:00:00. > :00:13.That's all from the BBC News at Six - so it's goodbye from me -

:00:14. > :00:17.This is BBC Newsline and these are the headlines

:00:18. > :00:22.The DUP faces more questions over its funding for a newspaper

:00:23. > :00:36.You have no idea how much was spent. This was last June, you're asking me

:00:37. > :00:38.to go over a little commission returns from last June.

:00:39. > :00:42.The angry condemnation of gunmen who shot a 16-year-old boy.

:00:43. > :00:48.These are predators, operating in a community with no accountability.

:00:49. > :00:50.Skulking in the shadows, running away after they've used a young boy

:00:51. > :00:51.in the most horrific way. How an online threat has shut down

:00:52. > :01:03.an information service We do take our security seriously.

:01:04. > :01:07.We have two. Because there are people out there who are a threat to

:01:08. > :01:08.us. It didn't work the last time -

:01:09. > :01:12.but can a new strategy win the European Capital of Culture

:01:13. > :01:13.for Northern Ireland? Ulster rugby welcome back some

:01:14. > :01:28.of their key players for tomorrows Of the mild weather continues this

:01:29. > :01:32.weekend, find that if there's any sunshine coming our way.

:01:33. > :01:35.More questions are being asked about funding for a newspaper advert

:01:36. > :01:37.which the DUP received during the Brexit

:01:38. > :01:44.In a BBC interview, Arlene Foster said she did not recall how much

:01:45. > :01:47.money was involved, but said it was properly accounted

:01:48. > :01:59.Last year's EU referendum campaign correspondent Stephen Walker.

:02:00. > :02:03.Last year's EU referendum campaign was all about claim and

:02:04. > :02:08.counterclaim. The argument was about whether the UK would be better or

:02:09. > :02:12.worse off being in the European Union, and advertising was seen as

:02:13. > :02:16.key. During the battle for votes, the DUP took out a newspaper advert

:02:17. > :02:21.to promote a pro-Brexit position. Last night on the leader's debate,

:02:22. > :02:30.Arlene Foster was challenged about funding during the campaign.

:02:31. > :02:35.Did your party gets payment for the advertising?

:02:36. > :02:39.Can you tell us here know who the donations are from?

:02:40. > :02:44.I can. They're from an organisation in England was to see the union

:02:45. > :02:49.kept, and to make sure we have a United Kingdom.

:02:50. > :02:53.Later on the BBC programme The View, the DUP leader was challenged again.

:02:54. > :03:00.I don't have the figure year, I done how much it was.

:03:01. > :03:03.You must have some idea? I'm not here to spec out, I don't

:03:04. > :03:09.have the figures. You received a large amount of

:03:10. > :03:15.money, and you have no idea? I'm not saying I have no idea, I'm

:03:16. > :03:18.saying it to you it was properly accounted for.

:03:19. > :03:24.I'm not doubting that for a second. How much did you spend?

:03:25. > :03:27.I have no idea. This was last June and you're asking me to go back over

:03:28. > :03:34.delicate oral commission returns from last June.

:03:35. > :03:37.What this relates to the EU referendum, the general issue of

:03:38. > :03:41.payments is under much scrutiny. Stormont parties are not required to

:03:42. > :03:45.reveal sources of the nations. At this donation had been made to it

:03:46. > :03:50.political party in the rest of the United Kingdom, when the Electoral

:03:51. > :03:56.Commission announces its findings, we would see who made that donation.

:03:57. > :03:59.But because that donation for the Brexit campaign was made through a

:04:00. > :04:04.Northern Irish party, we won't find out to get the money.

:04:05. > :04:07.Last month, the Secretary of State wrote to the little parties asking

:04:08. > :04:11.for their views on whether it was time for full transparency on

:04:12. > :04:15.donations. Some argue that change needs to happen immediately.

:04:16. > :04:19.We would like to see full transparency, like the rest of the

:04:20. > :04:24.UK, like most of the rest of the world, as soon as possible. If it

:04:25. > :04:28.can be done, by the 2nd of March, so people are making informed

:04:29. > :04:32.decisions. Some are suggesting the parties

:04:33. > :04:35.should independently publish their donation details.

:04:36. > :04:38.The party is completely have it within their get to come out and say

:04:39. > :04:43.this is where the money came from and this is what it was four. It's

:04:44. > :04:48.hard to believe that a division side, over ?250,000, much more than

:04:49. > :04:54.urban Oscar party in Northern Ireland would ordinarily get, cannot

:04:55. > :04:58.be accounted for. The DUP spokesman said there was no

:04:59. > :05:01.plans to name the donor and refused to answer whether there are any

:05:02. > :05:07.additional fees on top of the donation. The spokesperson said all

:05:08. > :05:09.these are registered with the Electoral Commission, and details of

:05:10. > :05:12.funding would be released in due course.

:05:13. > :05:14.The Department of Agriculture has confirmed that its former minister,

:05:15. > :05:17.Michelle O'Neill, only learned of the huge hole in the

:05:18. > :05:19.Renewable Heat Incentive budget as the scheme was closing.

:05:20. > :05:23.There'd been criticism of the Sinn Fein leader at Stomont

:05:24. > :05:27.after it emerged her department had facilitated dozens of events for

:05:28. > :05:31.farmers at which the controversial scheme was promoted along

:05:32. > :05:35.The department says Mrs O'Neill only found out about the budgetary

:05:36. > :05:37.pressures on the scheme when she received a letter

:05:38. > :05:43.from Jonathan Bell, the then DETI minister in February 2016,

:05:44. > :05:50.A gun attack on a 16-year-old boy in West Belfast has been described

:05:51. > :05:56.The teenager was shot in the leg at Forest Street,

:05:57. > :06:02.The attack was just 24 hours after another shooting in the area.

:06:03. > :06:16.The scene after the shooting. One resident described hearing something

:06:17. > :06:25.outside on the street. There was a nice, and I said it must

:06:26. > :06:30.be the TV. -- there was a noise. Some of the neighbours got the

:06:31. > :06:34.ambulance. Like other residents, he was shocked

:06:35. > :06:38.by what happened. The shooting here is the second happen in 24 hours and

:06:39. > :06:42.the west of the city. Wednesday night, a man was shot and number of

:06:43. > :06:47.times in both legs on the Falls Road. Police say it's too early to

:06:48. > :06:55.both attacks. The shots on Wednesday night were counted on the mobile

:06:56. > :06:59.phone of a passer-by. Police believe dissident republicans may be behind

:07:00. > :07:04.both attacks. We are hugely concerned, as the

:07:05. > :07:08.community is as well. The incident was last night was the 16-year-old

:07:09. > :07:12.boys, we are calling it what this says, these are predators operating

:07:13. > :07:14.in the community with no accountability, skulking the

:07:15. > :07:18.shadows, running away after they've used a young boy in the most

:07:19. > :07:23.horrific way. We find dissident Republicans carry out this behaviour

:07:24. > :07:30.that is the time, they prey on young man, I think it's is strong starting

:07:31. > :07:37.point for us,. While this may come under the title of violent dissident

:07:38. > :07:43.republicans, the criminals are exposing the community, they are

:07:44. > :07:49.one-day shooting drug dealers and the next day taxing them.

:07:50. > :07:53.The Secretary of State described the attack as shocking and brittle.

:07:54. > :07:57.Those who work in the community say they're concerned about what appears

:07:58. > :08:03.to be a rise in so-called punishment shootings.

:08:04. > :08:08.I'm not sure about the rise behind these shootings, but the community

:08:09. > :08:13.is appalled by it. What I would say very clearly is that we condemn the

:08:14. > :08:17.shootings, absolutely. Police say they've increased patrols

:08:18. > :08:18.in the area and have called on the committee to help them catch those

:08:19. > :08:20.responsible. It's less than 24 hours before

:08:21. > :08:24.a schools cup rugby quarterfinal - but will it actually get

:08:25. > :08:32.to kick off? A group representing Jewish people

:08:33. > :08:34.has said it is reviewing The police are investigating,

:08:35. > :08:50.as Louise Cullen reports. There are around 80 members of the

:08:51. > :08:54.Jewish community in Belfast. Messages the Facebook page are

:08:55. > :08:57.screened before being posted, so the threat was intercepted. The

:08:58. > :09:01.community's chairman would only say the message was very anti-Semitic,

:09:02. > :09:05.but because of it, details of events within the Jewish committee won't be

:09:06. > :09:09.made public for now. We do take our security seriously,

:09:10. > :09:13.we have too, because there are people out there who are a threat to

:09:14. > :09:17.us. Of this latest incident comes 30

:09:18. > :09:23.months after 13 Jewish gays were damaged in an attack at Belfast city

:09:24. > :09:28.centre synagogue. Attacks rose last year.

:09:29. > :09:36.Frankly, people appear to more tolerant, but we do have nasty

:09:37. > :09:39.incidents from time to time, like the desecrations of the graves. Our

:09:40. > :09:46.rabbi does get some pretty hateful home calls and messages. -- phone

:09:47. > :09:50.calls and messages. But compared to what is happening in Manchester and

:09:51. > :09:55.London, we're quite lucky. The message has been reported to the

:09:56. > :09:57.police, but while it is being investigated, the community's

:09:58. > :09:58.members will have to find another way to stay in touch.

:09:59. > :10:00.A police custody sergeant and a former civilian detention

:10:01. > :10:03.officer charged with causing the death of a police prisoner

:10:04. > :10:06.They are Sergeant Brian McKenna and Alexander McAllister.

:10:07. > :10:08.A judge at Belfast Crown Court lifted the restriction

:10:09. > :10:12.on reporting their names after it was challenged by the media.

:10:13. > :10:16.The two men deny the manslaughter of David McGowan, who was found dead

:10:17. > :10:19.in a cell at Lisburn Police Station in May 2014.

:10:20. > :10:23.The police are investigating allegations of misconduct and crime

:10:24. > :10:26.at the service's training college at Garnerville in east Belfast.

:10:27. > :10:29.A trainer at the college is being investigated for alleged

:10:30. > :10:34.It's thought the same man is also being investigated about allegations

:10:35. > :10:37.of an inappropriate sexual relationship with at least

:10:38. > :10:44.There's to be a 12-week trial for private hire taxis to use

:10:45. > :10:50.It starts on Monday and applies to lanes on east and west routes,

:10:51. > :10:59.and 12-hour bus lanes in the city centre which link them.

:11:00. > :11:02.With less than 24 hours before a schools cup rugby quarterfinal,

:11:03. > :11:05.it's by no means certain what will happen at kick off time.

:11:06. > :11:08.Friends School Lisburn are supposed to play Belfast Royal Academy,

:11:09. > :11:11.but most of their team are on a half-term ski trip

:11:12. > :11:28.they can't put out a team and want the Ulster Rugby Branch Schools

:11:29. > :11:30.Committee to reschedule the match, but this looks unlikely.

:11:31. > :11:37.For the first time in seven years, Friends School rugby team made it to

:11:38. > :11:44.the quarter finals of the schools rugby cup. At the moment, filling

:11:45. > :11:49.the fixture is the least of their worries. Last Saturday, nearly all

:11:50. > :11:54.of the first 15 left the school here to go to Austria on a half term ski

:11:55. > :11:58.trip. They are due to arrive back until tomorrow night, tonight late

:11:59. > :12:03.the kick-off for the quarter final. -- the quarter final. -- they are

:12:04. > :12:07.due. The school appealed to reschedule the fixture, but that was

:12:08. > :12:12.refused. The school is closed have time today, but one parent said they

:12:13. > :12:15.had exhausted every possibility, but can't get the players back home any

:12:16. > :12:42.earlier. The statement said... Friend says it wants the committee

:12:43. > :12:48.to take a decision, and repeated they are willing and able to. The

:12:49. > :12:51.fixture next week. The committee's position has been that when friends

:12:52. > :12:57.entered the control of recession, Ed signed a camp petition agreements,

:12:58. > :13:08.committing to the dates. The committee says...

:13:09. > :13:14.Late this afternoon, the Belfast Royal Academy put out a tweet saying

:13:15. > :13:16.that the game was off. BBC Newsline has learned that

:13:17. > :13:19.Belfast, Derry City and Strabane are to work on a joint bid to become

:13:20. > :13:22.European Capital of Culture in 2023. Although the title is usually

:13:23. > :13:26.awarded to a single city, the two councils say a joined-up

:13:27. > :13:29.approach has a better Our arts correspondent

:13:30. > :13:34.Robbie Meredith's report begins with the disappointment

:13:35. > :13:37.when it was announced Belfast had lost out on a similar

:13:38. > :13:52.bid over a decade back. The letter has just come through,

:13:53. > :13:58.I'm sorry to say it's bag is us. We've been here before, and the

:13:59. > :14:03.party fell flat. But over a decade since Belfast's last attempt failed,

:14:04. > :14:08.it's now set to try again, this time with help from the north west. The

:14:09. > :14:11.City Council is exploiting a combined bed with Derry, UK capital

:14:12. > :14:16.culture four years ago, and Strabane. According to a Belfast to

:14:17. > :14:21.cancel documents seen by the BBC, officials say a joint bid would be a

:14:22. > :14:26.stronger proposition, and help share resources. But there's not much

:14:27. > :14:31.time. A bit has to be made by October 2017, and would cost up to

:14:32. > :14:37.?1 million to make. Councils in both cities have acted the move, so it is

:14:38. > :14:41.early days, but had been told to proceed.

:14:42. > :14:46.I think it's a great idea, I think anything that makes it hashtags

:14:47. > :14:55.think Countrywide is a great idea. Keeping our profile high in Europe

:14:56. > :14:58.at the moment is great. The council says it wants to hear

:14:59. > :15:04.from artists in this process, hazard they do that?

:15:05. > :15:07.A public consultation on how to do it and had to do it quickly and

:15:08. > :15:12.well. This is a very much a first step,

:15:13. > :15:17.but that does not make it a fantasy. A UK city is said to be European

:15:18. > :15:21.capital of culture in 2023, even after Brexit. This is like Leeds and

:15:22. > :15:27.Dundee have already thrown their hats into the ring, Belfast, Derry

:15:28. > :15:30.and Strabane will have two more quickly to catch up, but at the

:15:31. > :15:36.moment it is very much a case of better together.

:15:37. > :15:38.There's been a 10% drop in the number of mortgage

:15:39. > :15:39.repossession cases coming before the courts.

:15:40. > :15:41.According to figures just released, there were just over

:15:42. > :15:43.1100 cases initiated in Northern Ireland last year,

:15:44. > :15:52.Repossession cases surged after the housing crash in 2008.

:15:53. > :15:54.Labour Alternative has launched its Assembly election

:15:55. > :15:59.The party is running candidates in four

:16:00. > :16:06.The manifesto, called Re-Think - A Labour Movement

:16:07. > :16:07.Agenda For Change, pledges to challenge

:16:08. > :16:10.Orange and Green politics, oppose austerity and fight

:16:11. > :16:16.In the run up to the Assembly election we are taking

:16:17. > :16:19.a closer look at the leaders of the five main parties.

:16:20. > :16:22.This evening, it is the turn of the SDLP Leader Colum Eastwood.

:16:23. > :16:25.Our political correspondent Enda McClafferty joined him

:16:26. > :16:35.on his election battle bus in Strabane.

:16:36. > :16:42.We've had the Boris Bikes, the Cameroon coach, and Eddie Eastwood

:16:43. > :16:46.expressed. Voice right it's modest size?

:16:47. > :16:50.We only had a couple of weeks to get ready, so that's about as big as we

:16:51. > :16:58.could manage. But it's and off for about us.

:16:59. > :17:06.You could get all MLAs on there? But Whitegate all error in MLAs!

:17:07. > :17:10.Colum Eastwood is not short of ambition, and says he has plenty of

:17:11. > :17:14.time to get the SDLP back on the right road. Ceremony seats as you

:17:15. > :17:17.targeting this time? I don't make public predictions

:17:18. > :17:22.about seats, don't think it's very clever.

:17:23. > :17:28.Be expecting to lose three seats? We're expecting a good election, we

:17:29. > :17:32.want to form a Government, with any party prepared to make change happen

:17:33. > :17:35.in this election. It's pretty clear that Mike Nesbitt

:17:36. > :17:42.has cherished as relationship with the SDLP more then you reciprocate?

:17:43. > :17:45.That's not true. What political leader goes to an opponent's

:17:46. > :17:51.conference in excess beach? I did that, I think that was a brave move.

:17:52. > :17:56.People tell me that. -- makes a speech. It shows that union is a

:17:57. > :18:02.national song can work together. He's hoping that message can show

:18:03. > :18:09.his -- convinces Dayton supporters to make it to the polls.

:18:10. > :18:14.The FDL peopled -- the SDLP vote has not disappeared. I have set out a

:18:15. > :18:19.plan to put the party back rebates to be. This is the first test of

:18:20. > :18:23.that. I think we're going to do very well in this election.

:18:24. > :18:27.To that end, he's brought back some familiar faces.

:18:28. > :18:29.You're bringing two candidates out of retirement to fight this

:18:30. > :18:35.election, that looks like a panic move?

:18:36. > :18:40.One candidate randoms unfortunate to be elected, only a few hundred votes

:18:41. > :18:49.make the difference and that election.

:18:50. > :18:53.Look at us -- look at our team, it is a young team.

:18:54. > :18:57.Colum Eastwood is prepared to be the face of the SDLP for some time to

:18:58. > :19:02.come. Is the beard here to stay?

:19:03. > :19:05.Arlene Foster doesn't like the beard, apparently, she made a strong

:19:06. > :19:07.point of that in her conference speech. I think that's good enough

:19:08. > :19:10.reason to keep it. He starts with rugby,

:19:11. > :19:14.and another big game Ulster are boosted by the return

:19:15. > :19:18.of some of their key players Irish internationals Craig Gilroy,

:19:19. > :19:23.Luke Marshall and Tommy Bowe all start the game -

:19:24. > :19:26.while scrum-half Ruan Pienaar will make his first

:19:27. > :19:29.appearance of 2017. He will partner another player

:19:30. > :19:31.who has returned from a potentially career-threatening injury,

:19:32. > :19:46.as Ulster look to build All-star return to form in a fluent

:19:47. > :19:52.first 40 minutes against Edinburgh last time out. -- all-star return to

:19:53. > :19:56.form. And there was relief all round when the bag the one win. For one

:19:57. > :20:00.player, there was a mix of the motions at the full-time whistle.

:20:01. > :20:05.Peter Nelson broke his foot against the same opposition in December

:20:06. > :20:10.2015, an injury that kept the 24-year-old out of the game for over

:20:11. > :20:14.a year, and nearly ended his career. You have dark days, but you keep

:20:15. > :20:20.focusing, you get guys have come back from long-term injuries. You

:20:21. > :20:25.have to keep pushing on. There is always guys there, in the injury,

:20:26. > :20:31.but to keep you pushing through. It took a long time free to get back

:20:32. > :20:34.running, I had to learn how to walk again properly, and then build it

:20:35. > :20:41.up. I felt really good out there on Friday night, the medical staff here

:20:42. > :20:44.have done a fantastic job, and I thank them. I felt really good at

:20:45. > :20:48.their just delighted to be back. In Glasgow, also face a side they

:20:49. > :20:57.are morally beaten away this campaign.

:20:58. > :21:00.They want to prove a point. We're expecting an onslaught, they're

:21:01. > :21:04.going to be very tough. We're looking forward to it, hopefully we

:21:05. > :21:09.can keep the momentum going after the Edinburgh game. It's to be

:21:10. > :21:11.tough, but we're looking forward to it.

:21:12. > :21:16.With some added every inspiration from the South African stars, Ulster

:21:17. > :21:17.Place allocated on a run that they hope can salvage their season.

:21:18. > :21:20.Come tomorrow, there will be a new name on

:21:21. > :21:23.Neither of this years finalists, Carrick Rangers

:21:24. > :21:26.or Ballymena United, has won it before.

:21:27. > :21:31.In Carrick, the build up has been quite low key.
