:00:13. > :00:16.The 12 new ministers met for the first time today.

:00:17. > :00:18.Afterwards the First Minister Arlene Foster said the framework

:00:19. > :00:20.represented a new way of doing politics here.

:00:21. > :00:24.Here's our political correspondent Enda McClafferty.

:00:25. > :00:27.Today was all about the future at Stormont as the new Executive

:00:28. > :00:38.And no, this not how the new team of ministers arrived.

:00:39. > :00:40.Their less impressive fleet was lined up outside

:00:41. > :00:43.They all pulled up with their drivers just before 11am.

:00:44. > :00:46.The last one through the door was the new Justice

:00:47. > :00:49.Inside the new ministerial team posed for the cameras around

:00:50. > :00:53.the Executive table, while some of them joked

:00:54. > :00:57.about what football teams they all supported.

:00:58. > :00:59.Then the door was closed and they got down to business.

:01:00. > :01:02.There was only one item on the agenda -

:01:03. > :01:04.the programme for government, and within 20 minutes they had

:01:05. > :01:07.signed off on a draft framework and the meeting was over.

:01:08. > :01:11.We are looking forward to engaging with wider society as to how

:01:12. > :01:16.we engage in that programme for government and looking

:01:17. > :01:21.at targets and actions, so it is a new start

:01:22. > :01:25.and we are looking forward to it and we hope it is a time for more

:01:26. > :01:27.thoughtful politics in Northern Ireland and look

:01:28. > :01:29.forward to the engagement about to take place.

:01:30. > :01:32.But the engagement so far about the framework document has

:01:33. > :01:35.been far from positive, with some of the other parties

:01:36. > :01:40.at Stormont claiming it lacks detail and targets,

:01:41. > :01:43.comparing it to motherhood and apple pie.

:01:44. > :01:47.We are putting out a draft framework for government.

:01:48. > :01:53.Those people who describe that as apple pie ignore the purpose

:01:54. > :01:56.of what we are trying to do, even though they signed up to it

:01:57. > :02:00.in November last year and the purpose of what we are

:02:01. > :02:02.trying to do is evolve that programme for government

:02:03. > :02:11.Tomorrow, the public will get a chance to pass their verdict

:02:12. > :02:14.on the new programme for government draft framework when it's published.

:02:15. > :02:23.The document runs to over 100 pages and it will be out

:02:24. > :02:25.for public consultation for the next few months.

:02:26. > :02:28.After that, the programme will be finalised and a budget agreed.

:02:29. > :02:31.And all that is to happen before the end of the year.

:02:32. > :02:34.Well, tonight the First and Deputy First Ministers were out

:02:35. > :02:37.and about for their first official engagement.

:02:38. > :02:40.They were attending the Tourism Awards in Londonderry.

:02:41. > :02:43.Arlene Foster described the criticism levelled at the new

:02:44. > :02:46.Justice Minister Claire Sugden as graceless and Martin McGuinness

:02:47. > :02:49.said he was more focused on Sinn Fein and the DUP working

:02:50. > :02:57.together to deliver first class public services.

:02:58. > :03:04.They know that Claire and anyone who has watched Claire in the chamber

:03:05. > :03:07.will no see is a very capable politician and the Deputy First

:03:08. > :03:11.Minister and I have no doubt she will do the job she has been charged

:03:12. > :03:15.to do very adequately and we are going to support her in doing that

:03:16. > :03:20.job. The media are obviously intrigued by all of this and that is

:03:21. > :03:24.understandable given that the Ulster Unionist Party, the Alliance Party

:03:25. > :03:29.and the SDLP have walked away from power-sharing. They demanded a

:03:30. > :03:35.facility for opposition. We provided that and -- in the Fresh Start

:03:36. > :03:37.Agreement. The focus is on what we are going to do.

:03:38. > :03:39.The Strangford MP Jim Shannon has been ordered to pay

:03:40. > :03:41.the parliamentary authorities back nearly ?14,000 after they found some

:03:42. > :03:44.of his staff's mileage claims broke the House of Commons rules.

:03:45. > :03:46.An investigation found that Mr Shannon's staff mileage claims

:03:47. > :03:49.were 37 times greater than those of the average MP.

:03:50. > :03:59.Our Political Editor Mark Devenport has more.

:04:00. > :04:07.During the financial year 2014 to 2015 Jim Shannon's constituency

:04:08. > :04:11.staff claim to more than 121,000 miles, more than a quarter of the

:04:12. > :04:15.mileage claimed by the entire House of Commons. The investigators who

:04:16. > :04:19.examines is decided that all the claims were genuine but they broke

:04:20. > :04:23.Westminster rules because they covered matters like delivering food

:04:24. > :04:28.aid from local food banks to constituents and travelling to

:04:29. > :04:31.meetings far beyond the boundaries of the Strangford constituency. An

:04:32. > :04:59.investigator who visited the office behind me and it was a hive of

:05:00. > :05:03.industry to the point of being manic and that at times, with telephones

:05:04. > :05:05.ringing incessantly and people moving through the office, Jim

:05:06. > :05:07.Shannon's base looked more like a hospital casualty department than

:05:08. > :05:09.the average constituency office. Mr Shannon has accepted the report and

:05:10. > :05:20.say he will pay back any money he owes in full and is glad that no

:05:21. > :05:21.abuse or dishonesty has been found and bel

:05:22. > :05:23.Th and bel e new DUP Education Minister Peter

:05:24. > :05:27.decisions over budgets, transfer tests and whether to close

:05:28. > :05:30.Our education correspondent Robbie Meredith spent some time

:05:31. > :05:32.with him in his first full day in the job.

:05:51. > :05:53.The new minister likes academic selection, but isn't keen

:05:54. > :05:58.He says he wants to make the current transfer process better -

:05:59. > :06:01.Even though the previous minister was anti-selection,

:06:02. > :06:04.selection has remained and we have been able to work our way

:06:05. > :06:06.through that to gather as a group of schools,

:06:07. > :06:09.but yes, I do think that there will be a little more sympathy

:06:10. > :06:18.Peter Weir is responsible for hundreds of thousands of pupils,

:06:19. > :06:22.tens of thousands of teachers and thousands of schools,

:06:23. > :06:26.and diverse ones from voluntary grammar like this too small Irish

:06:27. > :06:38.Like Belfast's Scoil an Droichid, which made a short but significant

:06:39. > :06:41.journey to the Skainos centre in the heart of East Belfast today.

:06:42. > :06:50.There were maybe some concerns but it was such a positive event

:07:37. > :07:41.There have been dramatic scenes at a 1916 commemoration event in Dublin.

:07:42. > :07:45.A protestor tried to disrupt an event to remember

:07:46. > :07:47.British soldiers killed in the Easter Rising,

:07:48. > :07:50.but was tackled by the Canadian ambassador to Ireland.

:07:51. > :07:52.Nearly two years ago, the ambassador helped end a gun
