:00:45. > :00:47.The Casement stadium controversy - now a new plan is being considered.

:00:48. > :00:56.How compensation changes could drive up the cost of car insurance.

:00:57. > :00:58.Terrible, we can't afford it as it is!

:00:59. > :01:00.Motorcycling star Ryan Farquhar concedes his road racing career

:01:01. > :01:03.is over, but he's aiming to reach the top of another sport.

:01:04. > :01:06.And it was a poor day in terms of sunshine,

:01:07. > :01:14.I'll tell you later in the programme.

:01:15. > :01:17.A court has been told that a teenager accused of murder tried

:01:18. > :01:26.19-year-old Rhys Magee denies murdering this man Richard Miskelly.

:01:27. > :01:30.He was 24 years old and was found lying on a road outside a house

:01:31. > :01:35.Sara Neill was at the the court hearing.

:01:36. > :01:37.Richard Miskelly died after he was attacked close

:01:38. > :01:42.Police received reports of an assault outside this

:01:43. > :01:45.house in the early hours of Sunday morning.

:01:46. > :01:48.Paramedics had tried to resuscitate the 24-year-old,

:01:49. > :01:55.Rhys Magee from Carrowdore Road in the Ards Peninsula is accused

:01:56. > :01:58.of his murder and of perverting the course of justice.

:01:59. > :02:00.Newtownards Magistrates Court heard claims he spoke to a witness,

:02:01. > :02:10.saying, "You got home an hour before me, you didn't see anything".

:02:11. > :02:16.Some of the relatives sobbed in the public gallery as the court heard

:02:17. > :02:20.that the incident began in the early hours of Sunday morning when the

:02:21. > :02:25.victim was asked to leave a house on the Bangor road. He was then pursued

:02:26. > :02:28.and assaulted. The defence solicitor said his client had administered CPR

:02:29. > :02:34.to the victim and had helped the emergency services. Mr Magee's

:02:35. > :02:38.solicitors said that when the murder charge was put to his client in

:02:39. > :02:42.custody he said, I did not murder Richard Miskelly and I am very sorry

:02:43. > :02:45.for his family. He added he was definitely not guilty of the charge

:02:46. > :02:48.of perverting the Court of Justice. He has been remanded in custody.

:02:49. > :02:51.A 42-year-old man's been arrested by detectives investigating

:02:52. > :02:55.an explosion at Palace Barracks in Holywood in August 2015.

:02:56. > :02:58.The device detonated inside a postal delivery van and damaged two cars.

:02:59. > :03:08.The family of a young woman who disappeared on this day 12 years

:03:09. > :03:12.ago has appealed directly to the person who was

:03:13. > :03:15.It's believed Lisa Dorrian, who was 25 and from Bangor,

:03:16. > :03:19.was murdered but her body has never been located.

:03:20. > :03:22.In a video posted on the internet, her father and sisters have made

:03:23. > :03:30.Lisa Dorrian as her family remember her -

:03:31. > :03:37.The 25-year-old disappeared 12 years ago today after a party at this

:03:38. > :03:41.caravan site in Ballyhalbert on the Ards Peninsula.

:03:42. > :03:46.Now her father and two sisters are appealing specifically

:03:47. > :03:50.to the person they think was with her when she died.

:03:51. > :03:57.Think back to that night, I'm sure it's not hard to do,

:03:58. > :04:01.it mustn't ever be far from your thoughts.

:04:02. > :04:04.Think about what happened when Lisa died, how you panicked

:04:05. > :04:07.and made a decision that would change your life

:04:08. > :04:13.Despite nearly 300 searches over the last 12 years,

:04:14. > :04:18.The police investigation has identified thousands

:04:19. > :04:23.Eight people have been arrested on suspicion of murder

:04:24. > :04:26.although no-one has ever been charged in connection

:04:27. > :04:31.Lisa's mother died in 2015 - her grandmother passed

:04:32. > :04:49.One of the last things she said to me as she was leaving the service

:04:50. > :04:52.that Lisa was waiting. Our nanny and mum now have the answers we are

:04:53. > :04:56.trying to find but you can help us find later in this life, not the

:04:57. > :05:00.next. We all think of Lisa every day and I am sure you do. Just tell us

:05:01. > :05:06.where it is. It is never too late to tell us. Please help yourself by

:05:07. > :05:08.easing your conscience. Tell us were Lisa is.

:05:09. > :05:10.The police have stressed this remains a live investigation

:05:11. > :05:15.and want anyone with information to contact them.

:05:16. > :05:18.The Ulster Unionist Party says it is to write to the Head

:05:19. > :05:21.of the Civil Service questioning comments made by Stormont's most

:05:22. > :05:24.senior health official Richard Pengelly, who is the husband

:05:25. > :05:33.He raised concerns about health staff posting political comments

:05:34. > :05:37.Also today Sinn Fein have defended a decision by an election candidate

:05:38. > :05:40.to distribute a letter on party-headed notepaper

:05:41. > :05:46.Here is our political correspondent Stephen Walker.

:05:47. > :05:50.In the battle for votes and in the heat of an election

:05:51. > :05:53.campaign, social media is a vital tool.

:05:54. > :05:59.Richard Pengelly is the Permanent Secretary

:06:00. > :06:04.He is Stormont's most senior health official.

:06:05. > :06:07.The husband of DUP candidate Emma Little Pengelly,

:06:08. > :06:09.he put on record his concerns about health staff tweeting

:06:10. > :06:13.He wrote that whilst staff are clinically independent they must

:06:14. > :06:19.He said he was concerned about the "overtly political tweets

:06:20. > :06:29.He added that it was "particularly relevant during the election".

:06:30. > :06:31.He added that "such public statements were not appropriate".

:06:32. > :06:37.But his comments have been criticised.

:06:38. > :06:42.I am worried if it is considered that doctors and nurses can't have

:06:43. > :06:46.political opinions and I am worried if they can't have an opinion on the

:06:47. > :06:48.health service which we all know gives us a huge concern, so I think

:06:49. > :06:49.there is an issue there. The Ulster Unionists say

:06:50. > :06:52.they are to write to the Head of the Civil Service questioning

:06:53. > :06:54.whether Mr Pengelly's They have also accused

:06:55. > :06:58.Mr Pengelly of hypocrisy, saying he was pictured last year

:06:59. > :07:00.congratulating his wife Meanwhile Sinn Fein have defended

:07:01. > :07:06.a decision by Michelle Gildernew, an election candidate,

:07:07. > :07:09.to distribute a letter on party-headed notepaper

:07:10. > :07:14.to the parents of school children. The letter produced in today's

:07:15. > :07:17.Belfast Telegraph was brought home by children attending

:07:18. > :07:20.the St Francis Primary School Sinn Fein say it was part

:07:21. > :07:27.of Michelle Gildernew's campaign However the letter prompted one

:07:28. > :07:34.parent to seek legal advice. This is not about

:07:35. > :07:36.a particular party. The most vulnerable and the youngest

:07:37. > :07:42.in society at primary school after all being given material

:07:43. > :07:48.of a party political nature. It is not about any

:07:49. > :07:52.party in particular. It is about children being used

:07:53. > :07:57.exploited in this manner. Sinn Fein say the letter was about

:07:58. > :08:01.trying to get better services. Broadband is a major issue

:08:02. > :08:03.for people in rural areas. It is an issue that Michelle has

:08:04. > :08:08.campaigned on for many Michelle is a parent of a child

:08:09. > :08:13.who attends that school and I am sure she was raising that issue

:08:14. > :08:16.with the rest of the Trying to get their support

:08:17. > :08:20.because we need to deliver a lot A spokesperson for the Council

:08:21. > :08:25.for Catholic Maintained Schools said they nor the school had

:08:26. > :08:32.received any complaints. The Progressive Unionist Party has

:08:33. > :08:34.accused the DUP and Sinn Fein of engaging in what it calls

:08:35. > :08:39.a "cultural war" instead of dealing with "crucial

:08:40. > :08:43.social economic issues". The PUP deputy leader Dr John Kyle

:08:44. > :08:46.has also criticised parties for trying to frighten voters over

:08:47. > :08:48.the future of the union. He was speaking at the launch

:08:49. > :08:54.of the PUP manifesto today. The party is standing three

:08:55. > :08:57.candidates in the Assembly election. Dr Kyle said he feared

:08:58. > :09:13.for the future of smaller parties People think that to reduce the

:09:14. > :09:18.number of MLAs cuts the expense that is involved in Stormont, but if you

:09:19. > :09:22.were MLAs the less smaller voices and groups are represented and their

:09:23. > :09:25.voices heard, so that is detrimental I think to a healthy society and I

:09:26. > :09:28.think it is unfortunate but the situation that we have.

:09:29. > :09:38.The road racer who's aiming to hit the heights in a new career.

:09:39. > :09:43.The GAA has submitted a new planning application to build a stadium

:09:44. > :09:50.The new development has a proposed capacity of just

:09:51. > :09:53.over 34,000 people - that's down by almost 4000 on the

:09:54. > :10:01.But some residents remain firmly opposed to the development.

:10:02. > :10:12.This was the design unveiled by the GAA.

:10:13. > :10:18.It was last October. It is not yet been made public but it is said it

:10:19. > :10:22.is only marginally different. The Gaelic Athletic Association has

:10:23. > :10:37.submitted a new planning application It was all reduced from a previous

:10:38. > :10:42.design. It is said it had a positive report from a safety group. It has

:10:43. > :10:45.been very important for the GAA to make sure that from our point of

:10:46. > :10:50.view that we are top of the class in relation to safety and we see that

:10:51. > :10:53.is paramount and in relation to the planning and safety situation we

:10:54. > :10:55.believe we are well in excess of where you would normally be

:10:56. > :11:00.associated to be at this stage the process. 5000 people including the

:11:01. > :11:03.local community have contributed to this consultation and we believe we

:11:04. > :11:06.have put our best foot forward and we now look forward to the statutory

:11:07. > :11:14.consideration and hopefully a positive decision on Casement part

:11:15. > :11:20.in the not too distant future. But everyone is convinced. Some

:11:21. > :11:23.residents say that banning for a capacity greater than 25,000 raised

:11:24. > :11:26.concerns about safety and infrastructure. We do not want to

:11:27. > :11:31.see a stadium of that capacity in that area. We want to see a stadium

:11:32. > :11:34.in the range of 20-25,000, that is the capacity that we believe is

:11:35. > :11:43.suitable for the site, given the constraints around putting up with

:11:44. > :11:47.resident homes given the traffic impacts and given 's concerns around

:11:48. > :11:52.emergency exits. Residents say the proposed plan is simply too big.

:11:53. > :11:58.While the GAA says a new stadium would bring regeneration and a

:11:59. > :12:00.sporting legacy to the area. Whenever this issue is resolved it

:12:01. > :12:06.will only become clear in the coming months.

:12:07. > :12:08.The police are investigating reports of shots being fired

:12:09. > :12:10.at a house in the Shantallow area of Londonderry.

:12:11. > :12:12.Officers have been carrying out searches in Cornshell Fields

:12:13. > :12:20.There were people were in the house at the time, but no-one was injured.

:12:21. > :12:23.A County Down doctor who falsified clinical trials has been struck off

:12:24. > :12:29.59-year-old Dr Hugh McGoldrick, seen here on the left,

:12:30. > :12:31.pleaded guilty last year in Downpatrick Crown Court to two

:12:32. > :12:37.offences of falsifying trials on ten patients with sleeping disorders.

:12:38. > :12:39.Dr McGoldrick, from Crossgar Road East, has 28 days

:12:40. > :12:43.to appeal his removal from the medical register.

:12:44. > :12:45.Back to the Assembly election and Arlene Foster denies the DUP

:12:46. > :12:52.She predicts unionist voters will turnout in high numbers

:12:53. > :12:54.to resist, what she describes, as Sinn Fein's dangerous

:12:55. > :13:01.In the final of our series of leader profiles, our political editor

:13:02. > :13:05.Mark Devenport joined Mrs Foster out on the campaign trail

:13:06. > :13:07.and found her unwilling to contemplate the possibility

:13:08. > :13:15.of standing aside in the future for a caretaker First Minister.

:13:16. > :13:18.What a difference ten months make - last May it looked like plain

:13:19. > :13:20.sailing for Arlene Foster when we caught up with her

:13:21. > :13:27.and her son on a pleasure cruiser in Lough Erne.

:13:28. > :13:29.Last week she was out on the streets of Markethill

:13:30. > :13:34.where the weather was, by contrast, blustery.

:13:35. > :13:38.The DUP leader regards this election as unnecessary,

:13:39. > :13:44.but insists that hasn't sapped her enthusiasm.

:13:45. > :13:48.I have been going out and around the country trying to meet as many

:13:49. > :13:51.people as I possibly can because that's is the way I operate. I want

:13:52. > :13:55.to speak to real people to hear what they have to say and overwhelmingly

:13:56. > :13:58.they all realise that this was first ball and unnecessary election but

:13:59. > :14:03.they feel very strongly that they want to come out and vote so all the

:14:04. > :14:06.commentators talking about a low turnout will be shown to be wrong

:14:07. > :14:06.particularly in rural areas of Northern Ireland.

:14:07. > :14:09.Here at the offices of the victims group Fair she's amongst friends,

:14:10. > :14:15.including Bea Worton whose son was killed at Kingsmill in 1976.

:14:16. > :14:29.After giving you a hard time? I know. I should get you up with me

:14:30. > :14:33.and sorted out. Keep your chin up. She has to definitely.

:14:34. > :14:36.Sinn Fein won't share power with Arlene Foster until she's

:14:37. > :14:38.been cleared of blame for the Renewable Heating scandal -

:14:39. > :14:50.RHI is not the cause, it is the excuse. So this is not about me

:14:51. > :14:55.standing aside, it is about something much bigger, it is about

:14:56. > :14:58.Sinn Fein trying to push their political agenda for Northern

:14:59. > :15:02.Ireland, a very dangerous political agenda. Would you compromise may be

:15:03. > :15:05.after the election perhaps by putting a caretaker First Minister

:15:06. > :15:10.into Stormont Castle? Not a vote has been cast yet. We need to get those

:15:11. > :15:13.votes in the back first. After that happens we will go into negotiations

:15:14. > :15:17.because that is what Sinn Fein says has to happen. And back in the whole

:15:18. > :15:21.notion of a caretaker First Minister, are you ruling that had

:15:22. > :15:24.completely? First thing is I have to be elected and then we will see what

:15:25. > :15:27.happens after that so I am not going into hypotheticals after the

:15:28. > :15:28.election, all I'm saying it is not the Sinn Fein to the unionist people

:15:29. > :15:30.who they elect as their leader. Amongst the other hypotheticals

:15:31. > :15:33.Arlene Foster won't entertain is how many seats she must hold to remain

:15:34. > :15:36.secure as DUP leader. However there's no doubt Thursday's

:15:37. > :15:38.election represents the biggest test And the final TV leaders' debate

:15:39. > :15:49.involving the main parties is tonight at 9pm here on BBC One

:15:50. > :15:52.with representatives of three of the smaller parties on our late

:15:53. > :15:58.BBC Newsline at 10:30pm. Motorists have reacted badly to news

:15:59. > :16:01.that their insurance It's due to a change in the way

:16:02. > :16:08.large compensation payments are made to very seriously

:16:09. > :16:12.injured accident victims. As Maggie Taggart reports,

:16:13. > :16:14.it's meant to be fairer to people But other drivers

:16:15. > :16:20.could pay the price. Motorists here are already paying

:16:21. > :16:22.higher insurance premiums than other parts of the UK,

:16:23. > :16:25.partly due to the higher rate When someone is awarded a large sum

:16:26. > :16:32.to cover their care for life, it used to be assumed the money

:16:33. > :16:34.would earn sizeable interest Inflation and poor investment

:16:35. > :16:40.returns mean that's no longer the case, so the Lord Chancellor

:16:41. > :16:53.says larger amounts must be awarded. The average driver is going to see

:16:54. > :16:58.an increase in the premium per year may be around 50- ?75. If you're

:16:59. > :17:03.older it is likely to be nearly ?300 and if you are younger driver under

:17:04. > :17:08.25 you could be looking at the best part of ?1000. There is concern that

:17:09. > :17:12.the sudden hike will be so off-putting to drivers they will

:17:13. > :17:16.simply make the law and stop buying insurance. The AA says it is

:17:17. > :17:19.astonished at this decision by the Lord Chancellor and drivers feel

:17:20. > :17:22.they are already hard done by. Terrible. We can't afford it as it

:17:23. > :17:29.is. That alone having to pay any extra. Oh, my goodness. As a

:17:30. > :17:35.business, if insurers pay out they need to get the money in to cover

:17:36. > :17:39.expenses beforehand. Students in Belfast today were horrified by the

:17:40. > :17:43.news. Who pays your car insurance now? I pay for Mame. What you think

:17:44. > :17:50.about the price going up? Terrible. I will not to be afford to drive any

:17:51. > :17:54.more. If they read it I probably couldn't afford it. It would be bad

:17:55. > :17:58.I would say! Expensive. Would you still buy insurance? You couldn't

:17:59. > :18:01.really drive without insurance, not very legal.

:18:02. > :18:03.The insurers say they do not disagree with the principle,

:18:04. > :18:06.but the method is flawed and they say the 36 million

:18:07. > :18:11.customers should consider writing to their MPs to have it changed.

:18:12. > :18:15.Motorcycling star Ryan Farquhar almost lost his life

:18:16. > :18:17.while racing last year - he's been talking to Stephen Watson

:18:18. > :18:25.Ryan Farquhar has admitted it's unlikely he will ever be fit enough

:18:26. > :18:33.The 41-year-old was seriously injured in a crash at last year's

:18:34. > :18:35.North West 200 and faces further surgery as he continues

:18:36. > :18:41.But the Dungannon man plans to remain involved in the sport

:18:42. > :18:43.and is also aiming to represent Northern Ireland

:18:44. > :19:01.As one sporting door closes, another opens for Ryan Farquhar. Clay pigeon

:19:02. > :19:06.shooting. To replace the void left by motorcycle racing, a hobby has

:19:07. > :19:13.now turned serious and he is so good, Marquardt has aspirations of

:19:14. > :19:17.competing at the highest goal. -- Ryan Farquhar. People spending their

:19:18. > :19:20.life at 200 mph you would wonder how it's possible to get an adrenaline

:19:21. > :19:26.rush standing in one spot shooting at a clay target but there is

:19:27. > :19:31.something about it. Shooting is helping him except that he won't

:19:32. > :19:37.race at the top of the sport again. A serious crash nine months ago left

:19:38. > :19:41.him fighting for his life. You know, I have struggled to walk and do

:19:42. > :19:45.different things where I wouldn't be physically fit to do really any

:19:46. > :19:47.other sport but from this. They get is the competitive think that you

:19:48. > :19:52.just have to get out of your system. If I was stuck in the house not

:19:53. > :19:57.being able to do this, it would definitely do my head in but the

:19:58. > :20:03.fact that I can mix the whole job a bit easier of getting your head

:20:04. > :20:07.around it. Ryan Farquhar can retire as one of Northern Ireland's most

:20:08. > :20:11.successful motorcycle racers ever. He holds the record the number of

:20:12. > :20:19.road race victories. The days of me winning another Northwest 204 TT are

:20:20. > :20:23.long gone, but they keep looking back at the career I have had and it

:20:24. > :20:27.makes it a bit easier. I'm one of the very lucky ones that has had a

:20:28. > :20:31.great road racing career and is still here to tell the tale. And he

:20:32. > :20:38.still plans to be involved, running his own racing team. It is a big

:20:39. > :20:44.mass of part of my life, whenever I want to turn by background, you

:20:45. > :20:47.could feel better about it but we all know the risks, it is just one

:20:48. > :20:53.of those things you have to accept and put it behind you. I used to do

:20:54. > :20:56.that. I am going to have mixed emotions back in the north-west. The

:20:57. > :21:00.last time I was there I almost died, so be back there helping other

:21:01. > :21:05.riders and hopefully get them onto the podium would just be something
