:00:09. > :00:11.An inquest has heard that a prisoner found dead at Woodhill

:00:12. > :00:14.jail in Buckinghamshire warned police he planned to take his life,

:00:15. > :00:19.21`year`old Sean Brock had been charged with raping a 14`year`old

:00:20. > :00:24.His body was found in his cell last November.

:00:25. > :00:31.The jury here heard conflicting evidence about Sean Brock's state

:00:32. > :00:36.of mind in the days leading up to his death last year.

:00:37. > :00:38.On 6th November, he was arrested on suspicion

:00:39. > :00:43.After a court appearance in Northampton

:00:44. > :00:47.the 21`year`old was transferred to HMP Woodhill in Milton Keynes,

:00:48. > :00:50.a high security prison, which houses some of the most

:00:51. > :00:55.The court heard Mr Brock confided with his solicitor

:00:56. > :00:59.before the transfer about his plans to commit suicide.

:01:00. > :01:03.Shona Lockwood told the jury, "He was anxious and scared of going

:01:04. > :01:08.His words were along the lines of, 'I'll hang myself'".

:01:09. > :01:12.Ms Lockwood said he also told police he was suicidal.

:01:13. > :01:14.Mr Brock was assessed by prison officers when he arrived

:01:15. > :01:18.at Woodhill, but they said he was talking positively about the future.

:01:19. > :01:20.He admitted to a history of self`harming

:01:21. > :01:26.He was also checked by a medical expert at the prison.

:01:27. > :01:29.She told the court, "There was no obvious risk with Mr Brock.

:01:30. > :01:34.His demeanour was not of someone who was in a suicidal state."

:01:35. > :01:38.On 10th November, a prison officer checked Mr Brock's cell at

:01:39. > :01:43.When he came back two hours later he found him hanging from the ceiling.

:01:44. > :01:46.Staff tried to revive Mr Brock but it was too late.

:01:47. > :01:50.A note was later found by police, which is believed to be referring

:01:51. > :01:53.to the 14`year`old girl Mr Brock was in a relationship with.

:01:54. > :01:58.It read, ?I miss and love my baby girl so much.?

:01:59. > :02:11.A village hall and three cash points have been set on fire in Banbury

:02:12. > :02:15.All four fires were started overnight using petrol.

:02:16. > :02:18.Police believe one man is responsible and are appealing

:02:19. > :02:25.But firefighters quickly got to the scene of this arson attack just

:02:26. > :02:31.If another incident had occurred in the Banbury area then, whilst we

:02:32. > :02:36.would have been able to deal with it quite comfortably, it is an asset to

:02:37. > :02:41.the county that?s tied up for a number of hours with no reason.

:02:42. > :02:45.It?s important to stress that these type of calls do put a stress

:02:46. > :02:51.Three banks on the high street were targeted.

:02:52. > :02:56.It's unclear why these particular sites were singled out,

:02:57. > :03:02.There was no internal damage and no money was taken.

:03:03. > :03:05.But police called the fire service back to the area an

:03:06. > :03:09.hour later, as another building was attacked, this time the Freemasons

:03:10. > :03:15.Police investigating this incident are looking for a man who was seen

:03:16. > :03:19.riding a bike on the High Street in the early hours of this morning.

:03:20. > :03:23.He was wearing a floppy fishing hat, baggy jeans and a dark coat.

:03:24. > :03:26.Detectives have released these CCTV images of a man they want to speak

:03:27. > :03:33.to and are asking for anyone else with information to contact them.

:03:34. > :03:36.Thames Water has agreed to an ?86 million financial settlement

:03:37. > :03:41.overestimating the number of homes at high risk of sewer flooding.

:03:42. > :03:44.The firm has made the agreement with the water

:03:45. > :03:47.regulator Ofwat after admitting the miscalculation between 2005 and

:04:15. > :04:17.Network Rail recently agreed to keep the A338 open,

:04:18. > :04:20.but they and Oxfordshire County Council say there's no alternative

:04:21. > :04:29.Businesses are being warned that companies who call up and claim

:04:30. > :04:32.they can reduce their overheads could end up costing them money.

:04:33. > :04:36.An investigation by BBC South has found evidence that firms are paying

:04:37. > :04:40.to have their business rates reduced only to find that the process is

:04:41. > :04:43.unsuccessful and leaves them hundreds of pounds out of pocket.

:04:44. > :04:46.Our business correspondent, Alastair Fee, has been to a firm

:04:47. > :04:53.When this electronics company was contacted

:04:54. > :04:57.by a firm that claimed it could reduce business rates, they signed

:04:58. > :05:03.They gave us a very convincing case for why our

:05:04. > :05:11.But I don?t believe that case was ever based on reality.

:05:12. > :05:17.I think they were very happy to take the fee, do the minimum for it,

:05:18. > :05:21.which was put in the application, and then just walk away.

:05:22. > :05:24.Business rates are a tax on non`domestic properties.

:05:25. > :05:26.They?re based on size, location and rent.

:05:27. > :05:30.The rateable value of a premises is reviewed every five years and then

:05:31. > :05:35.But it can be complicated, which is why companies

:05:36. > :05:40.But what many businesses don?t realise is that you can get this

:05:41. > :05:43.done for free by contacting the Government department responsible,

:05:44. > :05:48.There?s a lot of work that Government needs to be

:05:49. > :05:52.That would help in some way to stop people believing

:05:53. > :05:57.they can short`circuit the system and go through these companies,

:05:58. > :06:00.and I think the Government needs to be doing more about that.

:06:01. > :06:03.One of the companies that?s offered the service told me they adhere to

:06:04. > :06:07.a strict code of conduct and have served thousands of businesses who

:06:08. > :06:11.That?s little comfort for those left out of pocket,

:06:12. > :06:15.who say they?ll just have to put up with this tax until it is next

:06:16. > :06:23.The annual Banbury and District show has been cancelled

:06:24. > :06:28.The event should have been taking place this Sunday at Spiceball Park,

:06:29. > :06:32.but has been called off due to a waterlogged ground.
