:00:13. > :00:14.centre. Plans to redevelop the Westgate Centre are approved,

:00:15. > :00:26.meaning new shops and rooftop restaurants. It's going to bring

:00:27. > :00:30.growth to the area. It's not easy to get into Oxford.

:00:31. > :00:34.Also tonight: The farmer sentenced over the death of a worker on his

:00:35. > :00:37.land. John Binning, on the left admitted failing to have addquate

:00:38. > :00:43.safety measures in place. And later on: the piece of `rt which

:00:44. > :00:57.is actually a car park. Good evening. Oxford's Westgate

:00:58. > :01:02.Centre IS to be redeveloped, with building work planned to st`rt next

:01:03. > :01:05.year. Councillors voted in favour of plans for the ?500 million

:01:06. > :01:10.development last night. The new shopping centre will be thrde times

:01:11. > :01:13.its current size. It's hoped it will attract more people into thd city

:01:14. > :01:16.but that's brought concerns about parking and traffic congesthon.

:01:17. > :01:22.Charlotte Stacey is in Oxford for us now. So, Charlotte, a big change on

:01:23. > :01:26.the cards? Yes. It's been a long wait. 25 years, several planning

:01:27. > :01:28.applications and the recesshon. As plans have constantly stalldd, this

:01:29. > :01:31.part of Oxford's become less attractive for shoppers, losing them

:01:32. > :01:43.to bigger centres like Milton Keynes, Swindon and Reading. But

:01:44. > :01:48.now, that could all change. It's over 40 years old but now the

:01:49. > :01:54.Westgate Centre could get a total make over. This is what the plans

:01:55. > :02:09.look like. But does everyond want a change? They have opened a new H

:02:10. > :02:16.Maybe it's an unnecessary spend It will bring great and employlent to

:02:17. > :02:22.the area. You have to move on. This is where a new Jon Lewis wotld be.

:02:23. > :02:27.This would be a 3`storey retail building. But while there whll be

:02:28. > :02:32.more shops, there will be fdwer parking spaces. There is room for

:02:33. > :02:36.1200 cars at the moment and that could go down to 900. Some people

:02:37. > :02:43.are also worried about traffic congestion. Oxford is a challenging

:02:44. > :02:51.city to developing but we h`ve spent a lot of time understanding what the

:02:52. > :02:56.issues are. It is estimated that Oxford has lost more than ?200

:02:57. > :03:03.million of trade a year. Thhs could be a way of bringing some of that

:03:04. > :03:06.money back. Oxford has been under shops for a long time now and that

:03:07. > :03:12.has been one of the things that has come up from all the servicd. So it

:03:13. > :03:16.is very important for tourism and our own population and for the

:03:17. > :03:20.people of Oxfordshire. Therd are concerns it could take away ?55

:03:21. > :03:25.million a year from other Oxfordshire businesses and there may

:03:26. > :03:29.be knock`on effects for ret`il in neighbouring towns and citids. So,

:03:30. > :03:32.there is still a long way to go The development now moves into ` more

:03:33. > :03:35.detailed design phase, with more in`depth plans for buildings and

:03:36. > :03:38.public spaces being put forward over spring and summer this year. The

:03:39. > :03:41.Secretary of State, Eric Pickles, also has to approve the plans. If

:03:42. > :03:44.everything gets the go`ahead, construction could start as early as

:03:45. > :03:47.the beginning of next year, with the centre opening in 2017.

:03:48. > :03:52.An Oxfordshire farmer has bden fined for breaking health and safdty rules

:03:53. > :03:54.after a man died at his farl. Dean Henderson Smith suffered multiple

:03:55. > :03:59.injuries after falling throtgh the roof of a barn at Great Park farm in

:04:00. > :04:01.Besselsleigh in 2012. His elployer, John Binning, admitted failhng to

:04:02. > :04:06.have proper safety measures in place. Peter Cooke reports.

:04:07. > :04:10.It was Dean Henderson Smith's second`to`last day at work hn

:04:11. > :04:15.October 2012 when he was asked to replace skylights on a roof at Great

:04:16. > :04:19.Park Farm in Besselsleigh. The 46`year`old had previously served in

:04:20. > :04:21.the army for 22 years but hd and a colleague hadn't been wearing

:04:22. > :04:26.helmets or harnesses when hd stepped on a skylight, falling seven metres.

:04:27. > :04:29.He died of multiple injuries in hospital. The owner of the farm

:04:30. > :04:33.John Binning, was initially charged with manslaughter. That charge was

:04:34. > :04:42.dropped but this week, he pleaded guilty to failing to ensure the

:04:43. > :04:46.safety and welfare of his worker. John and his family deeply regret

:04:47. > :04:54.the tragic accident that resulted in the loss of a valued employde. They

:04:55. > :04:57.would like to `` expressed their condolences to Dean's familx and

:04:58. > :05:03.friends. And those closest to him gave their reaction. Dean's partners

:05:04. > :05:11.said the last 16 months had been the worst of her life. She said in one

:05:12. > :05:15.moment, her life was wrecked and would never be the same. Since this

:05:16. > :05:20.tragic death, a number of hdalth and safety improvements have bedn made

:05:21. > :05:29.at the farm near Cumnor. Thd judge ordered John to pay a fine of

:05:30. > :05:33.?67,500, saying the 65`year`old had failed to appreciate responsibility

:05:34. > :05:37.for the health and safety of some of his workers and the death of Dean

:05:38. > :05:40.was a profound tragedy. A former policewoman from B`nbury

:05:41. > :05:44.has been jailed for three and a half years for selling personal details

:05:45. > :05:47.of accident victims. Sugra Hanif got information from the Thames Valley

:05:48. > :05:50.Police computer and with her lover, Raza Khan, planned to sell ht to

:05:51. > :05:54.firms of solicitors to purste compensation claims. The referral

:05:55. > :05:58.fees paid could have netted them ?1 million. Khan was jailed for three

:05:59. > :06:02.years. A former teacher who raised concerns

:06:03. > :06:04.about behaviour at an Oxfordshire public school was not constructively

:06:05. > :06:09.dismissed, an employment trhbunal has ruled. Rachel Ashley cl`imed she

:06:10. > :06:12.was unfairly forced to resign from her post at the Oratory School in

:06:13. > :06:18.Woodcote after she reported extreme bullying and animal cruelty but a

:06:19. > :06:21.judge has dismissed her clahm. People in Oxford are being offered

:06:22. > :06:25.homes as far away as Birmingham because the city council can't find

:06:26. > :06:28.accommodation for them in Oxford. The people are homeless, thd housing

:06:29. > :06:33.is expensive and Oxford Citx Council says it has no option. Sine`d

:06:34. > :06:37.Carroll joins me in the studio now. Who is affected by this? Holeless

:06:38. > :06:41.people on housing benefit. Oxford City Council Council has a duty of

:06:42. > :06:44.care to house them but, as we know, rents are high in Oxford and some

:06:45. > :06:47.landlords are refusing to ldt properties to tenants on benefits,

:06:48. > :06:55.so they're being offered hotsing elsewhere. What has the reaction

:06:56. > :07:01.been from the tenants? Well, only five households have taken tp the

:07:02. > :07:06.offer. Today, I met Elysha `nd her two young daughters, who live in

:07:07. > :07:12.temporary accommodation. Thd council have found her a house but ht's in

:07:13. > :07:16.Birmingham. I would rather be homeless on the streets than live in

:07:17. > :07:21.Birmingham because I would be homeless in Birmingham apart from

:07:22. > :07:26.having a roof over my head. I will have no friends and family. How many

:07:27. > :07:29.people are affected? The cotncil wouldn't tell us but solicitor John

:07:30. > :07:36.McNulty has seen eight people in similar predicaments since December.

:07:37. > :07:43.It's a very difficult situation for them because the consequencds are

:07:44. > :07:47.refusing the offer of accomlodation and the person will become homeless.

:07:48. > :07:50.Is it just Oxford City Council that is doing this? No. In the London

:07:51. > :07:54.borough of Hackney, housing was such a problem that they offered tenants

:07:55. > :07:58.a ?500 incentive to leave the district. That's not on the cards

:07:59. > :08:02.here. The city council regularly houses people in towns like Abingdon

:08:03. > :08:10.or Kidlington but moving thdm out of the county is something manx people

:08:11. > :08:13.are unhappy about. After six months of chipping away,

:08:14. > :08:17.two carpenters from Oxfordshire finally saw their hard work pay off

:08:18. > :08:21.as new lock gates were moved into place at Grafton on the Rivdr

:08:22. > :08:24.Thames. Richard Wicks and Mhchael Yearwood have been crafting the 2.5

:08:25. > :08:29.tonne wooden structures since last summer. Jeremy Stern reports.

:08:30. > :08:33.It's taken hundreds of hours to turn huge chunks of shapeless wood into

:08:34. > :08:39.the two lock gates put in place today. Concentration was kex at

:08:40. > :08:42.Grafton Lock near Faringdon. The two carpenters who crafted the gates in

:08:43. > :08:52.Oxford said the job required patience, care and an indoor crane.

:08:53. > :08:56.It is all handbuilt and heavy work, so you have to have the right

:08:57. > :09:00.lifting equipment and tools to do the job. The timber is very dense

:09:01. > :09:04.and hard. There was just enough time for some last minute perfecting but

:09:05. > :09:08.the carpenters are convinced their gates can withstand water pressure,

:09:09. > :09:14.knocks from boats and any wdather. The old gates lasted nearly 40

:09:15. > :09:22.years. The new ones were moved in with the hope they can survhve even

:09:23. > :09:25.longer. When you see the months you have put into it, and it coles

:09:26. > :09:36.together at the end, it's ddfinitely good. Some spectators may h`ve been

:09:37. > :09:39.wondering when everything's going to get back to normal. The Envhronment

:09:40. > :09:44.Agency says the new gates whll be opened and closed before Easter

:11:19. > :11:21.Worthing Borough Councillor has resigned in protest and askdd the

:11:22. > :11:24.police to investigate the h`ndling of the termination of a contract

:11:25. > :11:28.between the council and car park firm NCP. It's believed the council

:11:29. > :11:31.has paid hundreds of thousands of pounds compensation to the car park

:11:32. > :11:35.provider but the two sides have signed an agreement keeping details

:11:36. > :11:47.of the settlement confidenthal. Sean Killick reports. For the past ten

:11:48. > :11:54.years, NCP has run council car parks. In 2009, a pilot schdme was

:11:55. > :11:59.agreed to reduce parking ch`rges with the Council underwriting NCP's

:12:00. > :12:03.last `` lost income. Now it is not being renewed and there is ` battle

:12:04. > :12:10.over how much compensation NCP is due for its losses during the pilot

:12:11. > :12:14.scheme. NCP sued the Council for ?1 million that is before a High Court

:12:15. > :12:17.hearing, the two sides reached an out`of`court settlement belheved to

:12:18. > :12:24.be for around ?700,000 but neither party would confirm that sul. They

:12:25. > :12:26.issued a joint statement saxing that it was an amicable settlement and

:12:27. > :12:33.that both sides agreed it would remain confidential. That ottraged

:12:34. > :12:39.Council cabinet member, Tom, who has resigned from the council in

:12:40. > :12:45.protest. I always said I wotld not accept a gagging order on this. Why

:12:46. > :12:55.is the money going to NCP? Ht should be in the public domain. I resigned.

:12:56. > :13:01.Today, there was mixed reaction I guess the compensation should be

:13:02. > :13:06.paid but as a taxpayer, it hs not very good. I agree with him making a

:13:07. > :13:12.stand on principle and resigning. Worthing council should tell us why

:13:13. > :13:14.they have put that amount of money. In a statement, the force told South

:13:15. > :13:33.today: Meanwhile, from April one, charges

:13:34. > :13:37.in the multistorey car parks involved would drop from ?1 70 an

:13:38. > :13:41.hour to ?1 an hour. From a parking row in Sussex to a
