:00:00. > :00:11.The man accused of murdering prison officer Adrian Ismay had worked

:00:12. > :00:15.with him as a charity volunteer, the High Court was told today

:00:16. > :00:19.Mr Ismay died almost two weeks after a bomb exploded

:00:20. > :00:25.The judge granted bail to the accused saying

:00:26. > :00:28.while there was a natural revulsion to the crime, there was also

:00:29. > :00:41.52-year-old Adrian Ismay was seriously injured in the attack on

:00:42. > :00:45.the 4th of March. He died 11 days later from a heart attack which was

:00:46. > :00:50.triggered by a blood clot. Today the court was told there was a firm link

:00:51. > :00:53.to those injuries and is there. At the time, dissident republicans

:00:54. > :00:57.claimed responsibility. They accuse of his murder, is 45-year-old

:00:58. > :01:02.Christopher Alphonsos Robinson, from Aspen Park in Dunmurry but because

:01:03. > :01:04.with those words during the course of an interview that the accused

:01:05. > :01:07.told the police he knew Adrian Ismay. He said they both work as

:01:08. > :01:10.volunteers with the St John's ambulance. They had what was

:01:11. > :01:16.described in court as a good working relationship. Christopher Robinson

:01:17. > :01:19.appearing by video link from Maghaberry prison sat throughout the

:01:20. > :01:21.hearing with his arms folded and speaking only to confirm his name

:01:22. > :01:26.and that he could see and hear the court proceedings. The prosecution

:01:27. > :01:30.outlined its reasons for refusing bail. It claimed there was a risk

:01:31. > :01:35.that the applicant reoffending, and interfering with witnesses. Anyone

:01:36. > :01:41.seeing this target for disappointment republic activity

:01:42. > :01:46.would be at significant risk. To the public, police officers, and prison

:01:47. > :01:53.officers. Do court was told about CCTV footage seeing the device

:01:54. > :01:58.planted at the home. Prices were confirmed of high expose of

:01:59. > :02:00.material. For all sorts of selfish reasons, said the defence, there was

:02:01. > :02:07.no way Christopher Robinson would jeopardise the trial. The barrister

:02:08. > :02:12.says dissidents resign on secrecy and illicit behaviour. The police

:02:13. > :02:14.will be monitoring his movement very carefully put the judge noted the

:02:15. > :02:16.applicant knew the victim, which he said made it more heinous if found

:02:17. > :02:19.guilty. Bail was granted. Northern Ireland's top judge

:02:20. > :02:21.says he's disappointed the Stormont Executive has not yet

:02:22. > :02:24.made a bid for funding for inquests into some of the most controversial

:02:25. > :02:28.killings of the Troubles. Lord Chief Justice Sir Declan Morgan

:02:29. > :02:32.responded after BBC Newsline revealed last night that his five

:02:33. > :02:36.year plan to hear the inquests hasn't even been discussed

:02:37. > :02:40.by ministers and is now on hold. Our home affairs correspondent

:02:41. > :02:52.Vincent Kearney has more. This is the moment so that in Morgan

:02:53. > :03:00.left the privacy of his court chambers and stepped into the public

:03:01. > :03:04.and political I domain. Three months ago the chief justice met families

:03:05. > :03:11.of those killed during some of the most obvious you -- controversial

:03:12. > :03:14.times of the Troubles. Afterwards he has confidence that the government

:03:15. > :03:21.would give a sympathetic ear to a request for funding. I haven't given

:03:22. > :03:29.to understand that if resources are asked for four four request, the

:03:30. > :03:32.request will be given serious consideration. Those requests were

:03:33. > :03:38.never made and his plan is now on hold. A proposal asked the secretary

:03:39. > :03:42.of state for ?10 million of funding earmarked for dealing with the past,

:03:43. > :03:46.and wasn't even discussed by the Stormont Executive because First

:03:47. > :03:50.Minister Arlene Foster blocks its inclusion on the agenda. She

:03:51. > :03:54.explained why during the leaders' debate on BBC One last night. I

:03:55. > :03:57.wanted the opportunity to discuss further with the Lord Chief Justice

:03:58. > :04:01.around the issues of innocent victims and how we could deal with

:04:02. > :04:05.their issues, and I make no apology for that whatsoever. I think the

:04:06. > :04:08.rights of innocent victims are very key in all of this and I will not

:04:09. > :04:12.allow, I will not allow any process to rewrite the past of what happened

:04:13. > :04:17.in Northern Ireland. The Deputy First Minister made it clear that he

:04:18. > :04:24.had a different view cost of I gave my assent to the funding for those

:04:25. > :04:29.cases to be heard under the plan put forward by the Lord Chief Justice.

:04:30. > :04:38.The leader of the SDLP said waiting for the inquest to be held it was a

:04:39. > :04:41.let down. The Lord Chief Justice had begun to set about the process, the

:04:42. > :04:47.victims families were happy, and they have been put to melt time and

:04:48. > :04:49.time again. The Minister for Justice whose department sent the Executive

:04:50. > :04:55.the proposal asking for the funding for the secretary last the agreed

:04:56. > :04:58.victims who thought when they had accommodations with senior members

:04:59. > :05:02.of the judiciary thought they were going to get a deal at last. They

:05:03. > :05:07.now seem to be left back in the lurch yet again and I think that is

:05:08. > :05:11.an absolute tragedy. The UUP leader focused on what Martin McGuinness

:05:12. > :05:16.might be revealing about the activities of the IRA are part of

:05:17. > :05:25.any enquiries into the past. These several transcripts saying Martin

:05:26. > :05:30.McGuinness will not discuss certain things under any circumstances.

:05:31. > :05:37.Well, I mean... And I know that. I am right. As I said earlier, that

:05:38. > :05:40.was then, this is now. The Lord Chief Justice today made it clear

:05:41. > :05:45.that he's is unhappy about the way the issue has been handled and in a

:05:46. > :05:51.statements said Edwin Morgan said he is disappointed the Executive has

:05:52. > :05:55.not yet submitted as request for funding. He also said that after

:05:56. > :05:59.these it elections the incoming executive needs to agree a way

:06:00. > :06:03.forward on these cases and all outstanding issues of the past as a

:06:04. > :06:08.matter of urgency. The DUP's reluctance to request funding for

:06:09. > :06:11.said that in Morgan's Flannan debut claimed by the vast majority of the

:06:12. > :06:17.inquest involves death caused by the state, are linked by police officers

:06:18. > :06:21.and soldiers, and incidences where there are allegations of collusion.

:06:22. > :06:24.Whatever the reason the demand for answers aren't going to go away.

:06:25. > :06:29.After weeks of promises about what will happen in the future, after

:06:30. > :06:33.tomorrow's assembly election, the question of how to deal with the

:06:34. > :06:35.past is likely to be one of the items at the top of the agenda in

:06:36. > :06:37.the months ahead. The body of a baby girl has been

:06:38. > :06:40.found in County Wicklow. The newborn was found at a recycling

:06:41. > :06:43.plant in Bray this morning. Gardai say they're keeping an open

:06:44. > :06:47.mind and are investigating whether it should be treated

:06:48. > :06:50.as a personal tragedy A postmortem examination is expected

:06:51. > :06:57.to take place tomorrow. A 34-year-old man who downloaded

:06:58. > :07:01.thousands of images of children being sexually abused has been given

:07:02. > :07:05.three years probation. Edward Alexander Lee, who's

:07:06. > :07:08.originally from Whitehall Square in Belfast, but now lives

:07:09. > :07:11.in England, pleaded The judge ordered Lee

:07:12. > :07:16.to complete a course on sexual offending,

:07:17. > :07:19.saying it may help him to stop viewing

:07:20. > :07:21.such images, and that that

:07:22. > :07:23.would ultimately provide A County Antrim woman

:07:24. > :07:27.says her 83-year-old mother, who's dying of cancer,

:07:28. > :07:31.spent 15 hours lying on a trolley in the emergency department

:07:32. > :07:34.of Antrim Area Hospital. The woman, who doesn't

:07:35. > :07:36.want to be named, says she's very

:07:37. > :07:48.concerned by what happened. Last night when I arrived at the

:07:49. > :07:53.hospital it was extremely busy, and mum was left on a trolley pushed up

:07:54. > :07:56.against the wall. In fact there were lots of volleys against the wall,

:07:57. > :08:02.and it was really really busy. I phoned this morning, and found out

:08:03. > :08:06.she is still on a trolley, 15 hours later but I'm very concerned,

:08:07. > :08:07.because she is a very ill lady, she has cancer stop she is a palliative

:08:08. > :08:08.patient. The Northern Trust said

:08:09. > :08:11.in a statement that it was sorry the patient and her family

:08:12. > :08:13.were disappointed with the care received in

:08:14. > :08:14.the Emergency Department. It added that the department had

:08:15. > :08:17.been extremely busy since last Friday and that all possible

:08:18. > :08:20.measures were being taken to ensure A young woman from south Armagh

:08:21. > :08:26.accused of running a bomb-making factory for dissident republicans

:08:27. > :08:30.has been acquitted of all charges. Her boyfriend was cleared

:08:31. > :08:33.of the majority of the charges. The house in Forkill

:08:34. > :08:36.shared by Orla O'Hanlon, seen here leaving

:08:37. > :08:38.an earlier court hearing, was raided by police

:08:39. > :08:44.in December 2013. Officers found a number of items,

:08:45. > :08:48.including an industrial grinder and fertilizer, that prosecutors

:08:49. > :08:51.claimed could be used McConnan was convicted of two counts

:08:52. > :08:55.of possessing items School principals have been warned

:08:56. > :09:03.that the Education Authority faces difficult

:09:04. > :09:06.decisions because of a ?22 million reduction

:09:07. > :09:09.in its budget this year. They've been voicing their concerns

:09:10. > :09:12.about the impact on their schools. Our education correspondent

:09:13. > :09:24.Robbie Meredith has more. The education authority provides and

:09:25. > :09:28.pays for transport, meals and other services for pupils like these at

:09:29. > :09:35.Seaview primary School in Belfast. But in his letter to principles,

:09:36. > :09:39.chief executive Gavin Boyd warns that losing ?22 million will lead to

:09:40. > :09:43.very wield pressures for the authority as demand for services

:09:44. > :09:48.continues to increase. Seaview's printable says essential services

:09:49. > :09:51.like education and psychology, and help for children not attending

:09:52. > :09:55.school enough are at risk from stock we have a number of children here

:09:56. > :09:58.coming into school with poor English, we have a number of

:09:59. > :10:02.children coming into school who find it very difficult to cope in a

:10:03. > :10:08.mainstream situation, but because the support isn't there for

:10:09. > :10:12.children, we are having to deal with the out ratings of that, and any

:10:13. > :10:17.teacher in Northern Ireland may see the next few years as very

:10:18. > :10:20.stressful. This is the second part of a double financial blow for

:10:21. > :10:24.schools. Many principals say they will have two loose teachers because

:10:25. > :10:27.of their cuts to their budgets. In the last weeks, some have written to

:10:28. > :10:33.parents pointing at the edge difficulties the loss will cause.

:10:34. > :10:39.Including this principle of a 200 pupil school in County Down. Parents

:10:40. > :10:48.need to be aware, especially that there are challenging circumstances,

:10:49. > :10:52.especially after the election on Thursday, that these challenging

:10:53. > :10:57.circumstances will affect their children. The only way we can get

:10:58. > :11:02.the change we need for the education system is to fund it properly. A new

:11:03. > :11:03.assembly and a new educational Minister will need to meet that

:11:04. > :11:05.challenge. A look ahead now to a story

:11:06. > :11:07.we'll have on tomorrow night's BBC Newsline,

:11:08. > :11:09.when we'll be looking at parental leave, and how many dads

:11:10. > :11:12.are taking advantage of a change in the law to stay at home

:11:13. > :11:15.with their little ones. That's tomorrow night

:11:16. > :11:18.on BBC Newsline at 6:30pm. Bethany Firth has won a silver medal

:11:19. > :11:21.in the women's 100m breaststroke at the IPC

:11:22. > :11:25.European Swimming championships. Firth, from Seaforde

:11:26. > :11:27.in County Down, came second It's the first time she has been

:11:28. > :11:34.in international competition as a Team GB swimmer since switching

:11:35. > :11:38.from Team Ireland. Time now for a look

:11:39. > :11:51.at what the weather has in store Hello, good evening. With the

:11:52. > :11:55.exception of Saturday, the next few days are looking quite settled,

:11:56. > :11:57.again, and today's patchy rain clearing away tonight to leave a

:11:58. > :12:30.lots of dry weather, that will bring wet and windy

:12:31. > :12:36.conditions to the north-west. The rest of the country sees a lot of

:12:37. > :12:39.dry weather. Some sunshine in spots, but the best of the sunshine will be

:12:40. > :12:43.to the south across England and Wales, temperatures continuing to

:12:44. > :12:48.rise, getting up to 18 to 20 degrees. For Northern Ireland and

:12:49. > :12:51.the afternoon, by then the winds are coming down, so it should feel a

:12:52. > :12:55.little bit better. There will be some fair weather cloud coming and

:12:56. > :12:58.going but even then it will be bright and sunny spells, and fairly

:12:59. > :13:02.decent averages, getting up into the mid-teens again, 14 or 15 degrees.

:13:03. > :13:07.As for Friday, well, a ridge of high pressure keeps it dry, but this

:13:08. > :13:13.feature runs northward on Saturday likely to bring showery outbreaks.
