:00:00. > :00:00.earlier this evening. There will be more on that and any development

:00:07. > :00:10.The Deputy First Minister says Sinn Fein will put forward a motion

:00:11. > :00:12.for Arlene Foster to step aside when the Assembly

:00:13. > :00:20.A vote of no confidence in the First Minister over

:00:21. > :00:23.the flawed renewable heat scheme failed today.

:00:24. > :00:25.Martin McGuinness says next month's motion will also deal

:00:26. > :00:32.with the issues surrounding the controversial scheme.

:00:33. > :00:41.We need a robust, independent investigation into what is the

:00:42. > :00:46.biggest financial scandal that any of us have witnessed in a very long

:00:47. > :00:53.time regarding the RHI scheme. We need a credible working relationship

:00:54. > :00:57.between Simon Hamilton and Martina Mulley to make sure we cut

:00:58. > :01:02.dramatically back on the ?400 million which potentially we could

:01:03. > :01:12.lose over the course of the next two decades. Arlene Foster has made it

:01:13. > :01:17.clear she is not standing aside, it has Dutch damage the joint nature of

:01:18. > :01:24.your office? It was Arlene Foster speaking on behalf of the period

:01:25. > :01:29.that she was in the office of Department of enterprise, trade and

:01:30. > :01:32.investment. In terms of action around robust independent enquiry,

:01:33. > :01:38.the recruitment of the money, none of that has been agreed and it

:01:39. > :01:43.cannot be so polite agreement. I intend to ensure that is the case.

:01:44. > :01:48.And you will be putting a motion very similar to the amendment in the

:01:49. > :01:55.New Year? When the Assembly comes back it will be a motion by Sinn

:01:56. > :02:00.Fein and it will be in a way that today's motion does not deal with

:02:01. > :02:01.and that is a robust and independent investigation.

:02:02. > :02:04.Earlier today there were walkouts in protest at Mrs Foster

:02:05. > :02:06.being allowed to make that statement about the heat scheme

:02:07. > :02:08.without the consent of her partner in office Martin McGuinness.

:02:09. > :02:10.Our Political Correspondent Stephen Walker has been

:02:11. > :02:16.This is the moment the DUP became ourselves alone.

:02:17. > :02:18.Arlene Foster speaking in the chamber to just

:02:19. > :02:28.Others had walked out in protest after the speaker

:02:29. > :02:31.he would allow the First Minister to make a statement that

:02:32. > :02:33.didn't have the authority of the Deputy First Minister Martin

:02:34. > :02:38.Earlier Stormont witnessed a stand-off in the chamber

:02:39. > :02:40.as proceedings became bogged down in points of order.

:02:41. > :02:42.It led to raised voices and much bewilderment.

:02:43. > :02:46.Where do you have the authority to say to the Executive office

:02:47. > :02:51.You have a duty to explain to the house and the people

:02:52. > :02:54.Outside the chamber, many had the speaker

:02:55. > :03:00.I believe that if you look at what has happened in recent

:03:01. > :03:04.months in terms of the speaker's involvement with Charter NI

:03:05. > :03:07.and with what he has done today, that his position is very

:03:08. > :03:12.And I would ask him to reflect over Christmas

:03:13. > :03:17.as to whether he is the right man to lead that chamber in 2017.

:03:18. > :03:21.And there was further criticism of the speaker.

:03:22. > :03:25.It cannot be described as anything but a farce,

:03:26. > :03:29.to call an Assembly together to hear a ministerial statement and then not

:03:30. > :03:34.to have a ministerial statement and to have a personal statement

:03:35. > :03:36.for which there is no authority in standing orders

:03:37. > :03:42.Arlene Foster told the house she was sorry the RHI scheme did not

:03:43. > :03:45.contain cost control measures, a matter that was the

:03:46. > :03:49.deepest political regret of her time in Stormont.

:03:50. > :03:53.After her statement the SDLP presented their motion

:03:54. > :03:56.to exclude her as First Minister for six months.

:03:57. > :04:00.Sinn Fein's own motion was ruled out of order by the speaker.

:04:01. > :04:04.Arlene Foster made it clear she would not be stepping aside

:04:05. > :04:07.and she rounded on those who had brought the motion.

:04:08. > :04:10.What we have here is trial by television,

:04:11. > :04:17.What we have here are facts being disregarded in a fevered quest

:04:18. > :04:25.What we have here is nothing more than shameful political opportunism.

:04:26. > :04:28.The central charges against me in this debate today haven't even

:04:29. > :04:30.been considered by the PAC or any independent investigation for that

:04:31. > :04:37.But for some, Arlene Foster's explanation has

:04:38. > :04:43.The only thing with which we can be sure is that we have

:04:44. > :04:46.not heard the truth, the whole truth.

:04:47. > :04:48.Instead we have heard anything but the truth.

:04:49. > :04:51.And there was criticism from Sinn Fein, who said the DUP had

:04:52. > :04:58.I am actually embarrassed standing here today and listening

:04:59. > :05:00.to the debate of the course of the debate that

:05:01. > :05:05.This issue is about public confidence.

:05:06. > :05:14.Claire Sugden said allegations of corruption made her sick.

:05:15. > :05:23.Cook she said it was premature to ASCII First Minister step down. I

:05:24. > :05:27.confidence or a lack of confidence in the First Minister will be based

:05:28. > :05:33.on substantiated information, not allegations in the media. If Arlene

:05:34. > :05:37.Foster faced criticism from the opposition benches with plenty of

:05:38. > :05:40.support from your own site. Arlene Foster is a leader and leaders

:05:41. > :05:48.walked towards the problem, they don't walk away like others do. When

:05:49. > :05:51.they have the opportunity to take responsibility they walk away.

:05:52. > :05:59.Arlene Foster will be working on -- walking nowhere. 39 MLAs vote to

:06:00. > :06:06.exclude Arlene Foster. Sinn Fein did not vote. But it was all academic

:06:07. > :06:10.because the motion fell because it did not get cross community support.

:06:11. > :06:12.The Deputy First Minister's interview with the BBC today

:06:13. > :06:15.was the first since he had to miss an official visit to China

:06:16. > :06:19.Martin McGuinness told our Political Editor Mark Devenport

:06:20. > :06:23.the doctor's advice hadn't stopped him doing his job.

:06:24. > :06:27.We issued a public statement saying that on the basis of medical advice

:06:28. > :06:30.I was advised not to go to China and I think I was wise

:06:31. > :06:39.I am being attended to by a wonderful group

:06:40. > :06:44.I think that is all I need to say at the moment.

:06:45. > :06:50.Is it the kind of thing where you can come back to work?

:06:51. > :06:53.We made it clear from the very beginning whenever we issued

:06:54. > :06:57.a statement explaining the circumstances with China that

:06:58. > :06:59.I was continuing with my ministerial duties and you can see

:07:00. > :07:09.You are optimistic that you will be back?

:07:10. > :07:14.And you can see a lot more on today's events at the Assembly

:07:15. > :07:16.in a special edition of Stormont Today with

:07:17. > :07:20.Mark Carruthers over on BBC Two starting at 11pm.

:07:21. > :07:24.A 35-year-old County Antrim man has become the second person to plead

:07:25. > :07:29.guilty to the murder of the owner of a Chinese restaurant.

:07:30. > :07:31.Wing Fu Cheung, also known as Nelson Cheung,

:07:32. > :07:35.was stabbed in January 2015 near Randalstown.

:07:36. > :07:38.Virgilio Augusto Correia, whose address was given

:07:39. > :07:42.as Maghaberry Prison, was remanded back into custody and

:07:43. > :07:49.Details have emerged of two incidents in South Armagh when six

:07:50. > :07:55.Two officers were hurt when a van crashed into their vehicle

:07:56. > :07:58.and a taxi in Crossmaglen on Sunday morning.

:07:59. > :08:01.The van had been chased by the Gardai to the border.

:08:02. > :08:04.Later four officers who were following up on the crash

:08:05. > :08:11.were injured when their vehicles were rammed by a car which sped off.

:08:12. > :08:14.A judge has issued a bench warrant for the arrest of a care home worker

:08:15. > :08:18.who was convicted of the ill treatment of people with dementia.

:08:19. > :08:22.Lisa Cullen, who's 41 and from Lagmore Dale in Belfast,

:08:23. > :08:25.failed to turn up for sentencing today at Lisburn Magistrates Court.

:08:26. > :08:27.A lawyer submitted medical evidence saying why her

:08:28. > :08:34.But the judge said she had to be in court.

:08:35. > :08:36.Lisa Cullen was previously found guilty of the ill-treatment of five

:08:37. > :08:42.residents at Kilwee Care Home in Dunmurry.

:08:43. > :08:45.The exams body CCEA has apologised for sending out wrong test

:08:46. > :08:50.results to almost 17,000 primary school children.

:08:51. > :08:52.The mistake involved computer based numeracy tests and almost

:08:53. > :09:00.Our Education Correspondent Robbie Meredith has the details.

:09:01. > :09:02.These tests are called the Northern Ireland numeracy

:09:03. > :09:10.assessment tests but they are better known by the acronym NINA.

:09:11. > :09:15.They are used by primary schools to assessed students' maths skills.

:09:16. > :09:17.17,000 actually got much lower scores than they

:09:18. > :09:25.What seems to have happened is that CCEA buy in these computer-based

:09:26. > :09:27.tests from an external supplier and they say that that supplier

:09:28. > :09:38.CCEA have apologised unreservedly and say that pupils are getting the

:09:39. > :09:44.correct scores. This is not the first time the assessments have hit

:09:45. > :09:47.the headlines. There was a critical Department for Education review into

:09:48. > :09:52.them after students experienced widespread technical problems. This

:09:53. > :09:56.year's English test is not affected by any errors but education Minister

:09:57. > :09:58.Peter Wear has told the BBC he is considering whether we should keep

:09:59. > :10:05.using computer-based assessment. Thompson Aero Seating,

:10:06. > :10:07.has been taken over The Craigavon-based firm makes

:10:08. > :10:09.business class aircraft seats It's the third major Chinese

:10:10. > :10:14.investment locally this year. The Toomebridge manufacturing

:10:15. > :10:16.company SDC Trailers and the energy company Galectric have also been

:10:17. > :10:23.bought by Chinese companies. Northern Ireland and the Republic

:10:24. > :10:25.of Ireland's Football Associations have been penalised for breaking

:10:26. > :10:27.Fifa's rules. The world football's governing body

:10:28. > :10:32.fined the IFA just under ?12,000 for a pre-match display of poppies

:10:33. > :10:35.at a World cup qualifying The FAI has been fined ?4,000

:10:36. > :10:41.for wearing shirts commemorating The holding of a minute's silence,

:10:42. > :10:52.the laying of a wreath and a poppy displayed by fans have led

:10:53. > :11:10.to the punishment. Fifa said they did not intend to

:11:11. > :11:15.question any commemorations... but the display of a religious

:11:16. > :11:18.symbol or political symbol England, Scotland and Wales

:11:19. > :11:21.were sanctioned for similar displays The IFA expressed disappointment

:11:22. > :11:28.and said it will take further legal advice before deciding on a future

:11:33. > :11:37.the Republic of Ireland wore shirts commemorating the 1916 Easter Rising

:12:41. > :12:47.as we go through the day. Much clearer in front of it across parts

:12:48. > :12:54.of... Certainly not a dry day for us as it rained makes slow progress.

:12:55. > :12:59.Behind it unstable. Another cold night with wintry showers overnight

:13:00. > :13:04.on Tuesday and Wednesday. Something is on Wednesday for the 50 air
