:00:37. > :00:40.Good evening. Teenage mums hn the care system are being let down by

:00:41. > :00:43.local authorities, according to a new report from Oxford Univdrsity.

:00:44. > :00:46.The report says that about half become separated from their children

:00:47. > :00:49.after they leave foster card and its authors blame a stigma around

:00:50. > :00:52.teenage births. But social workers and foster carers say their priority

:00:53. > :01:07.has to be protecting childrdn. Adina Campbell reports. Teenage mtms in

:01:08. > :01:10.the care system are being ldt down by local authorities, according to a

:01:11. > :01:13.new report from Oxford Univdrsity. The report says that about half

:01:14. > :01:16.become separated from their children after they leave foster card and its

:01:17. > :01:19.authors blame a stigma around teenage births. How shi felt back

:01:20. > :01:23.then makes up a big part of a new report by Oxford University.

:01:24. > :01:28.Researchers there say young parents like Becci only have a 50% chance of

:01:29. > :01:33.staying with their children once they come out of care. The report

:01:34. > :01:38.was done by the fostering and education team at this univdrsity

:01:39. > :01:44.building. They spent four months analysing dozens of studies in the

:01:45. > :01:47.UK, US and Canada. Many of them feel very stigmatised. They feel very

:01:48. > :01:53.nervous about everything thdy do with their child is being jtdged, is

:01:54. > :01:57.being watched. It's thought are about 5,000 people in the UK who

:01:58. > :02:02.need to be on a parent/child Foster placement. Oxfordshire and

:02:03. > :02:06.Buckinghamshire County Council admit these placements are more dhfficult

:02:07. > :02:10.to secure but have ongoing campaigns. Foster carers who work

:02:11. > :02:14.for services like this one hn Wendover say it's important they

:02:15. > :02:18.closely monitor parents. Thd final responsibility rests with the

:02:19. > :02:24.parent. The final responsibhlity rests with them on how much of that

:02:25. > :02:28.support, that encouragement they take on. This couple have a four

:02:29. > :02:35.month old daughter and don't want to be identified. With a history of

:02:36. > :02:41.drug abuse, they have just finished their parent/child foster placement.

:02:42. > :02:47.It felt strange. Everything we said and did was written down. It gave us

:02:48. > :02:52.the opportunity to show the social services team we know what to do in

:02:53. > :02:56.the parent. They are backing off. If we do have more children thdy won't

:02:57. > :03:11.get involved. It's hoped more families like this will be `ble to

:03:12. > :03:13.stay together in the future. A man from Oxford is among four pdople

:03:14. > :03:16.arrested by counter`terrorism officers on suspicion of terror

:03:17. > :03:19.offences linked to Syria. Hd's being questioned in Manchester whdre

:03:20. > :03:22.police have been searching several properties. The 29 year old, from

:03:23. > :03:24.Cowley, is accused of preparing or instigating acts of terrorism.

:03:25. > :03:27.Manchester's Chief Constabld says there's concern that Britons

:03:28. > :03:31.returning from Syria pose a threat in the UK. A man has pleaded guilty

:03:32. > :03:34.to a health and safety offence after another man died falling through a

:03:35. > :03:37.barn roof in Oxfordshire. It happened at Great Park Farm Cottages

:03:38. > :03:39.in Besselsleigh near Cumnor in October 2012 where 46`year`old Dean

:03:40. > :03:43.Henderson`Smith had been working. John Binning admitted failing to

:03:44. > :03:47.ensure the safety and welfare of the former army veteran. He'll be

:03:48. > :03:50.sentenced at Oxford Crown Court tomorrow. The Swindon footb`ller

:03:51. > :03:53.Nile Ranger has denied a ch`rge of drink`driving. The striker was

:03:54. > :03:56.cleared of rape last week, but today appeared at Newport Magistr`tes

:03:57. > :04:00.Court in Wales. He was arrested at 7.00am in the morning at a service

:04:01. > :04:18.station on the M4 in February. His trial will take place in Max. 2

:04:19. > :04:21.years after it was first talked about, the redevelopment of Oxford's

:04:22. > :04:24.Westgate Centre has been approved by councillors tonight. The latest

:04:25. > :04:27.plans will cost ?400 million to turn into reality. Building work should

:04:28. > :04:30.start next year with the centre being ready to open in 2017.

:04:31. > :04:33.Victoria Cook was at tonight's meeting. What was said tonight? It

:04:34. > :04:37.was eight to one. Councillors said the Westgate Centre developlent is a

:04:38. > :04:40.an embarrassment for Oxford city centre. We could benefit from

:04:41. > :04:43.something more modern. Much more new. But although they said this

:04:44. > :04:47.there was an acknowledgment around the table that any developmdnt in

:04:48. > :04:51.Oxford might damage the herhtage, the famous skyline. Theyed said that

:04:52. > :04:56.needs to be balanced up in lind with all the postives of the devdlopment

:04:57. > :05:00.one is the fact that if it goes ahead. There are a few more steps to

:05:01. > :05:05.go, it could bring in ?200 lillion worth of trade to Oxford city. Given

:05:06. > :05:08.that the Crown estate and L`nd Securities between them havd a huge

:05:09. > :05:12.experience of doing these khnd of centres. We are looking at premium

:05:13. > :05:16.quality developers. I think what we will see coming out of this will be

:05:17. > :05:21.some very, very interesting designs. Don't forget, not just shops, also

:05:22. > :05:26.public spaces, cinemas, restaurants, rooftop restaurants and a nhce

:05:27. > :05:29.attractive environment. Although this is good news in favour of the

:05:30. > :05:34.development those in Oxford city centre it might not come as great

:05:35. > :05:37.news for our neighbouring towns like Milton Keynes and Swindon. Hf this

:05:38. > :05:46.does go`ahead it might mean shoppers come here to Oxford rather than

:05:47. > :05:49.Milton Keynes or Swindon. Ddvelopers say said it's the first step in a

:05:50. > :05:53.long process. We have outline consent tonight. We need to work on

:05:54. > :05:58.the detail now. We have four world`class architects appohnted to

:05:59. > :06:01.design individual buildings and a landscape architect to look at the

:06:02. > :06:05.land space in between to crdate something quite special for Oxford.

:06:06. > :06:09.This is the fourth attempt `t trying to get planning permission to expand

:06:10. > :06:14.the shopping centre. It has been given permission this evening. It

:06:15. > :06:17.isn't the end. It will go to the Secretary of State for final

:06:18. > :06:28.approval. He has 21 dabgs to make his decision. Football. Thrde points

:06:29. > :06:36.for the MK Dons tonight aftdr they won their match away at Notts

:06:37. > :06:39.County. The final score, 2`0. Both goals coming from Ali.Swindon were

:06:40. > :06:43.also away at Wolverhampton, but lost their match 3`1. In League Two,

:06:44. > :06:46.Oxford drew 1`1 with Cheltenham in their home game at the Kass`m

:06:47. > :06:50.Stadium. They now have won hn five matches. That's it from us for now.

:06:51. > :06:52.Sarah Farmer is coming up whth the weather forecast. South Tod`y is

:06:53. > :06:52.back in BBC Breakfast tomorrow morning. Goodnight.

:06:53. > :06:54.matches. That's it from us for now. Sarah Farmer is coming Good evening

:06:55. > :06:57.to you. We may have clear skies for the time being, there is thd risk of

:06:58. > :07:00.an early frost in some spots. The cloud will spill back in as we head

:07:01. > :07:05.through the early hours bringing with it the potential for some mist

:07:06. > :07:09.and murk as well. Over night temperatures down to three or four

:07:10. > :07:13.degrees. A bit of grey and chilly start to the day tomorrow. @n

:07:14. > :07:20.improving picture. The mist and murk will lift away and the cloud will

:07:21. > :07:24.begin to pale back as well `llowing for sunny skies in the afternoon.

:07:25. > :07:28.Temperatures 13`14 degrees. Thursday, another day with ` foggy

:07:29. > :07:31.start but an improving picttre to sunny spells later. Now a look at

:07:32. > :07:35.the national weather Thursday. It will brighten up as the

:07:36. > :07:41.day goes on. Here is the UK forecast.

:07:42. > :07:45.Plenty of dry weather over the next few days, especially across southern

:07:46. > :07:52.areas. That is courtesy of high-pressure, keeping the weather

:07:53. > :07:57.fronts at bay to the north-west It was cold and grey across southern

:07:58. > :08:07.areas today. Further north, lots of bustling sunshine after a cold

:08:08. > :08:12.start. The same glens of Scotland are already in Frost, you can see by

:08:13. > :08:16.the tinge of blue across Scotland, Northern Ireland and parts of

:08:17. > :08:22.northern England. In towns and cities, not for of freezing. In
