:00:21. > :00:24.programme: In poverty yet paid by one of our biggest employers. The

:00:25. > :00:29.plea from council workers relying on food hand`outs to survive. And

:00:30. > :00:32.they've been in the job one year, but do you know what the Police

:00:33. > :00:35.Commissioner does? Later on, sharpening their spurs. The Premier

:00:36. > :00:44.club ruffling the feathers of Fleet Spurs over their logo. Good evening.

:00:45. > :00:47.They are the authority looking after the well`being of our community and

:00:48. > :00:51.one of our biggest employers. Yet some of Oxfordshire County Council's

:00:52. > :00:56.own staff say they are having to rely on food hand`outs to survive

:00:57. > :00:59.because their pay is so low. The public service union Unison is

:01:00. > :01:02.calling for the authority to pay all its staff what is known as the

:01:03. > :01:04.living wage, something some other councils already do. But in

:01:05. > :01:09.Oxfordshire, some council workers are paid below that threshold. Our

:01:10. > :01:14.reporter has been looking more closely at this. So, what types of

:01:15. > :01:18.roles are we talking about here? Well, Emma, there are workers doing

:01:19. > :01:20.a range of jobs who feel they are not paid enough. Some cleaners,

:01:21. > :01:24.lollipop men and women, museum assistants and carers are amongst

:01:25. > :01:27.those paid less than what is known as the living wage. It is an hourly

:01:28. > :01:35.rate which should mean the person earns enough to cover the basic cost

:01:36. > :01:37.of living in the UK. It is leading to significant pressure on the

:01:38. > :01:44.council to start guaranteeing their staff higher wages. If you receive

:01:45. > :01:50.the minimum wage and you are over 21 then you will be paid ?6.31 an hour.

:01:51. > :01:54.But if you are given the living wage then you will earn ?7.65 an hour.

:01:55. > :02:00.That is a whole ?1.34 more, around an extra ?50 per week. In our area

:02:01. > :02:03.there are 12 councils. Those still not paying the living wage are

:02:04. > :02:05.Oxfordshire, Bucks and Gloucestershire County Council as

:02:06. > :02:11.well as Milton Keynes, Cotswold District Council, Aylesbury Vale and

:02:12. > :02:19.Swindon Borough Council. In fact, there are more than 200 staff across

:02:20. > :02:22.the region losing out. Dwayne John, who is an apprentice at Oxford City

:02:23. > :02:34.Council, is paid the living wage, he told me what a difference that

:02:35. > :02:40.makes. I think it is very important because it allows people to be more

:02:41. > :02:44.independent and actually do things. Coming in at an entry level you

:02:45. > :02:52.would still be able to maintain rent, bills and still enjoy some

:02:53. > :02:57.luxuries of life. So, why might some councils not have addressed this

:02:58. > :03:00.sooner? Purse strings are being tightened as budgets are being cut,

:03:01. > :03:09.but it is worth noting the vast majority of employees are paid more

:03:10. > :03:23.than the living wage. Only 92 of their 5000 staff are paid less than

:03:24. > :03:28.the living wage. Humanitarian aid destined for the Philippines has

:03:29. > :03:39.left Oxford this morning. Vital supplies have been collected at

:03:40. > :03:57.best. There are basic items and tomorrow key equipment will be flown

:03:58. > :04:00.out from IVF Brize Norton. The body of a soldier killed in Afghanistan

:04:01. > :04:03.is being flown back to RAF Brize Norton in Oxfordshire today. Warrant

:04:04. > :04:06.Officer Ian Michael Fisher served with the 3rd Battalion The Mercian

:04:07. > :04:10.Regiment. He died in a suicide attack on the final day of an

:04:11. > :04:12.operation in Helmand Province. The 42`year`old is from Barking, East

:04:13. > :04:15.London. Police in Banbury are appealing for witnesses after a

:04:16. > :04:19.four`year`old boy was attacked by the dog in the town. It happened on

:04:20. > :04:23.the recreation ground between St John's and the Grange School last

:04:24. > :04:26.Thursday. It is believed the boy was with its owner ` the dog was with

:04:27. > :04:30.its owner, a boy aged between 14 and 16 and the group of six other boys.

:04:31. > :04:33.The victim was bitten but not seriously injured. They were elected

:04:34. > :04:38.in what was billed as the most radical reform of policing in 50

:04:39. > :04:41.years. One year on hand to deeply sound Crown Commissioners from

:04:42. > :04:47.across the country are gathering in London to see what they can do to

:04:48. > :04:52.increase public confidence in policing. These are doubts over

:05:32. > :05:37.almost 50 public meetings like this one in Milton Keynes. He says

:05:38. > :05:42.efforts to raise awareness of his role are paying off. I do get a

:05:43. > :05:47.tremendous reaction from the public when I get something they want and I

:05:48. > :05:54.am able to get it sorted out and I think I am doing that. We asked what

:05:55. > :05:59.he has done which he thinks has made an impact. He says making rural

:06:00. > :06:05.crime a priority and also issues like burglary. I think it is a far

:06:06. > :06:14.more efficient system, it should be less costly, things get done much

:06:15. > :06:22.quicker. He did have to pay back some money after an investigation

:06:23. > :06:28.into his expense claims. His office is cheaper to run than the previous

:06:29. > :06:34.police authority. Here they are focused on building relationships,

:06:35. > :06:42.preventing time and giving victims a voice. `` preventing crime. How

:06:43. > :06:58.accountable are the commissioners? We looked at the 25 factors that by

:06:59. > :07:04.law PCCs must put on their websites. They are rated at mid`table, doing

:07:05. > :07:11.quite well but could do better. The commissioners are in place until

:07:12. > :07:18.2016, the true test of how they are perceived will be at the ballot box.

:07:19. > :07:24.Swindon striker failed to report for training according to the club

:07:25. > :07:31.manager. He was due to appear in court after being charged with rape

:07:32. > :07:37.following an alleged incident at Hotel in Newcastle, he the charge.

:07:38. > :07:42.Oxford City Council is to take possession of a stretch of river

:09:28. > :09:38.read them. I do not really know much about it. I travel a lot so I happen

:09:39. > :09:46.to know where we are twin West. Oxford is twinned with born in

:09:47. > :10:07.Germany, Grenoble, Leyden and her in Russia. These students have visited

:10:08. > :10:13.Oxford for the first time to learn about the twinning. Tell macro it

:11:22. > :11:28.but continuation is not easy, it all depends on finance, willingness and

:11:29. > :11:36.personal contact. So the signs are just the start of the story which

:11:37. > :11:43.sees twinning bring people to our region from around the world. Our

:11:44. > :11:52.reporter has arrived in Oxfordshire today for the charity macro cycling

:11:53. > :12:08.challenge. Hundreds turned out to greet Alex and her team. The One

:12:17. > :12:25.many great people, we cannot back them unless we come out and about so

:12:26. > :12:33.that is why we are doing it. As well as the money it is to raise

:12:34. > :12:41.awareness of charity as well as proving that people with

:12:51. > :12:57.top story. Workers at Oxford County Council are relying on food banks to

:12:58. > :12:58.survive. The union is calling on the authority to guarantee employees the

:13:22. > :13:24.Sussex are angry that a field they were trying to save has been

:13:25. > :13:27.bulldozed by developers. Bellway Homes, which has permission to build

:13:28. > :13:31.46 houses, says the work it has started is part of a reptile

:13:32. > :13:37.trapping exercise and it has done nothing wrong. But, residents say

:13:38. > :13:41.the firm should have waited for the outcome of a public inquiry to grant

:13:42. > :13:49.the site Village Green status. Sean Killick reports.

:13:50. > :13:52.This is how the field in the area once looked, and residents say they

:13:53. > :13:57.have been used for recreation for decades, but this is the scene here

:13:58. > :14:03.now. Earlier this year, the developer, Bellway Homes, was

:14:04. > :14:06.granted planning permission, but the residents that live there, they

:14:07. > :14:12.applied for it to be given village green status. The inspectors were

:14:13. > :14:16.due to rule by the end of the year. They are appalled that the developer

:14:17. > :14:20.has started work before the inspector has published the report.

:14:21. > :14:26.These fields may not be allowed to be used for building, it may be that

:14:27. > :14:29.the public enquiry is in our favour and they had to be restored. But in

:14:30. > :14:33.the meantime, they have just made to did, they have removed wildlife, and

:14:34. > :14:39.they have done this to prevent people from using these fields. I

:14:40. > :14:44.think are elected representatives should certainly intervene, because

:14:45. > :14:46.essentially, they are making a mockery of the consultation

:14:47. > :14:52.process. They are showing complete and utter contempt for local people.

:14:53. > :14:56.Bellway Homes says the works that have taken place are connected with

:14:57. > :15:02.the completion of a reptile trapping and translocation exercise and this

:15:03. > :15:04.work can be undertaken ahead of a planning application to stop the

:15:05. > :15:08.wrist no licence for these reptile species concerned, but it should be

:15:09. > :15:15.noted that a planning permission application is still live in any
