:00:31. > :00:45.by fraudsters in America. Slowly but surely, the River Thames
:00:46. > :00:48.is rising. The Environment Agency says there's a real risk that low
:00:49. > :00:52.lying properties in Oxford and nearby will flood, if not tonight,
:00:53. > :00:55.then in the days to come. People in vulnerable properties have been
:00:56. > :00:58.warned to prepare for the floodwater to come into their homes. Thousands
:00:59. > :01:03.of sandbags have been issued in areas most at risk. Many roads have
:01:04. > :01:05.been closed tonight. And the recent heavy rainfall seeping into our
:01:06. > :01:09.waterways means the situation is only likely to get worse. A man in
:01:10. > :01:13.his forties died on Saturday after his mobility scooter ran off the
:01:14. > :01:18.towpath and into the fast flowing water near Osney. Victoria Cook
:01:19. > :01:21.reports. The water levels are still rising,
:01:22. > :01:24.the floods have forced major roads in Oxford to close some have
:01:25. > :01:36.remained open, but are becoming increasingly difficult to use. Over
:01:37. > :01:45.the next couple of days, the situation is set to get worse. The
:01:46. > :01:48.Thames is a slow responding reversal all of that rain is now making its
:01:49. > :01:56.way from the tributaries into the main channel and up it comes. Pretty
:01:57. > :01:59.slowly. We think that the water levels here in Oxford for instance
:02:00. > :02:05.will continue to rise for another couple of days. This stretch of the
:02:06. > :02:10.River runs from the lock and it has burst its banks and flooded the
:02:11. > :02:12.footpath. It was this a spot on Saturday where a man using a
:02:13. > :02:15.mobility scooter went into the water. He was rescued but they were
:02:16. > :02:20.unable to save his life. This may look like a lake, but 24 hours ago
:02:21. > :02:28.this was a football pitch in west Oxford. Next door, allotments are
:02:29. > :02:32.submerged under 3ft of water. Across the county sandbags have been given
:02:33. > :02:37.out by local councils. If you have sandbags then do not wait, you need
:02:38. > :02:41.them on your property and have them ready to you can put them straight
:02:42. > :02:46.in place in the water rises. I managed to get 250 sandbags, and I
:02:47. > :02:51.have 350 sandbags now, courtesy of the planning officer. We defeated
:02:52. > :02:55.those added the village and so we feel pretty well`prepared. People
:02:56. > :03:00.have seen this happen before but there is still concern about the
:03:01. > :03:08.damage it could cause. If it rises to the more timid `` inches it could
:03:09. > :03:12.go up the steps and into my kitchen. Oxford is low`lying and there are so
:03:13. > :03:15.many channels of water, there are bits of towns everywhere and they
:03:16. > :03:19.are all coming up and rolling along so it is a worry.
:03:20. > :03:23.The environment agency says the floods haven't reached their peak
:03:24. > :03:26.yet, and any more rain here ` or elsewhere further up the Thames is
:03:27. > :03:29.likely to cause more flooding. For those who think their homes may
:03:30. > :03:41.flood, the advice is to seek help earlier rather than later.
:03:42. > :03:44.The environment agency says the situation is changing our buy our
:03:45. > :03:48.and are urging people in the flood risk areas to take all sensible
:03:49. > :03:53.precautions and keep checking for the latest information.
:03:54. > :03:56.Land around Oxford's Kassam Stadium could be re`developed for housing.
:03:57. > :03:59.Provisional talks are underway ahead of any formal planning application
:04:00. > :04:01.being submitted. The BBC understands that the stadium's owners are
:04:02. > :04:05.working with developer Taylor Wimpey, and Oxford City Council, on
:04:06. > :04:08.proposals to build 250 homes on part of the existing car park. There's
:04:09. > :04:12.speculation that the currently "open" corners of the stadium may be
:04:13. > :04:15.filled`in with apartments. The work could also pave the way for
:04:16. > :04:28.construction of a long`hoped`for fourth stand, which would be
:04:29. > :04:31.welcomed by supporters. At this point we don't exactly what is
:04:32. > :04:35.involved and that is the key thing, learning what is involved and
:04:36. > :04:39.ultimately any development must be beneficial for the football club and
:04:40. > :04:43.supporters would own the welcome any kind of development that has a
:04:44. > :04:49.beneficial impact for the football club. Wedding services are often
:04:50. > :04:51.emotional but the ceremony taking place in Swindon today was more
:04:52. > :04:54.touching than most. The bride had recently learned her father was
:04:55. > :04:58.terminally ill, and appealed on social media for a wedding dress, so
:04:59. > :05:02.she could bring the date forward. Her dream was to have her dad walk
:05:03. > :05:07.her down the aisle. Sally Challoner reports.

:06:42. > :06:44.Criminal lawyers in our region have been protesting over government
:06:45. > :06:47.plans to cut the legal aid budget by ?220 million. There was a
:06:48. > :06:50.demonstration outside Oxford Crown Court this morning against the
:06:51. > :06:53.proposals. Ministers say they need to make savings over the next five
:06:54. > :06:57.years but lawyers claim their fees could be cut by as much as 30%.
:06:58. > :07:05.There are also worries the cuts would lead to fewer people being
:07:06. > :07:08.legally represented. One of the biggest events in the
:07:09. > :07:10.farming calendar is getting underway in Oxfordshire this evening. The
:07:11. > :07:14.Oxford Farming Conference sees farmers from around the UK meet to
:07:15. > :07:17.discuss best practice and debate the challenges they face in the year
:07:18. > :07:21.ahead. A special report has been written for this year which stresses
:07:22. > :07:25.the need for new types of investment in the industry. For many people the
:07:26. > :07:28.New Year is a time of reflection, people come to this farming
:07:29. > :07:31.conference in January at the start of the year wanting to be
:07:32. > :07:34.challenged, informed and inspired. They come here thinking about how
:07:35. > :07:37.they will look at the business for the future, the ideas from the
:07:38. > :07:46.conference and get going into the New Year.
:07:47. > :07:50.Lots of us find maths a little scary. Well, a dad from Didcot has
:07:51. > :07:52.created a new board game with ghostly characters aimed at
:07:53. > :07:56.encouraging school children to learn through play. It's already gone down
:07:57. > :07:59.a storm at one school in Oxfordshire, who got the chance to
:08:00. > :08:02.try it out before Christmas. And as Adina Campbell reports, the game's
:08:03. > :08:06.now gaining interest from teachers on the other side of the world.

:08:09. > :08:11.are deep in thought about playing a new game with a twist. They are not
:08:12. > :08:13.just here to have fun, they are huddled together to learn more about
:08:14. > :08:18.maths. Creator Matthew typically came up with the idea six`month ``
:08:19. > :08:25.six years ago after his daughter struggled with the subject. I wanted
:08:26. > :08:28.the game to a low children or players to try and lots of different
:08:29. > :08:33.mathematics that the new and learn all mathematics, to try different
:08:34. > :08:37.calculations. The idea of getting that to work in a game that was
:08:38. > :08:42.enjoyable and fun, that took time. By making it fun he decided to use
:08:43. > :08:47.zombies, the aim of the game is to fight the living dead by using
:08:48. > :08:51.different mathematical techniques. This school near Didcot has been
:08:52. > :08:55.testing the game over the past year and it is now being used in
:08:56. > :08:59.classrooms. It has not only had interest locally, it has been sold
:09:00. > :09:06.to a school in New Zealand. It is so hard to learn anything unless you
:09:07. > :09:09.are relaxed and happy and if you have a new made this voice saying, I
:09:10. > :09:14.can't do maths or feeling anxious, it will hold you back from taking in
:09:15. > :09:18.new information. Latest figures show children in achieving slightly above
:09:19. > :09:22.the national average when it comes to gaining five GCSEs including
:09:23. > :09:27.English and maths. Boys are more likely to do maths at a level
:09:28. > :09:35.according to the National database. What do the children here make a" it
:09:36. > :09:37.encourages you to play, it is not like the teacher encouraging me to
:09:38. > :09:42.play my DS but she would encourage me to play this. There are not many
:09:43. > :09:46.games like this but it is great fun. You get advanced levels and normal
:09:47. > :09:50.levels. After years of work and investing more than 40,000 homes
:09:51. > :09:56.Matthew is hoping his game will be used in more schools in 2014.

:10:09. > :10:12.precautions to avoid being targeted by internet scammers. One
:10:13. > :10:16.Bournemouth family set up a website to raise money for an operation for
:10:17. > :10:19.their disabled son, but soon found eight fake websites in America
:10:20. > :10:25.raising money in his name and siphoning off donations made by
:10:26. > :10:33.unsuspecting well`wishers. Katy Austin reports.
:10:34. > :10:42.Elliott is six and a half years old, he has cerebral palsy, which affects
:10:43. > :10:47.his legs. Eliot relies on crutches or a wheelchair to walk. He needs an
:10:48. > :10:56.operation soon to strengthen his legs. I like to run a lot, to give
:10:57. > :11:02.me plenty of exercise. And when your legs are better you will be able to
:11:03. > :11:09.do more. Yes. The operation will cost over ?66,000, fundraising has
:11:10. > :11:15.gone well but... We found out somebody had copied details from our
:11:16. > :11:20.website, our first website we set up, and WorldCom mandrake pretending
:11:21. > :11:24.to be someone else to get money. They have got some of the fake sites
:11:25. > :11:29.in America" that only after strangers had donated hundreds of
:11:30. > :11:36.pounds to them. Action Ford says it is hard to tell whether it is
:11:37. > :11:40.genuine `` fraud. The advice they give is to check a charity is
:11:41. > :11:43.registered with the charities commission, check the collection is
:11:44. > :11:49.authorised by their charity and look out for any spelling mistakes in a
:11:50. > :11:53.fundraising e`mail. A charity is helping them to safely
:11:54. > :11:57.fund raise online. We would ask all the families that we support and
:11:58. > :12:15.help to go through a registered charity like ours and use a
:12:16. > :12:19.respected brand. People living in the Hampshire town
:12:20. > :12:22.of Yateley are being asked whether or not the local cemetery should
:12:23. > :12:25.allow decorations and ornaments to be left on graves. Heathlands
:12:26. > :12:28.Cemetery is officially meant to be laid to lawn with plain headstones,
:12:29. > :12:32.but some families have embellished the graves of loved ones. For the
:12:33. > :12:35.second time in two years the town council is attempting to clarify the
:12:36. > :12:39.rules on an issue which divides opinion. Chrissy Sturt reports.
:12:40. > :12:45.Heathlands Cemetery, gently warmed by winter sunshine, a place of
:12:46. > :12:49.tranquillity. But some of those who come regularly to tend the graves of
:12:50. > :12:53.their loved ones feel far from peace. This is officially a lawn
:12:54. > :12:56.cemetery and the town council is again consulting on whether
:12:57. > :13:08.decorations and adornments should be allowed, or cleared away. The grave
:13:09. > :13:12.of David Cox's father is one of the more elaborate. We should have a
:13:13. > :13:16.choice, if a person wants grass on their loved ones' graves let them
:13:17. > :13:20.have grass but if people want to decorate their graves up, I think
:13:21. > :13:23.they should be able to do it. We would like to go back as it was. We
:13:24. > :13:26.feel all the time we are in life we feel we can come and look after it.
:13:27. > :13:29.Warned they were breaking the rules by the council two years, this
:13:30. > :13:34.couple cleared their daughter's grave. We used to come up in the
:13:35. > :13:38.summer and I put some plants on it, make it like a garden. I didn't want
:13:39. > :13:43.them taking our stuff off so I did it. But a lot of other people
:13:44. > :13:51.haven't done it, that has made us angry. I feel it is not the same.
:13:52. > :13:56.7,000 questionnaires have been sent to homes in Yateley, asking what
:13:57. > :13:59.people want the rules to be, then it's up to the town councillors to
:14:00. > :14:03.make a decision. The solution would be something
:14:04. > :14:08.everybody feels comfortable with, and reflect the solution everyone
:14:09. > :14:14.would feel would be the right one. People have until the middle of
:14:15. > :14:17.February to make their views known. There are warnings that Portsmouth's
:14:18. > :14:28.Queen Alexandra Hospital is under intense pressure following the
:14:29. > :14:32.festive period. More than 300 people turned up to A on New Year's Day
:14:33. > :14:34.alone, exceeding capacity by 10%. There's also been a big influx of
:14:35. > :14:37.elderly patients with serious chest infections. Another issue is people
:14:38. > :14:40.who've put off seeking medical help over the holidays.

:21:33. > :21:37.uplifting story for you about a Sri Lankan tea farmer called Lakshman
:21:38. > :21:41.who lost his leg in an accident. For more than a decade Lakshman's been
:21:42. > :21:44.getting around on a false limb he fashioned out of tin. That's right,
:21:45. > :21:49.a homemade metal leg because he couldn't afford a proper prosthetic.
:21:50. > :21:53.Now a charity run from West Sussex has decided he needs an upgrade. Rob
:21:54. > :21:55.Powell has the story. Fashioned from tin, this homemade
:21:56. > :22:01.prosthetic leg looks more like medieval armour than a mobility aid.
:22:02. > :22:04.It's owner, and maker, is Lakshman, a Sri Lankan tea farmer, now being
:22:05. > :22:12.helped by the West Sussex charity Extra Cover.
:22:13. > :22:16.He had a story that would melt anybody's heart, he lost his leg in
:22:17. > :22:20.a bear trap which was bad enough then a few months later he was
:22:21. > :22:25.helping his brother built a house and they had to blow up a rock to
:22:26. > :22:26.make room for it and unfortunately the expression blinded him
:22:27. > :22:29.completely. Lakshman's wife and teenage son are
:22:30. > :22:32.also both disabled. The three of them live together in one room,
:22:33. > :22:38.supported by Lakshman's tea picking and brush making. All carried out
:22:39. > :22:47.with no eyesight and a homemade leg. There is a foot that is very popular
:22:48. > :22:50.in Asia, a rubber foot, which is for a lot of people who have lost their
:22:51. > :22:56.feet in mines and explosions, and I think he gets hold of those and then
:22:57. > :22:59.he fashions those with the rest of the lake that he makes himself.
:23:00. > :23:02.Now Matthew, his family, and his charity are raising money to get
:23:03. > :23:06.Lakshman a new leg, and a new home. Matthew set up the charity Extra
:23:07. > :23:09.Cover after the Boxing Day Tsunami. Sri Lanka has special significance,
:23:10. > :23:14.his son Ben had been playing cricket on the island just three days before
:23:15. > :23:19.the tsunami hit. It is humbling, having that thought
:23:20. > :23:24.in our heads as dad heads out year in, year out keeps this going, there
:23:25. > :23:27.is no reason to stop and help is needed.
:23:28. > :23:30.And they're not going to stop. The next Sri Lanka trip is planned for
:23:31. > :23:38.February. And for Lakshman, plans are currently being drawn up for his
:23:39. > :23:40.new home, and his new leg. The poor people in Jalandhar are as
:23:41. > :23:47.poor as anywhere in the world, but they do make you think what have we
:23:48. > :23:54.got to worry about? Lax man has made that feel `` made us feel that more
:23:55. > :23:57.than anyone. His life is bizarre, and we walk away from him and say
:23:58. > :24:01.why on earth do we worry about anything? It certainly does put
:24:02. > :24:06.things into perspective. We wish him all the best and
:24:07. > :24:14.hopefully the charity can help them. Let's move on to the weather.
