:01:20. > :01:22.The Irish President Michael D Higgins has pulled out of attending

:01:23. > :01:25.a dinner at Belfast City Hall to mark the centenary of

:01:26. > :01:30.He said he did not want to become "embroiled

:01:31. > :01:41.This is a copy of the invitation that's been sent out for the event.

:01:42. > :01:44.It from the Lord Mayor and City Council, with the president of

:01:45. > :01:46.Ireland as the guest of honour. The DUP has been accused

:01:47. > :01:48.of scuppering the event by refusing to attend, but the party say

:01:49. > :01:51.they have no objection to the event going ahead, they simply

:01:52. > :02:07.will not be there. Michael D Higgins was at the centre

:02:08. > :02:11.of Easter Rising commemorations in Dublin at the weekend. Next week,

:02:12. > :02:16.the Irish president was due to come to Belfast as guest of honour at a

:02:17. > :02:21.City Hall dinner to mark the Rising. Unionists didn't oppose the idea of

:02:22. > :02:26.the dinner, it was included in a cross-party agreement which allowed

:02:27. > :02:31.events like the Ulster covenant and battle of the Somme centenary is to

:02:32. > :02:34.go ahead also. But the DUP recently announced they would not be

:02:35. > :02:40.attending next week's Easter Rising dinner and today Michael D Higgins

:02:41. > :02:48.pulled out. The SDLP and the Alliance party accused the DUP of

:02:49. > :02:53.breaking the agreement. Support meant that people would attend, for

:02:54. > :02:59.none of them to is disrespectful to a significant proportion of the

:03:00. > :03:07.population of Belfast. So this is a breach of the deal? The spirit of

:03:08. > :03:10.the deal, if not the technicality. Think it's very dispiriting and I

:03:11. > :03:15.think politics in the upcoming election is playing a part. In a

:03:16. > :03:19.statement this afternoon, a spokesperson for Michael D Higgins

:03:20. > :03:21.said that the president accepted the invitation on the bases there was

:03:22. > :03:27.cross-party support for the invitation. This no longer the case.

:03:28. > :03:33.The president has no option other than to withdraw. He doesn't want to

:03:34. > :03:38.become embroiled in matters of political controversy. So what do

:03:39. > :03:45.the DUPs say? The accusation is that you have gone back on a cross-party

:03:46. > :03:49.deal. Did you? No, we did not. There was an absolutely no obligation for

:03:50. > :03:53.people to go to an event. You can't force people to go to an event they

:03:54. > :03:59.don't want to. Do you blame the DUP for the Irish president Michael D

:04:00. > :04:03.Higgins pulling out? No, I think he has to make his own decision but I

:04:04. > :04:07.think it's disappointing. This is the room where next week's dinner is

:04:08. > :04:11.supposed to take place, and inside of the controversy over who is going

:04:12. > :04:14.and who is not going, organisers it will still go ahead.

:04:15. > :04:21.Our Dublin correspondent, Shane Harrison, joins me.

:04:22. > :04:28.What's been in action in Dublin to all of this? This isn't as big a

:04:29. > :04:32.story south of the border as it is in Northern Ireland and that may be

:04:33. > :04:39.because the president, like the Queen, is known to be above daily

:04:40. > :04:46.politics. Mark Higgins office has given the statement that it was not

:04:47. > :04:53.the basis of cross-party obligations. He had no other option

:04:54. > :04:57.other than to withdraw. I understand from other sources that the

:04:58. > :05:01.president Road to the Lord Mayor of Belfast earlier this week expressing

:05:02. > :05:05.his disappointment as it had been his intention to give a talk

:05:06. > :05:10.speaking about the Easter Rising and is wider significance, which

:05:11. > :05:14.presumably would have included the Ulster volunteer Force is landing of

:05:15. > :05:18.guns in opposition to Irish home rule, the mutiny by British officers

:05:19. > :05:23.in support of the Ulster Unionist Party and of course the First World

:05:24. > :05:26.War, in which tens of thousands of Irish men from north and south died

:05:27. > :05:33.fighting. And of course we have these scenery of the Somme in July

:05:34. > :05:37.of this year. Many people at presidential level will be involved

:05:38. > :05:43.in others ceremonies, how do you think what has happened here in

:05:44. > :05:47.Belfast city has affected those? The centenary of the Somme and World War

:05:48. > :05:50.I offence will go ahead. It had been the case in the past that those

:05:51. > :05:54.Irishmen who had died fighting for the Crown were largely written out

:05:55. > :05:57.of history, but that hasn't been the case for several decades and I

:05:58. > :05:58.wouldn't expect there to be any change to the programme because of

:05:59. > :06:01.what has happened in Belfast. There are calls for a national

:06:02. > :06:04.inquiry into child sexual abuse to consider the case of a Belfast

:06:05. > :06:08.doctor who continued to practise, despite convictions

:06:09. > :06:09.for abusing children. Dr Morris Fraser was the senior

:06:10. > :06:12.psychiatric registrar at the Royal Victoria

:06:13. > :06:25.Hospital in the 1970s. He continued to practice despite

:06:26. > :06:29.convictions for abusing children. A new study said that failures by the

:06:30. > :06:33.authority should be investigated by the Gothard inquiry, which is

:06:34. > :06:39.looking at sex abuse cases in England and Wales. This report by

:06:40. > :06:46.David Maxwell begins by a recording of the Doctor in 1973.

:06:47. > :06:53.I think one must look at the way these children have fallen to grown

:06:54. > :07:05.up, been socialised into different ideologies.

:07:12. > :07:15.One of his victims now lives in Texas.

:07:33. > :07:34.He was barred from working with children but his

:07:40. > :07:41.In 1973, he was arrested in New York and later

:07:42. > :07:47.pleaded guilty to sexually abusing several children in the US.

:07:48. > :07:54.Case made headlines this time and he was suspended from his Belfast post.

:07:55. > :07:57.The new study, published today, calls into question why it took so

:07:58. > :08:05.long for the authorities to act. Doctor Morris Fraser was left in his

:08:06. > :08:12.post for a whole year after he was convicted of child abuse. They did

:08:13. > :08:17.not inform the hospital he worked out that he was a child abuser.

:08:18. > :08:20.Reality did children to a number of different institutions. This man was

:08:21. > :08:26.a serial paedophile and this was well known to the authorities.

:08:27. > :08:32.Fraser was also involved in sending boys to a home where abuse took

:08:33. > :08:38.place. Today, a law firm says they plan to use the information in a

:08:39. > :08:46.study into the notorious East Belfast institution. The General

:08:47. > :08:50.medical Council investigated Fraser between 1973 and 1975. Despite the

:08:51. > :08:53.publicity around his conviction, had allowed him to continue practising

:08:54. > :09:00.with no stated restrictions. Today they said 40 years ago at the GMC

:09:01. > :09:02.was a very different organisation. It is inconceivable that today we

:09:03. > :09:09.would conclude such a case with no action. The key question in all of

:09:10. > :09:12.this is why was he allowed to continue practising, even though he

:09:13. > :09:16.had been convicted of child abuse. Was he being protected by the

:09:17. > :09:22.authorities there some reason. This new study suggest that the case

:09:23. > :09:28.requires further examination. If they call backed by others. Even at

:09:29. > :09:33.this stage, we would appeal for victims of sexual abuse to come

:09:34. > :09:36.forward. They will have suffered for many years in silence but we would

:09:37. > :09:41.urge them to come forward. Fraser continued to practice medicine for

:09:42. > :09:46.several decades. In 1994, he featured in a BBC documentary about

:09:47. > :09:52.abuse. I am saying absolutely nothing more with the past behind

:09:53. > :09:55.me. In 1982, she was convicted of having child pornography. He was

:09:56. > :09:59.last believed to be living in Europe. The BBC hasn't been able to

:10:00. > :10:02.contact him today. Still to come on the

:10:11. > :10:21.the pupils are still studying harder during the Easter holidays.

:10:22. > :10:26.Thousands of fans of Little Mix were left disappointed today when there

:10:27. > :10:31.are concerts in Belfast were cancelled today. Organisers say that

:10:32. > :10:33.one of the band were to unwell to perform.

:10:34. > :10:36.The girl band were due to play a matinee and evening show

:10:37. > :10:39.The cancellation was announced just minutes after the doors opened

:10:40. > :10:52.When news broke, it spread quickly. Some had travelled quite a distance

:10:53. > :10:57.to see the girl band. The children are all devastated. We paid by the

:10:58. > :11:02.bus and hotel and tickets so... How much are you out of pocket? Probably

:11:03. > :11:07.a couple of hundred pounds. They were crying all day. What has

:11:08. > :11:14.management said to you about this? We got a text ad to 15 PM to say it

:11:15. > :11:18.was cancelled. It was too late to cancel their hotel. And what was

:11:19. > :11:24.there a reason to cancel? Jesse was sick and they had to cancel and we

:11:25. > :11:29.all had to go home. Were you angry? Yes, I was upset because it was my

:11:30. > :11:34.first concert. This is what they are missing and here is Jesse.

:11:35. > :11:40.I couldn't stop crying earlier on, I was devastated. It's your 16th

:11:41. > :11:47.birthday. What are you planning on doing this evening? Our plan was to

:11:48. > :11:51.come and see Little Mix and then stay in a hotel and that was meant

:11:52. > :11:56.to be for my birthday, so basically it's not going to happen. Because

:11:57. > :12:02.Jessie is sick. I think they could have announced earlier then 1:20pm

:12:03. > :12:06.at the concert was going to go ahead. There are thousands of other

:12:07. > :12:09.fans standing outside that Odyssey today and every single one were

:12:10. > :12:14.devastated and they were very angry parents. They must be something in

:12:15. > :12:18.the water. It's not the first time a band has cancelled at the last

:12:19. > :12:22.minute. Who could forget the scenes when one direction pulled the plug

:12:23. > :12:30.when the try one of them are fooled Dee pulled -- fell ill.

:12:31. > :12:33.The First Minister Arlene Foster says it is right that politicians

:12:34. > :12:35.ask questions about policing, but that there is no two-tier

:12:36. > :12:41.The DUP leader's comments follow criticism by the Police Federation

:12:42. > :12:45.of some politicians for what it called "inflammatory remarks"

:12:46. > :12:49.around a CS spray incident at a Junior Orange parade on Monday.

:12:50. > :13:03.The First Minister was in touch with the Chief Constable at a Tuesday

:13:04. > :13:06.evening's CS spray incident. Since then, other Unionist politicians

:13:07. > :13:10.have question and criticise the police actions during the junior

:13:11. > :13:13.Orange parade. I think the boys have a very difficult job to do, but I do

:13:14. > :13:20.think it is right that as politicians and is we ask questions.

:13:21. > :13:23.If we weren't able to ask questions, they answer those questions in

:13:24. > :13:28.return and they are monitored. I don't think there was a two tier

:13:29. > :13:32.policing system but I think there are concerns out there. Therefore,

:13:33. > :13:35.for the police and myself we need to get the bottom of those issues.

:13:36. > :13:40.Meanwhile, the Police Federation have condemned those who posted

:13:41. > :13:44.photographs and personal details of one of the policemen on the parade

:13:45. > :13:48.on a loyalist social media site. They also voiced concern about some

:13:49. > :13:52.of the political reaction to the incident. It has been blown

:13:53. > :14:00.completely out of proportion. I'm not demeaning barriers people

:14:01. > :14:05.affected by the CS spray. A lot of opinion needs to be put out there

:14:06. > :14:09.and politicians need to combat these issues, but I think they need to be

:14:10. > :14:18.very careful with their tone. The police are also compiling reports

:14:19. > :14:21.about suspected breach of parade, the Deputy First Minister says that

:14:22. > :14:28.these types of commemorative displays should be confined to the

:14:29. > :14:33.pasta. I think these circumstances where people are coming onto the

:14:34. > :14:38.streets with full uniform and masks, that's obviously an attempt to send

:14:39. > :14:42.a statement, alongside the threatening statements that some of

:14:43. > :14:45.them did make during the course of the contributions that their

:14:46. > :14:50.spokespeople made out of those parades. Remy, that is unacceptable.

:14:51. > :14:52.Meanwhile, the lease investigation into what happened at the junior

:14:53. > :15:09.Orange parade is continuing. 40 people are set to lose their jobs

:15:10. > :15:15.in Antrim. The company Fujitsu are closing their doors. They employ 800

:15:16. > :15:21.people in Northern Ireland and they say their work in Antrim will be

:15:22. > :15:28.transferred to Belfast. They will offer reader pointed opportunities

:15:29. > :15:29.to the workers. -- redeployment opportunities.

:15:30. > :15:31.Northern Ireland has failed to meet its target times

:15:32. > :15:33.for treating patients urgently referred for suspected cancer.

:15:34. > :15:36.The target is for 95% of patients to be seen within 62 days.

:15:37. > :15:39.But Department of Health figures for the final quarter of last year

:15:40. > :15:41.show just over 70% of patients started treatment

:15:42. > :15:49.No-one from the Department or the Health and Social Care Board

:15:50. > :15:51.was available for interview on BBC Newsline.

:15:52. > :15:54.Joining me is Margaret Carr from the charity Cancer Research UK.

:15:55. > :16:01.What is your reaction to these figures?

:16:02. > :16:08.Well, there very disappointing. All of the target times were missed.

:16:09. > :16:12.There were three and all three were missed in the report today. Very

:16:13. > :16:15.unfortunate, because it means that the people that have already

:16:16. > :16:20.received the diagnosis of cancer, which is devastating at any time, it

:16:21. > :16:25.means that they didn't start their treatment quickly enough and that

:16:26. > :16:26.can only make their disappointment and their nervousness worse over

:16:27. > :16:27.that period of time. You speak to patients

:16:28. > :16:39.and their families as they go In general, Northern Ireland's

:16:40. > :16:45.cancer system is actually pretty good, but there are glitches in the

:16:46. > :16:48.system and the waiting times have been really not meeting target for

:16:49. > :16:56.some time. The specific target that you would virtue, the 62 day target,

:16:57. > :17:01.has not been met since March 2009, which means that people who receive

:17:02. > :17:06.a diagnosis or receive an urgent referral from their GP, its 62 days

:17:07. > :17:10.or more than two months, before they begin their treatment. You can well

:17:11. > :17:14.imagine how difficult that is for people. They all say that they just

:17:15. > :17:17.want to get on with it when they had a diagnosis.

:17:18. > :17:19.The board sent us a statement on breast cancer stats only.

:17:20. > :17:22.The increase in waiting times can be linked to an increase in referrals

:17:23. > :17:30.with more awareness and has put in measures to reduce the wait.

:17:31. > :17:38.What needs to be done to address these waiting times?

:17:39. > :17:46.We believe the Cancer Research UK, believes that Northern Ireland

:17:47. > :17:49.requires a composite Cancer plan. We are the only part of the United

:17:50. > :17:53.Kingdom that doesn't have one or isn't planning to release one in the

:17:54. > :17:57.next 60 days. Our last one was from 2008, so it's quite outdated. We

:17:58. > :18:03.believe that a comprehensive Cancer plan would allow the Department and

:18:04. > :18:09.the board etc to define the specifics that they want to tackle,

:18:10. > :18:14.identify how to go about doing that, but money against that and have all

:18:15. > :18:16.of that laid out clearly over a five-year period, rather than just

:18:17. > :18:21.reacting to things when there is a problem. Thank you for your time.

:18:22. > :18:23.Many school pupils and teachers are enjoying two weeks off

:18:24. > :18:27.Our Education Correspondent Robbie Meredith has been finding out why

:18:28. > :18:30.250 young people in Belfast, and some of their teachers,

:18:31. > :18:35.are spending their Easter break in the classroom.

:18:36. > :18:43.In school during the holidays with the sun shining outside. But this

:18:44. > :18:48.could be make or break for these pupils with their GCSEs looming.

:18:49. > :18:52.They are getting extra help with English and maths. Education is

:18:53. > :18:58.important and I want to pass and I want to get a good job when I'm

:18:59. > :19:00.older. In maths I was doing trigonometry and Pythagoras. I

:19:01. > :19:11.didn't understand before but now I do. The Easter school is held and

:19:12. > :19:15.local schools stand pupils at risk of Beale in believing that they can

:19:16. > :19:19.make a real difference. Ultimately, the purpose of the Easter school is

:19:20. > :19:24.that the people who attend achieve at least a grade C in maths and

:19:25. > :19:31.English. This year we have 250 pupils coming from the local schools

:19:32. > :19:38.from the west of the city. We also have pupils from Shankill Road and

:19:39. > :19:43.Donegal Road, also newcomers to Belfast. Last year, 86% of pupils

:19:44. > :19:51.who attended got grades from a star to see in maths and 70% in English.

:19:52. > :19:56.That is above the average in Northern Ireland. A lot of teachers

:19:57. > :20:00.also work for the week. While the focus is mainly on those important

:20:01. > :20:04.GCSE English and maths exams coming in a few weeks, but many of the 250

:20:05. > :20:09.young people here, it'll be the first time they have set that inside

:20:10. > :20:15.a university building. The school aims to ensure it won't be the last.

:20:16. > :20:18.It aims to raise the aspirations of young people, in terms of furthering

:20:19. > :20:24.their education and looking towards a good job in the future. It also

:20:25. > :20:27.helps the students to attain the qualifications that they need to

:20:28. > :20:33.realise those ambitions. And it seems to be rubbing off. I'm hoping

:20:34. > :20:40.to become a music teacher and come back to Saint Mary 's and I need at

:20:41. > :20:42.least a grade C in English and maths to come back. So ambitions are

:20:43. > :20:45.rising in West Belfast this Easter. Stephen Watson has

:20:46. > :20:51.the sport this evening. Today, the chairman and vice

:20:52. > :20:54.chairman of Sport NI stood down Chairman Brian Henning resigned

:20:55. > :20:58.after just over three The Sports Minister Caral Ni Chuilin

:20:59. > :21:04.today appointed their interim replacements, Brian Delaney

:21:05. > :21:07.and Dr Catherine O'Mullan. The move comes after an internal

:21:08. > :21:11.investigation of Sport NI after concerns were

:21:12. > :21:13.raised by its employees. A third of staff said they had

:21:14. > :21:17.to been subjected to bullying, Last year, nine members of the board

:21:18. > :21:22.resigned, and the Chief Executive Antoinette McKeown remains

:21:23. > :21:27.suspended. Ulster Rugby have named their three

:21:28. > :21:29.returning Irish Internationals in the starting line-up

:21:30. > :21:33.for tomorrow's crucial Pro12 Captain Rory Best, Jared Payne

:21:34. > :21:36.and Andrew Trimble are named If Ulster are to qualify

:21:37. > :21:42.for the play off's, they must beat this season's surprise
