:00:29. > :00:31.will serve three and half years of his sentence in jail,

:00:32. > :00:33.and then he'll be on supervised licence on release.

:00:34. > :00:36.Today, a grieving family came to hear the

:00:37. > :00:39.punishment for the drunk driver that killed their loved one.

:00:40. > :00:46.So many other parents have stood in our shoes,

:00:47. > :00:51.disappointed and disgusted on the sentence and many more

:00:52. > :00:53.will unfortunately do so in the future unless something

:00:54. > :00:55.is done to deter individuals from driving under the influence

:00:56. > :01:03.Enda Dolan was full of promise, a talented musician and athlete.

:01:04. > :01:05.He was in his first term at Queens University,

:01:06. > :01:11.In the early hours, Enda was walking along this

:01:12. > :01:15.section of the Malone Road towards his student accommodation

:01:16. > :01:18.when the van mounted the curb and hit him,

:01:19. > :01:23.carrying him for 800 metres and leaving him with fatal injuries.

:01:24. > :01:25.This crash barrier wasn't here at the time, it had been

:01:26. > :01:30.removed three weeks earlier and hadn't been replaced.

:01:31. > :01:32.The man driving was David Lee Stewart.

:01:33. > :01:36.In the passenger seat, a 21-year-old.

:01:37. > :01:39.Both of them had been drinking in the city centre.

:01:40. > :01:41.David Lee Stewart had also taken drugs.

:01:42. > :01:43.After the collision, the men drove from the scene,

:01:44. > :01:48.Today, the judge described Enda Dolan's death as

:01:49. > :01:55.He said the amount David Lee Stewart had to drink before getting

:01:56. > :01:59.into his van would not have been out of place on a stag night.

:02:00. > :02:04.Previously, the court had heard he had 13 alcoholic drinks.

:02:05. > :02:06.But the judge also said the men demonstrated remorse

:02:07. > :02:09.and he had to take that into account when sentencing.

:02:10. > :02:11.Stewart was given a seven-year sentence, half of it

:02:12. > :02:22.The other man wasn't given a custodial sentence.

:02:23. > :02:24.Instead, his punishment is 50 hours community service and

:02:25. > :02:30.The court also heard about the impact of the death

:02:31. > :02:35.The image of our son lying dead in the Royal Victoria Hospital

:02:36. > :02:42.It has absolutely ruined our lives, all of us.

:02:43. > :03:03.And there has been absolutely no remorse, non-whatsoever.

:03:04. > :03:10.We think about all the time, over the past year and a half, we wonder

:03:11. > :03:14.how his appearance would have changed, what sort of a young man he

:03:15. > :03:19.would be and how he would be progressing in his career had his

:03:20. > :03:25.life not being cut short. We have to deal with the loss of him everyday

:03:26. > :03:29.for the rest of our lives. The mist family celebrations, the

:03:30. > :03:34.Christmases, the family holidays, the 21st birthday he will not have,

:03:35. > :03:38.the exams he never sat, the graduation never attended, the

:03:39. > :03:40.engagement, the wedding and the grandchildren that will never be.

:03:41. > :03:44.This is our life sentence. The family have also been critical

:03:45. > :03:46.of the legal process. The legal system in Northern Ireland

:03:47. > :03:48.is a disgrace and Also, the way the victims's families

:03:49. > :03:52.are treated is appalling This family, still distraught,

:03:53. > :03:58.so they will take stock of today's judgment before

:03:59. > :04:08.considering any appeal process. Police say they're investigating

:04:09. > :04:10.what they've called a serious incident in an area

:04:11. > :04:12.of parkland outside Dungannon. The say they're working to establish

:08:04. > :08:08.One of them was in Belfast today to meet the family's

:08:09. > :08:12.She is deeply concerned about the way her brother has been

:08:13. > :08:16.He was electrocuted, he was beaten, he was tortured.

:08:17. > :08:18.He never attended a trial, he has no access

:08:19. > :08:24.Those concerns are shared by the United Nations.

:08:25. > :08:26.It has emerged that officials from the High

:08:27. > :08:31.Commissioner for human rights road to the Egyptian government last

:08:32. > :08:33.In their letter, the United Nations team described Ibrahim

:08:34. > :08:43.Halawa's case as a matter warranting immediate attention.

:08:44. > :08:46.They say he had been shot in the hand during his

:08:47. > :08:49.arrest and did not receive proper medical treatment -- in the hands.

:08:50. > :08:55.Saying he was held in deplorable conditions, the letter adds that

:08:56. > :08:56.security officers objected him to abuse.

:08:57. > :08:58.And it was in contravention of basic guarantees

:08:59. > :09:02.fair trial and due process of law that he had not had access to a

:09:03. > :09:05.In response, the Egyptian government denied that Ibrahim

:09:06. > :09:10.Halawa was shot in the hand or had been beaten in the prison.

:09:11. > :09:12.They said a medical examination had found

:09:13. > :09:15.traces of old wounds but no recent injuries and described his general

:09:16. > :09:21.It did address the concerns raised about

:09:22. > :09:26.Ibrahim Halawa's family say they were on

:09:27. > :09:28.holiday at the time of the siege and sought

:09:29. > :09:29.refuge in the mosque to

:09:30. > :09:34.They have welcomed the UN intervention.

:10:21. > :10:26.Hospital Emergency Departments here had an increase in the number

:10:27. > :10:30.of patients last month compared to the same time last year.

:10:31. > :10:32.Latest figures show there was a rise of 8.6 per cent.

:10:33. > :10:35.68 per cent of patients were treated, discharged or admitted

:10:36. > :10:46.That was despite the ministerial target set at 95%.
