:00:08. > :00:11.Good evening from BBC Oxford News. In tonight's programme: More local
:00:11. > :00:15.magistrates' courts close. Will it mean a more no-shows from
:00:15. > :00:20.offenders? Hundreds of people sue the makers
:00:20. > :00:24.of a hip joint that releases shards of metal into their bodies. They
:00:24. > :00:29.became more and more uncomfortable. Be restricted my life. I could not
:00:29. > :00:39.walk very far. On South Today: Dropping in on the Aids. That

:00:44. > :00:48.hands-on science fair for inspiring the next generation. -- BA heads.
:00:48. > :00:52.Magistrates in Oxfordshire say more offenders will fail to turn up to
:00:52. > :00:55.hearings following the closure of course. Until last year, there were
:00:56. > :00:59.six magistrates courts in the country but they have been closed.
:00:59. > :01:03.First to go, Wantage and Witney. Didcot's shuts this month and
:01:03. > :01:07.Bicester is likely to go in two years. The closures are part of
:01:07. > :01:12.streamlining by the Government. There are concerns the changes will
:01:12. > :01:16.badly affect smaller communities. This is the magistrates' court in
:01:16. > :01:21.Didcot. It was only renovated six years ago but now it is closing. It
:01:21. > :01:25.is part of a series of cuts to the core service across the country.
:01:25. > :01:29.Here in Oxfordshire, we are having a real impact. It will leave people
:01:29. > :01:33.with far further to travel to court. It seems to us very likely there
:01:34. > :01:38.will be more cases of people not coming to court and using lack of
:01:38. > :01:42.means as a reason for this. The knock-on effect of that is that it
:01:42. > :01:46.will divert police resources into executing warrants for those people
:01:46. > :01:50.who do not turn up. The Government says the courts are not operating
:01:50. > :01:55.efficiently. Didcot's is not used for around have the time. Shutting
:01:55. > :01:59.it will improve efficiency. Residents are concerned about the
:01:59. > :02:04.impact. A lot of people will not bother turning up there. They will
:02:04. > :02:10.do more crime. Everything seems to be getting taken away from the
:02:10. > :02:15.smaller towns. I am concerned. We should be left alone. A dozen in
:02:15. > :02:20.the near Escort is Oxford. There are going to be queues and use. --
:02:20. > :02:24.the nearest court. The court building in wanted is lying empty.
:02:24. > :02:29.A visible reminder of a lost amenity. Money, we are told, could
:02:29. > :02:34.not be spent on the court because it was all to and not fit for
:02:34. > :02:38.purpose. If we have to accept that, fair enough. But we do really need
:02:38. > :02:43.if service is nearer to our towns. Despite the Government's assurance
:02:43. > :02:46.that closing Didcot magistrates court and others will make the
:02:46. > :02:51.service more efficient, there are many others who remain concerned
:02:51. > :02:58.about the impact on local justice. Also, the wider effect that will
:02:58. > :03:02.have on the local community. People who have had hip
:03:02. > :03:06.replacements are being urged to get blood tests after it was discovered
:03:06. > :03:10.their joints may be leaking toxic metals. The ASR joint has been
:03:10. > :03:15.given to 8,000 patients. The company DePuy says all joints were
:03:15. > :03:21.properly tested and recalled when problems became clear. 270 patients
:03:21. > :03:28.are suing the makers. Among them is Diana Collins. It was audible in a
:03:28. > :03:33.quiet situation. It caused me difficulty with walking. It was
:03:33. > :03:38.very embarrassing in a quiet situation. It became more and more
:03:38. > :03:42.uncomfortable. It restricted my life because I could not walk very
:03:42. > :03:46.far. Our health correspondent has unearthed this story. I asked him
:03:46. > :03:50.what had gone wrong. These joints were the usual ball
:03:50. > :03:54.and socket arrangement but both parts were made of metal. What was
:03:54. > :03:59.happening inside the body was the two parts were grinding against
:03:59. > :04:04.each other, releasing sharp metal shards. Also, they were releasing
:04:04. > :04:08.high levels of chrome and cobalt. That is one of the things that is
:04:08. > :04:13.worrying. The long-term effects of that are not really known. I think
:04:13. > :04:17.you do not want people to be worried unduly. There is some
:04:17. > :04:21.evidence to suggest under some circumstances these metals might
:04:21. > :04:26.produce cancer is, for example. But that does not necessarily mean that
:04:27. > :04:30.is going to happen. -- cancers. Even if that is the case, it does
:04:30. > :04:34.not mean it will happen to individuals. We heard from Diana
:04:34. > :04:39.who is taking legal action. What are her chances of success?
:04:39. > :04:44.There are several hundred patients involved in legal action. It is
:04:44. > :04:49.hoped this can be settled out of court. That is because the numbers
:04:49. > :04:55.involved in this and the scale of the failure is pretty large and so
:04:55. > :05:01.I imagine we will need compensation figures. Remember these joints were
:05:01. > :05:06.put in all across the country. Many NHS hospitals were also involved in
:05:06. > :05:10.trying to put those adjoins right. People hearing this may be worried
:05:10. > :05:14.if they have had a hip operation. Should they be?
:05:14. > :05:20.These particular joints were recalled. They are no longer being
:05:20. > :05:25.put into people. The company that made them, DePuy, said they were
:05:25. > :05:29.fully tested before they were released onto the market and the
:05:29. > :05:31.company is now working with surgeons and with patients who may
:05:31. > :05:36.be concerned about their future health.
:05:36. > :05:41.Thank you. Wiltshire Police have underspent
:05:41. > :05:44.its budget by 4 million at the last financial year. They say the
:05:44. > :05:48.biggest savings came from a recruitment freeze which sought
:05:48. > :05:51.staff numbers dropped by 79. There was a fall in overtime. They cut
:05:51. > :05:54.spending on forensic testing by around a third.
:05:54. > :05:56.Organisers of the British Grand Prix have released details of how
:05:56. > :05:59.they will manage traffic at Silverstone next month. The A43
:05:59. > :06:02.will be closed to through-traffic during the day for three days
:06:02. > :06:05.between junction 15A of the M1 in Northamptonshire and junction 10 of
:06:05. > :06:12.the M40 in Oxfordshire. A one-way system will be in place for the
:06:12. > :06:15.event from the 8th of July. A private care home in
:06:15. > :06:19.Buckinghamshire has been told it must improve after it was found to
:06:19. > :06:22.be given the wrong amount of medication to some of its residents.
:06:22. > :06:27.The Care Quality Commission said there were serious failings at
:06:27. > :06:32.Cherry Tree House near Aylesbury. Cherry Tree House currently looks
:06:32. > :06:36.after 20 elderly residents. It has name been given 14 days for to
:06:36. > :06:41.improve following an inspection by a that Care Quality Commission. The
:06:42. > :06:46.report found the home had failed to meet for or orbit 16 essential
:06:47. > :06:51.standards. The two main areas of concern centre around medication
:06:51. > :06:55.and the state and suitability of the building. The report found some
:06:55. > :06:59.clients were not being given their medication as often as they should
:06:59. > :07:04.be. That is a situation that has been described as alarming. There
:07:04. > :07:08.were also issues surrounding staff training. Cherry Tree House must
:07:08. > :07:12.also address the state of its building. Today, there does seem to
:07:12. > :07:16.be some evidence that that is underway. The report found that
:07:16. > :07:20.water leaked through the ceiling into the residence' lounge. One a
:07:20. > :07:25.gentleman, who did not want to appear on camera, told me when it
:07:25. > :07:29.rains, buckets are laid out in the living room. Nobody from Cherry
:07:29. > :07:33.Tree House wanted to speak to us today but they have now been given
:07:33. > :07:41.two weeks to explain to at the Care Quality Commission exactly what
:07:41. > :07:43.they are going to do to improve things for the people who live
:07:43. > :07:47.there. 100 Oxfordshire school children
:07:47. > :07:51.have helped launch a new appeal to raise 1 million for the Armed
:07:51. > :07:59.Forces. Ten For Ten is an appeal marking 10 years of British troops
:07:59. > :08:04.in Afghanistan. It aims to improve the recovery of injured soldiers.
:08:04. > :08:08.The sky is the limit for the 100 balloons launched by 100 school
:08:08. > :08:14.children this lunchtime. For those behind the Ten For Ten appeal, they
:08:14. > :08:21.hope they will reach their 1 million target. This teacher launch
:08:21. > :08:26.the campaign after her husband, on the left, spent a week abroad.
:08:26. > :08:32.the 10 days he was there, six men died. He told me this on the phone.
:08:32. > :08:36.I just sat at home thinking, this is just so it sobering. I have got
:08:36. > :08:41.to do something. The money raised by this appeal will be split
:08:41. > :08:46.between providing recovery centres and individual recovery plans for
:08:46. > :08:52.soldiers. Soldiers like this man. His lower leg was amputated 15
:08:52. > :08:57.months after returning injured from his tour in 2009. You will not be
:08:58. > :09:02.Afghanistan forever. To a lot of people, this would be gone and
:09:02. > :09:06.forgotten. But there will still be those of us who need their help and
:09:06. > :09:09.I think it is important these organisations are in place for that.
:09:09. > :09:14.More than 20,000 people have already signed up to the appeal
:09:14. > :09:20.which will officially end at 10pm on 10th October. With high-profile
:09:20. > :09:25.charities like held for heroes already raising tens of millions of
:09:25. > :09:30.pounds, will the public stump up again? -- Help for Heroes. It is
:09:30. > :09:34.not enough. We cannot anticipate the amount of people who will need
