:00:14. > :00:15.Good evening. This is BBC Newsline.

:00:16. > :00:19.These are the headlines this Wednesday evening...

:00:20. > :00:21.A Royal Marine from Larne arrested over dissident republican

:00:22. > :00:30.activity can be questioned for an extra seven days.

:00:31. > :00:34.The US firm Caterpillar is set to make a workforce announcement

:00:35. > :00:36.tomorrow amid fears of heavy job losses.

:00:37. > :00:39.The latest on Apple's tax arrangements in the Republic.

:00:40. > :00:41.We're live in Dublin where the Cabinet has been meeting.

:00:42. > :00:44.A man whose daughter has autism calls for changes to how

:00:45. > :00:57.I think that is the problem with girls versus boys, they do that with

:00:58. > :01:02.the attitude against girls. More people are coming to 11

:01:03. > :01:11.Northern Ireland, fewer are leaving, and the population heading towards 2

:01:12. > :01:12.million. -- coming to live in Northern Ireland.

:01:13. > :01:15.He wanted to stay, but Ruan Piennar is leaving Ulster Rugby.

:01:16. > :01:18.BBC Newsline is live with the Ulster branch chief executive Shane Logan.

:01:19. > :01:21.And as we move into the new month, the new season brings a much more

:01:22. > :01:34.Those stories in a moment, but first, there has been a major fire

:01:35. > :01:37.at a waste recycling firm in West Belfast. Katherine Morrison is at

:01:38. > :01:47.the scene and has sent this report in the last few minutes full is this

:01:48. > :01:52.facility was on fire and it was reported just after the afternoon.

:01:53. > :01:57.It is not clear how the fire started, but there is a quantity of

:01:58. > :02:03.waste on fire, or omitting a huge amount of black smoke, which you can

:02:04. > :02:08.probably see across the city. There are seven fire appliances battling

:02:09. > :02:12.the blaze, with more arriving every moment, and the fire incident

:02:13. > :02:18.Commander Rice book to just a short time ago said this could go on for

:02:19. > :02:21.some time. -- the fire incident commander that I spoke to.

:02:22. > :02:24.Detectives have been given another week to question Ciaran Maxwell,

:02:25. > :02:26.the Royal Marine arrested as part of an investigation into dissident

:02:27. > :02:40.Police teams returned to a forest park near Larne where bomb making

:02:41. > :02:41.equipment was discovered earlier this year.

:02:42. > :02:49.He was arrested last week in Somerset by police investigating

:02:50. > :02:56.dissident terrorism. I request was approved from police to question him

:02:57. > :03:03.for a further seven days. The arrest of Ciaran Maxwell is connected with

:03:04. > :03:10.the discovery of two arms dumps in County Antrim...

:03:11. > :03:16.It was an matchup this year that equipment was fined here, including

:03:17. > :03:19.circuit boards and the quantity of explosives. Then this morning

:03:20. > :03:25.forensic teams returned and have spent the day carrying out extensive

:03:26. > :03:31.and detailed searches of the woodland just behind me. Police have

:03:32. > :03:37.carried out a number of searches in Larne since Ciaran Maxwell was

:03:38. > :03:43.arrested. This road was against the focus since today and has been since

:03:44. > :03:46.Sunday, local politicians appealing for the public's patients. The

:03:47. > :03:52.police have the job to do and we have to stand back and allowed them

:03:53. > :03:57.to do that job. Hopefully all will become clear soon. Detectives from

:03:58. > :04:02.the PSNI have also been given an extra five days to question a

:04:03. > :04:07.27-year-old man arrested in Larne on Monday in the leash and to dissident

:04:08. > :04:10.republican activity. -- in relation to.

:04:11. > :04:12.There's plenty to come on the programme before seven.

:04:13. > :04:14.We'll hear from the Children's Commissioner, who's concerned

:04:15. > :04:23.at suicide and self harm rates among young people.

:04:24. > :04:26.Almost 2,000 workers face an anxious 24 hours as the American firm

:04:27. > :04:31.Caterpillar prepares to make an announcement about jobs tomorrow.

:04:32. > :04:38.The company, which makes heavy machinery, has been shedding jobs

:04:39. > :04:43.That's where our business correspondent Julian O'Neill is.

:04:44. > :04:57.1900 workers on tenterhooks this evening, not knowing by this time

:04:58. > :05:02.tomorrow night just how many will still be in a job. The nature at

:05:03. > :05:07.those factories has been cancelled this evening, just as it was last

:05:08. > :05:11.night, in order to allow as many workers as possible to attend

:05:12. > :05:17.lunchtime briefing at 2pm tomorrow at each of the factories. It is at

:05:18. > :05:21.that time they will be given what news, delivered from the United

:05:22. > :05:26.States I understand, and after a low some time off to absorb that news.

:05:27. > :05:32.That is never a good saying, normally meaning significant job

:05:33. > :05:35.losses. But to be clear, we do not have numbers this evening.

:05:36. > :05:39.To what extent would job losses have been expected?

:05:40. > :05:46.It is not something that will have come out of the blue. This is an

:05:47. > :05:50.American global company that has shed 14,000 jobs across the world in

:05:51. > :05:54.the last year alone and recently made an announcement that there

:05:55. > :05:59.would be more job losses to follow and we may see evidence of that

:06:00. > :06:05.tomorrow. It is a heavy machinery maker and has been greatly impacted

:06:06. > :06:09.by global business dip in trade in sectors like mining, energy and

:06:10. > :06:14.construction, quite simply the demand for its products is not as

:06:15. > :06:18.great as it was, which is what is behind this announcement tomorrow.

:06:19. > :06:22.Clearly an anxious 24 hours ahead. For now, thank you.

:06:23. > :06:25.The airline Jet2 says it will create up to 50 new jobs in Belfast.

:06:26. > :06:28.It's part of a UK-wide recruitment drive looking for 1,000 new staff

:06:29. > :06:31.to fill pilot, cabin crew and engineering positions.

:06:32. > :06:35.Jet 2 currently flies to 17 destinations from

:06:36. > :06:48.The Republic's Cabinet today met to discuss their response

:06:49. > :06:50.to Europe's decision to impose a 13 billion euro tax bill

:06:51. > :06:54.Enda Kenny's Fine Gael wants to appeal the ruling, but so far,

:06:55. > :06:56.hasn't got the support of independent ministers.

:06:57. > :07:02.Shane Harrison, has been following the discussions.

:07:03. > :07:16.The Camelon meeting has been adjourned until 11 o'clock on Friday

:07:17. > :07:21.morning. -- Cabinet meeting. This is a minority led government led by

:07:22. > :07:26.Fine Gael, including independent ministers of various dance, but

:07:27. > :07:36.dependent on the support for its survival on the Gayle. They want to

:07:37. > :07:42.appeal the ruling on Apple for clarity and scrutiny. It is asking

:07:43. > :07:46.who is right, Dublin or Brussels, as to whether they had secretly

:07:47. > :07:53.colluded with Apple for a sweetheart deal to avoid being taxed. But to

:07:54. > :07:58.turn your back on 13 billion euros, 25% of the money raised here in

:07:59. > :08:03.taxation, is a huge question. Many of The Independent ministers want

:08:04. > :08:09.more time to consult with outside experts. It seems they also want the

:08:10. > :08:14.parliament to be recalled, due back in two weeks' time, and the house to

:08:15. > :08:16.make a strong statement on taxation and that appears to be the prize for

:08:17. > :08:19.agreeing to a new deal. There's been a question

:08:20. > :08:31.mark over how long this What impact you think this will have

:08:32. > :08:38.on its stability? Relations between The Independent Alliance and some

:08:39. > :08:43.Fine Gael backbenchers is not good. Some have supported a Private

:08:44. > :08:46.members on abortion which the Attorney General called

:08:47. > :08:50.unconstitutional. It is too early to talk about a political crisis at

:08:51. > :08:54.least until we see the results of the resume political meeting on

:08:55. > :09:02.Friday but the political temperature has risen. One final point, despite

:09:03. > :09:08.the last two days of Eddie Braben publicity -- of very bad publicity

:09:09. > :09:12.for Apple, even as we speak, the share price for Apple is up by about

:09:13. > :09:16.4%. Shane Harrison in Dublin, thank you.

:09:17. > :09:19.A man accused of raping a 16-year-old boy in West Belfast

:09:20. > :09:21.last month has been refused bail at the High Court.

:09:22. > :09:23.39-year-old Gerard Scannell from Ballymurphy Road in the city

:09:24. > :09:27.He's accused of carrying out the attack in the Falls Park area

:09:28. > :09:32.A defence lawyer challenged the strength of the case insisting

:09:33. > :09:34.that no DNA evidence had yet been established.

:09:35. > :09:39.The judge denied bail on the grounds that Scannell could flee.

:09:40. > :09:42.The funeral for five members of the same family who died

:09:43. > :09:44.in an apparent murder-suicide in County Cavan is to

:09:45. > :09:52.The bodies of Clodagh and Alan Hawe, along with their three sons

:09:53. > :09:54.Liam, Niall and Ryan, were discovered in their home

:09:55. > :10:03.12 people have been treated in hospital in the Republic

:10:04. > :10:06.after a transatlantic flight was hit by severe turbulence.

:10:07. > :10:09.The United Airlines Boeing 767, en route from Houston to London,

:10:10. > :10:11.had to make an emergency landing at Shannon Airport.

:10:12. > :10:13.Nine adults and three children suffered minor head

:10:14. > :10:20.11 of those have since been discharged.

:10:21. > :10:26.Coming up later on the programme this evening...

:10:27. > :10:34.Join me in Dublin we are tonight marks the end of the glittering

:10:35. > :10:34.international career for the Republic of Ireland's record

:10:35. > :10:39.goal-scorer Robbie Keane. A man whose daughter has autism says

:10:40. > :10:42.not enough is being done to ensure The National Autistic Society has

:10:43. > :10:48.called for doctors to have a better understanding of how the condition

:10:49. > :10:54.affects different genders. Peter Nixon noticed his

:10:55. > :10:56.seven-year-old daughter Ellie was not progressing

:10:57. > :10:59.as quickly as expected Speaking to our reporter

:11:00. > :11:19.Teresa Craig, he recalled Meet Ellie, like any other

:11:20. > :11:22.seven-year-old, she loves to play but as a baby her father noticed

:11:23. > :11:30.something different about her behaviour. When she was six, seven,

:11:31. > :11:34.eight months, she was not engaging in the week my niece was who was a

:11:35. > :11:40.few months younger. Your child laughing back at you, or just

:11:41. > :11:45.looking at one specific spot on your body, or some years else. Within 21

:11:46. > :11:52.months of looking for help, Ellie was diagnosed with autism. Can you

:11:53. > :11:56.count to seven? While for family believe the age of three was

:11:57. > :12:00.relatively quick when compared with other cases be recognised the

:12:01. > :12:04.difficulty with coming to terms with the condition. The problem with

:12:05. > :12:10.girls versus boys is they do that, with the attitude with girls, they

:12:11. > :12:14.are under Reza host, trying to do whatever they can, but once you have

:12:15. > :12:19.that diagnosis you wonder what you will do. -- they are under

:12:20. > :12:24.resourced. Peter believes that early diagnosis is crucial but the

:12:25. > :12:29.National Autistic Society says that scientists are missing autism in

:12:30. > :12:33.some boys and girls because females can be bettered at masking them.

:12:34. > :12:37.Girls can go through not understanding why they are

:12:38. > :12:44.different, leading to other secondary problems, such as anxiety,

:12:45. > :12:48.depression and eating good orders -- eating disorders. The National

:12:49. > :12:52.Autistic Society says that better trading will help with earlier

:12:53. > :12:57.diagnosis, allowing for better support for girls and women with the

:12:58. > :13:01.condition. I love Ellie and the fact that autism makes a difference from

:13:02. > :13:08.other children. The bond that we have is absolutely amazing. While

:13:09. > :13:09.there have been challenges for the family, there is no doubt of the

:13:10. > :13:11.bond between them. The number of suicides

:13:12. > :13:13.in Northern Ireland has increased by 19%, according

:13:14. > :13:17.to the latest statistics. Figures released by the Registrar

:13:18. > :13:20.General Annual Report show that registered suicides increased

:13:21. > :13:22.from 268 to 318 Of these deaths, 50 were young

:13:23. > :13:30.people aged between The rising number of suicides

:13:31. > :13:37.is in line with an increase in the number of young people

:13:38. > :13:47.presenting at A due to self harm. The Commissioner for Children

:13:48. > :13:59.and Young People in Northern Ireland It is never easy reading, what is

:14:00. > :14:04.being done for young people feeling vulnerable, suicidal and attempting

:14:05. > :14:10.self harm? There are many services. What we need to see is better

:14:11. > :14:15.coordination of services, I help line, community-based services, and

:14:16. > :14:20.also health service crisis intervention services. The concern

:14:21. > :14:23.is that is not enough being done and not enough investment, because

:14:24. > :14:31.Beano, behind each one of those statistics 50 young people, that is

:14:32. > :14:35.a tragedy. -- because we know. Our family left devastated, and we need

:14:36. > :14:39.to look behind the statistics and how we could have got in early and

:14:40. > :14:44.we have massive underinvestment in Northern Ireland in mental health

:14:45. > :14:50.services which needs addressed. With that well-being strategy or

:14:51. > :14:55.programme, what do you see as a priority? One of the first thing

:14:56. > :14:59.they have to do is understand what is not helping young people. We have

:15:00. > :15:06.estimates going back ten years which say 25% there is higher prevalence

:15:07. > :15:09.of mental health problems in Northern Ireland, which has to be

:15:10. > :15:13.connected with the conflict we have had and we know if the parent or

:15:14. > :15:18.grandparent has been traumatised, that will impact on the child and

:15:19. > :15:22.grandchildren, unless there is intervention. But we don't know

:15:23. > :15:27.enough. There are a lot of things we don't know about our children and

:15:28. > :15:32.their mental health. How can we find that out? We need research, we need

:15:33. > :15:36.the government to be clear about who these children are at what affects

:15:37. > :15:42.them so that services invested in the services we know will likely

:15:43. > :15:47.have the best outcome. And I am not convinced our government can say

:15:48. > :15:50.that every penny spent on child and adolescent mental health is yielding

:15:51. > :15:57.the results wanted. I think there is a will and I am looking to working

:15:58. > :16:01.with the Minister for health and executive generally to improve the

:16:02. > :16:05.mental health of young people. Money isn't always available and they know

:16:06. > :16:10.that people doing great work on the front line that it is not always

:16:11. > :16:17.about money. What extra help do they need to target and to reach those

:16:18. > :16:20.young people who are self harming or who are suicidal? What young people

:16:21. > :16:24.are saying, and this is the number one issue, which is why it is my

:16:25. > :16:27.priority as the Minister, they want someone to listen to them, not to

:16:28. > :16:32.dismiss them and see things like you will grow out of it, it is just your

:16:33. > :16:38.age, there is always someone worse off. We all know, when we go through

:16:39. > :16:44.a crisis, it doesn't matter if someone is worse off, we are going

:16:45. > :16:48.through a crisis, so we need somebody who sports a young person

:16:49. > :16:51.struggling or a family to know we they can get support. And for those

:16:52. > :16:56.services to be properly resourced to meet the needs coming to the door.

:16:57. > :17:03.How shocking do you see in that figure 15 years of age. How can

:17:04. > :17:12.anyone looked at... That is reported? That is a child. That is a

:17:13. > :17:15.family, parents and friends and school friends who have been left

:17:16. > :17:18.devastated. Thank you for joining us.

:17:19. > :17:20.Some other statistics that have grabbed attention today concern

:17:21. > :17:28.It is estimated to reach two million within 20 years.

:17:29. > :17:31.The figures are in the annual survey by the Statistics and

:17:32. > :17:33.Research Agency and BBC Newsline's Mark Simpson

:17:34. > :17:36.It may not be perfect, but Northern Ireland

:17:37. > :17:49.The current population is estimated at 1.85 million - and it's growing.

:17:50. > :17:50.Indeed, if current trends continue, it'll be

:17:51. > :17:55.There's a natural growth here - the birth-rate is much higher

:17:56. > :17:57.than the death rate - and more people want to come

:17:58. > :18:06.In total, 23,600 people came to live in Northern Ireland in the year

:18:07. > :18:15.34% came from England, 8% from Scotland and 8% from Poland.

:18:16. > :18:30.But the part of Northern Ireland which experienced

:18:31. > :18:34.in the past year was in the Lisburn and Castlereagh council area.

:18:35. > :18:37.The lowest was in Derry City and Strabane.

:18:38. > :18:39.At the same time, only 21,500 people left here.

:18:40. > :18:43.That's the lowest number for almost 10 years.

:18:44. > :18:48.Well, there were more than 24,000 births during the year -

:18:49. > :18:53.Almost half the total number of babies - 44% -

:18:54. > :19:01.The number of births to teenage mothers was down to 760.

:19:02. > :19:04.Ten years ago, it was almost twice that number.

:19:05. > :19:08.In terms of marriages, there's been no real change

:19:09. > :19:12.in the marriage-rate in the past decade, but the most recent figures

:19:13. > :19:16.suggest the most popular day of the year for a wedding.

:19:17. > :19:18.It's the first Saturday in September.

:19:19. > :19:32.We certainly do! Moving to sport now.

:19:33. > :19:34.Ulster Rugby says it wanted one of its star players

:19:35. > :19:36.Ruan Pienaar to stay, but the South African

:19:37. > :19:40.is set to leave Belfast at the end of this season.

:19:41. > :19:58.Good evening. Yes, the news that Ruan Pienaar is leaving has rocked

:19:59. > :20:05.Ulster Rugby fans, attempts to make the IRFU increase the contract has

:20:06. > :20:12.not worked. Shane Logan, what happened and what can you tell us?

:20:13. > :20:21.This has rocked France. He is one of the greatest players, arguably over

:20:22. > :20:24.the last seven years. But that is a Irish national succession policy and

:20:25. > :20:30.to be able to keep him for as long as we have been able to goes against

:20:31. > :20:35.that policy, so the IRFU are to make the difficult decision, one we

:20:36. > :20:39.struggled with for some time, but we have to respect the difficult

:20:40. > :20:47.decision that Ruan would not be allowed to renew his contract, even

:20:48. > :20:53.though he wanted to. There have been reports that they have supported the

:20:54. > :20:56.massive contribution made by him, but they have to support and grow

:20:57. > :21:03.local talent, do you have sympathy with that? We have to promote rugby

:21:04. > :21:07.in Ireland, we have the best national side, we are joined in

:21:08. > :21:13.wanting the provinces to be the absolute best, in our case Ulster,

:21:14. > :21:19.which can cause conflict. But the IRFU have recently around us to sign

:21:20. > :21:25.short-term someone from Georgia. We have to make the best of next season

:21:26. > :21:30.but Ruan. That we do the best to deliver during his time here. But

:21:31. > :21:36.that is no way back? It is done and dusted, Ruan will be leaving? That

:21:37. > :21:41.is correct, but we now spend four times at the academy than we did,

:21:42. > :21:51.cracking players coming through, one of class players, and only meant --

:21:52. > :22:00.the aim is to perform. Ulster Rugby, the GAA and the GAA is combining two

:22:01. > :22:07.support volunteerism? -- ITFU and GAA. Without volunteers, we cannot

:22:08. > :22:12.promote participation and promote the top end of our sport, so it is

:22:13. > :22:17.vital, volunteers are the lifeblood and we want to encourage the ward

:22:18. > :22:21.and build on the success that all three sports have had so far. We

:22:22. > :22:25.appreciate you joining us. Thank you. I know you have an event to

:22:26. > :22:29.attend. And by anyone's standards, it was a

:22:30. > :22:31.giant-killing. Annagh United bottom of championship

:22:32. > :22:33.one dumped Glentoran out of the League Cup last night,

:22:34. > :22:37.claiming the first high profile managerial casualty

:22:38. > :22:39.of the new season as Glens manager Today, the club's main sponsor

:22:40. > :22:57.and one of its goal scorers Well, last night, in a squad of 14

:22:58. > :23:05.men, I think there were only 14 peers over the age of 20 or 21. The

:23:06. > :23:11.fear nothing. On and off, it is absolutely brilliant. One of the
