:00:08. > :00:08.Hello and welcome to South Today from Oxford.

:00:09. > :00:11.Building a workforce. Construction companies say there's a growing need

:00:12. > :00:18.Also, ?168 million in the pot to fix pot holes `

:00:19. > :00:22.is your area getting its fahr share of Government cash?

:00:23. > :00:25.And battle lines drawn ` as boaters move off a backwater and onto land

:00:26. > :00:36.Later in the programme, famhly values, the fight to keep their

:00:37. > :00:45.autistic son close to home. Members of the construction industry

:00:46. > :00:49.are warning the south will need thousands of skilled workers ` to

:00:50. > :00:55.meet demands on building sites over the years to come. As the economy

:00:56. > :00:58.picks up an increase in housing and infrastructure projects can't be met

:00:59. > :01:01.by the current pool of bricklayers, painters and other trades. Our

:01:02. > :01:03.business correspondent has been to Reading where they're trying to head

:01:04. > :01:18.off the crisis. This man is 20 years old and

:01:19. > :01:24.unemployed. He wants to be ` bricklayer and his timing could be

:01:25. > :01:29.spot on. Buildings are always being built.

:01:30. > :01:33.There are jobs out there. I just have to get the qualifications and

:01:34. > :01:40.training. Has been difficult to find permanent work?

:01:41. > :01:44.It has been hard. I wouldn't be here today if I had found a job.

:01:45. > :01:55.Obviously, it is hard. But H have to keep going. There is a shortage of

:01:56. > :02:02.labour in construction. What has happened is that growth has taken

:02:03. > :02:09.off. We have a massive need for construction in the area. There is a

:02:10. > :02:15.lot of housing coming onlind. We need young people coming into the

:02:16. > :02:19.sector and we need to be able to train up the next generation. You do

:02:20. > :02:24.not have to look far to find building work here. I have found six

:02:25. > :02:30.major projects bringing in new residential areas. The industry says

:02:31. > :02:35.many more people will be nedded If the talent is not on hand, that

:02:36. > :02:40.could mean a slower economic recovery and stalled developments.

:02:41. > :02:45.If we do not get those jobs, we will not be able to continue to grow at

:02:46. > :02:50.the rate we are. It is important we have the talent and skills to

:02:51. > :02:55.continue at the pace we are going. The upturn is already being felt at

:02:56. > :03:00.this college. Courses in carpentry and plumbing have seen a rise in

:03:01. > :03:04.interest in recent months. The industry estimates that thotsands

:03:05. > :03:10.are needed across the South, it means many more will need to be

:03:11. > :03:14.trained to stave off a potential massive shortage of skills.

:03:15. > :03:16.The president of the Oxford Union has said people arrested on

:03:17. > :03:19.suspicion of rape should relain anonymous ` after a case ag`inst him

:03:20. > :03:22.was dropped. Ben Sullivan w`s arrested in May on suspicion of rape

:03:23. > :03:25.and attempted rape ` but was cleared this week. Speaking on the BBC's

:03:26. > :03:28.Newsnight, he said he wanted a "happy medium" ` to protect people's

:03:29. > :03:42.I am not an extremist. I thhnk your identity should not be reve`led

:03:43. > :03:48.until after you are convictdd. But I do not think everybody's iddntity

:03:49. > :03:52.should be revealed if they `re arrested. There should be a happy

:03:53. > :03:53.medium to protect identities. Until at least the conclusion of the

:03:54. > :03:58.investigation. It's been described as the biggest

:03:59. > :04:01.investment in roads since the 1 70s ` and is in response to dam`ge

:04:02. > :04:04.caused by recent bad weather. ? million is to be spent in

:04:05. > :04:07.Oxfordshire alone repairing potholes. Local authorities have to

:04:08. > :04:10.publish monthly progress reports and complete work by March next year.

:04:11. > :04:13.But critics say more money needs to be made available. Peter Cooke

:04:14. > :04:17.reports. For many motorists ` it's their

:04:18. > :04:20.biggest gripe about our roads. Over ?150 million's been handed out to

:04:21. > :04:24.English councils to tackle the issue. Our region's getting nearly

:04:25. > :04:27.?5 million from that pot. Oxfordshire will get the bulk, 3

:04:28. > :04:31.million, and Buckinghamshird will receive around ?1.5 million. Swindon

:04:32. > :04:49.will be given more than ?300,00 . There are too many roads nedding

:04:50. > :04:55.fixing. I hope this road gets attention because it is such a main

:04:56. > :05:00.route into London. I have h`d punctures and I'm pleased to hear

:05:01. > :05:06.there is funding. But it enough It has cost a lot of money, so I do not

:05:07. > :05:10.blame the council, any sensd. They do their best. The council said this

:05:11. > :05:15.money will help fix the thotsand potholes across the county. Is that

:05:16. > :05:21.enough, given the condition of some of our roads?

:05:22. > :05:26.It will be enough for us to cover the potholes we have planned. It

:05:27. > :05:35.will give us the opportunitx to fill pot holes but also to check how the

:05:36. > :05:40.potholes fit into roads and whether it would be simpler to clean off

:05:41. > :05:47.sections of the road and patch it that way. An ongoing problel, but

:05:48. > :05:50.much`needed investment to provide at least some silver lining.

:05:51. > :05:53.An Aylesbury man's been sentenced to more than four years in prison ` for

:05:54. > :05:56.dealing heroin. Zahid Shah ` who is 39 and from Eastern Street hn the

:05:57. > :06:00.town ` was arrested in Bedgrove in February. He's been handed ` four

:06:01. > :06:03.Buckinghamshire's hospitals have been removed from special mdasures `

:06:04. > :06:06.after proving they've improved their standards of care. The servhces `

:06:07. > :06:09.including those at Stoke Mandeville and Wycombe were found to h`ve made

:06:10. > :06:12.significant progress ` during an inspection back in March. The NHS

:06:13. > :06:15.trust for Buckinghamshire w`s deemed to be failing last year ` after a

:06:16. > :06:23.report found examples of poor care and nursing standards.

:06:24. > :06:26.Firefighters across our reghon are due to strike again tomorrow. It's

:06:27. > :06:29.the 13th walk`out ` and part of ongoing national industrial action

:06:30. > :06:31.over pensions. All services have contingency plans in place to deal

:06:32. > :06:43.with emergency calls. The w`lk`out is due between 10am and 5pm.

:06:44. > :06:52.An agreement is in place for the Union to call off the dispute and

:06:53. > :06:55.therefore the firefighters will return to duty in order to fully

:06:56. > :06:56.complement the incident we `re attending.

:06:57. > :07:00.A group of boaters has defended its decision to take over a strdtch of

:07:01. > :07:03.the waterfront at Jericho in Oxford. The houseboat owners say nobody owns

:07:04. > :07:07.the land ` and are hoping to make a claim for it. The group says it has

:07:08. > :07:10.done work to improve the arda, but some local residents say thdir boats

:07:11. > :07:13.are in the way and are an exesore. Victoria Cook reports.

:07:14. > :07:16.Shamen Hazzard has moored hdr boat here for nearly six years ` without

:07:17. > :07:19.permission. Together with the other boat owners here, they've formed a

:07:20. > :07:25.group. They're now trying to make a claim for this patch of land in

:07:26. > :07:35.Jericho. The problem is no`one knows who owns the land. Shamen s`ys

:07:36. > :07:46.getting a license for a run`down boat is impossible. And this is her

:07:47. > :07:55.only option. Shamen isn't the only one. Alan Joyce lives on a boat

:07:56. > :08:03.I have to live somewhere. Do you want me to live with you? I have to

:08:04. > :08:08.live somewhere! Where else will I live? She is not the only one. This

:08:09. > :08:13.man lives on a boat further down. permission. He says it's thhs or

:08:14. > :08:15.homelessness. Some residents are unhappy the boats are there. But not

:08:16. > :08:26.everyone wants them to leavd. I have a small business and people

:08:27. > :08:34.on low incomes need somewhere to live for a city to be viabld. Some

:08:35. > :08:40.residents are unhappy the boats are there, but not everyone wants them

:08:41. > :08:43.to leave. I would much rathdr they were living on a boat and bding

:08:44. > :08:50.happy rather than on the streets with no shelter. It could do with a

:08:51. > :08:57.dash of paint, but at least they are not on the streets. It is not

:08:58. > :09:01.causing problems, so why not? The canals and rivers trust says it is

:09:02. > :09:05.trying to ascertain who owns this piece of land and therefore whose

:09:06. > :09:08.responsibility it is to takd action against these boaters. In the

:09:09. > :09:09.meantime, it is working with businesses and local groups to

:09:10. > :09:15.resolve the problem. A site in Banbury which plaxed a key

:09:16. > :09:19.part in WWII is set to be brought back into use ` after being empty

:09:20. > :09:22.for six years. The Alcoa Europe site ` in Southam Road ` where aluminium

:09:23. > :09:26.was produced ` closed in 2008. Cherwell District Council h`s now

:09:27. > :09:28.given permission for a new warehouse, offices, car parking and

:09:29. > :09:31.a service yard ` in a bid to return Harrison Ford's publicist h`s

:09:32. > :09:35.confirmed that his leg was broken during an accident on the sdt of the

:09:36. > :09:38.new Star Wars film last Thursday. The Hollywood star was flown by air

:09:39. > :09:41.ambulance to Oxford's John Radcliffe Hospital and underwent surgdry.

:09:42. > :09:44.That's said to have gone well ` and he's looking forward to rettrning to

:09:45. > :09:47.work after a period of rehabilitation. It's understood the

:09:48. > :09:49.injury was caused when he w`s caught in the entranceway of the f`mous

:09:50. > :09:57.Millennium Falcon spacecraft. Finally ` it's the latest

:09:58. > :09:58.attraction in Wallingford ` and it?s c`using a

:09:59. > :10:02.bit of a stir. This six foot wooden castle was put up by town council

:10:03. > :10:04.gardeners on a roundabout e`rlier this month, close to the ruhns of

:10:05. > :10:07.Wallingford's actual castle. County councillor Lynda Atkins warned it

:10:08. > :10:10.could distract drivers but ht's been welcomed by other people in the

:10:11. > :10:22.town. We have not had anything like this

:10:23. > :10:33.before. It shows imagination and initiative. It looks a bit lore

:10:34. > :10:46.professional. It is useful. We really like it. I think it hs

:10:47. > :10:52.fantastic! They had a Saint Georges flag. I guess that comes down now.

:10:53. > :11:06.Now more of today's stories, with Sally Taylor.

:11:07. > :11:16.Still to come in this evening's South Tod`y.

:11:17. > :11:19.Jo Kent has the sport and Alexis the weather and they re

:11:20. > :11:34.Will the weather stay like this Find out later in the progr`mme

:11:35. > :11:40.And yet a third of top performing athletes in this country went

:11:41. > :11:46.Well the chief schools inspector thinks so.

:11:47. > :11:48.Sir Michael Wilshaw believes sporting excellence is linkdd

:11:49. > :11:51.He was in Berkshire today to explahn.

:11:52. > :12:07.Skiing and scuba diving werd just some of the events on the ctrriculum

:12:08. > :12:10.today ` at the Festival Of Dducation at Wellington College.

:12:11. > :12:12.This independent school's rdnowned for its sporting excellence `

:12:13. > :12:15.and today sport was being brought to the front of the class by Ofsted.

:12:16. > :12:18.The chief of inspector of schools, Sir Michael Wilshaw, says too many

:12:19. > :12:21.sports stars come from priv`te, not state, schools and speaking here

:12:22. > :12:37.It is implemented by the he`d. That is the big finding of the rdport.

:12:38. > :12:47.That can energise and enthuse the staff. It works. They understand the

:12:48. > :12:54.crossover between success on the sporting field and success

:12:55. > :13:02.academically. This school h`s its own cricket ground and excels at

:13:03. > :13:09.rugby. Should going to an independent school matter when it

:13:10. > :13:15.comes to being good at compdtitive sport? Clearly it helps if xou have

:13:16. > :13:18.amazing facilities. But if xou do not have facilities there whll be

:13:19. > :13:23.facilities in the local comlunity that you can use.

:13:24. > :13:25.There's now concern from the teaching union that's just

:13:26. > :13:31.another headache for headte`chers already feeling the pressurd.

:13:32. > :13:42.It is stating the obvious. H am worried it will be another criteria

:13:43. > :13:47.that a school can be field by. What will teachers think when thdy hear

:13:48. > :13:58.this? Ofsted and Government interfering again.

:13:59. > :14:00.The summer holidays haven't even started yet `

:14:01. > :14:21.but it's clear that the homdwork for September has just been set

:14:22. > :14:23.Simon Lawrence is severely `utistic `

:14:24. > :14:26.he needs constant supervision and care to keep him safe.

:14:27. > :14:27.Simon's parents currently h`ve to make

:14:28. > :14:32.But they're so worried he may have to move to

:14:33. > :14:34.a residential home even further away, they've started a fundraising

:14:35. > :14:37.campaign, in the hope of buhlding in their home county of Surrey.

:14:38. > :14:40.A rare treat ` lunch with Mum and Dad.

:14:41. > :14:43.Simon Lawrence has only has a handful of visits home to see

:14:44. > :14:47.He's epileptic, as well as `utistic, and has grown very strong.

:14:48. > :14:50.If you give him two minutes on his own in the toilets he'll unscrew

:14:51. > :14:54.the toilet roll holder and he'll eat the screw or help cause a flood

:14:55. > :14:56.He really needs to be watchdd every moment of the day.

:14:57. > :15:00.When he's frustrated he'll get really excited and here he

:15:01. > :15:14.We would love to, but we can't, which is why he left home

:15:15. > :15:19.It broke our hearts, but it had to happen because of his disabhlity.

:15:20. > :15:21.It is a fight for people with disabled chhldren,

:15:22. > :15:23.but it's even harder, we're beginning to learn, for people with

:15:24. > :15:26.disabled adult children bec`use there are just not the facilities.

:15:27. > :15:28.Simon's been living here at the highly rated Prior's Court

:15:29. > :15:32.It's a two hour round trip for his parents.

:15:33. > :15:36.But in future he may have to move even further away, as this centre

:15:37. > :15:40.Simon has to leave Priors Court in two or three years? time and at that

:15:41. > :15:46.We have friends whose autistic son has ended up in Yorkshire

:15:47. > :15:52.So today the Lawrence familx launched an ambitious campahgn.

:15:53. > :15:56.To build a home for Surrey's autistic adults themselves.

:15:57. > :15:58.The options for adults with autism is a real challenge,

:15:59. > :16:01.not just for Surrey County Council, but for many parts of the country,

:16:02. > :16:23.If they can find us some land, then we can build in phase one a house

:16:24. > :16:26.for six people and then in phase two we will build another six.

:16:27. > :16:44.First though, today's newly created Simon Trust must raise ?2 mhllion.

:16:45. > :17:22.Tonight we have thoughts, stnshine, tattoos, all from the sunny Isle of

:17:23. > :17:30.Wight. The Round The Island Race is now one of the biggest parthcipation

:17:31. > :17:43.sporting events. The seals are. A silver Olylpic

:17:44. > :17:57.medallist at the helm. This is my first Round The Island Race. You

:17:58. > :18:09.would fit 65 of my boats on here. On`board has bought tomorrow will be

:18:10. > :18:15.David Dimbleby. He brought the house down at a press conference

:18:16. > :18:23.displaying his tattoo. I have sealed in Chichester Harbour.

:18:24. > :18:34.Tomorrow I am in the hands of real experts. I will have to do what I am

:18:35. > :18:46.told, which I am not used to doing. The race reasons thousands of pounds

:18:47. > :18:57.for charity. `` thousands of pounds are raised for charity throtgh the

:18:58. > :19:16.race. You cannot have a better day. It is wonderful. You were whth me in

:19:17. > :19:21.2007. It was a wonderful experience. Tomorrow things will not be so

:19:22. > :19:31.relaxed. People will be rachng each other to get around the isl`nd. But

:19:32. > :19:37.this has to be one of the greatest spectacles that ceiling has to

:19:38. > :19:47.offer. There are all sorts of sailors on

:19:48. > :19:58.the water. I joined now by David Dimbleby and Ben Ainslie.

:19:59. > :20:05.We want to know about the t`ttooed. I had done because I made a

:20:06. > :20:16.programme about Britain and they see. We were in a shop and H was

:20:17. > :20:33.asked that I want one. We wdre told to have some fun so I had it done.

:20:34. > :20:51.You did the race 50 years ago. I had a horrible time. The tide w`s

:20:52. > :21:07.against us. The next day thd newspaper said that this CD was

:21:08. > :21:13.Atlantic. You got the multihull record last year. The conditions do

:21:14. > :21:26.not look like it will be possible to break a record this time. I am sure

:21:27. > :21:35.everyone will have a great day. Is it more of taking part than the

:21:36. > :21:45.winning and the records? Thhs is a participation sport. People who have

:21:46. > :22:02.never sailed on a ball before will be racing tomorrow. There are 1 ,000

:22:03. > :22:11.competitors. `` sealed on a boat. He lets me and my son take the helm.

:22:12. > :22:14.One bit of other sport ` teams from our region are involved

:22:15. > :22:17.in three T20 matches tonight At Cardiff, Surrey were put into bat.

:22:18. > :22:18.At Southampton, Hampshire won elected to bat.

:22:19. > :22:24.And at Canterbury Sussex chose to bat.

:22:25. > :22:36.You can keep up`to`date on the website. The weather is looking good

:22:37. > :22:41.Now, if yacht racing is a bht too, well, speedy for you this wdekend.

:22:42. > :22:44.Perhaps you'd like a trip b`ck in time with an altogether slower

:22:45. > :22:57.A collection of vintage coaches has trundled through Winchester today.

:22:58. > :23:20.This was the pinnacle of co`ch travel. It was luxurious. That is

:23:21. > :23:40.why this is so fondly remembered. Here is the weather. Here is the

:23:41. > :23:43.satellite picture. We can expect temperatures to reach 15 Celsius

:23:44. > :23:51.overnight. Today we saw a hhgh of 21 degrees. Overnight the skies were

:23:52. > :24:05.clear. Temperatures will fall away rapidly in the countryside. It will

:24:06. > :24:09.be a dry start to the day tomorrow. For the sailors the sea bredze will

:24:10. > :24:21.get going at 11 o'clock in the morning. Pleasant to the afternoon

:24:22. > :24:34.with lots of sunshine. Hard to say exactly where the sunshine will be.

:24:35. > :24:39.Slightly cooler along the course. Tomorrow night is similar to

:24:40. > :24:49.tonight. There maybe patches of missed on Sunday morning. Qtite a

:24:50. > :24:56.mild night tomorrow night. Lilder than recent nights. The outlook is

:24:57. > :25:08.good. Apart from if you showers on Monday or Tuesday he is of 20 and

:25:09. > :25:15.21. `` apart from some showdrs. Lots of events taking place this weekend.

:25:16. > :25:45.There is the Round The Island Race. There is also a walking event. Wind

:25:46. > :25:54.is not exceptional tomorrow. But there will be lots of sunshhne.

:25:55. > :26:01.That this offer now. Goodbyd. I saw you before and I thought

:26:02. > :26:05.you were so beautiful. I wish that love could

:26:06. > :26:08.come into my life. You were with someone!

:26:09. > :26:25.Who was it? Who were you with? Murdered By My Boyfriend,

:26:26. > :26:28.a true story.
