:00:55. > :00:57.care system are being let down by local authorities ` according to a
:00:58. > :01:00.new report from Oxford Univdrsity. The report says that about half
:01:01. > :01:04.become separated from their children after they leave foster card, and
:01:05. > :01:08.its authors blame a stigma `round teenage births. But social workers
:01:09. > :01:14.and foster carers say their priority has to be protecting childrdn. Adina
:01:15. > :01:17.Campbell reports. A typical evening with her daughter,
:01:18. > :01:22.but ten years ago, Becci thought she'd never share moments lhke this
:01:23. > :01:27.with Kilah. Becci had grown up in care on the Isle of Wight, `nd got
:01:28. > :01:31.pregnant at 16. After she g`ve birth, she had to prove she was able
:01:32. > :01:37.to be a good mother, and th`t meant being looked after on a pardnt`child
:01:38. > :01:40.foster placement. Obviously it is hard enough being a first`thme
:01:41. > :01:43.parent. You make mistakes, but I just felt like I was being
:01:44. > :01:47.completely judged, and the lady I stayed with, we didn't really get on
:01:48. > :01:51.with too well, and she made a point of recording everything I dhd wrong
:01:52. > :01:55.in front of me, which put md in a position where I didn't feel that I
:01:56. > :02:00.was a very good mum, but I had something to prove. How she felt
:02:01. > :02:04.back then makes up a big part of a new report by Oxford University
:02:05. > :02:07.Researchers say young parents like Becci only have a 50% chancd of
:02:08. > :02:14.staying with their children once they come out of care. The report
:02:15. > :02:18.was done by the Fostering and Education team at this univdrsity
:02:19. > :02:26.building. They spent four months analysing dozens of studies in the
:02:27. > :02:28.UK, US and Canada. Many of them feel very stigmatised. They feel very
:02:29. > :02:34.nervous about everything thdy do with their child as being jtdged, as
:02:35. > :02:38.being watched. It is thought there are about 5000 people in thd UK who
:02:39. > :02:40.need to be on a parent`child foster placement. Oxfordshire and
:02:41. > :02:43.Buckinghamshire County Council admit these placements are more dhfficult
:02:44. > :02:50.to secure, but have ongoing campaigns. Foster carers who work
:02:51. > :02:55.for services like this one hn Wendover say it is important they
:02:56. > :02:59.closely monitor parents. Thd final responsibility rests with the
:03:00. > :03:02.parent. The final responsibhlity rests with them on how much of that
:03:03. > :03:09.support, that encouragement, they take on. This couple have a
:03:10. > :03:13.four`month`old daughter, and don't want to be identified. With a
:03:14. > :03:18.history of drug abuse, they have just finished their parent`child
:03:19. > :03:22.foster placements. It did fdel a bit strange, obviously. Everythhng we
:03:23. > :03:25.said and did was being written down. It's given us our opportunity to
:03:26. > :03:30.show the social services te`m we do know what we are doing as a parent,
:03:31. > :03:34.and now they are backing up in the future. If we do have more children,
:03:35. > :03:38.they won't get involved agahn. It is hoped more families like thhs will
:03:39. > :03:44.be able to stay together in the future.
:03:45. > :03:46.A man from Oxford is among four people arrested by counter terrorism
:03:47. > :03:50.officers on suspicion of terror offences linked to Syria. Hd's being
:03:51. > :03:54.questioned in Manchester, where police have been searching several
:03:55. > :03:58.properties. The 29`year`old, from Cowley, is accused of preparing or
:03:59. > :04:00.instigating acts of terrorism. Manchester's Chief Constabld says

:04:52. > :04:54.25 years after the redevelopment of Oxford's Westgate Centre was first
:04:55. > :04:59.suggested, a decision will be made tonight as to whether the l`test
:05:00. > :05:02.plans can go ahead. The project to redevelop the 1970s shopping centre
:05:03. > :05:08.would cost ?400 million, and be complete by 2017. The City Council
:05:09. > :05:12.hopes the new centre would then bring in more than ?200 million a
:05:13. > :05:21.year. Victoria Cook is in Oxford for us now. Why has this project been so
:05:22. > :05:27.long in the planning? There have been various reasons. This shopping
:05:28. > :05:31.centre was built 41 years ago, and after the last few decades, they
:05:32. > :05:35.have been a number of attempts to get planning permission to have
:05:36. > :05:40.expanded. One of those attelpts when all the way to the Secretarx of
:05:41. > :05:45.State, but it was overturned, and then in 2006, it was looking likely
:05:46. > :05:49.again. It was approved locally, but then the recession hit and the
:05:50. > :05:53.project collapsed again. It is now eight years later, and here we are
:05:54. > :05:58.again discussing similar pl`ns. The John Lewis part of the development
:05:59. > :06:04.has been moved, so everyone is here again to discuss it and get planning
:06:05. > :06:09.permission. What is planned? There are various things planned. It is a
:06:10. > :06:14.transformation. They will bd double the number of shops, rooftop
:06:15. > :06:19.gardens, and from this artist's impression, it will look different
:06:20. > :06:22.to how it looks now. There lay be a brain you John Lewis departlent
:06:23. > :06:28.store built, and potentiallx a 4`screen cinema. Is a big project.
:06:29. > :06:34.Why do we need this developlent The main development argument is that
:06:35. > :06:39.over the years, Oxford has become a less attractive place to become
:06:40. > :06:42.shopping. It has lost out to local towns like Milton Keynes and
:06:43. > :06:46.Swindon. Studies have shown that if this centre does go ahead, ht is
:06:47. > :06:51.estimated ?200 million of trade could come back to the city centre.
:06:52. > :06:54.That is great news here for Oxford, but not such great news for local
:06:55. > :06:59.towns like Milton Keynes and Swindon. Either way, we will hear
:07:00. > :07:03.the discussion and decision in a couple of hours time.
:07:04. > :07:06.The former Gloucestershire coroner who stole almost ?2 million from
:07:07. > :07:09.clients at his solicitors' practice has been struck off. Alan Crickmore
:07:10. > :07:12.was jailed for eight years. Today, the Solicitors Disciplinary Tribunal
:07:13. > :07:16.ordered him to be struck from the roll and pay over ?60,000 in legal
:07:17. > :07:19.costs. Many people he stole from are getting their money back.
:07:20. > :07:22.Most people who don't get their money back through other forms, such
:07:23. > :07:25.as insurance, can make clails to the compensation fund, and we h`ve
:07:26. > :07:30.already made a number of paxments and expect to make more. If anybody
:07:31. > :07:36.does have a claim against Mr Crickmore's firm, then please let us
:07:37. > :07:39.know. 5000 new homes need to be btilt
:07:40. > :07:43.across Oxfordshire every ye`r for the next 17 years. A new assessment
:07:44. > :07:46.has set out housing needs for each district to meet increases hn
:07:47. > :07:49.population. But councils sax they're struggling to find enough l`nd.
:07:50. > :07:51.Sinead Carroll has been going through the report.
:07:52. > :07:53.The report's been written bx consultants ` offering councils
:07:54. > :07:57.guidance, rather than targets. For example, in the Cherwell District,
:07:58. > :08:03.the report says 1140 homes need to be built every year until 2031. Some
:08:04. > :08:07.think that is unrealistic. Our piece of work now is to say to
:08:08. > :08:12.temper this report, with an assessment of delivery. How many
:08:13. > :08:16.houses can we actually provhde in the Channel Island district over the
:08:17. > :08:21.next 20 years or so? Realistically, it's not going to be that m`ny, is
:08:22. > :08:24.it? Oxford City needs 1400 new homes
:08:25. > :08:28.each year for the next 17, `ccording to this report. The leader of the
:08:29. > :08:33.City Council thinks that buhlding on green belt might help.
:08:34. > :08:36.What we're looking at here `re planned groups of new communities,
:08:37. > :08:40.not a sporadic building of dxtra houses just for the sake of it. We
:08:41. > :08:43.are building a new communitx to the south, and potentially also
:08:44. > :08:46.expanding into the north, which would allow for significant numbers
:08:47. > :08:51.of extra houses that are easily accessible to the city by bts or
:08:52. > :08:55.bike. The report's figures includd agreed
:08:56. > :08:59.developments ` so the 900 homes at Barton Park, or the 700 on the old
:09:00. > :09:02.RAF base at Upper Heyford, or this ` the Great Western Park development
:09:03. > :09:07.in Didcot, where affordable houses have been built.
:09:08. > :09:10.Look at the amount required to pay for rent, and compare that with
:09:11. > :09:14.shared ownership. It actually becomes a viable option for people
:09:15. > :09:17.who may not have considered it in the past. We're getting people to
:09:18. > :09:21.think about whether this max be a more sensible way to get on the
:09:22. > :09:24.property ladder, and give them long`term security of tenurd in a
:09:25. > :09:28.way they may not if they ard moving in and around the private sdctor.
:09:29. > :09:30.Clearly, new houses are needed. The rising birth rate, ageing
:09:31. > :09:34.population, new jobs, and sdcond homes all put pressure on
:09:35. > :09:38.Oxfordshire's housing market. The county's population is set to rise
:09:39. > :09:42.to around 700,000 by 2031` that s around 50,000 more than tod`y.
:09:43. > :09:46.Oxfordshire's district councils are now working together to see how
:09:47. > :09:51.where, and when they might build these new homes.
