:00:51. > :00:56.than in Swindon. Buckinghamshire does not have target rates. What is
:00:57. > :01:02.the problem? Some homes say it does not cover the cost of care. They
:01:03. > :01:06.said some thieves are being topped up by families, charities or being
:01:07. > :01:12.subsidised by privately paying residents. There are claims it could
:01:13. > :01:16.have consequences. One of the impacts would be that they cannot
:01:17. > :01:24.get a provision of a home close to where they live so you might find a
:01:25. > :01:27.husband and wife separated with one 85`year`old trying to visit another
:01:28. > :01:34.going by bus, it could take some hours. What has the council said?
:01:35. > :01:42.Firstly, this is a target. In reality, it usually pays more. It
:01:43. > :01:48.comes out in the top ten highest payers nationally overall. The most
:01:49. > :01:53.important thing is to make sure that people's care needs are being met.
:01:54. > :01:59.Over 90% of people are satisfied with the standard of care and 89% of
:02:00. > :02:04.care homes are compliant with the Care Quality Commission across the
:02:05. > :02:09.board. The council asked the homes to show them their costs last year
:02:10. > :02:12.and only two responded. The association says it has been

:03:28. > :03:30.stairlift. Since then, he's had pneumonia and caught C. Difficile in
:03:31. > :03:39.hospital, leaving him a shadow of the man he was. Dad was a very
:03:40. > :03:44.independent man prior to this. He lived on his own. We took him to
:03:45. > :03:50.Bournemouth a couple of weeks before for the weekend. He got a mobility
:03:51. > :03:54.scooter. He used to sit on that and we would go different places on
:03:55. > :03:58.that. To see what has happened to him, it has taken away everything
:03:59. > :04:01.from him. The stairlift had been fitted in 2012. The family had been
:04:02. > :04:08.unhappy with it. There had been several visits by engineers to check
:04:09. > :04:13.it. This is a new chair. The family say the old one was taken away for
:04:14. > :04:16.testing. They say on the day it happened it was found hanging off
:04:17. > :04:20.near the top of the stairs. Her father had fallen down here were
:04:21. > :04:23.some of his bones had been broken. Handicare, the company which
:04:24. > :04:26.supplied it, said the safety of the people who use their products is
:04:27. > :04:29.their first priority. In a statement, they said, we are
:04:30. > :04:33.actively working to establish how this very distressing incident
:04:34. > :04:36.occurred. A copy of our initial report has been provided to Milton
:04:37. > :04:43.Keynes Borough Council and has been shared with the family. The family
:04:44. > :04:50.say they are doing everything to make him as comfortable as they can.

:05:26. > :05:28.would have been recreated on Oxford's streets, organisers were
:05:29. > :05:33.told by the city council a licence was needed or they'd be breaking the
:05:34. > :05:44.law. But their application was rejected and the show called off.

:05:51. > :05:55.disgruntlement and a half of those who did work. I feel particularly
:05:56. > :05:58.sorry for those who had to learn a lot of lines. A week on and it's
:05:59. > :06:02.confession time for the council's licensing team. They've admitted
:06:03. > :06:05.they had no idea what a Passion Play is and rumour has it they may have
:06:06. > :06:09.been worried it amounted to something a little less holy. In a
:06:10. > :06:12.statement, the licensing team leader said... I would like to apologise
:06:13. > :06:15.for a wrong decision that I made late on Friday afternoon in relation
:06:16. > :06:18.to the planned Passion Play on Cowley Road. At the time of
:06:19. > :06:22.processing the application, I did not appreciate that this was a
:06:23. > :06:25.religious event. I made a mistake and by the time I realised my
:06:26. > :06:30.mistake, the organisers had cancelled the event. So, this time,
:06:31. > :06:33.the show won't go on. But in future, perhaps, Oxford City Council will be
