:04:31. > :04:35.stop I lost trust in people. Also I turned to alcohol. I used to drink a

:04:36. > :04:41.lot. From almost straight after it happened, anything to just drop ``

:04:42. > :04:47.block it out. Paul says he found the courage to speak out followhng the

:04:48. > :04:49.Jimmy Savile scandal in 2012. Thames Valley Police and support charities

:04:50. > :04:53.say they have seen a surge hn reports of sexual offences of men

:04:54. > :04:57.and women in the last coupld of years. There has been a lack of

:04:58. > :05:03.counselling services for male victims. The charity hopes to break

:05:04. > :05:09.down taboos and help men talk about their experiences. The men that are

:05:10. > :05:15.coming forward to us want to talk about it. It affects their life

:05:16. > :05:18.drastically, whether it is through PTSD or depression, it affects their

:05:19. > :05:21.relationships with their partners in the family and friends and `lso

:05:22. > :05:27.their working life as it can make them emotionally unwell for a long

:05:28. > :05:31.period of time. Nationally 02% of rapes are on the man but it is

:05:32. > :05:36.thought the figure could be much higher because many feel too afraid

:05:37. > :05:44.to report it. The charity hopes to empower both men and boys to come

:05:45. > :05:57.forward. That is what Paul hs doing and he hopes his story will motivate

:05:58. > :06:00.others to come forward. With the results of the Scottish

:06:01. > :06:06.referendum coming up a report says other areas could do with more

:06:07. > :06:10.responsibility over how thex are run. They could choose their own

:06:11. > :06:15.priorities and spending plans. A short time ago I asked Ben Lucas

:06:16. > :06:21.Whiteley the city growth colmittee commission believes some cities

:06:22. > :06:26.should go further. What we `rgue in our report is that cities all over

:06:27. > :06:30.the world are now driving growth. They are the concentrations of

:06:31. > :06:34.productivity, innovation and creativity. In Britain our cities

:06:35. > :06:38.are not achieving their full potential because they do not have

:06:39. > :06:43.enough of the powers that they would need to drive growth in the place ``

:06:44. > :06:46.their places. We had a similar thing happen in Oxford with the chty

:06:47. > :06:53.deal, allowing spending priorities to be decided on a local level. Is

:06:54. > :06:57.it right to widen those powdrs? Yes, I do. City deals are an important

:06:58. > :07:02.first step but they are onlx a first step. A number of cities we think

:07:03. > :07:09.are ready for much greater powers. One of the things we advocate in the

:07:10. > :07:12.report is an independent colmittee to make a decision about thd

:07:13. > :07:17.capability that the cities have in order to move to having gre`ter

:07:18. > :07:21.fiscal powers. Is Oxford ond of those cities? That is for the

:07:22. > :07:24.independent commission that we are suggesting should be created to make

:07:25. > :07:29.that judgement. We think all cities in the long term have the potential

:07:30. > :07:36.to be able to achieve greatdr control over their own growth.

:07:37. > :07:40.Clearly some cities have put more effort into already establishing the

:07:41. > :07:46.infrastructure, the governance and the capability they need for that.

:07:47. > :07:51.Thank you very much. Planning officials in South

:07:52. > :07:56.Oxfordshire have advised to Tesco to resubmit its controversial proposals

:07:57. > :08:00.to open a new express store in a disused pub opposite goring station.

:08:01. > :08:04.The owners of the pub had got permission for an expansion of the

:08:05. > :08:08.building with a new kitchen, bar and dining area. The additional space

:08:09. > :08:13.has not yet been built but Tesco's would rely on that expansion is part

:08:14. > :08:18.of the redevelopment. They say the company must now submit a ndw plan

:08:19. > :08:23.so it can be considered properly. Protesters say Tesco shop could plan

:08:24. > :08:27.the stores in the middle of goring. It is due to become one of the

:08:28. > :08:32.biggest solar farms in the country, generating power for ?12,000 in

:08:33. > :08:37.Swindon `` 12,000 homes in Swindon. Approval had already been ghven for

:08:38. > :08:40.the field of solar panels btt the project is now being reconshdered at

:08:41. > :08:46.a public enquiry which starts tomorrow. This could soon bd home to

:08:47. > :08:53.one of the biggest solar farms in the country. 150 solar panels on 170

:08:54. > :08:59.acres of land, generating enough electricity to power 12,000 homes.

:09:00. > :09:03.It is one year since Swindon Borough Council gave its permission for a

:09:04. > :09:07.solar farm to be built on this airfield site. It is by the hangers

:09:08. > :09:14.we can see behind me. It was hoped that building work would begin this

:09:15. > :09:16.month by the government stepped in. The Department for Communithes and

:09:17. > :09:20.Local Government says that they have openly changed planning guidance on

:09:21. > :09:24.renewable energy to give grdater protection for local heritage, how

:09:25. > :09:30.landscape and to protect good quality farmland. A campaign spoke

:09:31. > :09:33.to us. They will not put thd solar panels on the tarmac runways or the

:09:34. > :09:37.buildings but on the green bits in between that are effectivelx fields

:09:38. > :09:41.and they have been farmed until very recently, if they are not bding

:09:42. > :09:53.farms now. The government ddcision to bring in a planning inspdctor has

:09:54. > :09:55.been criticised by others. When you are doing a scheme incredibly well

:09:56. > :09:58.that is very well supported by the local community, by the loc`l

:09:59. > :10:00.council, and yet Eric Picklds and Westminster are still calling it in

:10:01. > :10:04.and saying there is a probldm, that just destabilises and underlines

:10:05. > :10:08.confidence across the industry. The land is owned by the Sciencd Museum

:10:09. > :10:12.that stores big objects in the hangers around the site and they are

:10:13. > :10:16.backing the plans. The solar park and other research and development

:10:17. > :10:20.activities such as those behind us help to bring in income into the

:10:21. > :10:26.site that we can reinvest. Lembers of the public can invest in the site

:10:27. > :10:27.now as well and the planning department will get evidencd until
