:00:15. > :00:16.Inspectors from Ofsted have told the Government the protection

:00:17. > :00:19.and care of young people in the county is inadequate.

:00:20. > :00:22.The report highlights shortcomings in leadership and management,

:00:23. > :00:27.a failure to manage workloads, and weaknesses in record`kedping.

:00:28. > :00:29.Council leaders have promised to improve.

:00:30. > :00:32.Tom Turrell has been followhng the story and explained more about the

:00:33. > :00:38.One of Buckinghamshire County Council's biggest roles is to

:00:39. > :00:41.protect vulnerable children in the county, so children who are

:00:42. > :00:45.potentially living in households where the parents have drug or

:00:46. > :00:50.alcohol problems, where there is domestic violence ` the council have

:00:51. > :00:53.to swoop in and sometimes rdscue the child, placing them into care.

:00:54. > :00:57.Now, Her Majesty's inspectors have been into Buckinghamshire County

:00:58. > :01:00.Council, had a look around and don't like what they saw.

:01:01. > :01:03.They said the service they are providing is inadequate.

:01:04. > :01:07.And the council concede that there are problems.

:01:08. > :01:09.My primary concern is around our staffing and havhng the

:01:10. > :01:16.right calibre and numbers of staff to deliver the quality of sdrvices

:01:17. > :01:21.that we must deliver for vulnerable children in Buckinghamshire.

:01:22. > :01:27.I don't intend to, because I have a plan to deliver.

:01:28. > :01:32.It is going to be very hard work and rigorous.

:01:33. > :01:35.In terms of why there may bd problems there, well,

:01:36. > :01:40.There's a shortage of resources and they are very stretched.

:01:41. > :01:43.They say they are having problems recruiting social workers

:01:44. > :01:46.at the moment and there is `n increasing caseload at the loment.

:01:47. > :01:49.More and more of us are reporting issues

:01:50. > :01:55.of child protection after rdcent high`profile cases in the mddia

:01:56. > :01:58.There are some good things that the council are doing.

:01:59. > :02:01.They say apparently social workers are very caring and are tryhng

:02:02. > :02:05.their best for the children who are at risk in Buckinghamshire,

:02:06. > :02:08.but this evening, I'm afraid, there are some big questions that the

:02:09. > :02:16.A conman from Swindon has bden jailed after being extraditdd back

:02:42. > :02:46.charged with 54 counts of fraud There's a fresh warning abott the

:02:47. > :02:49.dangers of trespassing on r`ilway lines, as electrified tracks are

:02:50. > :02:51.laid in Wiltshire and Oxfordshire. There have been

:02:52. > :02:53.around than 1,600 reported cases of trespassing in

:02:54. > :02:56.our region in the past thred years. Network Rail says the

:02:57. > :02:58.the new lines are potentially more dangerous than existing ones.

:02:59. > :03:02.Sinead Carroll reports. She's only a schoolgirl,

:03:03. > :03:04.and, as if walking across these tracks in Milton Keynes

:03:05. > :03:06.wasn't shocking enough, she then does this.

:03:07. > :03:08.This trespassing case from last April isn't the only one.

:03:12. > :03:13.1600 cases of people walking across the lines in our region alone.

:03:14. > :03:15.Since April this year, that number is 174.

:03:16. > :03:20.British Transport Police sax half the cases they have dealt

:03:21. > :03:23.with across the UK involve teenagers between the ages of 15 and 25.

:03:24. > :03:27.Electrified train lines will reach Oxfordshire by 2016.

:03:28. > :03:32.Trains will be quieter, faster ` all great for commuters,

:03:33. > :03:39.but with the current in tracks of 650 volts, trespassing whll be

:03:40. > :03:42.even more deadly. They say, I will be OK,

:03:49. > :03:51.and incidents in the last fdw years. Around 40 people are killed in train

:03:52. > :03:55.lines every year and that does not include sticides.

:03:56. > :03:57.It can have a devastating ilpact on train drivers.

:03:58. > :04:01.It can cause drivers to suffer stress.

:04:02. > :04:06.Many find it hard to sleep `t night. It affects their home life.

:04:07. > :04:12.So the impact can be far wider than perhaps the people who trespass

:04:13. > :04:15.can possibly think. Network Rail says people of all ages

:04:16. > :04:17.should respect the warnings, as once electrified the tracks are

:04:18. > :04:23.potentially even more dangerous Firefighters will begin eight days

:04:24. > :04:27.of strike action a midday tomorrow. There have been

:04:28. > :04:29.a series of walk`outs this xear as staff protest against pl`ns to

:04:30. > :04:32.change to their pensions. The Government says the deal is fair

:04:33. > :04:35.and that firefighters have one of the most generous pensions
