:00:26. > :00:28.of gross misconduct following a double murder inquiry, has resigned

:00:29. > :00:31.from the force. Last year Detective Superintendent Stephen Fulcher was

:00:32. > :00:33.found to have broken police rules, while questioning suspect

:00:34. > :00:35.Christopher Halliwell in 2011. His actions meant Halliwell never faced

:00:36. > :00:39.trial for Becky Godden's murder, despite having led detectives to her

:00:40. > :00:42.body. Peter Cooke has this report. Steve Fulcher has always said he did

:00:43. > :00:44.what he thought was right. Taxi driver Christopher Halliwell had

:00:45. > :00:47.admitted killing Sian O'Callaghan from Swindon before telling the

:00:48. > :00:50.detective he'd murdered a second woman, Becky Godden, in 2002. But

:00:51. > :00:57.Fulcher failed to caution him or take him to a police station,

:00:58. > :01:00.breaking arrest guidelines. He claimed this was because he wanted

:01:01. > :01:06.to "appeal to the killer's conscience". You'll shall I do the

:01:48. > :01:52.rules but he broke them for good reason. I stand by him and I will

:01:53. > :01:57.continue to stand by him. He did what he did to bring two girls back

:01:58. > :02:00.to their family. The detective was allowed to keep his job after facing

:02:01. > :02:03.a misconduct hearing. Now, four months after that hearing, he's

:02:04. > :02:07.decided to resign from Wiltshire Police. Oxford Brookes has been

:02:08. > :02:10.named as one of more than 20 universities to have deducted a full

:02:11. > :02:13.day's pay from staff who joined a two`hour walk`out over wages.

:02:14. > :02:16.Members of the University and College Union staged a protest in

:02:17. > :02:21.Oxford earlier this year, angry at a pay rise of 1%. The union says it's

:02:22. > :02:23.written to a total of 26 universities, demanding the money is

:02:24. > :02:31.returned to its members. Brookes says it will respond, but doesn't

:02:32. > :02:33.pay staff for partial performance. An investigation's underway in

:02:34. > :02:42.Oxford after a woman reported to police she'd been raped. A man who

:02:43. > :02:45.was arrested has been released without charge. Officers were called

:02:46. > :02:49.to George Street Mews in the city centre and also to South Park, at

:02:50. > :02:56.around 3:15 this morning. The areas were cordoned off. A shortage of

:02:57. > :02:59.housing in our region is pushing house prices and private rents out

:03:00. > :03:02.of reach for local workers, according to a new report. The

:03:03. > :03:05.National Housing Federation claims the situation is reaching crisis

:03:06. > :03:08.point and wants more affordable homes to be built. A recent study

:03:09. > :03:11.has suggested Oxfordshire needs 5,000 houses to be built every year

:03:12. > :03:14.until 2031. Tom Turrell has more details. Putting up the price of

:03:15. > :03:17.properties is becoming an increasingly common occurrence for

:03:18. > :03:21.this Oxford estate agent. The reason he says, supply is low and demand

:03:22. > :03:30.high. We have seen in the last week telephone calls and bearing numbers

:03:38. > :03:41.near Bicester, and almost 1,600 homes will have been built on this

:03:42. > :03:45.site by 2021 ` 1 in three of them will either be sold or rented at

:03:46. > :03:48.below market rate ` it's known as affordable housing. Now a new report

:03:49. > :03:51.published by the organisation which represents housing associations says

:03:52. > :03:56.we need much more of them. In Oxfordshire in particular it is a

:03:57. > :04:00.critical problem that there is not enough affordable housing. This is

:04:01. > :04:03.causing great problems for families right across the county. So, why is

:04:04. > :04:12.affordable housing becoming an increasingly big deal? According to

:04:13. > :04:23.the land Registry the average house price has gone up by 11% in three

:04:24. > :04:26.years. The average wage is just over ?30,000 so people simply cannot

:04:27. > :04:38.afford to buy. The wider plan by councils is to build 88,000

:04:39. > :04:41.properties in Oxfordshire by 2031. But the prospect of paving over

:04:42. > :04:45.large swathes of Oxfordshire's green and pleasant land has got some

:04:46. > :04:51.worried. There is a need for affordable housing. We think there

:04:52. > :04:58.must be a way of having a grown`up debate about this without

:04:59. > :05:01.sacrificing our countryside. The truth is Holmes are getting harder

:05:02. > :05:14.and harder to afford but how many are built and where is likely to be

:05:15. > :05:17.fought over for some time yet. This year marks the 50th anniversary of

:05:18. > :05:21.the British Grand Prix at Silverstone. Winning cars and
