:00:10. > :00:14.Two members of staff at a Portadown care home have been arrested

:00:15. > :00:17.and questioned by police investigating allegations of abuse.

:00:18. > :00:20.An elderly resident has been taken to hospital,

:00:21. > :00:23.and the BBC understands that a number of workers at the home

:00:24. > :00:34.Our Health Correspondent Marie-Louise Connolly reports.

:00:35. > :00:41.It is understood that an elderly man who is a resident at the care home

:00:42. > :00:46.is being treated in hospital after sustaining a number of injuries. The

:00:47. > :00:50.alleged incident has led to several members of staff being suspended

:00:51. > :00:54.from the care home. Police have confirmed that two members of staff

:00:55. > :00:59.were arrested on suspicion of grievous bodily harm with intent and

:01:00. > :01:03.have since been released on police bail. A spokesperson for the Akira

:01:04. > :01:15.group which owns the home has sole source said it would be wrong to

:01:16. > :01:24.comment -- for the care group says it would be wrong to comment. The

:01:25. > :01:35.group provides residential help to people who are both real and

:01:36. > :01:44.mentally ill. -- both frail and mentally ill.

:01:45. > :01:47.The Government has revealed the kind of Budget it could impose

:01:48. > :01:49.if the parties fail to reach Agreement on restoring devolution.

:01:50. > :01:52.And it's not good news for schools or health.

:01:53. > :01:56.and while health would get an increase, it would not be enough

:01:57. > :01:59.Our economics and business editor John Campbell has been

:02:00. > :02:08.Six months ago Sinn Fein and DUP were struggling to agree a budget.

:02:09. > :02:13.Look at the figures. Health, the biggest part of the storm of budget,

:02:14. > :02:20.consumes about half of everything Stormont spends, it would get an

:02:21. > :02:24.uplift of 3%. Inflation in the health service tends to run at 5%

:02:25. > :02:28.per year, on that figure the health service would be running to stand

:02:29. > :02:35.still. Education, there would be a cash reduction of 2.5%. The only

:02:36. > :02:38.department there gets a big boost as the Department of communities, with

:02:39. > :02:43.database spending up by 9%, but my understanding is that that reflects

:02:44. > :02:46.welfare litigation measures that the previous executive had agreed.

:02:47. > :02:54.already provoked reaction from within the schools sector.

:02:55. > :03:07.The cats that we are facing a savage. They are devastating.

:03:08. > :03:12.Someone has said, this is all the political parties plus the Secretary

:03:13. > :03:14.of State holding our children to ransom so that the deal can be

:03:15. > :03:16.struck to restore the executive. Details of the NIO's contingency

:03:17. > :03:19.budget came as the House of Commons approved a Bill which postpones

:03:20. > :03:21.the deadline for restoring devolution until the end of June,

:03:22. > :03:24.following the general election. The Bill also allows rates to be

:03:25. > :03:28.collected from homes and businesses. Our Political Editor,

:03:29. > :03:30.Mark Devenport was in Westminster where there was more talk

:03:31. > :03:34.about electoral pacts. It is known in Westminster slang

:03:35. > :03:38.as the wash up period. The last few days before

:03:39. > :03:40.a parliament breaks up But for the Northern Ireland Office,

:03:41. > :03:46.this is a crucial week, a chance to push through a bill

:03:47. > :03:48.postponing the deadline In the Commons, the Secretary

:03:49. > :03:54.of State also tried to give the Stormont departments extra

:03:55. > :04:00.reassurance over this year's budget. We very much hope that we will see

:04:01. > :04:03.an Executive up and running But if that does not prove possible,

:04:04. > :04:13.I want to put on record that this Government would be prepared,

:04:14. > :04:16.as a last resort, to pass an appropriation act in the next

:04:17. > :04:19.session to provide legislative authority for the expenditure

:04:20. > :04:24.of Northern Ireland departments. Inevitably, our local MPs' thoughts

:04:25. > :04:26.are turning not just to Stormont's future,

:04:27. > :04:31.but also to their own. So what is their take

:04:32. > :04:34.on the arguments of general election pacts, be they in favour

:04:35. > :04:36.of the union or Since 2010 has been eight elections,

:04:37. > :05:07.on the end one was the impact. If there was an anti-Grexit pact

:05:08. > :05:17.would you have to stand aside? Do you think if there

:05:18. > :05:19.was an anti-Brexit pact that you would have to stand aside only

:05:20. > :05:22.for those who would One of the things you need to talk

:05:23. > :05:26.about in relation to any such pact is was it seriously

:05:27. > :05:28.an anti-Brexit pact? People should be a using their vote

:05:29. > :05:30.to take their seat Besides postponing the Stormont

:05:31. > :05:33.talks deadline, the Government's fast-track legislation also enables

:05:34. > :05:35.rates to be collected. The Lords get their say

:05:36. > :05:37.on Wednesday and assuming all goes according to plan,

:05:38. > :05:39.the Ministerial Appointments and Regional Rates Bill should

:05:40. > :05:46.become law by the end of this week. The police say a bomb left

:05:47. > :05:49.at Holy Cross Boys' Primary School in North Belfast was an attempt

:05:50. > :05:52.to kill their officers. It was discovered in

:05:53. > :05:55.the early hours of yesterday morning and about 20 residents had

:05:56. > :05:57.to leave their homes It's thought police officers on foot

:05:58. > :06:08.patrol were most likely the target. A sizeable device and we believe

:06:09. > :06:11.that had it exploded, it would have killed people

:06:12. > :06:14.in the immediate area and cause potential danger to people over

:06:15. > :06:20.a wider area as well. It was aimed at people walking

:06:21. > :06:22.in the area and police More than 800 people have

:06:23. > :06:31.attended a meeting in Newry protesting over plans to limit

:06:32. > :06:33.the opening hours of the Emergency Department

:06:34. > :06:37.at Daisy Hill hospital. The Southern Health Trust says

:06:38. > :06:55.overnight closure may be unavoidable The emergency department at Daisy

:06:56. > :06:58.Hill is one of the busiest, dealing with 50,000 patients per year. The

:06:59. > :07:03.emergency service is vulnerable at night due to a shortage of permanent

:07:04. > :07:09.senior medical staff and plans are being made to expand capacity at

:07:10. > :07:15.another hospital. But it Daisy Hill action group is determined to fight

:07:16. > :07:20.any reduction in opening hours. If the lights go out in Daisy Hill

:07:21. > :07:24.eight and DDR out for good. Temporary closure, that would be it.

:07:25. > :07:32.That is what happened at Downpatrick. It surrendered to

:07:33. > :07:40.night-time closure. It is still a temporary department. People claim

:07:41. > :07:50.increased travelling times would put lives at risk. Bacteria had just

:07:51. > :07:56.taken hold. Craigavon was too far away. He needed it there and then.

:07:57. > :08:01.He was able to be stabilised and moved on. Had he not been

:08:02. > :08:06.stabilised, he would not be with me today. There was anger that the

:08:07. > :08:09.southern health trust failed to attend the ceiling's meeting and

:08:10. > :08:14.they also that events are moving quickly. Some medical staff believe

:08:15. > :08:19.an announcement on opening hours could come later this week.

:08:20. > :08:31.Here is the weather. It is a cold night. It will be

:08:32. > :08:36.wintry tonight and tomorrow. There will be rain, heel, sweets, even

:08:37. > :08:45.snow showers. Then it moves away again. Lots of showers at the moment

:08:46. > :08:51.following is a mixture of rain, hailstones, sleet, snow. As

:08:52. > :08:54.temperatures dropped to freezing there could be slippery patches

:08:55. > :09:02.tomorrow morning, particularly on high level roads. Sunshine, but

:09:03. > :09:08.bitterly cold in that wind. As the showers moved through they will fall

:09:09. > :09:14.as a mix of rain, hailstones, sleet and snow and they will cause

:09:15. > :09:17.temperatures to plummet. Lots of snow showers for Scotland the

:09:18. > :09:23.north-east airman. Further south, more sheltered from those showers.

:09:24. > :09:28.Across the Republic of Ireland, not so many showers, more in the wake of

:09:29. > :09:35.sunshine, but with that chilly wind. Northern Ireland, there will be some

:09:36. > :09:38.decent breaks. Tomorrow night the showers feasibly more or less

:09:39. > :09:43.altogether but the ear is still chilly so temperatures will drop

:09:44. > :09:49.course to freezing. Then editors where school, my other, and more

:09:50. > :09:55.settled as high-pressure bells from the south-west. --.
