:00:28. > :00:35.by a bogus order to deliver a Chinese takeaway.

:00:36. > :00:39.He arrived at the address in Lady Street at about

:00:40. > :00:43.10:20pm where he was shot in the head as he sat in his car.

:00:44. > :00:47.Police believe the fake order was made from

:00:48. > :00:52.They have appealed for information about any

:00:53. > :00:57.Police say Mr Murray was well-known to them and had a lengthy

:00:58. > :01:05.In January this year, in an unrelated incident, he spoke after

:01:06. > :01:08.witnessing a West Belfast car accident as he held his

:01:09. > :01:15.He actually jumped into my arms and head-butted me.

:01:16. > :01:17.They murdered man had been targeted before.

:01:18. > :01:27.In March last year he was shot in the

:01:28. > :01:30.This is the house in north Belfast were Daniel Murray was shot and

:01:31. > :01:35.He strongly maintained his innocence and said he was not going to leave

:01:36. > :01:38.his home, even though his partner had wanted to and feared

:01:39. > :01:41.His partner had to break into her own house this morning

:01:42. > :01:45.because the keys are believed to be part of the police investigation.

:01:46. > :01:48.She spoke of their battle to find out why Daniel Murray had been

:01:49. > :01:54.I never thought a year ago I would be

:01:55. > :01:56.sitting in this position of having to bury him.

:01:57. > :02:07.I keep thinking he's just going to come back.

:02:08. > :02:09.Having had this attack before, were you prepared for

:02:10. > :02:14.After the last time, we went to every

:02:15. > :02:18.political party we could think of and no one knew

:02:19. > :02:30.We don't know who has done it or understand.

:02:31. > :02:32.Everybody in the community knows and these people

:02:33. > :02:40.You can't think of any reason, though there

:02:41. > :02:42.was talk at the time he was dealing in drugs?

:02:43. > :02:45.He has never, ever been convicted of drugs.

:02:46. > :02:55.It is the rumour mill that is trying to justify what they've done.

:02:56. > :02:57.The police have refused to speculate on the motive for the

:02:58. > :03:04.killing or the allegation that dissident Republicans were involved.

:03:05. > :03:07.After the three shootings within 24 hours in North and West Belfast,

:03:08. > :03:14.there have been fears of a gang culture on the streets.

:03:15. > :03:16.Clearly it's a matter of concern there have been

:03:17. > :03:18.three shooting incidents within Belfast in the last 24 hours,

:03:19. > :03:20.however, we're not making a link between those incidents

:03:21. > :03:25.We are keeping an open mind and I would appeal to anyone with

:03:26. > :03:29.any information of any of those incidents to come forward.

:03:30. > :03:31.They will be a postmortem on Mr Murray's body tomorrow

:03:32. > :03:36.A senior detective has told the inquest into the death

:03:37. > :03:39.of Arlene Arkinson that she was a "forgotten victim".

:03:40. > :03:41.Norman Baxter briefly led the police inquiry into the teenager's

:03:42. > :03:45.He said the prime suspect Robert Howard could have

:03:46. > :03:47.been charged with her murder years earlier.

:03:48. > :03:52.Arlene Arkinson went missing after a night

:03:53. > :04:02.Eight years later in 2002 this man, now retired,

:04:03. > :04:03.Detective Superintendent Norman Baxter, took over the inquiry,

:04:04. > :04:15.In court, Norman Baxter said he found

:04:16. > :04:18.the inquiry in a vague position, neither closed nor open and felt

:04:19. > :04:21.the Arkinson family had not been well treated.

:04:22. > :04:23.He assembled new team team with resources and

:04:24. > :04:27.although her body has never been found, in just over to 12 months, he

:04:28. > :04:44.And he added later that Robert Howard could

:04:45. > :04:47.Robert Howard was brought in for interview,

:04:48. > :04:49.already on remand for the murder of 14-year-old

:04:50. > :04:56.Her body had been found in Kent, just as Mr Baxter

:04:57. > :04:59.The court heard that after he was charged

:05:00. > :05:02.with Arlene's murder, Howard lost control.

:05:03. > :05:05.Within a few hours, Mr Baxter said Robert Howard asked to

:05:06. > :05:08.see him, extremely agitated and totally dishevelled as well as very

:05:09. > :05:15.He said he seemed to indicate he may cooperate with the

:05:16. > :05:22.police to help find Arlene's body and asked if he might serve his

:05:23. > :05:24.sentence in Maghaberry prison in Northern Ireland, which he thought

:05:25. > :05:26.that a better conditions than prisons in England.

:05:27. > :05:29.Later, Howard was convicted of the murder of

:05:30. > :05:35.He did stand trial in 2005 for murdering Arlene,

:05:36. > :05:38.The jury he had not known about his other crimes.

:05:39. > :05:43.He died in prison in England last year.

:05:44. > :05:46.The SDLP say a new outline programme for Government is a long way short

:05:47. > :05:53.The five main political parties have until Thursday to respond

:05:54. > :05:56.to the document and then there'll be to weeks of negotiation.

:05:57. > :06:01.Here's our political correspondent Gareth Gordon.

:06:02. > :06:05.They were no sooner in than they were out with

:06:06. > :06:07.a document outlining a programme for Government,

:06:08. > :06:11.We are very, very far off a substantial programme for

:06:39. > :06:40.We left the Executive as a protest over murders

:06:41. > :06:43.on the streets and the denial by Sinn Fein over the assessment

:06:44. > :06:46.It is disappointing that the IRA are still

:06:47. > :06:49.in existence, but Sinn Fein and the IRA will not dictate how

:06:50. > :06:58.Executive, that there are other tests.

:06:59. > :07:01.They have been given until Thursday to

:07:02. > :07:04.make a formal initial response, that is also the day

:07:05. > :07:06.the new Assembly meets for the first time, thus

:07:07. > :07:08.beginning a fortnight-long negotiation.

:07:09. > :07:11.But what have they been asked to agree on?

:07:12. > :07:14.Sources close to the negotiations describe what will

:07:15. > :07:19.eventually emerge as a framework programme for Government.

:07:36. > :07:38.Sources say they have looked closely at the model that Scotland,

:07:39. > :07:41.for a series of outcomes described by the Government wants to achieve

:07:42. > :07:48.They say this is not a programme for one Assembly

:07:49. > :07:54.The impression is now unavoidable that Sinn Fein and the

:07:55. > :07:57.DUP have decided that the way they want is to go forward.

:07:59. > :08:04.Joan Burton is to step down as leader of the Labour
