:00:09. > :00:11.That's all from us. Don't forget a Good evening. It's been agrded that
:00:12. > :00:14.a new multi`million pound flood defence system should be buhlt
:00:15. > :00:16.around west Oxford. Representatives from groups like the Environment
:00:17. > :00:22.Agency, Network Rail, and Thames Water have met today to discuss the
:00:23. > :00:26.idea. But there are concerns about how the project will be paid for.
:00:27. > :00:30.Adina Campbell reports. It's been a problem for years, and
:00:31. > :00:34.up until a few weeks ago, flooding was affecting many homes and
:00:35. > :00:38.businesses across Oxfordshire. But could there soon be a long`term
:00:39. > :00:41.solution? According to todax's flooding summit, there is, with
:00:42. > :00:47.backing for a new flood relhef channel, also known as the Western
:00:48. > :00:51.Conveyance. The four`mile channel would carry water around thd west of
:00:52. > :00:54.Oxford. The idea is to relidve pressure from the River Thales,
:00:55. > :01:00.making better use of flood plains south of the city. It is hoped this
:01:01. > :01:07.would improve the flow of w`ter protecting more homes and btsinesses
:01:08. > :01:11.as well as transport links. We want to control the water and get it away
:01:12. > :01:15.from the road, and control ht going past Abingdon Road and the railway
:01:16. > :01:19.line, and then release it. H think there is a desire to ensure that
:01:20. > :01:24.what we build we build as qtickly as we possibly can. Not to linger on
:01:25. > :01:28.this, but to move forward as quickly as possible. But the project would
:01:29. > :01:35.be expensive, costing about ?12 million. It's not yet clear who
:01:36. > :01:38.would pay for that, and there are also concerns about areas lhke
:01:39. > :01:43.Abingdon being more at risk of flooding if the flow of watdr
:01:44. > :01:50.changes. More details about the Western Conveyance channel `re
:01:51. > :01:54.expected in the next few wedks. A man arrested in the Netherlands
:01:55. > :01:56.has been charged with the mtrder of two teenagers in Milton Keynes.
:01:57. > :01:59.19`year`old Mohamed Farah and 18`year`old Amin Ismail werd shot in
:02:00. > :02:05.an alleyway on the Fisherme`d estate in May 2011. Brahim Hajji appeared
:02:06. > :02:11.in court this morning and w`s remanded in custody. Two men have
:02:12. > :02:14.already been jailed for the murders. An Oxfordshire village could double
:02:15. > :02:18.in size in the next five ye`rs if new housing plans go ahead. 600
:02:19. > :02:21.homes could be added to Shrhvenham, which is just outside Swindon.
:02:22. > :02:24.People living there are worried the expansion will be too great for the
:02:25. > :02:28.existing facilities. Charlotte Stacey has more.
:02:29. > :02:31.Eddie has been a landlord hdre at the Prince of Wales pub in
:02:32. > :02:34.Shrivenham for three years. Even though more homes might mean more
:02:35. > :02:39.customers for him, he is ag`inst a big expansion. I think it whll spoil
:02:40. > :02:43.what we have, and that's thd thing. Everybody knows everybody. Xou can
:02:44. > :02:47.walk up this high street and everyone will stop and say hello to
:02:48. > :02:51.you, and if you want to stop and chat, you can do that. But to double
:02:52. > :02:54.in size will lose that uniqte feeling. Many locals are concerned
:02:55. > :02:57.about the effects more housds could have on services and amenithes,
:02:58. > :03:00.which they say are already struggling. There is not thd
:03:01. > :03:04.infrastructure in place to support that amount of growth. At the
:03:05. > :03:07.moment, you struggle to park on the high street in the mornings, and
:03:08. > :03:11.that is a good thing for business, but it will reach a breaking point.
:03:12. > :03:15.It's a great community spirht here, and I feel if the village w`s
:03:16. > :03:21.expanded too much, we would lose all that. Two large areas of land are
:03:22. > :03:24.earmarked for development. Here on the south edge of the village, they
:03:25. > :03:30.are proposing building 200 new homes, and here to the north, they
:03:31. > :03:33.are planning 400. Shrivenhal accepts that it will need to expand. Our
:03:34. > :03:37.concern is the level of exp`nsion that is planned for Shrivenham. If
:03:38. > :03:41.the vale would look at thesd other villages and redistribute the growth
:03:42. > :03:45.a little more evenly, it wotld be much fairer. The South Oxfordshire
:03:46. > :03:48.and Vale of White Horse district councils say they recognise the
:03:49. > :03:52.concerns of people living hdre in Shrivenham, but say there is an
:03:53. > :03:56.urgent need to get new houshng plans in place, and difficult dechsions
:03:57. > :04:00.will have to be made. Howevdr, they say they are looking forward to a
:04:01. > :04:06.public meeting here next wedk, and will continue to assess othdr
:04:07. > :04:10.options. A mathematical error has sp`rked a
:04:11. > :04:14.new row over rent rises in Oxford's Covered Market. Traders say it's
:04:15. > :04:18.unfair of the City Council to try to raise their rents by 20%. The
:04:19. > :04:22.increase is nearly three tiles higher than that recently sdt by an
:04:23. > :04:25.independent arbitrator. Heldn Catt takes up the story.
:04:26. > :04:30.Butchers, bakers and...well, candle sellers, are among the shops filling
:04:31. > :04:34.Oxford's Covered Market. For the last two years, they have bden at
:04:35. > :04:38.odds with the City Council over how much more they should be paxing to
:04:39. > :04:43.be there. Last year, it was hoped an independent arbitrator would settle
:04:44. > :04:46.the question for good. Five shops here went to arbitration. The
:04:47. > :04:50.results were rent rises of between 3% and 12%. But the council has now
:04:51. > :04:53.written to other shops saying it wants much more than that. The
:04:54. > :04:57.traders' view is very clear. If we've got to have an increase, at
:04:58. > :05:01.least give us the same incrdase that the others have been given by going
:05:02. > :05:09.to arbitration. Let's stop this now, and let us get on with tradhng
:05:10. > :05:12.without this cloud hanging over us. The council says it's not that
:05:13. > :05:16.black`and`white. We went to the arbitrator on these five unhts in
:05:17. > :05:20.expectation we would be abld to use that as a model for the othdr
:05:21. > :05:24.offers. As it happened, the arbitration award that was lade
:05:25. > :05:29.contained an error, so it is not a good basis for making offers to our
:05:30. > :05:34.other tenants in the market. The BBC has not been able to contact the
:05:35. > :05:37.arbitrator or see his report. The City Council says if the lower rate
:05:38. > :05:42.was applied across the markdt, it would lose out on ?500,000 over five
:05:43. > :05:46.years. But traders say they can t afford a bigger increase. If the two
:05:47. > :05:51.sides can't agree, the only choice will be for them too to go to

:06:48. > :06:49.Alexis is coming up with thd weekend weather foreacast. That's it from us
:06:50. > :06:54.for tonight. Goodnight. Good evening. It will certahnly be a
:06:55. > :06:57.chilly night to come. Colder than recent nights. Temperatures falling
:06:58. > :07:01.to two or three Celsius. Thd risk of a few showers as well. That may give
:07:02. > :07:04.the risk of ice on untreated surfaces when temperatures hover
:07:05. > :07:08.just above freezing. We could have a few clear spells with a touch of
:07:09. > :07:12.frost first thing. There max be wintry showers in the mix. @ bit of
:07:13. > :07:15.sleet over higher ground. H`il as well. Showers rolling in from the
