and

:14:45. > :14:49.the dreams of getting a home of getting a home either. That can be

:14:50. > :14:54.by a cone ownership or getting the property through a mortgage. They

:14:55. > :14:59.are funding 100 new homes across Northern Ireland at a cost at 12 and

:15:00. > :15:02.a half million pounds. It is hoped it will help those who are currently

:15:03. > :15:05.renting take the first step towards owning their first home.

:15:06. > :15:08.On tomorrow night's BBC Newsline we take a look at the private

:15:09. > :15:12.One in five homes in Northern Ireland is now owned

:15:13. > :15:15.by a private landlord, largely because more families

:15:16. > :15:20.are now living in a rented homes than ever before.
