:00:37. > :00:53.An inmate found dead at Woodhill jail in Buckinghamshire warned

:00:54. > :00:56.police he planned to take his life days before he hung

:00:57. > :01:01.21`year`old Sean Brock had been charged with raping a 14`year`old

:01:02. > :01:06.The inquest jury was told he was anxious about going to prison.

:01:07. > :01:09.His body was found in his cell last November.

:01:10. > :01:17.The jury heard conflicting evidence about Sean Brock's state of mind

:01:18. > :01:20.in the days leading up to his death in November 2013.

:01:21. > :01:22.On November 6th, he was arrested on suspicion

:01:23. > :01:28.After a court appearance in Northampton,

:01:29. > :01:31.the 21`year`old was transferred to HMP Woodhill in Milton Keynes,

:01:32. > :01:33.a high`security prison, which houses some of the most

:01:34. > :01:41.The court heard Mr Brock confided with his solicitor

:01:42. > :01:45.before the transfer about his plans to commit suicide.

:01:46. > :01:50."He was anxious and scared of going to prison.

:01:51. > :01:54.His words were along the lines of, I'll hang myself".

:01:55. > :01:57.Ms Lockwood he also police he was suicidal.

:01:58. > :02:00.Mr Brock was assessed by prison officers when he arrived

:02:01. > :02:03.at Woodhill, but they said he was talking positively about the future.

:02:04. > :02:05.He admitted to a history of self`harming,

:02:06. > :02:11.He was also checked by a medical expert at the prison, Meta Norman.

:02:12. > :02:14."There was no obvious risk with Mr Brock.

:02:15. > :02:19.His demeanour was not of someone who was in a suicidal state."

:02:20. > :02:21.On November 10th, a prison officer checked Mr Brock's

:02:22. > :02:28.When he came back two hours later, he found Mr Brock hanging

:02:29. > :02:36.Staff tried to revive Mr Brock, but it was too late.

:02:37. > :02:39.A note was later found by police, believed to be referring to

:02:40. > :02:42.the 14`year`old girl Mr Brock was in a relationship with.

:02:43. > :02:45.It said, "I miss and love my baby girl so much."

:02:46. > :02:53.A village hall and three cashpoints have been set on fire in Banbury

:02:54. > :02:57.All four fires were started overnight using petrol.

:02:58. > :03:00.Police believe one man is responsible, and are appealing

:03:01. > :03:09.But fire fighters quickly got to the scene of this arson attack just

:03:10. > :03:17.If another incident had occurred in the Banbury area, then, whilst

:03:18. > :03:23.we would have been able to deal with it quite comfortably, it is an asset

:03:24. > :03:29.to the county that is tied up for a number of hours for no reason.

:03:30. > :03:32.It is important to stress these types of calls do put stress

:03:33. > :03:35.Three banks on the high street were targeted, Lloyds,

:03:36. > :03:41.It's unclear why these particular sites were singled out,

:03:42. > :03:47.There was no internal damage and no money was taken.

:03:48. > :03:51.But police called the Fire Service back to the area an hour later,

:03:52. > :03:56.This time, the Freemasons Hall in Marlborough Road.

:03:57. > :03:59.Police investigating this incident are looking for a man riding

:04:00. > :04:03.a bicycle on the High Street in the early hours of this morning.

:04:04. > :04:07.He was wearing a floppy fishing hat, baggy jeans and a dark coat.

:04:08. > :04:10.Detectives have released these images

:04:11. > :04:21.And are asking for anyone else with information to contact them.

:04:22. > :04:27.Thames Water has agreed to an ?86 million financial settlement, after

:04:28. > :04:31.The firm has made the agreement with the water

:04:32. > :04:34.regulator Ofwat, after admitting it got the number of properties

:04:35. > :04:37.at high risk of sewer flooding between 2005 and 2010 wrong.

:04:38. > :04:40.Thames Water will set aside ?2 million to help poor customers,

:04:41. > :04:46.and put ?5 million into community projects.

:04:47. > :04:48.People in South Oxfordshire are asking Oxfordshire County Council to

:04:49. > :04:51.oppose the closure of the main road between Faringdon

:04:52. > :04:55.Several road bridges have to be replaced as part

:04:56. > :04:59.of the electrification of the Great Western Rail line.

:05:00. > :05:02.Network Rail recently agreed to keep the A338 open,

:05:03. > :05:04.but they and Oxfordshire County Council say there's no alternative

:05:05. > :05:15.Oxfordshire County Council have a legal duty to keep the roads open.

:05:16. > :05:35.This A417 provides a lifeline. To close it for four months is an

:05:36. > :05:38.unacceptable solution. Oxfordshire County Council needs to do a deal

:05:39. > :05:43.Network Rail, keep Faringdon and Wantage working. And until they do

:05:44. > :05:46.A much`delayed plan setting out where thousands

:05:47. > :05:50.of houses can be built in North Oxfordshire over the next decade has

:05:51. > :05:59.This is something called the Cherwell Local Plan.

:06:00. > :06:05.And what it does it set out where houses should be built up

:06:06. > :06:08.For Cherwell, the district council was suggesting 16,750 homes,

:06:09. > :06:13.and that most of them should go around Banbury and Bicester.

:06:14. > :06:15.It means that any developers wanting to build outside

:06:16. > :06:18.of those areas would find it more difficult to get permission.

:06:19. > :06:22.The plan has to be signed off by the Government.

:06:23. > :06:25.This week, an inspector opened a hearing on the plan.

:06:26. > :06:29.The reason is that he doesn't think that 16,750 houses will be enough.

:06:30. > :06:32.A recent study suggested Cherwell would need nearly 23,000 homes.

:06:33. > :06:35.He's told the council to work out where to put

:06:36. > :06:41.But the council's said it will start by seeing

:06:42. > :06:43.whether it can add more houses to developments already planned.

:06:44. > :06:47.And it will also prioritise urban and brownfield sites, to try to

:06:48. > :06:53.All the time it doesn't have one in place, it's easier for developers

:06:54. > :06:56.to come along and get permission for houses in those villages

:06:57. > :07:00.and spaces where neither the council nor local residents want them.

:07:01. > :07:02.The annual Banbury And District Show has been cancelled,

:07:03. > :07:10.but has been called off due to a waterlogged ground.

:07:11. > :07:16.Torrential downpours are also expected on sunday.

:07:17. > :07:24.Safety of visitors to the show, and participants, is a priority. We must

:07:25. > :07:28.ensure every precaution is taken. Because the ground is so water bed,

:07:45. > :07:47.But, for some, it can mean being left isolated and lonely.

:07:48. > :07:50.That's why a group of volunteers from the University Of

:07:51. > :07:53.Oxford are trying to increase their efforts to tackle the issue.

:07:54. > :08:55.It's a Thursday at this Oxford care home, and that means only one thing.

:08:56. > :08:59.This kind of help comes at a time when we're living longer and

:09:00. > :10:25.mission. We are in Weymouth as we meet the

:10:26. > :10:30.man who hopes to follow in the footsteps of Ben Ainslie.

:10:31. > :10:32.Five children and three adults have been treated

:10:33. > :10:35.for minor injuries after two school coaches collided in Berkshire.

:10:36. > :10:39.One vehicle ran into the back of the other on a hill close to

:10:40. > :10:43.The coaches were carrying 71 pupils and teachers from Westwood

:10:44. > :10:49.All those on board were wearing seat belts.

:10:50. > :10:52.The coach company TK Travel says it's cooperating fully with

:10:53. > :10:58.We are still looking to investigate what the cause of the collision was.

:10:59. > :11:01.What we can say is that the injuries resulting from that collision are

:11:02. > :11:05.believed all to be very minor and are being treated as a precaution.

:11:06. > :11:07.The children were a little bit surprised.

:11:08. > :11:13.They were strapped up and in a collar and everything else.

:11:14. > :11:16.We assessed them and got their x`rays and everything

:11:17. > :11:22.A charity which supports asylum seekers has raised concerns after a

:11:23. > :11:27.young man was found dead yesterday at The Verne prison on Portland.

:11:28. > :11:30.The man was an immigration detainee and sources

:11:31. > :11:35.say the prison authorities believe he died of natural causes.

:11:36. > :11:38.But the charity says the prison regime at The Verne is

:11:39. > :11:47.Perched high above Portland Harbour, The Verne closed last October

:11:48. > :11:53.In March immigration detainees were moved in and the plan was for

:11:54. > :11:56.The Verne to become an immigration removal centre with

:11:57. > :12:02.The Prison Service decided it should still be run as a jail.

:12:03. > :12:09.Yesterday morning, one of the inmates, Bruno Dos Santos,

:12:10. > :12:16.The police are not treating his death as suspicious.

:12:17. > :12:20.There are now over 100 detainees in The Verne, all foreign national

:12:21. > :12:22.offenders who have served their prison sentence and are being

:12:23. > :12:25.held indefinitely while the Home Office considers their status.

:12:26. > :12:28.A charity that works for asylum seekers believes the prison regime

:12:29. > :12:35.The main concern is that the regime is much harsher, the

:12:36. > :12:40.lock`up is for far longer than in prison and communication with the

:12:41. > :12:46.So people feel very isolated from family, friends and lawyers

:12:47. > :12:51.The death of Bruno Dos Santos is being

:12:52. > :12:59.investigated by the Independent Prisons and Probations Ombudsman.

:13:00. > :13:02.A 48`year`old woman has been charged by police over a suspected

:13:03. > :13:08.A 22`year`old woman was left with serious facial burns

:13:09. > :13:10.after the incident at the Royal China restaurant

:13:11. > :13:16.Sau Lin`Hin of Mulberry Way in Ryde has been charged with causing

:13:17. > :13:24.Businesses are being warned that companies who call up and claim

:13:25. > :13:28.they can reduce their overheads could end up costing them money.

:13:29. > :13:31.An investigation by BBC South has found evidence that

:13:32. > :13:36.some firms are paying to have their business rates reduced only to

:13:37. > :13:39.find that the process is unsuccessful and leaves them

:13:40. > :13:50.When this electronics company was contacted

:13:51. > :13:54.by a firm that claimed it could reduce business rates, they signed

:13:55. > :14:00.They gave us a very convincing case for why our

:14:01. > :14:08.I do not believe that case was ever based on reality.

:14:09. > :14:13.I think they were very happy to take the fee, do the minimum for it,

:14:14. > :14:17.which was put in the application, and then just walk away.

:14:18. > :14:20.Business rates are a tax on non`domestic properties.

:14:21. > :14:23.They are based on size, location and rent.

:14:24. > :14:26.The rate of the value of a premises is reviewed every five

:14:27. > :14:31.years and collected by the local authority but it can be complicated,

:14:32. > :14:34.which is why companies offer to look at them on your behalf.

:14:35. > :14:38.What many businesses do not realise is you can get this done for free

:14:39. > :14:40.by contacting the government department responsible,

:14:41. > :14:47.There is a lot of work the government has to be doing on the

:14:48. > :14:50.appeals process which would help in some way people to stop believing

:14:51. > :14:54.they can short circuit the system and go through these companies and I

:14:55. > :14:57.think the government needs to be doing more about that.

:14:58. > :14:59.On a south Reading industrial estate, this company sells

:15:00. > :15:04.They paid ?700 to have their business rates looked at.

:15:05. > :15:10.Our rates are reasonably high for Reading but we seem unable to

:15:11. > :15:22.It is like one of those people who ring you up and pester you who have

:15:23. > :15:26.not really done the due diligence and are just taking advantage of us.

:15:27. > :15:28.The Royal Institute of Chartered Surveyors are the professional

:15:29. > :15:57.There are a number of companies that offer the service.

:15:58. > :16:00.While some have declined to comment, one says they adhere to

:16:01. > :16:02.a strict code of conduct, have served thousands
