:00:23. > :00:24.series of damning reports about the care of people with learning

:00:25. > :00:28.disabilities in Oxfordshire. Southern Health has been told it has

:00:29. > :00:30.failed to act quickly enough in making improvements after the death

:00:31. > :00:33.of a patient last year. Stu`rt Tinworth has this report.

:00:34. > :00:37.Paul with his wife Jackie. He now lives back at home but still

:00:38. > :00:40.remembers his short stay at Slade House, run by Southern Health.

:00:41. > :00:44.When I got in there and the door shut behind me, it was like a

:00:45. > :00:47.prison, really, in a way. It was quite terrifying, really.

:00:48. > :00:50.Today, the trust has been issued a formal warning after a third care

:00:51. > :00:55.unit it runs has failed an inspection. This time, Evenlode in

:00:56. > :01:00.Littlemore. It works with pdople with learning disabilities who have

:01:01. > :01:03.or are at risk of offending. During a routine check, inspectors

:01:04. > :01:06.found that some of the rooms were not up to standard. It crithcised

:01:07. > :01:11.the temporary toilet facilities and said there was a lack of prhvacy and

:01:12. > :01:14.a lack of dignity for peopld using the service.

:01:15. > :01:19.Last autumn, a damning report into Slade House in Oxford found it to be

:01:20. > :01:24.unsafe. Connor Sparrowhawk drowned in a bath there last July. He had

:01:25. > :01:28.been left unsupervised desphte having epilepsy.

:01:29. > :01:33.They had a duty of care to look after Connor and keep him alive and

:01:34. > :01:39.they did not. You shouldn't have that level of disarray and chaos on

:01:40. > :01:42.your watch, basically. Last month, Piggy Lane, another unit

:01:43. > :01:52.in Bicester, failed its inspection on five areas.

:01:53. > :01:55.We are getting sick of it, hearing these reports all the time on the

:01:56. > :01:59.news, and it should not be happening. It is 2014. It should not

:02:00. > :02:02.be like this now. Southern Health cares for around 5,000 people. They

:02:03. > :02:09.are now waiting to see how the trust will respond.

:02:10. > :02:12.A jury has heard how a Wiltshire police officer Tasered a suspect

:02:13. > :02:17.while the man was standing naked in a cell. PC Lee Birch fired the stun

:02:18. > :02:20.gun two years ago when the lan had undressed for a strip search. He

:02:21. > :02:27.denies it was assault. Stevd Brodie was in court.

:02:28. > :02:30.PC Lee Birch arrived at court to hear the prosecution accuse him of

:02:31. > :02:33.assaulting his prisoner with an electronic stun gun and misconduct

:02:34. > :02:37.in a public place. The jury watched a video which showed Daniel Dove

:02:38. > :02:41.standing in the cell. He was asked to strip. When he had reachdd his

:02:42. > :02:45.boxer shorts, he took them off and flipped them towards PC Birch. The

:02:46. > :02:49.police officer then produced a Taser stun gun which he had been hiding

:02:50. > :02:53.behind his back. He then pohnted at Mr Dove and shot him in the chest.

:02:54. > :02:56.He then collapsed naked onto the floor after being hit by 50,000

:02:57. > :03:01.volts. Daniel Dove had been ejected by staff from the MooMoo nightclub.

:03:02. > :03:04.The jury were told he had got into an altercation during an evdning out

:03:05. > :03:09.with his girlfriend and passing police officers were flagged down

:03:10. > :03:13.and he was arrested. CCTV showed him being brought into the custody suite

:03:14. > :03:16.here at this police station. He stands with his hands handctffed

:03:17. > :03:20.behind his back while he is being interviewed before being taken into

:03:21. > :03:24.the cell, where he is told to strip. He is then shot with the Taser. The

:03:25. > :03:28.prosecutor told the jury th`t both the public and members of the police

:03:29. > :03:33.force are allowed to use re`sonable force to defend themselves. But he

:03:34. > :03:38.said the force used by PC Bhrch was not reasonable and was cert`inly

:03:39. > :03:41.disproportionate. Cross`exalined by Stephen Mooney, Daniel Dove denied

:03:42. > :03:45.he had been violent when first arrested and that he had knded one

:03:46. > :03:51.police officer in the groin. PC Birch pleads not guilty to both

:03:52. > :03:54.charges. Compulsory redundancies at the Honda

:03:55. > :03:58.plant in Swindon are now very likely because not enough people c`me

:03:59. > :04:04.forward voluntarily. 191 people have applied for voluntary redundancy but

:04:05. > :04:07.340 positions need to go. Honda is blaming continuing poor salds in

:04:08. > :04:20.Europe for its decision to close one of its two plants at South Larston.

:04:21. > :04:23.Four people have been injurdd in a crash involving a bus and c`r in

:04:24. > :04:29.Oxfordshire. It happened earlier this evening. We see a man from a

:04:30. > :04:32.car was taken to hospital whth a neck injury. Three people in the bus

:04:33. > :04:36.were also taken in as a precaution. Solar panels could now be used as

:04:37. > :04:39.part of a sound barrier on ` dual carriageway near Swindon after

:04:40. > :04:44.councillors approved the pl`n this evening. It is hoped the eldctricity

:04:45. > :04:47.generated by the panels will pay for the scheme on the A419. Standard

:04:48. > :04:51.noise barriers are already hn place on parts of the road, with the solar

:04:52. > :04:55.panels expected to cost ?1 lillion per mile.

:04:56. > :04:58.Three companies in the Thamds Valley are among the finalists in `

:04:59. > :05:02.competition to find the best small business in the UK. A recent report

:05:03. > :05:05.by the Institute of Public Policy Research suggests four out of every

:05:06. > :05:08.five jobs created since 2010 have been down to the success of small

:05:09. > :05:12.firms. Sinead Carroll reports. In 2008, the British economx blew an

:05:13. > :05:15.almighty fuse. And it seems it's the small, not large, firms that are

:05:16. > :05:19.getting the country working again. This company in Didcot is one of the

:05:20. > :05:24.finalists in the FSB WorldP`y UK Business Awards. It manufactures an

:05:25. > :05:28.eco`device that helps warm the water in the homes of people with solar

:05:29. > :05:32.panels on their roofs and it has created eight new jobs in the last

:05:33. > :05:35.year and a half. Once you start, it seems re`lly hard

:05:36. > :05:39.and you get challenges along the way, but it is amazing how well you

:05:40. > :05:42.can get over those challengds and develop your business over time

:05:43. > :05:47.That confidence can be felt in Burford, too. Here, this fabric

:05:48. > :05:50.company has taken on six additional full`time workers, and they say for

:05:51. > :05:52.those firms nimble enough to find the buyers, then business is

:05:53. > :05:57.booming. About ten, 15% of our onlind

:05:58. > :06:00.business is from Europe. And further afield, Australia, New Zeal`nd, so

:06:01. > :06:08.that is a fascinating part of the business. It is growing and will

:06:09. > :06:11.only continue to grow. And `ccording to the Federation of Small

:06:12. > :06:15.Businesses, it is these kind of companies which are more likely to

:06:16. > :06:18.hand you your next job. These are the typical kind of

:06:19. > :06:22.businesses that will grow, because they are picking subjects and

:06:23. > :06:26.products that are current. They re not looking at old technology, they

:06:27. > :06:28.are looking at new technology. They are looking at ways of making the

:06:29. > :06:34.environment better, which are obviously key factors. Thesd three

:06:35. > :06:41.companies will find out at `n awards ceremony next month if they've won.
