:00:21. > :00:22.in the wake of the collapse of the Stormont talks.

:00:23. > :00:25.He said today that there's no appetite for another election,

:00:26. > :00:27.but warned there's only a short window of opportunity

:00:28. > :00:30.This report from our political correspondent, Enda McClafferty.

:00:31. > :00:33.Outside, they came looking for an act, while inside, politicians

:00:34. > :00:36.played out the last act in a three-week drama.

:00:37. > :00:39.A drama which ended with a predictable outcome.

:00:40. > :00:42.We had plenty of time to sort this out

:00:43. > :00:45.and we're just disappointed that Sinn Fein did not come to the talks

:00:46. > :00:49.with the same spirit that we came with.

:00:50. > :00:52.We respect everybody's mandates, let me make that very

:00:53. > :00:55.clear but if we wanted to form an executive,

:00:56. > :00:57.there had to be a spirit of compromise and unfortunately that

:00:58. > :01:05.We came to negotiations with the right attitude, wanting to

:01:06. > :01:07.make the institutions work and to deliver for all citizens,

:01:08. > :01:11.unfortunately, the DUP maintained their position in relation to

:01:12. > :01:16.blocking equality and delivering quality for citizens.

:01:17. > :01:21.But they did agree to bin today's running order.

:01:22. > :01:25.As the deadline passed, the focus fell on

:01:26. > :01:27.this man who wheeled out another snap

:01:28. > :01:28.election and played down the

:01:29. > :01:32.But he had this one for our politicians.

:01:33. > :01:39.I think there are a short few weeks, in order to resolve matters.

:01:40. > :01:41.The reason I say that is because of this

:01:42. > :01:45.issue, this stark issue in relation to public services here in Northern

:01:46. > :01:49.Ireland and the lack of a budget having been set.

:01:50. > :01:52.But there are some who feel he is not the man to lead

:01:53. > :01:58.The times that things get done here is when somebody outside

:01:59. > :02:09.That needs fixed as a matter of urgency.

:02:10. > :02:13.Other party leaders are making plans to deal with those now in charge.

:02:14. > :02:16.I would like our spokespeople to be connected with the various permanent

:02:17. > :02:19.secretaries, so we can understand the scale of the problems and issues

:02:20. > :02:26.As an unelected civil servant is about to become arguably

:02:27. > :02:39.the most important man in Northern Ireland.

:02:40. > :02:41.The Government for Northern Ireland is running on autopilot with

:02:42. > :02:45.Civil servants are in charge of the department and controlling the

:02:46. > :02:52.No one here it seems to know what will happen next.

:02:53. > :02:54.The failure to reach political agreement means that no budget

:02:55. > :02:56.will be passed at Stormont for the new financial year,

:02:57. > :03:00.As a result, the most senior official at the Department

:03:01. > :03:02.of Finance, David Sterling, will have to use emergency

:03:03. > :03:07.powers to keep money flowing to public services.

:03:08. > :03:10.A letter explaining how this will work was sent out to civil

:03:11. > :03:12.servants this afternoon, as I heard from our political

:03:13. > :03:29.The head of the Northern Ireland civil service has sent out a memo to

:03:30. > :03:32.all staff, saying he and his civil servants will do their best to

:03:33. > :03:35.attend business as usual and this time of uncertainty but that the

:03:36. > :03:39.emergency powers they have over the budget are limited measure and not

:03:40. > :03:45.substitute for a full budget passed by the Executive. In terms of the

:03:46. > :03:49.timescale, the Secretary of State resisted setting a deadline but most

:03:50. > :03:53.of the politicians you talk to talk about sometime after Westminster

:03:54. > :03:56.comes back in late April as potentially being a crunch period

:03:57. > :03:57.when the Government will have to think about what to do about his

:03:58. > :04:00.period of uncertainty. Some voluntary and community groups

:04:01. > :04:03.have already been hit with cuts They fear that with a reduction

:04:04. > :04:06.in the overall budget This community Association has

:04:07. > :04:23.developed community relations This club is one of many

:04:24. > :04:33.using the building, Its members have learning

:04:34. > :04:36.difficulties and have responsibility for running the club

:04:37. > :04:38.with some mainstream support. Joanna McGuffin says she would sit

:04:39. > :04:41.in the house if it did not exist. The association is already

:04:42. > :05:05.making one member of staff Everyone is worried

:05:06. > :05:08.about the future. We don't know what kind of cuts

:05:09. > :05:12.will come from above. You know, this is just

:05:13. > :05:19.too much uncertainty. It's a sentiment

:05:20. > :05:25.shared in Dungannon. English-language classes

:05:26. > :05:27.and a creche are just two of the services they offer here,

:05:28. > :05:31.services now under threat. Women cannot come along and learn

:05:32. > :05:37.English, mathematics, IT, I mean, at this stage,

:05:38. > :05:40.we are looking at Regular users had a message

:05:41. > :05:53.for Stormont politicians. It is an absolute disgrace

:05:54. > :05:56.that they cannot agree and unfortunately, the reality

:05:57. > :05:57.is that everybody suffers. The things they're disagreeing

:05:58. > :06:00.about, I think there should be good side and look at the important thing

:06:01. > :06:04.is that we all need to worry about, like education, health

:06:05. > :06:09.and all these other things. Uncertainty, cuts to services

:06:10. > :06:11.and possible redundancies, A teenager who caused the death

:06:12. > :06:19.of a mother of three hit by a scrambler motorbike has been

:06:20. > :06:23.jailed for 18 months. Gary Lewis lost control of the bike

:06:24. > :06:25.at Colin Glen Forest Valerie Armstrong, 35,

:06:26. > :06:42.was walking her dog along this public pathway on the 19th

:06:43. > :06:44.of July, 2016. She was struck by a scrambler bike,

:06:45. > :06:47.The driver of which the court Mrs Armstrong died from a brain

:06:48. > :06:51.injury the following day. The youth court was told

:06:52. > :06:53.that Gary Lewis, now 18 and from Colinvale in Dunmurry,

:06:54. > :06:56.asked for a loan of his friend's bike but lost control when,

:06:57. > :06:58.according to an eyewitness, One eyewitness said he could have

:06:59. > :07:05.been going 40mph but this was disputed by the defence

:07:06. > :07:07.which showed tests showed he wasn't The prosecutor told the court that

:07:08. > :07:13.when the victim was struck, Gary was heard to shout,

:07:14. > :07:16.she is dead, that's me away. And that he stood there

:07:17. > :07:20.with his head in his hands and sobbing and asking,

:07:21. > :07:23.what have I done? Gary Lewis was seen by another

:07:24. > :07:28.witness holding the victim's hand It was said he should be jailed

:07:29. > :07:35.because community service would be He was sentenced to 18 months

:07:36. > :07:40.imprisonment and disqualified Sentencing Gary Lewis, the district

:07:41. > :07:47.judge said that human life, the life of Valerie Armstrong,

:07:48. > :07:54.cannot be restored, nor can its loss be measured

:07:55. > :07:56.by a custodial sentence. The court was told this was a tragic

:07:57. > :08:02.case in which there are no winners. An inquest into the death of a west

:08:03. > :08:05.Belfast man has been told that a prescription painkiller is causing

:08:06. > :08:07.more deaths in Northern Ireland Eighteen-year-old Aaron Strong died

:08:08. > :08:14.in April last year after taking a number of prescription

:08:15. > :08:17.drugs, including Tramadol. Today, the coroner called

:08:18. > :08:20.for the painkiller to be made a Class A drug,

:08:21. > :08:23.rather than a Class C one. Every time somebody dies,

:08:24. > :08:40.somebody dies with them. And I hope and pray no

:08:41. > :08:45.other family has to go through what we went

:08:46. > :08:46.through this year. It's been another glorious day,

:09:47. > :09:48.still close to the mid teens. Looking more unsettled tomorrow

:09:49. > :09:51.onwards and for the rest of the week but it will stay mild,

:09:52. > :09:53.noticeably milder at night time but there will be

:09:54. > :09:55.some rain at times. Wednesday looks like starting wet,
