:00:13. > :00:14.Good evening. News, Glasgow.

:00:15. > :00:16.It's emerged that police may have made a series of mistakes

:00:17. > :00:18.in the case of Jayden Parkinson, the 17`year`old

:00:19. > :00:20.from Didcot who was murdered by her ex`boyfriend last December.

:00:21. > :00:23.Five officers from Thames Valley Police are now being investigated

:00:24. > :00:26.over whether they could have done more to protect her before she died.

:00:27. > :00:35.Did Thames Valley Police do all they could to protect murdered Didcot

:00:36. > :00:51.teenager Jayden Parkinson and, when she went missing,

:00:52. > :01:01.The five officers are being asked about three issues. The family

:01:02. > :01:07.reported threats lately had made. If you hours after she was reported

:01:08. > :01:15.missing he was questioned over a different offence. By then she had

:01:16. > :01:22.been murdered. Did the officers realised she was missing? A week

:01:23. > :01:29.later he was arrested on suspicion of kidnapped and released on bail.

:01:30. > :01:33.They are investigating that as well. His brother was accused of

:01:34. > :01:45.preventing a lawful burial will face a retrial in January. He was given a

:01:46. > :01:51.life sentence a week ago. It was too much for this family. In a statement

:01:52. > :01:53.today Thames Valley Police said would be inappropriate to comment on

:01:54. > :02:03.an ongoing investigation. There's been major disruption

:02:04. > :02:05.for rail passengers travelling into London ` after a person was hit

:02:06. > :02:09.by a train near Ealing Broadway Services to Didcot,

:02:10. > :02:11.Swindon and Oxford to Paddington were either cancelled or subject to

:02:12. > :02:13.lengthy delays. All lines into London

:02:14. > :02:15.were re`opened by 5:30pm but services remained disrupted

:02:16. > :02:21.into the evening. Attempts to put out the fire

:02:22. > :02:24.at a waste recycling site in Swindon It's 12 days since the fire began `

:02:25. > :02:29.but it's still burning, with clouds Business owners and families living

:02:30. > :02:33.nearby say they're suffering ` And with thousands of tonnes

:02:34. > :02:41.of waste and rubbish here, the firefighters simply can't get to

:02:42. > :02:44.it all to put it out. As it is compacted down it is

:02:45. > :02:48.a bit like a roof I suppose. As you put water

:02:49. > :02:51.on the top it is just flowing off. What we can't do is get right

:02:52. > :02:54.into it ? all we can seem to do at the moment is work around

:02:55. > :02:57.the edges, pull the edges away, These types of fires are normally

:02:58. > :03:04.allowed to burn out themselves But the smoke and ash from this

:03:05. > :03:10.is proving too much to bear. Hardest hit from the fire,

:03:11. > :03:13.and especially the smoke, are the businesses that surround

:03:14. > :03:17.the recycling site, It is impossible

:03:18. > :03:22.for people to work here. Across the road from the fire live

:03:23. > :03:25.Gillian Lane and her husband. They've been

:03:26. > :03:27.following all the advice but say We've had to keep

:03:28. > :03:31.the windows closed. Especially with all this heat

:03:32. > :03:34.that we've had, it's been We've had to keep

:03:35. > :03:38.the fan going full`time. My husband,

:03:39. > :03:45.it has affected him because he has got asthma, he's woke up in

:03:46. > :03:48.the morning he can hardly breathe. The site owners have again

:03:49. > :03:50.apologised to everyone The plan now is to try and remove

:03:51. > :03:56.as much waste as possible ` the That should give firefighters

:03:57. > :04:01.more space to get at the flames. They say they want to move

:04:02. > :04:05.into a more aggressive phase now to From next week, everyone will have

:04:06. > :04:15.the right to film council meetings anywhere in the country ` and post

:04:16. > :04:19.the video onto social media sites. The government says it's good

:04:20. > :04:20.for democracry. But there are fears it could lead

:04:21. > :04:23.to councillors being misrepresented Our Political Reporter Helen Catt

:04:24. > :04:31.has the story. Whether it is towers being blown up,

:04:32. > :04:37.or rain tipping down, the Great British public has been

:04:38. > :04:40.capturing newsworthy moments But until now those which happen

:04:41. > :04:46.inside the walls of our councils While some

:04:47. > :04:51.of our councils do regularly web cast their meetings like South

:04:52. > :04:55.Oxfordshire and Buckinghamshire, for others like Oxfordshire County

:04:56. > :04:58.the main way of seeing what is going on is still to come

:04:59. > :05:00.along here to the public gallery. In Oxford City members

:05:01. > :05:05.of a long`running campaign to stop the swimming pool

:05:06. > :05:07.from closing have had their requests They say the official city

:05:08. > :05:12.council film is not enough. When we had the full council video

:05:13. > :05:20.you only see people talking, you don't actually see what is going

:05:21. > :05:23.around there and the idea is to show what is actually going on there,

:05:24. > :05:26.what people are doing around that. From next week they

:05:27. > :05:28.and everyone else will have the legal right to film meetings

:05:29. > :05:31.and post them on social media. With so many smartphones

:05:32. > :05:34.around many of us will have the All

:05:35. > :05:38.of the councillors we have spoken to say they welcome meetings being more

:05:39. > :05:40.open but some have concerns that Certain members of

:05:41. > :05:48.the public perhaps with a grievance or an agenda who film particular

:05:49. > :05:57.councillors and particular debates cut it down, put something on

:05:58. > :06:01.the Internet which is then seen to And in the long term it is bad

:06:02. > :06:06.for democracy when it starts off Once again,

:06:07. > :06:14.he has no clue about the details. For a generation used to seeing

:06:15. > :06:17.images like this from the House of Commons, it is worth remembering

:06:18. > :06:20.that they were not always welcomed There were many similar debates

:06:21. > :06:25.happening around the televising of Parliament in the 1980s, people

:06:26. > :06:29.were worried about the same thing ? about taking it out of context

:06:30. > :06:35.and people ended up managing at. The rules come

:06:36. > :06:41.into force next Wednesday. It's being called the most

:06:42. > :06:44.successful conservation project of the twentieth century. On this day,

:06:45. > :06:46.twenty five years ago, five red kites were reintroduced to the

:06:47. > :06:51.Chilterns ` in a bid to save the species. Now, a common sight in the

:06:52. > :06:54.skies over Oxfordshire, there are more than 1000 breeding pairs.

:06:55. > :06:59.Victoria Cook reports. Living proof of

:07:00. > :07:06.a major conservation success story. It was 25 years ago today that five

:07:07. > :07:12.kite chicks were brought near here. Then, over the next five years,

:07:13. > :07:15.88 more were brought to join them. Now it is thought that there are

:07:16. > :07:22.more than 1000 breeding pairs here. It has never been done

:07:23. > :07:26.before really. We knew they were fairly easy to

:07:27. > :07:29.handle because they ate carrion so you did not have to kill a lot of

:07:30. > :07:33.stuff for them and they could feed Basically, no`one knew

:07:34. > :07:38.what was going to happen. These days it is not

:07:39. > :07:40.unusual to spot a kite. They are impressive to see,

:07:41. > :07:44.with a wingspan of up to 5 feet but are some say there are now too

:07:45. > :07:49.many of them. Some concerned they

:07:50. > :07:52.are too aggressive. Conservationists say people

:07:53. > :07:56.should stop feeding them. They tend to cluster could together

:07:57. > :08:01.particularly where there is as a food source and that is where we

:08:02. > :08:04.have a bit of an issue because when people feed them they'll gather

:08:05. > :08:07.together and that gives people It also means they're getting

:08:08. > :08:10.incredibly bold and perhaps coming into people's

:08:11. > :08:12.gardens, maybe disrupting So the message we would like to

:08:13. > :08:17.get across is do not feed them. Let them find their food naturally

:08:18. > :08:21.and they will find a nice happy On the whole, this project

:08:22. > :08:27.is seen as a big success. More than 300 birds have been taken

:08:28. > :08:30.from here to other sites as far away as Newcastle and populations are now

:08:31. > :08:39.thriving there too. Sarah Farmer is coming up with

:08:40. > :09:01.the weekend weather forecast. We have one or two showers in store

:09:02. > :09:07.for tonight. We could see the odd downpour. Temperatures in the mid

:09:08. > :09:09.teens. Similar to recent nights. A mild night. Showers are starting to

:09:10. > :09:13.get going to get going through the early hours. Tomorrow morning some

:09:14. > :09:17.of those showers to get the day started. Through the middle part of

:09:18. > :09:21.the day perhaps some heavy downpours and perhaps some thunder but an

:09:22. > :09:24.improving picture into the afternoon. Starting to dry up and

:09:25. > :09:29.some brighter skies inside of those showers. The riches of 21 degrees 22

:09:30. > :09:33.degrees. Sonny looks to be a brighter day. `` Sunday looks

:09:34. > :09:47.Good evening. For some of us turning soggy this weekend. For others

:09:48. > :09:54.increasingly sunny. Don't make this the last forecast you see this

:09:55. > :09:57.weekend T rain could cause some problems. Sunshine will follow the

:09:58. > :10:03.rain from the south. Overnight a lot of rain from south-west England and

:10:04. > :10:07.south-west Wales. One or two thunderstorms, close to the London

:10:08. > :10:10.area, into East Anglia. Showers over Northern Ireland. A largely dry

:10:11. > :10:16.start to the day here. Further south, there will be rain around.

:10:17. > :10:20.Already signs of improvement across the far south-west at 10am. Patchy

:10:21. > :10:24.outbreaks of rain elsewhere across southern counties. Sharp showers

:10:25. > :10:29.through the day. Brighter spells between. Heavy and persistent rain

:10:30. > :10:33.across west Wales, up through the Irish Sea, into southern Scotland.

:10:34. > :10:38.The main focus of concern. Some question mark about how far west

:10:39. > :10:43.that rain extends. Within the wettest areas we could see an inch

:10:44. > :10:46.of rain or two. That could cause some problems.
