:00:47. > :00:50.Good evening. Care homes in Oxfordshire are criticising the

:00:51. > :00:54.council for failing to cover the rising cost of elderly care. The

:00:55. > :00:58.County Council has increased its target rate for residents who do not

:00:59. > :01:02.need nursing care by ?6 a week, but some care homes say it is still not

:01:03. > :01:07.enough. Helen Catt is here with more details.

:01:08. > :01:10.These are the amounts that the council aims to pay for care home

:01:11. > :01:14.placements for round two`thirds of the people it places. This year it

:01:15. > :01:18.was set at ?458 a week for residential care only, nursing care

:01:19. > :01:24.they will pay more than that. That is about ?30 a week more than is

:01:25. > :01:27.paid in Swindon. Buckinghamshire told us it doesn't have target

:01:28. > :01:30.rates. What is the problem?

:01:31. > :01:34.Some care homes in Oxfordshire say that it doesn't cover the cost of

:01:35. > :01:37.actually providing the care. I have spoken to some homes who say that

:01:38. > :01:40.some residents' fees are being topped up by family, charities, or

:01:41. > :01:46.being subsidised by privately paying residents. There are claims that

:01:47. > :01:48.this could have consequences. One of the impacts on residents and

:01:49. > :01:53.families is that they cannot necessarily get the provision of a

:01:54. > :01:58.home close to where they live. You might find a husband and wife that

:01:59. > :02:04.have been separated. One 85`year`old trying to visit another 85`year`old

:02:05. > :02:09.by bus can take some hours. What has the council said?

:02:10. > :02:14.This is a target. In reality, it usually pays more. If you look at

:02:15. > :02:19.what it pays for all care home placements it comes out in the top

:02:20. > :02:22.ten highest payers nationally. I think the most important thing is to

:02:23. > :02:26.ensure that people's care needs are being met. The evidence that we have

:02:27. > :02:30.suggests that this is the case. A survey of council`funded care home

:02:31. > :02:33.places found that over 90% of people are satisfied with the standard of

:02:34. > :02:36.care they are receiving and 89% of care homes in Oxfordshire are Care

:02:37. > :02:40.Quality Commission compliant across the board. So we are receiving good

:02:41. > :02:43.standards of care for the amount we are paying. The council asked care

:02:44. > :02:46.homes to show them their costs last year, but only two responded. But

:02:47. > :02:49.the Care Home Association says it has been discussing this issue with

:02:50. > :02:53.the council for years. Thank you.

:02:54. > :02:56.A project in the Thames Valley to help look for people with dementia

:02:57. > :02:59.when they go missing will end next month if more funding cannot be

:03:00. > :03:03.found. The Neighbourhood Return scheme is staffed by volunteers and

:03:04. > :03:06.has been running for 18 months. But the money they received from the Big

:03:07. > :03:10.Lottery Fund ran out in October last year. The charity is now facing

:03:11. > :03:14.closure, but Age UK Oxfordshire says it is exploring other funding

:03:15. > :03:18.options for the county. An inquest has opened into the death

:03:19. > :03:21.of a twelve`year`old cyclist who was hit by a car in Southmoor at the

:03:22. > :03:24.weekend. The collision happened on Charney Road, close to the A420

:03:25. > :03:27.junction, on Saturday afternoon. Mateusz Kucinski, from Southmoor,

:03:28. > :03:32.was taken to the John Radcliffe Hospital where he was pronounced

:03:33. > :03:35.dead. A family from Milton Keynes are

:03:36. > :03:39.taking legal action after their father was left with a broken neck

:03:40. > :03:43.after they say he was thrown from a stair lift. It is feared he has only

:03:44. > :03:48.got days to live, suffering complications after the accident in

:03:49. > :03:51.December. Emma Baugh reports. 93`year`old Leslie Taylor, now back

:03:52. > :03:56.home from hospital. His family wanted to care for him here. You

:03:57. > :04:03.know who I am, I am the noisy one. I am the bane of your life. Since

:04:04. > :04:06.September, he has been having around the clock care having been found at

:04:07. > :04:10.home having fallen from his stairlift. Since then he has had

:04:11. > :04:15.pneumonia and other illnesses in hospital, leaving him a shadow of

:04:16. > :04:24.the man that he once was. He was very independent before this. He

:04:25. > :04:28.lived by himself. We had taken him to Bournemouth a couple of weeks

:04:29. > :04:35.before for a weekend and he had got a mobility scooter and he used to

:04:36. > :04:41.sit on that and go different places. But to see what has happened to

:04:42. > :04:47.him, it has taken away everything. The stairlift had been fitted in

:04:48. > :04:53.2012 and the family had been unhappy with that. Several engineers had

:04:54. > :04:58.called. This is a new chair. The family said they all cheer was taken

:04:59. > :05:05.away for testing. On the day that it happened it was found hanging of at

:05:06. > :05:08.the top of the stairs. His bones had been broken by default in the

:05:09. > :05:12.stairs. The company that supplied the

:05:13. > :05:25.chairlift said that safety was their first priority. They said:

:05:26. > :05:33.The last four months have been hard on the family. It had been

:05:34. > :05:39.horrendous. Now the hospital have tried everything they can and they

:05:40. > :05:45.can do no more for him. So we have brought him home. The family said

:05:46. > :05:54.they are doing everything to make him as comfortable as they can.

:05:55. > :05:58.Oxford City Council has apologised after a religious play, which was

:05:59. > :06:01.going to be performed on Cowley Road tomorrow ` on Good Friday, was

:06:02. > :06:04.refused a licence. It says the officer who made the decision had

:06:05. > :06:09.not realised it was a religious event. Tom Turrell reports.

:06:10. > :06:17.The Methodist Church in Oxford should have been the location for a

:06:18. > :06:22.Passion play. The performance is a religious re`enactment of the last

:06:23. > :06:27.few days of Christ's life. It depicts everything from the Last

:06:28. > :06:33.Supper to the resurrection. But just one week before the scenes were to

:06:34. > :06:38.be recreated in Oxford, organisers were told that a licence was needed

:06:39. > :06:42.or they would be breaking the law. But the application was rejected and

:11:56. > :11:58.the planet, Hugh has settled near Wimborne, where he's fallen in love

:12:04. > :12:08.it. The source of the river Allen, near the village of Monkton up

:12:09. > :12:12.Wimborne. It flows for just 13 miles and one man has come to know every
