:00:08. > :00:14.The First Minister Arlene Foster has spoken to the Chief Constable

:00:15. > :00:19.after police officers used CS spray at a Junior Orange Order parade

:00:20. > :00:24.Disturbance broke out during the parade on the Ormeau Road

:00:25. > :00:28.Two police officers received minor injuries and a police

:00:29. > :00:37.California's District Attorney, who was investigating the collapse

:00:38. > :00:39.of a balcony that killed six young people,

:00:40. > :00:41.has said there is insufficient evidence to bring any criminal

:00:42. > :00:45.charges in connection with the incident.

:00:46. > :00:48.The families of the bereaved and injured are to continue

:00:49. > :00:52.with civil legal proceedings following last summer's tragedy.

:00:53. > :00:59.It was meant to to be the happiest of occasions,

:01:00. > :01:03.a 21st birthday party, but which ended horrifically.

:01:04. > :01:06.Around 40 young people, many on a working holiday

:01:07. > :01:13.from Ireland, were enjoying themselves here at the Library

:01:14. > :01:15.Without warning the balcony collpased, claiming the lives

:01:16. > :01:20.of five Irish students and an Irish American relative.

:01:21. > :01:23.Another seven young people were seriously injured.

:01:24. > :01:26.After a nine-month investigation, the California District Attorney's

:01:27. > :01:32.office now says it will not be bringing any criminal proceedings

:01:33. > :01:34.as there was "insufficient evidence" to bring manslaughter charges

:01:35. > :01:38.against any one individual or company.

:01:39. > :01:42.The District Attorney's office said it was not satisfied that it had

:01:43. > :01:47.enough evidence to prove any charges beyond a reasonable doubt.

:01:48. > :01:54.Its chief investigator though says what it found about the balcony

:01:55. > :01:57.collapse could now be used in civil proceedings being taken

:01:58. > :02:12.Is just unfortunate in this tragedy, our hearts go out to those who have

:02:13. > :02:17.suffered so much. In looking at the building of this apartment, that

:02:18. > :02:24.there was just many different parties involved that contributed.

:02:25. > :02:26.To this tragedy. There was just not enough evidence to go after one

:02:27. > :02:29.individual or one company. The investigation concluded

:02:30. > :02:31.the balcony collapsed because "water had been trapped in the deck"

:02:32. > :02:33.during the construction phase which had led to "eventual

:02:34. > :02:36.and extensive dry rot damage". The civil legal proceedings

:02:37. > :02:38.by the families of those killed and injured are continuing

:02:39. > :02:42.against 30 companies connected with the construction

:02:43. > :02:47.and maintainance of the building. Their lawyers said the District

:02:48. > :02:50.Attornery's decision was not unexpected given the high

:02:51. > :02:53.burden of prooof required, but confirmed that the DA's

:02:54. > :02:57.investigation would benefit A County Armagh schoolboy has

:02:58. > :03:10.appeared in court charged over admitted putting a bin

:03:11. > :03:16.on the railway line to entice police Two police officers were injured

:03:17. > :03:19.in what was described That trouble meant more disruption

:03:20. > :03:25.to rail services with the line The line between Portadown

:03:26. > :03:32.and Lisburn was closed twice The level crossing

:03:33. > :03:38.on Lake Street in Lurgan. It's right next to the nationalist

:03:39. > :03:41.Kilwilkie estate. Yesterday a van was set on fire

:03:42. > :03:45.here in the early hours, and in the afternoon bins

:03:46. > :03:56.were pulled onto the line. It is the main line between Belfast

:03:57. > :04:04.and Dublin but is becoming a familiar story to hear that it is

:04:05. > :04:08.closed. People in Lurgan are used to having to be patient while the

:04:09. > :04:12.trains go through the centre of the town. But for those commuters

:04:13. > :04:18.regularly disrupted, there is real frustration. Having to climb on a

:04:19. > :04:23.bus before you go to work, it is a lot of hassle. I just want peace and

:04:24. > :04:28.I wish people would look to peace and stop this carry on because it is

:04:29. > :04:37.not going to achieve nothing. When you leaves around this area, you get

:04:38. > :04:38.used to it and you need to have a plan B ready.

:04:39. > :04:42.There have been proposals in the past to avoiding the level

:04:43. > :04:44.crossing altogether, either by diverting the line

:04:45. > :04:56.It's a very expensive proposal. If you were to look at moving the

:04:57. > :04:59.railway line, that would be very expensive. It would have to be

:05:00. > :05:07.realigned with quite as smooth curve. There is a significant cost

:05:08. > :05:12.inland and a multi-million pounds project to move the line. Is there

:05:13. > :05:18.anything else that could be done? You could close the road and that

:05:19. > :05:19.would cause more disruption to the people of Logan and that is not

:05:20. > :05:26.really an option. -- Lurgan. Translink say that safety

:05:27. > :05:28.is their top priority, and they work closely with PSNI

:05:29. > :05:30.when security alerts occur. They told us they "maintain services

:05:31. > :05:33.for as long as it remains Alternative bus substitution

:05:34. > :05:36.services are put in place." But it's passengers who have

:05:37. > :05:39.to put up with long waits, And any way round this level

:05:40. > :05:42.crossing seems too difficult A senior member of the Orange Order

:05:43. > :05:49.says it's sad that some republicans sought to link the commemorations

:05:50. > :05:52.of the Easter Rising to the present The Reverend Mervyn Gibson

:05:53. > :05:57.who is Chaplain of Belfast County Hundreds took part in today's

:05:58. > :06:04.Junior Orange parade thorough members of the Orange Order

:06:05. > :06:12.for their Easter demonstration. This year the focus fell

:06:13. > :06:15.on the Battle of the Somme One to mark the death

:06:16. > :06:30.of the youngest soldier killed We always look forward to Teesside

:06:31. > :06:35.Tuesday outwith the juniors. A hundred years ago today, the

:06:36. > :06:41.youngest member of the division was killed. A Samuel Williams. He died

:06:42. > :06:43.in France and we will be laying everything his memory and in the

:06:44. > :06:45.memory of others who died. Mervyn Gibson also reflected

:06:46. > :06:47.on the numerous Loyal order parades and 1916 Rising commemorations that

:06:48. > :06:59.took place over the Easter period. I think the apprentice boys had a

:07:00. > :07:03.great day yesterday. We are looking forward to another great day today.

:07:04. > :07:09.There were some who wanted to take us back but we hope the police will

:07:10. > :07:13.be able to deal with those matters. We saw the official parade in Dublin

:07:14. > :07:17.for the rebellion that passed on well and people enjoyed themselves.

:07:18. > :07:21.Unfortunately, they're always people who want to link it with the present

:07:22. > :07:23.and past terrorist campaign and that is sad for us all.

:07:24. > :07:25.The PSNI says it's been gathering evidence around suspected breaches

:07:26. > :07:27.of Parades Commission determinations in Coalisland and un-notified

:07:28. > :07:30.republican Easter parades in Ardoyne and Lurgan.

:07:31. > :07:32.The police say they will be presenting reports

:07:33. > :07:35.to the Public Prosecution Service with a view to

:07:36. > :07:44.A 69-year-old man who died in a road crash in Sligo

:07:45. > :07:48.The accident happened yesterday when his car hit a ditch

:07:49. > :07:58.A new government scheme called Rent to Own is aimed at helping people

:07:59. > :08:01.on low incomes to get onto the property ladder.

:08:02. > :08:05.Instead of paying rent with no prospect of a return,

:08:06. > :08:10.tenants receive 25% of their money back after three years to use

:08:11. > :08:14.as a down payment to purchase a property.

:08:15. > :08:22.Here's our South West reporter Julian Fowler.

:08:23. > :08:29.The first steps towards owning a home can be a challenge. The social

:08:30. > :08:34.develop Minister Lord Morrow used to be an estate agent so he knows how

:08:35. > :08:38.difficult it can be. Buying your own home, it is the biggest decision

:08:39. > :08:42.will you will ever make and many of us have done that with some

:08:43. > :08:48.trepidation. We have all been there and therefore I think this will be

:08:49. > :08:52.an incentive to young married couples in particular for them to

:08:53. > :08:57.get on the home ownership ladder. This new development is one where

:08:58. > :09:02.tenants can become homeowners. After paying rent for three years, they

:09:03. > :09:07.received 25% back to use as a deposit on a mortgage. There is a

:09:08. > :09:10.shortage of mortgages and the availability of finance ride across

:09:11. > :09:15.Northern Ireland services initiative for us to get down to that situation

:09:16. > :09:18.and help people to aspire and the Filbert dreams of getting a home of

:09:19. > :09:25.their own. That could be through code ownership or purchase of the

:09:26. > :09:28.mortgage. They are standing 100 new homes across Northern Ireland at a

:09:29. > :09:32.cost of 12 and a half million pounds. It is hoped this news team

:09:33. > :09:33.will help those who are currently renting take their first step

:09:34. > :09:38.towards owning their own home. On tomorrow's BBC Newsline we look

:09:39. > :09:41.again at the property market One in five homes is now owned

:09:42. > :09:45.by a private landlord. In the main that's because more

:09:46. > :09:48.families are living in a rented There are new charges and new rules

:09:49. > :09:56.for landlords and we look to see if that's good news or bad news

:09:57. > :09:59.for anyone paying the rent. That's tomorrow evening

:10:00. > :10:05.here on BBC Newsline. The Republic of Ireland drew 2-2

:10:06. > :10:08.with Slovakia in an international friendly in Dublin's

:10:09. > :10:27.Aviva Stadium tonight. Manager Martin O'Neill

:10:28. > :10:34.switches to the team tonight. The visitors taking the lead on 40

:10:35. > :10:38.minutes thanks to Ross fine finish. Goalkeeper Rob Elliott suffered a

:10:39. > :10:43.serious knee injury and was then stretchered off. He is now a serious

:10:44. > :10:45.serious knee injury and was then doubt for this summer's European

:10:46. > :10:47.Championships. The Republic of Ireland

:10:48. > :10:48.Championships. The Republic of penalties within two minutes midway

:10:49. > :10:55.through the first half. Long scoring penalties within two minutes midway

:10:56. > :10:59.the first and James McClean stepping up for the second. The home side

:11:00. > :11:06.were denied victory right on the stroke of half-time. Republic of

:11:07. > :11:10.Ireland will play twice before they hit the Limerick head to France. The

:11:11. > :11:22.first game will be here against the Netherlands. Then they will take on

:11:23. > :11:25.court at Belarus. -- take on Belarus at Cork.

:11:26. > :11:27.There were also four games in the Danskebank premiership.

:11:28. > :11:29.Linfield started tonight five points behind leaders Crusaders,

:11:30. > :11:31.but they took all three points off Warrenpoint town.

:11:32. > :11:34.Aaron Burns scored the first goal, Linfield got another before the ball

:11:35. > :11:36.fell to Ross Gaynor, who hit low into the net.

:11:37. > :11:40.And in the Ballinmallard Crusaders game, the visitors' captain

:11:41. > :11:44.Colin Coates grabbed the winner in the fourth minute of injury time.

:11:45. > :11:59.Let's get the latest forecast details with Barra Best.

:12:00. > :12:06.Showers this evening. It will turn quite chilly across the board.

:12:07. > :12:10.Temperatures will fall close to freezing, perhaps just below in

:12:11. > :12:13.countryside areas stop a late frost tomorrow morning. Tomorrow will be

:12:14. > :12:19.much like today. Some good sunny spells to enjoy, watch out for some

:12:20. > :12:23.scattered showers. There will be a fair amount of dry weather here now.

:12:24. > :12:26.A lot of cloud that it won't take long before that cloud breaks up and

:12:27. > :12:31.let the sunshine come through. Right across Britain and Ireland, not a

:12:32. > :12:35.bad day apart from the isolated shower. Quite dry with some cloud

:12:36. > :12:41.and sunny gaps everywhere. Temperatures will about normal for

:12:42. > :12:45.the time of year. The odd shower will continue on an off but many of

:12:46. > :12:50.us will have a fine and to the day with some evening sunshine. Not

:12:51. > :12:55.particularly one first, temperatures ten or 11 sows ears at best was part

:12:56. > :12:59.of the south and east. Thursday, largely dry, there will be a risk of

:13:00. > :13:04.the odd isolated shower to watch out for the temperatures, ten or 11

:13:05. > :13:08.Celsius at best. Plenty of dry weather tomorrow and Thursday but

:13:09. > :13:11.come the end of the week, it is going to change. We have this area

:13:12. > :13:14.of low pressure which is going to move in from the Atlantic. It is

:13:15. > :13:18.doing to bring some stronger winds and is going to bring a fair amount

:13:19. > :13:21.of rain break through the day on Friday. Some of that phrase will

:13:22. > :13:23.return again on Saturday so before then, enjoy any sunny gaps you can

:13:24. > :13:25.get. Good night. Our next BBC Newsline is at 6.25am

:13:26. > :13:28.during Breakfast here on BBC One. You can also keep updated
