:00:10. > :00:14.Welcome to Newsline. A man has been shot dead in West Belfast. The
:00:15. > :00:22.victim is thought to be in his 30s and was attacked at a house on the
:00:23. > :00:26.Belle Steele Road. . Police are trying to piece together what
:00:27. > :00:29.happened. A lot of people say a gunman went into a house here and
:00:30. > :00:36.singled out the victim and shot him at point blank range. The police
:00:37. > :00:38.have the area cordoned off while an examination gets under way at the
:00:39. > :00:48.scene of the shooting. Local politicians have said the attack has
:00:49. > :00:52.left people here reading. There was quite a crowd when we came here
:00:53. > :00:57.early on and people are asking what has happened. People are concerned
:00:58. > :01:04.about it and we are very concerned that this type of offences happened
:01:05. > :01:09.in our community tonight. A man assaulted in front of his family,
:01:10. > :01:12.people traumatised. It does not represent people in this area and
:01:13. > :01:18.these thugs and gangs responsible for this recent attack should get
:01:19. > :01:22.off the backs of the people. The investigation is at a very early
:01:23. > :01:23.stage. Detectives are still trying to establish a clear motive for the
:01:24. > :01:29.attack. A husband and wife from
:01:30. > :01:31.County Armagh have admitted the sexual abuse of a vulnerable
:01:32. > :01:45.woman in their home over The ordeal lasted for over eight
:01:46. > :01:53.years. It happened at the victim 's house at Craigavon. Here is our
:01:54. > :01:58.correspondent. Today he admitted raping and sexually abusing a
:01:59. > :02:02.vulnerable women in his Craigavon home over eight years. His wife
:02:03. > :02:06.Carolina pleaded guilty to aiding and abetting and indecently
:02:07. > :02:10.assaulting the woman herself. Two further charges of false
:02:11. > :02:15.imprisonment were left on the books. Earlier court hearings heard the
:02:16. > :02:19.victim, who had severe learning difficulty, lived in squalid
:02:20. > :02:23.conditions in the couple's home and was subjected to years of sexual
:02:24. > :02:29.abuse in what was described in caused as a house of horrors. The
:02:30. > :02:33.couple had previously denied the charges and will be sentenced on the
:02:34. > :02:36.2nd of December. Caroline Baker was released on continuing bail and her
:02:37. > :02:46.husband was remanded back into custody.
:02:47. > :02:51.A plan to ease congestion at Belfast's busiest road junction has
:02:52. > :02:57.been put on hold and the minister involved is blaming Brexit. He said
:02:58. > :03:05.uncertainty over EU funding has put the project at risk. It is the
:03:06. > :03:10.biggest bottleneck in Belfast. 100,000 vehicles per day use the
:03:11. > :03:17.York Street interchange. It is where the M2and West Link meet. It is
:03:18. > :03:23.nearly always busy. Very busy. A revamp is planned at a cost of ?165
:03:24. > :03:29.million. With an application for 40% of the funding being made to the EU.
:03:30. > :03:32.But the infrastructure Minister said the Brexit vote means he now has no
:03:33. > :03:40.option but to put the project on hold. British -- Brexit is very much
:03:41. > :03:44.the cause of this and this is the implication Brexit. We spelt out at
:03:45. > :03:49.the time it would be bad news for the people of Ireland and these are
:03:50. > :03:52.the implications of decision. In the House of Commons the government
:03:53. > :03:56.repeated its poorer miss that if the EU agrees to start funding a
:03:57. > :04:05.project, the Treasury will pay the rest. -- repeated its promise.
:04:06. > :04:09.Projects bidding directly and competitively for EU funding will be
:04:10. > :04:12.guaranteed before our departure. This will extend to 2020,
:04:13. > :04:17.effectively the end of the Parliament. How does the minister
:04:18. > :04:23.react to this pledge to match European funding? I have schemes
:04:24. > :04:29.running to 2023 and beyond. But he will match it. He set up to 2020. In
:04:30. > :04:34.2019 the British government could have dragged as out of Europe by
:04:35. > :04:39.that stage. The Democratic Unionist party Sammy Wilson said it is wrong
:04:40. > :04:44.to blame Brexit and that it is time for the Minister to think again.
:04:45. > :04:47.This is too strategic to the Northern Ireland economy. I will
:04:48. > :04:51.tell you about the Sinn Fein voters, I would be asking, why is he giving
:04:52. > :04:54.no project to a priority like this which could improve quality of light
:04:55. > :04:58.and air quality in those areas, as well? Concerns were raised this
:04:59. > :05:04.afternoon at a meeting of the transport Association. All roads
:05:05. > :05:07.really lead to the York Street interchange. We have got three
:05:08. > :05:12.motorways and all the strategic network and at the moment we have
:05:13. > :05:15.got members taking half an hour to one hour in traffic and at the
:05:16. > :05:21.moment it cost about ?1 per minute to upgrade so time is money. The
:05:22. > :05:24.minister says he understands those concerns and although the upgrade
:05:25. > :05:27.scheme is now on hold, he does hope to carry it out but it is unlikely
:05:28. > :05:37.to be soon. More about this story at this
:05:38. > :05:40.programme. Here is mark with more details. We will hear from the
:05:41. > :05:44.Deputy first Minister Martin McGuinness on that controversy over
:05:45. > :05:47.the York Street interchange and his views on the stalemate over legacy
:05:48. > :05:51.and the arrival of the long-awaited letter from the Prime Minister, plus
:05:52. > :05:56.as Tory MP threatened rebellion over government plans for boundary
:05:57. > :05:59.changes, we will hear from Ian Paisley and the Alliance Party's
:06:00. > :06:07.Naomi Long. Join me straight after this. A woman in her 70s has been
:06:08. > :06:10.killed in County Londonderry. It happened between Garvagh and
:06:11. > :06:17.Swatragh yesterday afternoon. The second death within a week. Sarah
:06:18. > :06:22.has the story. The woman was named locally as Bridget McCaffrey and she
:06:23. > :06:28.had been tending to cattle on this farm when she was killed. The MLA
:06:29. > :06:34.said the communities are in shock. It brings home how dangerous the
:06:35. > :06:39.occupation is and how seriously we need to take it. You go and do
:06:40. > :06:45.something on autopilot because you're used to doing it and when it
:06:46. > :06:49.brings dangers... The health and safety executive is investigating
:06:50. > :06:53.the death. It has led to renewed warnings for renewed farm safety and
:06:54. > :06:58.the Ulster farmers union said even the most experienced farmers must
:06:59. > :07:05.take care. Back to the old acronym that we do use in farming, safe,
:07:06. > :07:10.that is animals, falls and equipment, and just for people to
:07:11. > :07:18.take a minute before they start any job, just to think, can we do that
:07:19. > :07:22.job? In a Safeway? After two farming deaths in Northern Ireland in the
:07:23. > :07:26.last week, the health and safety executive is asking for a priority
:07:27. > :07:31.of safety above all else before starting any job.
:07:32. > :07:37.The victim of a shooting has told a counsellor he was on his way to
:07:38. > :07:42.visit his father in hospital when he was attacked. He was abducted in
:07:43. > :07:46.Derry and driven 80 miles to done given where he was shot in the leg.
:07:47. > :07:55.It is the second attack in the area in the last week. The area around
:07:56. > :07:59.this road was cordoned off today as detectives began their investigation
:08:00. > :08:03.into this latest incident in Dungiven. The police said a
:08:04. > :08:07.22-year-old man was shot in the leg and was the victim of a paramilitary
:08:08. > :08:10.style attack. He was said to have crawled 30 yards along the road for
:08:11. > :08:15.help before the alarm was raised by a local resident. The victim told a
:08:16. > :08:19.Sinn Fein councillor he had been abducted and brought to Dungiven
:08:20. > :08:24.before being shot. A party colleague said there was no justification for
:08:25. > :08:28.the attack. My understanding is a young boy was abducted from his home
:08:29. > :08:32.in Derry. He was on his way to visit his father in hospital, who was
:08:33. > :08:37.seriously ill. It is a disgrace. We are in shock. It is worrying for
:08:38. > :08:41.everyone. This has to be condemned. It is the second time in one week
:08:42. > :08:44.there has been a shooting in Dungiven. Last Wednesday night
:08:45. > :08:49.several Master men approached a house and threatened a woman here.
:08:50. > :08:53.There were a number of children in the house at the time. The gang
:08:54. > :08:58.fired several shots in the area before making. These people are
:08:59. > :09:01.dangerous, I believe the eye small minority but these minorities can
:09:02. > :09:05.cause problems for society and we need to tackle and challenge it.
:09:06. > :09:09.Detectives investigating the shooting have issued an appeal for
:09:10. > :09:13.information. They would like to hear from anybody that noticed any
:09:14. > :09:17.suspicious or unusual activity in or around this park in Derry between
:09:18. > :09:22.half past six and eight o'clock last night to get in touch. They are also
:09:23. > :09:26.keen to speak to anybody who noticed suspicious activity in and around
:09:27. > :09:31.the local hospital or here on this road.
:09:32. > :09:38.A pardon for gay men convicted of sexual acts which are no longer
:09:39. > :09:41.criminal will not automatically extend to Northern Ireland. The
:09:42. > :09:48.government announcement applies only in England and Wales. Louise Cullen
:09:49. > :09:52.has more. In 1952 a Bletchley Park code breaker was convicted of gross
:09:53. > :09:58.indecency with a 19-year-old man. Alan Turing later took his own life.
:09:59. > :10:01.He was pardoned 61 years later. Anybody deceased who was convicted
:10:02. > :10:04.of sexual acts no longer deemed criminal can now receive an
:10:05. > :10:08.automatic pardon. Anybody still living will have two apply to the
:10:09. > :10:11.Home Office but will be automatically pardoned if it is not
:10:12. > :10:16.an offence under current law. But that is only in England and Wales
:10:17. > :10:20.because as Justice is a devolved matter it is up to the executive to
:10:21. > :10:23.change the law here. The experience in Northern Ireland is that any of
:10:24. > :10:27.the qualities we have seen removed have been done by court action and
:10:28. > :10:32.even decriminalisation was another example. What we do not want in
:10:33. > :10:34.terms of the pardons and the removals of historic convictions is
:10:35. > :10:40.more court action being required by our community. It is time for the
:10:41. > :10:41.Assembly to act immediately. In a statement the Department of Justice
:10:42. > :11:02.said... The Minister will consider this
:11:03. > :11:06.policy issue. More than 60 men were prosecuted in Northern Ireland in
:11:07. > :11:10.the decade before homosexuality was decriminalised in 1982. The rainbow
:11:11. > :11:15.Project says some of these men are still living with a criminal record,
:11:16. > :11:21.which it says mats be addressed urgently. -- must be. More lovely
:11:22. > :11:23.sunshine for most of us today. Let's find out what the forecast has in
:11:24. > :11:30.store for tomorrow and the weekend with Angie. After a fairly quiet
:11:31. > :11:34.autumn day it is fairly quiet again tonight with a lot of dry weather
:11:35. > :11:38.and to begin with, we will have some clear spells, especially across part
:11:39. > :11:42.of the North and east. In the countryside, temperatures could get
:11:43. > :11:45.low enough for grass frost and a bit of mist and fog but generally
:11:46. > :11:50.speaking, the towns around 6 degrees and was the West, probably frost
:11:51. > :11:55.free and increasing cloud. That continues to move in tomorrow.
:11:56. > :11:58.Generally more clout than today. The emphasis is on a lot of dry weather
:11:59. > :12:02.and early mist and fog patches will be lifting gradually. A chance of
:12:03. > :12:07.the odd shower developing towards the West. A trickle down in the west
:12:08. > :12:12.coast of Ireland, and across the North West of Scotland, some quite
:12:13. > :12:14.prolonged. We still have showers on the east coast of Scotland and East
:12:15. > :12:18.England coming from the North Sea and in the East of England, we will
:12:19. > :12:22.have that breeze which will make it feel chilly on the coast. Not to
:12:23. > :12:26.back inland, lighter wind and dry weather and the odd shower and
:12:27. > :12:32.sunshine. Temperatures in the low to mid teens. Come the afternoon,
:12:33. > :12:35.variable amounts of cloud. We stand a better chance here of some
:12:36. > :12:40.brightness, particularly towards the North. Temperatures again to rewards
:12:41. > :12:45.12 degrees and with light wind it should not feel unpleasant. --
:12:46. > :12:49.towards 12 degrees. High pressure and low developing in the Bay of
:12:50. > :12:55.Biscay and as it develops, these isobars pack in. Windier on Sunday
:12:56. > :13:01.with easterly wind. Bright by day and chilly in places at night. That
:13:02. > :13:07.is it for now. Our next newsline is at 25 past six in the morning on BBC
:13:08. > :13:09.One. You can keep update online. From everybody on the team here,
:13:10. > :13:10.goodbye. They have something on me
:13:11. > :13:15.that I can actually remember. The final chapter between
:13:16. > :13:20.Gibson and Spector.
