:00:00. > :00:19.Police are appealing to a prisoner who was released by mistake to the

:00:20. > :00:24.Prison Service to give himself up. Micah Lawrence Smith, 38, was on

:00:25. > :00:25.remand accused of murder. He is described as dangerous and was last

:00:26. > :00:28.seen in the Belfast area on Tuesday. The police have taken

:00:29. > :00:32.the unusual step to publish his photograph and make an appeal

:00:33. > :00:34.for his whereabouts. They say he's dangerous with

:00:35. > :00:36.an extensive history of violence. He was last seen in the Belfast area

:00:37. > :00:39.around 2pm yesterday afternoon. Michael Smith applied for bail two

:00:40. > :00:43.days ago via video link. The police say he was

:00:44. > :00:47.freed by mistake. The Prison Service say

:00:48. > :00:50.they're investigating. We have a number of lines

:00:51. > :00:53.of inquiry we are following. And I hope that some of them

:00:54. > :00:58.will maybe lead to us Michael Smith, but it is about

:00:59. > :01:02.members of the public, if they see him at all, or if he

:01:03. > :01:04.himself is watching, He's awaiting trial accused

:01:05. > :01:09.of murdering a 28-year-old man at Walmer Street off

:01:10. > :01:11.the Ormeau Road last year. Stephen Carson was killed

:01:12. > :01:14.while he was eating dinner with his partner and nine-year-old

:01:15. > :01:18.son at their home in Walmer Street. The victim tried

:01:19. > :01:20.to hide but was shot in the head The police are urging the public not

:01:21. > :01:25.to approach the prisoner The DUP leader Arlene Foster has

:01:26. > :01:33.suggested that Sinn Fein has not raised the issue for her stepping

:01:34. > :01:36.aside in any of the two Mrs Foster was speaking

:01:37. > :01:40.after the latest round of political talks at Stormont aimed at restoring

:01:41. > :01:44.the power sharing executive. The Irish Foreign Affairs Minister

:01:45. > :01:47.Charlie Flanagan has warned that they are operating under

:01:48. > :01:50.a strict time frame. Here is our Political

:01:51. > :01:55.Correspondent Stephen Walker. And seasonal change is clearly

:01:56. > :02:14.on display at Stormont. But what of the political

:02:15. > :02:31.temperature? Today, Charlie Flanagan,

:02:32. > :02:31.the Irish Foreign Affairs Minister, We are operating under

:02:32. > :02:31.a very strict time frame. I detect a willingness on the part

:02:32. > :02:31.of all parties involved to sit down, engage constructively

:02:32. > :02:32.on what is a challenge. Charlie Flanagan's meetings included

:02:33. > :02:32.talks with the DUP leader Arlene Foster who met him

:02:33. > :02:32.with the Secretary of Afterwards Arlene Foster suggested

:02:33. > :02:35.that Sinn Fein had not Well, maybe they didn't feel

:02:36. > :02:42.they had to, Mark. I am not saying that it's

:02:43. > :02:45.not an issue for them. It may well be an issue for them

:02:46. > :02:50.but as I have always said, when we are telling

:02:51. > :03:00.each other's parties because we will obviously

:03:01. > :03:05.want to have an indication around

:03:06. > :03:06.Sinn Fein All the parties

:03:07. > :03:09.had a series of meetings today Sinn Fein insist when it comes

:03:10. > :03:13.to legacy matters the discussions The public rightly

:03:14. > :03:21.are demanding delivery on equality issues,

:03:22. > :03:23.on the legacy issues. That's what we are interested

:03:24. > :03:26.in and that's what we are putting all of our efforts

:03:27. > :03:28.into dealing with these issues. We don't want to go

:03:29. > :03:31.through the process of We need to see delivery

:03:32. > :03:35.on these keyish use. We need to see delivery

:03:36. > :03:37.on these key issues. On legacy, the SDLP say this

:03:38. > :03:40.is the time to strike a deal. Let's make sure that the Irish

:03:41. > :03:43.Government are fully involved and that the victims and survivors

:03:44. > :03:45.are fully involved, as well. We know how to make progress

:03:46. > :03:48.on legacy, it needs people now to move a bit and be

:03:49. > :03:51.prepared to open up the books For James Brokenshire,

:03:52. > :03:56.it has been a busy few hours. He began it in London on Budget Day

:03:57. > :04:01.and ended it in Belfast. There have been helpful discussions

:04:02. > :04:03.that have taken place And a real commitment that I have

:04:04. > :04:11.discerned from the parties to get back into government,

:04:12. > :04:18.to get back into an Executive. With the involvement of two

:04:19. > :04:20.governments and the parties, it is inevitable there are going to be

:04:21. > :04:33.many, many meetings. And Charlie Flanagan was unable to

:04:34. > :04:35.see everyone who wanted to today. He is staying in Belfast and tomorrow,

:04:36. > :04:39.the talking will continue. A scheme which was to allow older

:04:40. > :04:42.teachers to take early retirement and be replaced by those more

:04:43. > :04:44.recently qualified has been suspended by the

:04:45. > :04:46.Department for Education. It means that around 100 teachers

:04:47. > :04:49.who expected to retire this year Here's our Education

:04:50. > :05:14.Correspondent Robbie Meredith The investing in teaching workforce

:05:15. > :05:21.scheme was to allow up to 120 senior teaches to go, with jobs taken by

:05:22. > :05:22.teachers qualified in the last five years but it is now said the scheme

:05:23. > :05:23.will not go ahead as it is facing a legal challenge. That means a

:05:24. > :05:24.teacher who qualified before 2012 cannot apply for a job under the

:05:25. > :05:28.scheme, claiming it is discrimination. The department is

:05:29. > :05:31.protesting that -- contesting that but the consequences will be around

:05:32. > :05:37.100 senior teachers due to retire this summer now being told they will

:05:38. > :05:40.have to change their plans, by schools that had been planning for

:05:41. > :05:43.younger teachers to replace them and they will have to stop.

:05:44. > :05:46.Some self-employed people will face a higher tax bill as a result

:05:47. > :05:51.Philip Hammond is increasing the National Insurance contributions

:05:52. > :05:58.About 130,000 people here are self-employed.

:05:59. > :06:01.That's just over 15% of the total workforce.

:06:02. > :06:04.The biggest impact is expected in the construction sector,

:06:05. > :06:08.where about one in five work for themselves.

:06:09. > :06:11.A County Tyrone cattle dealer who scammed an 83-year-old

:06:12. > :06:14.farmer has been given a suspended prison sentence.

:06:15. > :06:19.A judge told David Lee he'd also shown complete disregard for rules

:06:20. > :06:28.Our Agriculture Correspondent Conor Macauley reports.

:06:29. > :06:31.Patrick McGorrey and his son James had arranged to buy eight cattle,

:06:32. > :06:34.but they didn't know the seller was planning to scam them.

:06:35. > :06:39.83-year-old Patrick was at home alone after dark, when the dealer

:06:40. > :06:41.arrived unexpectedly to deliver them - with two extra animals

:06:42. > :06:47.The cattle cost ?4,000 but weren't what had been ordered.

:06:48. > :06:58.And some were sick, leaving the family with a ?2,000 vet bill.

:06:59. > :07:02.older man, they don't think, people don't think that in life they get

:07:03. > :07:07.56-year-old David Lee of Carrickaness Road, Dungannon,

:07:08. > :07:11.was convicted of fraud and pleaded guilty 14 charges of failing to keep

:07:12. > :07:14.was convicted of fraud and pleaded guilty to 14 charges

:07:15. > :07:17.the rules around animal sales and movements -

:07:18. > :07:19.rules put in place to protect the food chain, human health

:07:20. > :07:24.The judge said he found it alarming that someone like him could be

:07:25. > :07:32.The court heard he sold 3,000 animals in a ten-month period.

:07:33. > :07:35.Breaking the rules is taken seriously by the department.

:07:36. > :07:37.It undermines the integrity of animal traceability

:07:38. > :07:41.which is the bedrock of Northern Ireland's reputation

:07:42. > :07:48.Traceability is of vital importance to provide food chain information

:07:49. > :08:27.Much more springlike weather today. Jeff Astle can tell us if it will

:08:28. > :08:28.last. Wasn't it a lovely day, and the good news is that tomorrow will

:08:29. > :08:31.be just as good. This was the scene in Belfast this morning, captured by

:08:32. > :08:35.our weather watcher, beautiful blue skies and we will see more tomorrow.

:08:36. > :08:39.Overnight, a bit of rain across the north coast and in some clearing

:08:40. > :08:44.skies, so the chilly fields of the night, too breezy for a frost and

:08:45. > :08:49.tomorrow is another great day, dry, mild, a little bit more cloud later

:08:50. > :08:52.on in the day through the morning -- but through the morning, very nice

:08:53. > :08:58.indeed, plenty of bright blue skies and temperatures of ten, maybe 11

:08:59. > :09:02.degrees and a little less breeze. As we go through into the afternoon, we

:09:03. > :09:06.will start to see a bit more in the way of cloud and that's a sign of a

:09:07. > :09:10.weather front approaching. It's this weather frontier that will gradually

:09:11. > :09:13.track its way north but generally across the British Isles, very nice

:09:14. > :09:18.day, a few showers across the north of Scotland that elsewhere, and

:09:19. > :09:22.sunny with very light winds and temperatures in the middle teens.

:09:23. > :09:25.Overnight, that rain works its way in, introduces some more milder,

:09:26. > :09:30.some damp air, meaning Friday will have a rather different feel to it.

:09:31. > :09:33.Not a write-off, because we are drawing in that mild air so while

:09:34. > :09:37.things will be a bit grey and cloudy, there will always be a bit

:09:38. > :09:41.of drizzle in the air. Temperatures pretty mild, 11, 12 degrees.

:09:42. > :09:44.Saturday starts on a similar note that as we go through the day,

:09:45. > :09:47.things will brighten up quite nicely. Temperatures will drop off

:09:48. > :09:48.as we go through the weekend but at least it feels like spring.

:09:49. > :09:52.Our next BBC Newsline is at 6:25 in the morning
