:00:00. > 3:59:59potentially brutal. Sunday, scattered showers but the driest day

:00:00. > :00:00.of the weekend. Can a major contractor be allowed to

:00:00. > :00:11.continue to operate in Oxfordshire Six men face charges

:00:12. > :00:17.of child sex offences in Banbury. And it has the highest percdntage

:00:18. > :00:21.of child poverty in a city. A new bid to improve health

:00:22. > :00:24.and diet. Why police think they are only

:00:25. > :00:31.scratching the surface BBC South has learned that ` health

:00:32. > :00:48.trust which looks after more than two thousand adults, with ldarning

:00:49. > :00:50.disabilities in Oxfordshire, Southern Health is not expected to

:00:51. > :00:56.continue running the servicds after a string of failings and

:00:57. > :00:59.the death of a patient in Oxford. We understand relations

:01:00. > :01:02.between the Trust and the County Council have broken

:01:03. > :01:06.down over the past few months. Southern Health is disappointed not

:01:07. > :01:10.to be given more time Families want the service to be

:01:11. > :01:14.run locally in Oxfordshire. Southern Health is based

:01:15. > :01:15.in Hampshire. Our Health Correspondent David

:01:16. > :01:20.Fenton has been investigating this I understand Southern Health have

:01:21. > :01:27.very little chance, if any, At the moment they're only 18 months

:01:28. > :01:34.into a 5 year programme of changes, so they wouldn't have been expecting

:01:35. > :01:38.that and in fact they've sahd they are very disappointed, because they

:01:39. > :01:43.feel improvements have been made. But,

:01:44. > :01:46.the county council has launched a review and will be looking for other

:01:47. > :01:49.providers to possibly take over the Southern Health field there have

:01:50. > :01:58.been a big improvement since Southern Health field there have

:01:59. > :01:58.been a big improvement sincd the been a big improvement sincd the

:01:59. > :02:02.early failures but as the review is early failures but as the review is

:02:03. > :02:05.starting, the County Council are looking for other providers and the

:02:06. > :02:06.future is not looking too good for them.

:02:07. > :02:08.Carol`Ann has autism but she is learning how to

:02:09. > :02:13.For some people this is a simple everyday task.

:02:14. > :02:17.But for others they might not have the opportunity to practice

:02:18. > :02:23.Southern Health says this community care is the future.

:02:24. > :02:28.After just 18 months of its ?6 million contract, the

:02:29. > :02:35.County Council is looking for other businesses which could take over.

:02:36. > :02:39.We have had 18 month of working very hard to learn, respond,

:02:40. > :02:42.develop the services and as we see real improvements moving forward we

:02:43. > :02:45.have a period where we do not know what the future looks like.

:02:46. > :02:54.Many families have been unhappy with Southern Health.

:02:55. > :02:57.This woman's son, was put in a residential unit in Gloucdster,

:02:58. > :03:06.To plan and look forward to every Saturday,

:03:07. > :03:11.it was a journey I prefer not to do because if Kevin had not bedn sent

:03:12. > :03:15.out of the county in the first place we would not have to do this.

:03:16. > :03:20.The biggest failing and cat`lyst for change was the death of this

:03:21. > :03:25.It happened at an inpatient unit in Oxford.

:03:26. > :03:28.The concerns by relatives are feelings of having

:03:29. > :03:30.no voice in the way the org`nisation is running at the moment.

:03:31. > :03:37.There's a concern of local accountability in services.

:03:38. > :03:40.For adults with learning disabilities, the future is about

:03:41. > :03:50.So when is the decision going to be made?

:03:51. > :03:53.The council review is starthng The council review is starting

:03:54. > :03:55.soon and then in the autumn they'll look for other comp`nies

:03:56. > :03:56.they'll look for other companies to take over from end of 2005.

:03:57. > :03:58.to take over from end of 2015. Southern Health really wantdd to

:03:59. > :04:01.concentrate on community care and cut the number

:04:02. > :04:02.of inpatient beds in Oxfordshire. The irony is many people sedm to

:04:03. > :04:05.The irony is many people seem to think that's a good idea,

:04:06. > :04:06.but just don't want Southern Health doing it, but that's a decision

:04:07. > :04:11.the council are going make. Earlier I spoke to John Jackson

:04:12. > :04:13.the Director for Social and Community Services

:04:14. > :04:16.at Oxfordshire CountY Council. I asked him if the relationship

:04:17. > :04:20.between the county and Southern The relationship has been b`dly

:04:21. > :04:25.affected by what has happened, not just by the tragic death but also

:04:26. > :04:28.by this series of critical report We have decided to review the

:04:29. > :04:37.services that they provide for us. You want to get out

:04:38. > :04:41.of the agreement now? We are saying is that we want to

:04:42. > :04:45.review services and get the right services hn place

:04:46. > :04:48.for people with disabilities and Is the problem that they ard not in

:04:49. > :04:55.Oxfordshire or are not good enough? I do not think we should focus

:04:56. > :04:58.on where they are based. We have other providers

:04:59. > :05:00.of services for people with learning disabilities in Oxfordshire

:05:01. > :05:05.who have not got offices are not in Oxfordshire, but clearly there

:05:06. > :05:10.have been significant failings and they need to address those

:05:11. > :05:13.and put them right. What is going to happen next

:05:14. > :05:16.because people who use the services don't want to be concerned

:05:17. > :05:19.about the politics behind it? We're not playing politics

:05:20. > :05:22.in relation to this. What we are doing is to work with

:05:23. > :05:25.the people who use the services and their families to get

:05:26. > :05:28.the right services in place. We're doing that

:05:29. > :05:31.in an orderly way and if there is a change of provider this will

:05:32. > :05:39.happen in a carefully managdd way. Let's talk about the Piggy Lane Care

:05:40. > :05:42.Home in Bicester, what is the If we have any problems with the

:05:43. > :05:49.provider we want to work with them to make sure that they are fixed

:05:50. > :05:52.and the latest report has shown We have had someone there yesterday

:05:53. > :05:59.and they reported back to us that further progress has been made since

:06:00. > :06:02.the Care Quality Team came hn. Finally, is there any chance of a

:06:03. > :06:07.long`term relationship relationship going forward between Southern

:06:08. > :06:10.Health and Oxford County Cotncil? We will consider them

:06:11. > :06:14.on their merits My responsibility is to make sure

:06:15. > :06:20.that the care needs of people with learning dis`bilities

:06:21. > :06:28.in Oxfordshire are met. Six men have appeared in cotrt in

:06:29. > :06:31.Banbury charged with a string of sex The six men from Banbury all

:06:32. > :06:47.appeared at court here charged with a total of 22 child sex offences

:06:48. > :06:50.against young teenage girls. They were arrested earlier this week

:06:51. > :06:55.after police were given warrants for More than 50 officers were

:06:56. > :07:01.involved in that operation. It is claimed the offences

:07:02. > :07:03.against five girls, aged between 13 and 15 took place

:07:04. > :07:07.between 2011 and this year. The men were arrested as a part

:07:08. > :07:10.of an investigation by Thames Valley Police who set up

:07:11. > :07:14.the Kingfisher Unit looking The projects been funded by the

:07:15. > :09:43.High Sheriff's Integration fund to run healthy eating sessions with

:09:44. > :09:48.children. I've learnt how to make pancakes

:09:49. > :09:53.and salad and they are delicious. We have been learning to cook

:09:54. > :09:57.home`made sweet`and`sour sauce We have

:09:58. > :10:02.the learning how to cook pasta. Just because it is healthy doesn't

:10:03. > :10:04.mean it is boring, Still to come, we will have the

:10:05. > :10:31.with Sally Taylor. Still to come, we will have the

:10:32. > :10:35.details on the weather. It is all change. There will be

:10:36. > :10:41.thundery showers. I will have more later in the programme.

:10:42. > :10:45.It's one of the most clogged roads in the country but trying to find a

:10:46. > :10:48.solution to the problems of the A27 has been a headache for decades.

:10:49. > :10:50.Today, there are renewed calls for action.

:10:51. > :10:52.The A27 is the main trunk road along the West Sussex coast.

:10:53. > :10:55.The Government is already committed to improvements at Chichestdr.

:10:56. > :10:57.Campaigners want the whole road to be a dual carriageway

:10:58. > :11:03.But road schemes aren't che`p and a proposed Worthing bypass was

:11:04. > :11:13.scrapped in 1996 because it would cost too mtch.

:11:14. > :11:19.Meeting in the past hour, business leaders, local councils and MPs

:11:46. > :11:48.This has been an everyday sight for This has been an everyday shght for

:11:49. > :11:52.A27 users for decades. There This has been an everyday sight for

:11:53. > :12:00.A27 users for decades. Therd have A27 users for decades. Therd have

:12:01. > :12:04.been ideas proposed and rejdcted. This is where it all grinds to a

:12:05. > :12:12.halt. This is the start and the end of the belt bypass. Instead, the

:12:13. > :12:15.cars have to go on a single carriageway on the outskirts of the

:12:16. > :12:17.town. The engineering company says that

:12:18. > :12:22.the A27 is so bad that it h`s the A27 is so bad that it has

:12:30. > :12:35.improvement campaign, citing additional benefits.

:12:36. > :12:40.There is traffic congestion, which affects are quality and people's

:12:41. > :12:42.quality of life. That road stops people from going on to othdr

:13:12. > :13:16.before. If you remove block`ges you before. If you remove block`ges you

:13:17. > :13:22.will increase traffic levels. The result of a government study

:13:23. > :13:23.into the improvements is expected in the autumn.

:13:24. > :13:26.I'm joined by the leader of West Sussex County Council Louise

:13:27. > :13:38.Goldsmith who been at the campaign launch in Worthing.

:13:39. > :13:45.This battle has been going on for decades. What is new about this

:13:46. > :13:49.campaign? The governments are looking at six

:13:50. > :13:52.and visibility schemes across the country, we are one of thosd

:13:53. > :13:53.country, we are one of those schemes. We believe that thhs is the

:13:54. > :13:57.schemes. We believe that this is the right time to gather everyone

:13:58. > :14:01.together and explain why we think it is important to have the jewel

:14:02. > :14:07.carriageway west to east and used to West.

:14:08. > :14:13.But what is new about this? We have heard this all before.

:14:14. > :14:18.I think it is reflected in the conversations this evening. This is

:14:19. > :14:21.a really united campaign. It is united across all the counchls,

:14:22. > :14:26.districts, and the MPs are all districts, and the MPs are all

:14:27. > :14:30.united. The businesses are very much united. We have had tremendous

:14:31. > :14:34.support and I am very grateful for the e`mails that we have had from

:14:35. > :14:37.businesses. There is a real unifying feel about this, people sayhng that

:14:38. > :14:41.it is their one chance to put the it is their one chance to put the

:14:42. > :14:45.case and we will do it much better with one voice.

:14:46. > :14:50.I wonder why you have jumped the gun? The government have admitted

:14:51. > :14:55.that it is a problem, they have started looking into it now. White

:14:56. > :14:58.do this now when they are looking into the problem in the autumn?

:14:59. > :15:00.into the problem in the auttmn? I think it is important, because the

:15:01. > :15:04.other people in those schemds other people in those schemds will

:15:05. > :15:12.be doing similar things. We need to show the economic case for Sussex.

:15:13. > :15:13.We think that we have a really coherent voice, with the business

:15:14. > :15:17.case and the local case, evidence coherent voice, with the business

:15:18. > :15:22.case and the local case, evidence of congestion and poor air quality

:15:23. > :15:26.Putting the case together. So we are doing it now is that we have a

:15:27. > :15:31.really strong case to talk to the government about. We really mean to

:15:32. > :15:38.put a strong case, because this is our one opportunity to do it.

:15:39. > :15:40.Would you recognise the smell of cannabis?

:15:41. > :15:42.Thousands of people in Hampshire will be getting a scratch

:15:43. > :15:45.and sniff card delivered through their door from Crimestoppers

:15:46. > :15:47.from today to make them aware of how the drug smells.

:15:48. > :15:50.Police want more people to report suspicious smells to help them shut

:15:51. > :16:13.How would you describe it? Air freshener.

:16:14. > :16:19.It is actually cannabis. No way. Crimestoppers says that people in

:16:20. > :16:23.some areas know less about drugs than in other areas. A lot of the

:16:24. > :16:29.people here were not able to recognise the smell on this card was

:16:30. > :16:32.cannabis. So now police want to help people in some areas become more

:16:33. > :16:38.streetwise. Here is why. Criminal gangs rent out

:16:39. > :16:44.houses and turn them into cannabis factories. The police shut down 61

:16:45. > :16:45.of these in this area last year alone. The police often relx

:16:46. > :16:49.of these in this area last xear alone. The police often rely on tips

:16:50. > :16:55.from the public. Some of these houses contain

:16:56. > :17:00.trafficked people all children taken from abroad to do this work. There

:17:01. > :17:07.is some information, but in other areas there are dead spots where a

:17:08. > :17:12.criminal might choose to hide. But this encourage you to report

:17:13. > :17:17.it? Knowing the smell of it? Not really, no.

:17:18. > :17:22.What do you think about it? Brilliance, we should get rhd of all

:17:23. > :17:28.of it. Now these scratch and sniff cards

:17:29. > :17:35.will be delivered, in the hope that people will sharpen their senses to

:17:36. > :17:45.it too. And we will talk about sport. What

:17:46. > :17:52.about Luka Shaw? Yes, the breaking news via our

:19:10. > :19:16.The team is very ambitious, anything less than that would not be what the

:19:17. > :19:23.club is capable of achieving. It has to be promotion.
