:01:30. > :01:32.But the NHS won't stand for that. It insists that he is in breach of the

:01:33. > :01:37.Government guidelines. It claims that this is not about selling your

:01:38. > :01:41.medical records on, either but rather, it is about conducting

:01:42. > :01:44.research to improve the healthcare of all.

:01:45. > :01:48.If somebody wants to find out why you went to see your GP last

:01:49. > :01:52.Thursday, they will not be able to do that, but they can identify

:01:53. > :01:57.trends. If lots of people are turning up in general practices with

:01:58. > :02:02.conditions, if that is then spilling over to A departments, resulting

:02:03. > :02:05.in unplanned admissions, we will be able to spot the trends and

:02:06. > :02:09.anticipate them and intervene earlier.

:02:10. > :02:13.So, how do the people of Oxfordshire feel about the plans? I think it is

:02:14. > :02:17.private information. There is enough information out there. I don't know

:02:18. > :02:21.that it bothers me. If they are not getting my name or anything. I would

:02:22. > :02:25.not like it to be shared with a third party, but I have no

:02:26. > :02:30.objections with it being from GP to hospital.

:03:36. > :03:40.inquest was told as a child he had suffered two brain tumours. On the

:03:41. > :03:44.8th of October, Connor had been for a meal with college friends to a you

:03:45. > :03:50.curry house where they could take their own alcohol. They were then

:03:51. > :03:55.off to a nightclub, but Connor left early as he was drunk. He was walked

:03:56. > :04:01.home by a college friends, who said he was not as bad as some of the

:04:02. > :04:05.others. She left Connor on the an ex`, less than an hour later he was

:04:06. > :04:09.found on the ground floor at the bottom of the stairs with a pool of

:04:10. > :04:12.blood around him. Connor's family were in court today. In a statement,

:04:13. > :04:27.his sister Grace said: Today the coroner recorded a verdict

:04:28. > :04:31.of accidental death, saying he died from a traumatic head injury.

:04:32. > :04:36.Although no`one witnessed what happened after Connor returned from

:04:37. > :04:39.his night out, the coroner said it was likely he fell from the stairs

:04:40. > :04:44.on the first floor. Magdalen College says that everyone

:04:45. > :04:49.is greatly saddened by his death. And a memorial service for Connor is

:04:50. > :04:57.to be held on Saturday before a tree in the college grounds is dedicated

:04:58. > :05:00.to him as a lasting tribute. A West Oxfordshire councillor, who

:05:01. > :05:03.now lives in Thailand, says he won't stand down until the next election

:05:04. > :05:06.in May. Steve Hayward represents Ducklington and Kirtlington ` even

:05:07. > :05:10.though he currently lives more than 80,000 miles away. He'd been

:05:11. > :05:15.claiming an yearly allowance of more than ?4,000 but says he'll only take

:05:16. > :05:19.ten percent of that from now on. A change in the law has been passed

:05:23. > :05:25.suspected child sexual abuse. The reform comes in the wake of

:05:29. > :05:31.grooming vulnerable young girls in Oxford. It was championed by the MP

:05:32. > :05:35.for Oxford West and Abingdon, Nicola Blackwood, who told me she hopes

:05:36. > :05:41.that children at risk will now be better protected. Well, the

:05:42. > :05:45.Government's new sexual risk orders and sexual harmful prevention orders

:05:46. > :05:51.will make a significant difference to the police on the ground. It will

:05:52. > :05:57.be a new tool. They can step in earlier to protect victims of child

:05:58. > :06:01.sexual exploitation, to disrupt grooming gangs and to make that

:06:02. > :06:06.earlier intervention which up until now, we have seen in too many cases

:06:07. > :06:09.across the country, they have been unable to do.

:06:10. > :06:13.How much difference would it have made in the child grooming case in

:06:14. > :06:17.Oxford? As we know with the case, the case was not brought until trial

:06:18. > :06:23.until after there had been eight years of abuse in Oxford. Talking to

:06:24. > :06:27.the police and in other areas, I know that they lacked the tools to

:06:28. > :06:32.be able to intervene. With this tool, as well as the knowledge that

:06:33. > :06:36.we have now about sexual abuse and different forms of disruption for

:06:37. > :06:38.grooming, they would have been able to act earlier.

:08:17. > :08:28.English Channel. The rain falling snow across higher ground of

:08:29. > :08:33.northern England and Wales. Further north, rather quite a picture across

:08:34. > :08:37.Scotland and Northern Ireland. A touch of frost so icy patches are

:08:38. > :08:41.more of a hazard through the early part of tomorrow morning. Chilly
