:00:52. > :00:54.hanged himself inside his cell might have been saved if his door had been

:00:55. > :00:58.unlocked at the regular time, instead of ten minutes later. An

:00:59. > :01:01.inquest jury heard how Kevin Scarlet hadn't been properly assessed by

:01:02. > :01:04.staff, even though they were aware he suffered from a personality

:01:05. > :01:09.disorder, and had a history of self`harm. He was on remand at the

:01:10. > :01:14.high security Woodhill Prison in Milton Keynes. Kevin Scarlet's death

:01:15. > :01:17.was one of four suicides at Woodhill last year. In every case, the

:01:18. > :01:28.prisoner died from hanging. Jessica Cooper reports. In May last year,

:01:29. > :01:34.Kevin Scarlet was found hanging in his cell. The 31`year`old, described

:01:35. > :01:40.as unpredictable, was on remand for burglary. Today the jury decided his

:01:41. > :01:46.risk of self harm or suicide was not properly assessed and he should not

:01:47. > :01:52.have been alone in a double sale. We believe Kevin 's death was

:01:53. > :02:02.avoidable. If a for sale have been used, we believe his death could

:02:03. > :02:12.have been avoided. `` if a safer cell had been used. On the 26th of

:02:13. > :02:18.May, David Hunter took his life in the same way, on the 10th of

:02:19. > :02:34.December, Sean Brock hung himself, as did Stephen Farrar in December.

:02:35. > :02:39.Kevin Scarlet's family believe he was not taken seriously. In the end

:02:40. > :02:45.it was, Kevin is playing up again, Kevin is this, Kevin is that. They

:02:46. > :02:50.didn't address his mental issues. The coroner has raised concerns the

:02:51. > :03:01.prisoners did not have a suicide risk assessment. Kevin 's family say

:03:02. > :03:11.they hope any changes will prevent future deaths.

:03:12. > :03:13.A meeting is just getting under way in Banbury to decide whether

:03:14. > :03:16.Cherwell District Council should apply to be formally represented

:03:17. > :03:19.when the Government considers the impact of the controversial High

:03:20. > :03:23.Speed Two rail link. The council has already signalled its opposition to

:03:24. > :03:25.the route, which is planned to pass through the Chilterns. Becoming a

:03:26. > :03:29."petitioner" is a technicality which would then enable the council to

:03:30. > :03:32.raise matters of concern, and to request changes which could help

:03:33. > :03:35.reduce the local impact of the multi`billion pound project.

:03:36. > :03:39.A man has admitted secretly filming female staff inside changing rooms

:03:40. > :03:41.at Abingdon police station. Oxford Magistrates' Court heard how

:03:42. > :03:44.Christopher Richardson`Blake from Peterborough had been hired to carry

:03:45. > :03:49.out electrical work inside the building on Colwell Drive. His

:03:50. > :03:53.hidden camera was discovered in September. He's been warned he faces

:03:54. > :03:56.a prison term when he returns to court for sentencing next month.

:03:57. > :04:01.He's also been made to sign the sex offenders register.

:04:02. > :04:05.It's a record and a reputation that the county is keen to shed.

:04:06. > :04:07.Oxfordshire is among the worst in England for bed`blocking, where

:04:08. > :04:10.people are left stuck in hospital unnecessarily because, for one

:04:11. > :04:15.reason or another, they can't be sent home. Now, in an effort to

:04:16. > :04:19.tackle the problem, the charity Age UK has set up its own taskforce to

:04:20. > :04:22.offer the practical support that's often lacking. Stuart Tinworth has

:04:23. > :04:34.been to meet one man who has already seen the benefit. I didn't fall down

:04:35. > :04:39.the whole lot of the stairs, fortunately. I must have stumbled

:04:40. > :04:42.hereabouts. It was a nasty fall that left 66`year`old writer Cyril with a

:04:43. > :04:45.broken pelvis and damage to his kidneys. In hospital for around a

:04:46. > :04:52.month, he's now been able to get back home. With some little changes

:04:53. > :05:00.to his house, to make it safer. They sent a handyman round very quickly,

:05:01. > :05:07.who put in these support bars which have been a godsend. I can now walk

:05:08. > :05:11.around without a stick. The strength is gradually The work is being

:05:12. > :05:14.carried out by an approved handyman. Coming back. Just one service

:05:15. > :05:20.offered by charity Four Rivers. Others include cooking, cleaning and

:05:21. > :05:24.even walking your dog. People feel and do get better more quickly in

:05:25. > :05:30.their home environment, as long as the environment is warm, clean and

:05:31. > :05:37.safe. We can do everything that can support a person at home including

:05:38. > :05:40.their cleaning, laundry, shopping, walking the dog, feeding the cat.

:05:41. > :05:44.For the past two and a half years Oxfordshire has been the worst or

:05:45. > :05:47.one of the worst places in the country for bed blocking. At the

:05:48. > :05:50.latest count there are 151 people stuck in Oxfordshire hospitals when

:05:51. > :05:54.they should be going home. Age UK Oxfordshire believes around 8,000

:05:55. > :06:01.people need some sort of care in the county but receive none at all. We

:06:02. > :06:08.know that our care system is in crisis, to be honest, and we are

:06:09. > :06:12.sleepwalking into even greater disaster unless we can settle them

:06:13. > :06:16.properly into their home after they have been discharged from hospital.

:06:17. > :06:21.For Cyril, his home is safer ` and how does he feel recovering back in

:06:22. > :06:26.his own surroundings? Everybody has said, you look a lot better since

:06:27. > :06:29.you have come out! BBC Radio Oxford is looking at different aspects of

:06:30. > :06:32.the care system throughout the week, and the independent regulator the

:06:33. > :06:36.Care Quality Commission will be answering questions put forward by

:06:37. > :06:40.listeners on Friday. The effects of the recent flooding

:06:41. > :06:42.will continue to be felt for many months to come and communities

:06:43. > :06:48.across Oxfordshire are anxious that lessons are learned. More than 150

:06:49. > :06:51.elected members from parish, borough and county councils gathered in

:06:52. > :06:56.Oxford at the weekend to pool their knowledge and contribute ideas for

:06:57. > :07:06.future flood management. Charlotte Stacey reports. It has been the

:07:07. > :07:10.wettest winter on record. Flooding has affected huge parts of the

:07:11. > :07:16.region and some areas are still under water. This weekend over 100

:07:17. > :07:21.councillors met to talk about what has happened. Everybody had

:07:22. > :07:26.different ideas about what was important. If we look at the

:07:27. > :07:32.economic damage caused in one incident in January, that was more

:07:33. > :07:40.than ?30 million. When the Abingdon Road are closed, everyone in the

:07:41. > :07:49.county suffers. If there is a damage to the banks, if that could be

:07:50. > :07:55.alleviated... Discussions range from the way people can help themselves

:07:56. > :08:01.to the conveyance channel that will divert water around the city. It

:08:02. > :08:08.would be interesting to know what the future holds for them. What will

:08:09. > :08:12.the future schemes be likely to be going forward? That gives an

:08:13. > :08:20.opportunity to share knowledge and experience, and to help them help

:08:21. > :08:26.themselves. The ideas raised will be put forward to the flood Summit in

:08:27. > :08:29.three weeks, when MPs, councils and other bodies responsible for

:08:30. > :08:34.managing flooding will work out best where to spend the money to combat

:08:35. > :08:37.flooding in the future. Well, while the recent heavy rain

:08:38. > :08:39.and flooding has caused severe disruption to other major

:08:40. > :08:42.engineering projects, plans to replace the historic canal gates at

:08:43. > :08:45.Grafton Lock remain on course to be completed ahead of the busy Easter

:08:46. > :08:48.Bank Holiday. The Environment Agency has been working on repairs since

:08:49. > :08:58.last November. As Jeremy Stern reports, the latest phase has

:08:59. > :09:04.involved specialist divers. Grafton Lock, built in Victorian times and

:09:05. > :09:11.the gates need replacing every few decades. A temporary aria is now in

:09:12. > :09:16.place as the Environment Agency prepares for new gates to be moved

:09:17. > :09:23.in. This steel dam is holding back the main body of the water, enabling

:09:24. > :09:30.us to use pumps so we have dried chamber. Then we are able to bring

:09:31. > :09:35.in a crane along the Lochside and lift in the gates. Before that can

:09:36. > :09:43.happen, divers need to inspect the structure of Grafton Lock. Whatever

:09:44. > :09:48.time the job takes on the surface, it takes about three times longer in

:09:49. > :09:54.the water. You have to feel your way around the sea bed and what you are

:09:55. > :09:59.inspecting is a lot more difficult. Time is slipping away before the

:10:00. > :10:03.busy Easter break. The Environment Agency is sure the work will be done

:10:04. > :10:11.despite the flooding holding things up. Meanwhile carpenters have been

:10:12. > :10:16.working on the new gates since last summer. The gates have to be very

:10:17. > :10:22.strong because they are in constant use, being opened and closed dozens

:10:23. > :10:31.of times. Once this has been completed, plans will move on to

:10:32. > :10:37.update another lock on one of Oxford's historic waterways.

:10:38. > :10:41.A studio sound expert from Wheatley in Oxfordshire has spoken of his

:10:42. > :10:45.pride at winning an Oscar. Niv Adiri is part of the team who won the

:12:24. > :12:26.Winchester recently. This was the scene in early February as the River

:12:27. > :12:32.Itchen flooded into the playground. What worried me was if there had

:12:33. > :12:36.been a rush of water, the flood defences would not be able to cope.

:12:37. > :12:40.It was quite scary. But defences held. The elder pupils were able to

:12:41. > :12:45.stay in the school, and places found nearby for all but the two youngest

:12:46. > :12:52.years. We do not want to disrupt the education. I think the local

:12:53. > :12:54.authority will be proactive. It should not happen again.

:12:55. > :12:56.Contingencies had been made. Hampshire county council ordered

:12:57. > :13:02.these temporary classrooms at the nearby Henry Beaufort School. They'd

:13:03. > :13:06.have been ready to house the pupils from next week and will now stay as

:13:07. > :13:14.an emergency facility. We will be going to the government fought of

:13:15. > :13:28.the costs. Elsewhere flood waters are falling. Gravel bags dropped

:13:29. > :13:36.into the stream. The concern is ground water levels. There are some

:13:37. > :13:38.people who are still suffering the effects of ground water flooding.

:13:39. > :13:42.Problems remain however, the nearby Hinton Amper house is closed because

:13:43. > :13:47.of flooding on surrounding roads. There has been so much lying water.

:13:48. > :13:55.It is difficult to understand the impact of the water coming through.

:13:56. > :13:59.The waters here in Bramdean a sign that a happy ending is still some

:14:00. > :14:06.way off for many of the region's communities.

:14:07. > :14:13.Teenagers are to benefit from a new drugs and education programme rolled

:14:14. > :14:27.out in Bournemouth's schools. The project is being funded by the

:14:28. > :14:34.lottery and run by the Winehouse Foundation. We are going to each

:14:35. > :14:39.school, we are going to the parents first. The teachers are trained, and

:14:40. > :14:44.volunteers come in and work with peer groups and with the entire

:14:45. > :14:50.school to discuss issues such as peer pressure, self`esteem and

:14:51. > :14:56.behaviour. We talk about our experiences, and white those

:14:57. > :15:03.un`dealt with well`being issues leaders open to substance abuse in

:15:04. > :15:07.later life. We are trying to tackle the root issues. How difficult is

:15:08. > :15:10.that with these children quest Mac we have found it very easy, to be

:15:11. > :15:17.honest. Boulevard volunteers are being through a row rehabilitation

:15:18. > :15:21.programme. They know the issues. Going into a school and sharing that

:15:22. > :15:25.kind of information with the young people, as opposed to going in there

:15:26. > :15:33.and saying don't do this, don't do that, by going in and showing our

:15:34. > :15:38.feelings, we are finding that people are open to that. We have done this

:15:39. > :15:42.in mainstream schools. The response has been the same. It has been very

:15:43. > :15:47.healthy and very positive. We are very pleased with that. We think an

:15:48. > :15:55.empathetic approach is the right approach. The money is coming

:15:56. > :15:58.through the foundation. The name, the Shin Gangar. Gives it profile,

:15:59. > :16:07.but with Amy and the life that she has left, has it been a help or a

:16:08. > :16:11.hindrance quest Mac we have found it helpful. Many schools do not want to
