:01:41. > :01:42.Now the County Council is dedicating more funding into

:01:43. > :01:46.a scheme to tackle delays in getting patients moved on from hospital.

:01:47. > :01:52.I asked our Political Reporter Helen Catt to explain how it would work.

:01:53. > :01:57.It's to get people who are ready to leave hospital out and either back

:01:58. > :02:01.in their own home with carers or into a care home within 72 hours.

:02:02. > :02:04.And it does that by paying the care company an incentive.

:02:05. > :02:07.The Council ran a trial of this which it said was successful.

:02:08. > :02:10.It particularly wants to get more people placed at weekends though

:02:11. > :02:15.so it's offering even more money, up to ?200 per person for Saturday

:02:16. > :02:18.and Sundays. It's also opening it up to

:02:19. > :02:22.care homes, all of that will cost roughly ?100,000 a year.

:02:23. > :02:23.The council says getting people home quicker will save money

:02:24. > :02:36.and benefit patients too. you know you are on the road to

:02:37. > :02:43.recovery and in familiar surroundings. I see it as an

:02:44. > :02:45.advantage. and benefit patients too.

:02:46. > :02:51.What do care providers think of it? I spoke to an organisation

:02:52. > :02:53.which represents care homes in Oxfordshire earlier

:02:54. > :02:56.and they hadn't actually heard about this but there are four providers

:02:57. > :03:00.quoted in the Council's report. They said this extra money could be

:03:01. > :03:03.a good idea but the decision on whether or not to admit somebody

:03:04. > :03:05.over the weekend would depend on safety.

:03:06. > :03:07.Will this scheme solve the bed`blocking problem?

:03:08. > :03:09.It's not a magic cure. Oxfordshire has been

:03:10. > :03:12.the worst place in the country pretty much continuously

:03:13. > :03:15.over the last couple of years. If we look at the latest published

:03:16. > :03:20.figures for March there were 144 people in hospital unnecessarily.

:03:21. > :03:23.Only half were there because of delays in setting up care and not

:03:24. > :03:26.all of those would be going into council`funded placements anyway.

:03:27. > :03:29.Others were waiting for more NHS treatment and 28 were actually

:03:30. > :03:31.choosing to stay in hospital because they didn't want to take up

:03:32. > :03:35.the options being offered to them. Motorists in Oxford are facing

:03:36. > :03:37.months of disruption as a major transformation of the

:03:38. > :03:40.road network is set to get started. A new hamburger style roundabout is

:03:41. > :03:43.being built at Kennington, and the Hinksey Hill interchange

:03:44. > :03:52.with also undergo development. A familiar sight for motorists
