0:01:35 > 0:01:40A jury at the inquest into the death of five members of a Londonderry

0:01:40 > 0:01:42family in Buncrana last year has returned findings of

0:01:42 > 0:01:45death by misadventure.

0:01:45 > 0:01:48Louise James lost her husband Sean and two young sons Mark and Evan

0:01:48 > 0:01:52as well as her mother Ruth and sister Jodie Lee when their car

0:01:52 > 0:01:54slid off a slipway into the water.

0:01:54 > 0:01:58Yesterday, the inquest heard that Sean McGrotty was more than three

0:01:58 > 0:02:01times over the Republic's drink drive limit.

0:02:01 > 0:02:03The coroner said while people could sympathise and empathise

0:02:03 > 0:02:06with the family, no one could imagine or contemplate

0:02:06 > 0:02:08how they feel.

0:02:08 > 0:02:10Our north west reporter Keiron Tourish reports

0:02:10 > 0:02:16from the inquest in Buncrana.

0:02:16 > 0:02:21It was always going to be a highly emotive inquest. But little did

0:02:21 > 0:02:27anyone realise the sheer scale and distress of the Buncrana tragedy.

0:02:27 > 0:02:32Five lost their lives after the car driven by Sean McGrotty slid off the

0:02:32 > 0:02:39slipway and entered the water on March 20 2016. No witnesses saw the

0:02:39 > 0:02:43car going in. But the coroner's court had the algae on the surface

0:02:43 > 0:02:48was very slippery and just like ice. The inquest heard Sean McGrotty was

0:02:48 > 0:02:52more than three times the drink-driving limit, a pathologist

0:02:52 > 0:02:56said she could not say what impairment a driver with that amount

0:02:56 > 0:03:01of alcohol would have as each person is different. His two sons, Mark

0:03:01 > 0:03:06aged 12 and over and he was eight as well as his partner's mother Ruth

0:03:06 > 0:03:14Daniels and her 14-year-old daughter also drowned. In his evidence, they

0:03:14 > 0:03:20received a telephone call at 715 to the Garda station that a car had

0:03:20 > 0:03:25gone off the pier with persons on board. He arrived there within one

0:03:25 > 0:03:31minute. He saw a young baby being cared for and was told four or five

0:03:31 > 0:03:35others were missing. He said the baby was taken to hospital by

0:03:35 > 0:03:39ambulance, he said CPI was being performed on Ruth Daniels. He added

0:03:39 > 0:03:44that the pier was extremely slippery with thick algae. He then cleared

0:03:44 > 0:03:49the pier and sealed it off. Garda Callaghan said four others were

0:03:49 > 0:03:54taken from the water and they had all died. He placed a blanket over

0:03:54 > 0:03:59them and a local priest said prayers over each of the bodies. The jury of

0:03:59 > 0:04:04five men and four women found that all five victims died due to

0:04:04 > 0:04:09drowning. The verdict was death due to misadventure.I firmly believe

0:04:09 > 0:04:13the slipway should have been closed to the general public or else proper

0:04:13 > 0:04:21warning signs displayed. As it was an accident waiting to happen.

0:04:21 > 0:04:25Hopefully, lessons will be learnt and the recommendations made

0:04:25 > 0:04:29following this inquest will be implemented.The jury said this had

0:04:29 > 0:04:34been a heartbreaking tragedy. They said Irish water safety should now

0:04:34 > 0:04:39take a prominent role in liaising with all the relevant agencies to

0:04:39 > 0:04:45promote safety.

0:04:49 > 0:04:52The niece of a man who was once accused of being a serial killer

0:04:52 > 0:04:55says her uncle was a monster who abused her.

0:04:55 > 0:04:58Debbie Ross, who now lives in the US, has waived her right

0:04:58 > 0:05:01to anonymity to tell her story.

0:05:01 > 0:05:04Her uncle, Leslie Ross from Dromore, died earlier this month while facing

0:05:04 > 0:05:0744 sex abuse charges.

0:05:07 > 0:05:16Our investigations correspondent Kevin Magee reports from New York.

0:05:16 > 0:05:20Debbie Ross wants her voice heard from across the Atlantic. As a child

0:05:20 > 0:05:24growing up in County Down she says she was sexually abused by her uncle

0:05:24 > 0:05:28Leslie between the ages of six and ten. He would later become a

0:05:28 > 0:05:32suspected serial killer he abused his knees when she visited her

0:05:32 > 0:05:42grandparents pub.A monster, an absolute monster. To have done what

0:05:42 > 0:05:49he did to me is very disturbing but I was also very afraid of him. The

0:05:49 > 0:05:55last time I was around him I was 18 and he would come into the bar at

0:05:55 > 0:06:01that point, have a piece of wood with four inch nails sticking out

0:06:01 > 0:06:04and he was terrifying.The abuse had a huge impact on her what she was

0:06:04 > 0:06:16growing up in Northern Ireland.I acted out really badly. I would say

0:06:16 > 0:06:21I was self-destructive. I was promiscuous, I drank a lot, I

0:06:21 > 0:06:26smoked, I did every racket there was going.Determined to turn her life

0:06:26 > 0:06:30around she did her A-levels as a mature student and went to Queens

0:06:30 > 0:06:35University finally graduating with a doctorate in science. By becoming

0:06:35 > 0:06:39immersed in education was at a way of coping with what happens to you

0:06:39 > 0:06:44in your earlier life?Absolutely. When you're in science it is what

0:06:44 > 0:06:50you say and think that matters, it is not what you have been through,

0:06:50 > 0:06:55it is nothing, it is purely your mind that you can be judged on.

0:06:55 > 0:07:00Looking for a clean break she emigrated to the USA in 2005 washes

0:07:00 > 0:07:04now a successful research scientist. In 2015 uncle Leslie was acquitted

0:07:04 > 0:07:13of killing three former girlfriends. He had been facing 44 abuse charges

0:07:13 > 0:07:18when he died earlier this month, his death meant Debbie's accusations

0:07:18 > 0:07:24could no longer be tested in court. The outcome would have been outed

0:07:24 > 0:07:30out conviction, no doubt.The PSNI agree.

0:07:39 > 0:07:43Why have you decided to waive your right to anonymity and speak to me

0:07:43 > 0:07:49today?I would like to appeal to other people who are victims to

0:07:49 > 0:07:55speak up, it is never too late to decide to take back your own life

0:07:55 > 0:08:01and to reach your own goals again, to realise that they damaged you as

0:08:01 > 0:08:06a person but you ultimately can heal, the damage can be minimised.

0:08:06 > 0:08:10It will not be removed but it can be dealt with, it does not lead to

0:08:10 > 0:08:14impact your life for two years the weight has done mine, speak up, get

0:08:14 > 0:08:21help.By going public, Debbie Ross hopes she is sending out a clear

0:08:21 > 0:08:25message that it is never too late for victims of abuse to come forward

0:08:25 > 0:08:30no matter hammered the years have passed or how many minds they have

0:08:30 > 0:08:32put behind them.

0:08:32 > 0:08:35The joint bid by Belfast, Derry and Strabane Councils to win

0:08:35 > 0:08:41the title of European Capital of Culture 2023 appears to be over.

0:08:41 > 0:08:44The European Commission has now decided no UK city can

0:08:44 > 0:08:46now apply for the role.

0:08:46 > 0:08:49They said Brexit means British cities are no longer eligible.

0:08:56 > 0:09:03It was billed as a chance to shine. On the European stage. Belfast City

0:09:03 > 0:09:07Council, together with Derry and Strabane council trying to become

0:09:07 > 0:09:14European capital of culture 2023. But not any more. A letter sent to

0:09:14 > 0:09:18the UK government from Brussels this week was blunt and to the point.

0:09:27 > 0:09:33The political blame game has begun. It is a terrible story today to

0:09:33 > 0:09:38learn that Brexit has had another casualty and those who argue that

0:09:38 > 0:09:42Brexit should be hanging their heads in shame today.The DUP are blaming

0:09:42 > 0:09:48Brussels.This is part of a bigger game, you have seen over a few days

0:09:48 > 0:09:53a series of stories and the EU was well aware for months if not years

0:09:53 > 0:09:56and they allowed us to proceed but only now at the last minute have

0:09:56 > 0:10:00they raise this issue so they are playing a big game which is not

0:10:00 > 0:10:05appropriate for something people have invested time and money.Around

0:10:05 > 0:10:10£350,000 has been spent locally and they are not the only city is now

0:10:10 > 0:10:14out of pocket. A number of English and Scottish cities have also been

0:10:14 > 0:10:20bidding for the capital of culture title, Leeds, Nottingham, Milton

0:10:20 > 0:10:25Keynes and Dundee. Today, they too have been left shocked, angry and

0:10:25 > 0:10:29disappointed. Belfast has been to this before. A previous bid also

0:10:29 > 0:10:36failed. It is bad news for us. But city councillors have not given up

0:10:36 > 0:10:42hope of reviving the latest bid. Definitely not giving up, in the

0:10:42 > 0:10:48context of Brexit looking a special status, we are keen to see this

0:10:48 > 0:10:52realised.But what started as a culture competition has now become

0:10:52 > 0:10:55more of a political contest.

0:10:55 > 0:10:57Our arts correspondent Robbie Meredith is with me now.

0:10:57 > 0:11:01Robbie, there had been high hopes for this bid hadn't there?

0:11:01 > 0:11:06There have, we broke the news at BBC Newsline in February that Belfast

0:11:06 > 0:11:11and Derry were considering a joint bid and nine months ago they have

0:11:11 > 0:11:13been gathering support pulling together a big bid book which

0:11:13 > 0:11:18outlined what they wanted to do in 2023 and lobbying and promoting that

0:11:18 > 0:11:22across Northern Ireland and also Brussels and New York. In five days

0:11:22 > 0:11:29from now the bid team were due in London to give a presentation to get

0:11:29 > 0:11:31them short listed so timing wise the announcement from the European

0:11:31 > 0:11:33commission has come out of the blue.

0:11:33 > 0:11:38What about the cost to the public purse?

0:11:38 > 0:11:43Both councils set aside £800,000 for the bid process, around half of that

0:11:43 > 0:11:46money has been spent. Should the bids have gone ahead and the money

0:11:46 > 0:11:51been spent there was a previous warning from the UK government that

0:11:51 > 0:11:54Brexit might affect the UK being awarded title in 2023 but until

0:11:54 > 0:11:59today the government, five competing cities were competing as normal so

0:11:59 > 0:12:04it's difficult bit too critical of them to continue with the process

0:12:04 > 0:12:06but until today there was no strong indication the plug would be Paul

0:12:06 > 0:12:08Dunne.

0:12:08 > 0:12:11A document leaked to RTE in Brussels says the UK government's

0:12:11 > 0:12:15Brexit talks have been 'chaotic and incoherent'.

0:12:15 > 0:12:18The internal Irish government paper gives scathing

0:12:18 > 0:12:20assessments of key members of the British Brexit

0:12:20 > 0:12:21negotiating team.

0:12:21 > 0:12:23Let's speak to our Dublin correspondent, Shane Harrison.

0:12:23 > 0:12:30What have the Irish government said in response?

0:12:30 > 0:12:34The leaked document is based on reports back to Dublin by senior

0:12:34 > 0:12:39Irish diplomats on their very recent and extensive round of meetings with

0:12:39 > 0:12:43government ministers and various EU member states and officials in

0:12:43 > 0:12:47different European capitals. If there is a common thread it is the

0:12:47 > 0:12:52alarm being expressed by named ministers and officials about what

0:12:52 > 0:12:56they see as the lack of coherence from British ministers and officials

0:12:56 > 0:13:01about what Brexit means and what they see as chaos at the heart of

0:13:01 > 0:13:05the British Tory cabinet. Such is their concern and alarm there is a

0:13:05 > 0:13:09fear expressed by some that next month at the EU summit in Brussels

0:13:09 > 0:13:13they may not be able to move on to phase two of the negotiations which

0:13:13 > 0:13:16is when the future relationship between the two sides including

0:13:16 > 0:13:21trade will be discussed. The UK is keen for that to happen but the EU

0:13:21 > 0:13:2727 so we want to get there too but first there has to be sufficient

0:13:27 > 0:13:30progress in the ongoing divorce negotiations on three key areas, the

0:13:30 > 0:13:33Irish border, citizens rights and the UK continuing contribution to

0:13:33 > 0:13:40the EU budget.And have the Irish government said anything?Sources

0:13:40 > 0:13:45concede the document is genuine but say they are adamant it was not

0:13:45 > 0:13:49deliberately leaked to put pressure on the British ahead of next month

0:13:49 > 0:13:54summit. Some privately say it is more embarrassing to Dublin because

0:13:54 > 0:13:58private comments by named individuals are suddenly getting a

0:13:58 > 0:14:01lot of publicity, ten Downing St says it will not comment on the leak

0:14:01 > 0:14:04but it does have a good and constructive relationship with

0:14:04 > 0:14:09Dublin.

0:14:09 > 0:14:14Ice hockey fans are ready to welcome American teams to the friendship or

0:14:19 > 0:14:22A 78 year old woman whose son was murdered by loyalists 19 years

0:15:32 > 0:15:35Work has begun on a controversial wind turbine beside a protected

0:15:35 > 0:15:37ancient monument in Co Down.

0:15:37 > 0:15:41Planners put a temporary stop to the work last month.

0:15:41 > 0:15:45But now that order has expired and the turbine is going up.

0:15:45 > 0:15:48Locals say it's being left to them to try and halt it.

0:15:55 > 0:15:58Two days after the temporary ban expired and a huge crane begins

0:15:58 > 0:16:03lifting sections of the wind turbine into position. It is controversial

0:16:03 > 0:16:08because it is 100m from a protected state monument a 5000 -year-old

0:16:08 > 0:16:14Neolithic burial cairn. Back in 2013 when it was approved, Planas did not

0:16:14 > 0:16:17consult archaeologists. Experts have since said the turbine should not

0:16:17 > 0:16:22have got the go-ahead. Opponents say if they want to get a temporary

0:16:22 > 0:16:27injunction to stop this work it will cost them £2000 to do it and it will

0:16:27 > 0:16:31commit them to taking a full legal challenge. They say it should not be

0:16:31 > 0:16:36go up to them to go down the legal challenge to fix a problem created

0:16:36 > 0:16:39by the planners. This footage taken before the turbine went in clearly

0:16:39 > 0:16:49shows the ancient burial mound. The planners took the turbine decision

0:16:49 > 0:16:53that has been left to Armagh Council which now has the planning powers to

0:16:53 > 0:16:59do with the fallout. If they revoke planning, it could late ratepayers

0:16:59 > 0:17:02with a build three quarters of £1 million in compensation to the

0:17:02 > 0:17:07developer.We can understand that and every day that goes past the

0:17:07 > 0:17:11bill will be getting higher and author turbine goes up, the more the

0:17:11 > 0:17:13bill will increase. There were opportunities where this could be

0:17:13 > 0:17:19stopped before and we don't understand what is continuing.The

0:17:19 > 0:17:21council investigated technical breaches of the turbine permission

0:17:21 > 0:17:26but the wider issue of whether to revoke it is still being considered.

0:17:26 > 0:17:29Opponents are worried that by the time the council makes up its mind,

0:17:29 > 0:17:34the turbine will be up and the price of taking it down will be considered

0:17:34 > 0:17:37too high to pay.

0:17:37 > 0:17:41The Electoral Commission has welcomed the government's decision

0:17:41 > 0:17:44to open the way for the details of people who make donations

0:17:44 > 0:17:46to political parties here to be published but says it's disappointed

0:17:46 > 0:17:49it didn't happen sooner.

0:17:49 > 0:17:51This morning the body said it was extremely disappointed

0:17:51 > 0:17:56it was unable to publish the details of donations made to parties

0:17:56 > 0:17:58in Northern Ireland today because the government had not yet

0:17:58 > 0:17:59laid the necessary legislation.

0:18:07 > 0:18:10Northern Ireland is the only part of the UK for large political donations

0:18:10 > 0:18:16can be made in secret. In July the Secretary of State said he would

0:18:16 > 0:18:20bring forward legislation that would lead to the publication of all

0:18:20 > 0:18:24payments over seven and a half thousand pounds from the 1st of

0:18:24 > 0:18:27July. But this morning the election commission said or though it had

0:18:27 > 0:18:31expected to publish the first set of figures today, it couldn't as the

0:18:31 > 0:18:36legislation had not been laid before Parliament.We are extremely

0:18:36 > 0:18:40disappointed the information is not in the public domain, win over

0:18:40 > 0:18:43voters in Northern Ireland want to know who is funding political

0:18:43 > 0:18:46parties here and it is a real disappointment it is not possible

0:18:46 > 0:18:52for us to publish the data yet.But then came a surprise development.

0:18:52 > 0:18:55The government said it was bringing legislation this afternoon, the

0:18:55 > 0:18:59commission welcomed the move but said it should have come sooner.I

0:18:59 > 0:19:03can't speculate on what is going on, I am pleased to hear the legislation

0:19:03 > 0:19:07has been tabled, that is good news because once it has gone through

0:19:07 > 0:19:13Parliament will be able to publish the first set of data on donations

0:19:13 > 0:19:16to political parties. We are disappointed we were not able to

0:19:16 > 0:19:21publish the data today as planned but I am pleased the government has

0:19:21 > 0:19:24brought forward legislation and to look forward to bring brought into

0:19:24 > 0:19:27force.The commission says it is still not happy about the way this

0:19:27 > 0:19:31has been handled instead of the figures being published today, we

0:19:31 > 0:19:35may not see them until January.

0:19:35 > 0:19:38A lorry driver who crashed into a bridge near Bangor,

0:19:38 > 0:19:42causing structural damage, has been cautioned by police.

0:19:42 > 0:19:46The collision last night caused large cracks and stones to fall

0:19:46 > 0:19:49from the Old Railway Bridge on the Ballysallagh Road.

0:19:49 > 0:19:53Police say it needs to be assessed by structural engineers and the road

0:19:53 > 0:19:55is expected to remain closed for a number of weeks,

0:19:55 > 0:19:58causing disruption to commuters and local businesses.

0:19:58 > 0:20:00It's understood to be the latest in a series

0:20:00 > 0:20:05of crashes at the bridge.

0:20:05 > 0:20:09It is very disappointing this happens again. It has a major impact

0:20:09 > 0:20:14on commuter traffic in the morning, congested is going to see further

0:20:14 > 0:20:22traffic arriving and it has an impact. We have put up diversion

0:20:22 > 0:20:29signs which is result in our guests doing a two to three minute detour

0:20:29 > 0:20:33and our hope is that this will be resolved between the Department for

0:20:33 > 0:20:37infrastructure of the local council and the estate.

0:20:43 > 0:20:49footage on her phone and then called in the experts.

0:20:49 > 0:20:56It looks like a bird but don't be fooled. This is actually a moth. A

0:20:56 > 0:21:03hummingbird hawk moths to be exact. It is a moth that defies all the

0:21:03 > 0:21:09moth myths, it flies by day and people like it which makes it out of

0:21:09 > 0:21:12kilter. It's an amazing creature, does not live here normally, does

0:21:12 > 0:21:17not breed here throughout the year but it comes to visit us in quite

0:21:17 > 0:21:21large numbers throughout the year from continental Europe. Is it rare?

0:21:21 > 0:21:26It is not something people are expecting to see, it can turn up

0:21:26 > 0:21:32absolutely anywhere so it is not a rare kitchen -- creature but it does

0:21:32 > 0:21:39not turn up with enormous numbers so seeing, I have seen one once in my

0:21:39 > 0:21:43life in Ireland.Although not something would see every day, this

0:21:43 > 0:21:47year there have been more recorded sightings than any other recently.

0:21:47 > 0:21:52That could be because we had a pretty decent summer. The

0:21:52 > 0:21:56hummingbird hawk moth loves a bit of nectar so if you are interested in

0:21:56 > 0:22:03attracting them to your garden, you could try planting some rosemary or

0:22:03 > 0:22:08something like this. The important thing is to choose a variety of

0:22:08 > 0:22:12plants flower at different times throughout whole year. This little

0:22:12 > 0:22:16creature can turn up at any time in your garden, even during winter if

0:22:16 > 0:22:20there is a period of settled warm weather. So keep your eyes peeled,

0:22:20 > 0:22:27there has been recorded sighting in January in the past.
