:01:01. > :01:03.of hospital wards in our region are not staffed by the recommended

:01:04. > :01:08.Over a two`day period we took a snapshot and asked the trtsts

:01:09. > :01:12.exactly how many nurses and other health workers were on duty.

:01:13. > :01:15.The results show all our hospitals are falling short of the target

:01:16. > :01:25.They are generally who we rdly on most if we have to go to hospital.

:01:26. > :01:27.But it seems there aren't enough nurses on our wards.

:01:28. > :01:30.The Royal College of Nursing says a typical ward should have one

:01:31. > :01:36.It also says there should bd a skill mix, 65% of those working

:01:37. > :01:41.The remainder can be health assistants, what used to be

:01:42. > :01:48.But an investigation by BBC South, a snapshot across a 48`hour period,

:01:49. > :01:51.showed that almost two thirds of those shifts at the John

:01:52. > :02:05.Radcliffe Hospital in Oxford didn't have the recommended staffing.

:02:06. > :02:11.Twice a day we review our ntrsing levels, including sisters and

:02:12. > :02:16.makers, and we make decisions based on the skill sets of the narrative

:02:17. > :02:20.and the needs of the patients and we move stuff around as requirdd in

:02:21. > :02:26.Almost all the wards at the Milton Keynes Trust fell short

:02:27. > :02:29.The Great Western Trust, which covers Swindon, didn't have

:02:30. > :02:32.the recommended make`up of staff for three quarters of that time

:02:33. > :02:35.And in Buckinghamshire only half of all wards had the advised number

:02:36. > :02:39.All say they constantly revhew the needs of patients and m`ke sure

:02:40. > :02:46.So is this something which should concern us?

:02:47. > :02:56.The problem is there are not enough stuff because that is not enough

:02:57. > :03:00.money to pay them. We need lore nurses. They come from diffdrent

:03:01. > :03:02.countries with different experiences and different skills and we need

:03:03. > :03:06.Those representing the nursing profession say that

:03:07. > :03:09.recruitment is a major issud and many trusts are desperate to find

:03:10. > :03:20.We know we are an ageing workforce and if we do not train enough nurses

:03:21. > :03:25.they will not be there to fhll the gap. I do not believe there are

:03:26. > :03:28.enough nurses just to stand still, let alone recruit more.

:03:29. > :03:31.Hospitals are under no obligation to follow the guidelines, btt many

:03:32. > :03:35.argue each site is different and needs to be managed accordingly

:03:36. > :03:38.And there will be more on the issue of how many nurses there ard per

:03:39. > :03:41.patient and whether our hospitals are falling short coming up with

:03:42. > :03:46.Sir Tony Baldry has made a surprise announcement that he is

:03:47. > :03:48.stepping down as the Conservative MP for North Oxfordshire.

:03:49. > :03:50.He has represented the constituency, covering Banbury,

:03:51. > :03:54.Bicester and nearby villages, for the past 31 years.

:03:55. > :03:56.But he confirmed today he whll not be re`contesting the seat

:03:57. > :04:07.This from our political reporter Helen Catt.

:04:08. > :04:14.Sir Tony Baldry has been gohng to the House of Commons longer than any

:04:15. > :04:20.other MP in our area. A forler aide to Margaret Thatcher, he was elected

:04:21. > :04:26.in 1983. 1990s saw the peak of his career when he held several

:04:27. > :04:29.ministerial positions. Locally campaigning to keep services at

:04:30. > :04:35.Banbury's Hospital has taken up much of his time and has left a lark on

:04:36. > :04:40.his internal organs. I want to ensure that when they open le up

:04:41. > :04:45.they will find inscribed on my heart the words, keep the Horton General

:04:46. > :04:50.Hospital. Some campaigners say his relations with them have sotred in

:04:51. > :04:55.recent times. At the last election he had a majority of more than

:04:56. > :04:59.18,000, but the 64`year`old will not be running again. There will be a

:05:00. > :05:05.general perception locally that will be my last Parliament. The risk is

:05:06. > :05:12.no sooner had the ballot papers being counted next me and pdople

:05:13. > :05:17.locally well say, when will you announce you are standing down. I do

:05:18. > :05:22.not want to be a lame duck LP. David Cameron says he will miss hhm

:05:23. > :05:26.personally, but he will also miss him politically. He joins a number

:05:49. > :05:51.among children for weaving loom bands to create the world's longest,

:05:52. > :05:55.Skye's illness meant he bec`me unable to weave the bands hhmself,

:05:58. > :06:00.a high`profile support from Oxford United players and celebrithes.

:07:43. > :07:45.now required to provide a free lunch to children between the ages of four

:07:46. > :07:48.and seven. It is one of the Government's big ideas, but not all

:07:49. > :07:51.our schools will be ready in time. Adina Campbell has been in

:07:52. > :07:53.Buckinghamshire to gauge thd situation there.

:07:54. > :07:56.Later this week this school in Buckingham will be serving

:07:57. > :07:58.about 500 meals a day, double the number last term.

:07:59. > :08:01.To achieve that they have had to expand.

:08:02. > :08:05.Bourne Academy has spent an extra ?35,000 on extension work

:08:06. > :08:21.We have had a new oven inst`lled. We have got a new pan for big `mounts.

:08:22. > :08:28.Staff used to provide meals for a number of smaller schools

:08:29. > :08:30.in the area, but meeting the Government requirements mean

:08:31. > :08:36.they have had to turn down dxtra work to focus on their own.

:08:37. > :08:44.We have had to employ a couple of staff in the kitchen to litdrally

:08:45. > :08:46.just cook food. I personallx felt and the staff felt challengdd to get

:08:47. > :08:50.All children in reception, xear one and year two are now entitldd to

:08:51. > :08:52.a free lunch and a multi`million pound Government initiative.

:08:53. > :08:55.Many schools have been given grants to help them cope with

:08:56. > :08:58.But the impact of these changes go much further.

:08:59. > :09:01.Lunch breaks here will now be staggered and staff have also had to

:09:02. > :09:04.make changes to the timetable, which includes moving around PE ldssons.

:09:05. > :09:09.234 schools are affected across Oxfordshire,

:09:10. > :09:17.And in Swindon another 33 schools are required to comply.

:09:18. > :09:20.But it is clear some schools simply are not ready.

:09:21. > :09:24.This one in Haddenham is having a new kitchen installed this week,

:09:25. > :09:28.but it will not be fully up and running until next month.

:09:29. > :09:30.Meanwhile, it is having to buy in meals through

:09:31. > :09:43.Nobody had much time to get anything in place. The funds were not

:09:44. > :09:48.released until quite late in the day. It has been difficult.

:09:49. > :09:50.As well as the time constraints critics say

:09:51. > :09:52.some schools will be forced to buy in prepacked meals with lowdr

:09:53. > :09:56.The Government says the free lunches will save parents

:09:57. > :10:04.The Fleming Way multistorey car park in the centre of Swindon is being
