:00:00. > :00:00.Hello and welcome to South Today from Oxford.

:00:07. > :00:12.A woman who cut herself with razor blades for ten years

:00:13. > :00:18.Competing at the home of the Paralympics.

:00:19. > :00:21.The children hoping to provd they're the best, as Stoke Mandeville hosts

:00:22. > :00:28.The Bishop of Oxford makes a pilgramage along the Thamds

:00:29. > :00:34.On the trail of the blue badge cheats.

:00:35. > :00:48.A crackdown on motorists illegally displaying disabled permits.

:00:49. > :00:51.There's been a dramatic risd in the number

:00:52. > :00:53.of young people being admitted to hospital in Oxfordshire aftdr

:00:54. > :00:57.deliberately taking an overdose or physically hurting themselvds.

:00:58. > :01:04.In the past four years the number has risen by more than 50%.

:01:05. > :01:07.In a moment we'll hear some of the reasons why that might be.

:01:08. > :01:09.But first, Sinead Carroll has been to leet one

:01:10. > :01:14.Niina Tamura has just moved into her new house in Banbury

:01:15. > :01:16.and she's studying for a PhD at Oxford University.

:01:17. > :01:23.But for a decade her life was dominated by self harm.

:01:24. > :01:34.I was feeling a lot of pain and I didn't know what to do with it. If

:01:35. > :01:39.you've self harm, you can focus that pain on a physical pain so xou are

:01:40. > :01:41.distracted from the emotion`l pain. All you can focus on a diffdrent

:01:42. > :01:43.kind of pain for once. Using Freedom of Information laws,

:01:44. > :01:46.BBC South found that in 2009, 111 children under the age

:01:47. > :01:49.of 18 were admitted for overdoses. That increased to 132 in 2001

:01:50. > :01:59.and peaked at 173 last year. Some of those patients were

:02:00. > :02:08.children as young as 8 years old. Young people today, there are

:02:09. > :02:14.increasing levels of depression and young people are experiencing a lot

:02:15. > :02:18.of stress. Social media and so on, along with pressures for drtgs and

:02:19. > :02:21.underage sexual activity, it is not all straightforward.

:02:22. > :02:24.Oxfordshire offers taylored support for young people who frequently self

:02:25. > :02:25.harm, including home visits and telephone support.

:02:26. > :02:27.Plus the John Radcliffe hospital have

:02:28. > :02:29.just employed a child psychhatrist, so mental health assessments can

:02:30. > :02:39.It is incredible to me that I thought this was never going to be

:02:40. > :02:43.something I could recover from. You can recover from these things.

:02:44. > :02:47.I asked her why she believes there's been a rise in reported casdd

:02:48. > :02:58.There could be many different reasons for the figures that we ve

:02:59. > :03:01.got. One could simply be th`t we are making it easier for young people to

:03:02. > :03:06.come forward and ask for help. Then a previously have suffered `t home

:03:07. > :03:10.or tried to self treat their injuries. We may be making ht easier

:03:11. > :03:14.for people to seek help. I think what is also important to stress is

:03:15. > :03:18.whatever the figures we havd from young people going to these

:03:19. > :03:25.departments, actually, the real figure of how many young people are

:03:26. > :03:27.self harming is going to be greater. Self harm isn't just young people

:03:28. > :03:33.cutting themselves, is it? Dxplain whatever ways people hurt themselves

:03:34. > :03:39.in. Self harm is a physical response to an emotional pain. Some people

:03:40. > :03:44.might self poisoning, they light engage in hair pulling or scratching

:03:45. > :03:47.or cutting. The method of how somebody self harms isn't the thing

:03:48. > :03:51.that needs to be focused on, it s more about how that business

:03:52. > :03:55.feeling. Do you think the awareness there is a round self harming makes

:03:56. > :03:59.it easier for people to know how to do it. It's difficult to sax. The

:04:00. > :04:03.awareness around it now helps people to self harm was safely. Self harm

:04:04. > :04:06.is never completely safe but there are ways of trying to look `fter

:04:07. > :04:11.yourself. That is something that is important for young people to know

:04:12. > :04:14.about, while they try and fhnd a place of recovery. I don't think the

:04:15. > :04:19.risk of somebody working out how to self harm is a big enough rdason for

:04:20. > :04:24.us not to talk about it. Thd need is there and young people do nded to

:04:25. > :04:27.understand the risks. What can friends, family and schools do if

:04:28. > :04:34.they suspect they know someone is doing it? Listen, not judge and not

:04:35. > :04:38.panic. That's the golden rule. Try and be led by the young person. Ask

:04:39. > :04:42.them how they are feeling. @sk them what they want from you. Wh`t can

:04:43. > :04:47.you actually do to help. Very often, the answer would be H don't

:04:48. > :04:50.know. That's fine. It's not about having all the answers. It's about

:04:51. > :04:53.committing to them and being supporting, working through it and

:04:54. > :04:58.finding answers together. An investigation's under wax

:04:59. > :05:00.by the police watchdog following the death of a 58`year`old

:05:01. > :05:02.man in Buckinghamshire. Officers were called to reports

:05:03. > :05:05.of a fight at a house in Allen Close in Bletchley on Friday,

:05:06. > :05:08.but found nothing was going on. The next day a man was taken

:05:09. > :05:11.to hospital and died. A 50`year`old man arrested

:05:12. > :05:13.on suspicion of murder has been Disabled children

:05:14. > :05:17.from all over the country are taking part in the National Junior Games

:05:18. > :05:19.this week near Aylesbury. The competition, at the Stoke

:05:20. > :05:22.Mandeville Stadium, is seen as a big Adina Campbell has been

:05:23. > :05:28.finding out more. It's fast, fierce

:05:29. > :05:32.but more than anything good fun Zone hockey is just

:05:33. > :05:35.of many sports on offer herd Over the next four days,

:05:36. > :05:42.250 children will be compethng for medals as part

:05:43. > :05:55.of the national junior games. My favourite sport is table tennis.

:05:56. > :05:57.I'm not very good but I enjoyed You can get lost in four hours.

:05:58. > :06:00.This competition has been rtnning for more than 25 years and `ttracts

:06:01. > :06:03.But this year, there are no competitors from

:06:04. > :06:13.It is disappointing that thdre are not any children from Oxfordshire or

:06:14. > :06:15.Bucks going there but there is an offer there now. That is solething

:06:16. > :06:16.to build on. But these kinds of sports are

:06:17. > :06:21.becoming more accessible. More than ?300,00

:06:22. > :06:23.of government funding was ptt towards helping young disabled

:06:24. > :06:33.people get involved in sport, There are a lot of opportunhties out

:06:34. > :06:34.there, especially with the local community. There are a lot of

:06:35. > :06:39.training opportunities. After huge events like

:06:40. > :06:42.the 2012 Paralympics in London and more recently, the Invictus Games,

:06:43. > :06:46.it's hard not to feel inspired. But the challenge now is to keep

:06:47. > :06:49.encouraging more young people with disabilities,

:06:50. > :06:58.into sport at a local level. The long`serving leader of

:06:59. > :07:00.South Oxfordshire District Council, Ann Ducker,

:07:01. > :07:03.has died following a short hllness. Ann was first elected as cotncillor

:07:04. > :07:07.for Goring back in 1983. She went on to serve as leader

:07:08. > :07:10.of the Conservative group, and also council chairman,

:07:11. > :07:14.during an unbroken 32`year run. She was awarded an MBE

:07:15. > :07:16.in recognition of her public The Bishop of Oxford is to retire

:07:17. > :07:24.at the end of next month. To mark the end of his seven

:07:25. > :07:27.years in office, special evdnts This week, the Right Reverend John

:07:28. > :07:34.Pritchard is leading a spechal He took on the ten`day walk as a way

:07:35. > :07:40.of saying goodbye to his diocese. For the Bishop

:07:41. > :07:51.of Oxford this pilgrimage draws his seven years at the helm

:07:52. > :08:02.of the Oxford Diocese towards an Three miles per hour is the speed of

:08:03. > :08:06.the love of God, I think. It is not rushing. There is time to think and

:08:07. > :08:09.engage with the reality of the world around you. And also the sttff that

:08:10. > :08:11.is going on inside you. The route along the Thames Path

:08:12. > :08:13.through Oxfordshire, Buckingamshire The Right Reverend John Pritchard,

:08:14. > :08:29.a seasoned walker, has journeyed The Himalayas, the Sinai desert and

:08:30. > :08:34.all sorts of places. I am vdry much at home, getting down and working. A

:08:35. > :08:36.long afternoon but we will stop somewhere. It's nice to stop here

:08:37. > :08:47.and make use of a little hostelry. A core of 12 pilgrims are whth

:08:48. > :08:50.him on every stage, some fellow just for a day. Each with their own

:08:51. > :09:05.reasons to come, each wanting to This is a time of fellowship and

:09:06. > :09:10.quiet reflection. He has bedn a great pastor to the whole dhocese

:09:11. > :09:12.and a leader in prayer and living the way that we ought to live.

:09:13. > :09:14.The Bishop had heart surgery just days ago, so

:09:15. > :09:23.foot and boat. Each mile through his diocese taking him closer to a new

:09:24. > :09:31.Life doesn't stop when you retire. You are always needed so I shall be

:09:32. > :09:37.doing lots of things, teachhng and writing and travelling, and the

:09:38. > :09:46.honorary assistant bishop of the North of England. This has been a

:09:47. > :09:53.great journey for seven years. We always like to hear from yot. E`mail

:09:54. > :09:56.The highlights of the weekend's football m`tches

:09:57. > :09:58.involving Oxford, Swindon and the MK Dons is coming up.

:09:59. > :10:20.Now more of today's stories with Jo Kent.

:10:21. > :10:25.a glorious morning in the ndw Forest. We will find out wh`t the

:10:26. > :10:31.weather has installed later in the programme.

:10:32. > :10:36.It is just eight months to the next general election, so the politicians

:10:37. > :10:40.will want to use this to usd that your's party conferences as a launch

:10:41. > :10:45.pad for new ideas to the voters With the Labour conference now

:10:46. > :10:49.underway at Manchester, polhcymakers are finding it difficult to emerge

:10:50. > :10:51.from the fallout of the Scottish referendum and whether more powers

:10:52. > :10:58.should be given to more councils in England.

:10:59. > :11:01.Labour played such a strong part in the Scottish referendum and you can

:11:02. > :11:12.spot the delegates from the south who campaigns north of the border.

:11:13. > :11:16.They have a strong interest step. There was interest in polithcs and

:11:17. > :11:42.in voting. Will that carry through to the general election?

:11:43. > :11:48.It will be welcomed across our country. This can't be a decision

:11:49. > :11:52.for Westminster to decide what they are happy to get away. This asked to

:11:53. > :11:55.be something where they hear the demands of people on the ground as

:11:56. > :12:00.to how they want politics to be done. Labour knows that in the south

:12:01. > :12:18.of England, it needs to makd a new connection, beyond its core voters.

:12:19. > :12:25.I've been knocking on thous`nds of doors and that is because wd need to

:12:26. > :12:30.engage with people. The Scottish vote had so much at stake. We had

:12:31. > :12:35.hoped to talk to the Labour leader about the choices for the south of

:12:36. > :12:40.the general election. Unfortunately, that interview was cancelled. We did

:12:41. > :12:50.talk to the Shadow Chancellor. People have got a clear chohce next

:12:51. > :12:53.year. Do you want a change? David Cameron and George Osborne cut taxes

:12:54. > :12:57.only for the richest people, whilst most people are still worse off

:12:58. > :13:01.People wanted change. The changes Labour. We have a plan to m`ke

:13:02. > :13:09.things better, not just for if you, but favourably. Is the change that

:13:10. > :13:14.people want? Isn't what people really want, something that will

:13:15. > :13:17.make lives better? I agree. That is why we say reform the banks,

:13:18. > :13:23.increase the bank levy and give working parents 25 hours of free

:13:24. > :13:27.childcare. We certainly repdat the tax on bank bonuses and getting

:13:28. > :13:31.people back to work. Long`tdrm unemployment is really bad. We say

:13:32. > :13:36.don't cut corporation tax for big companies. That's give more help to

:13:37. > :13:41.small businesses. These are tangible policies which add up. Politics is

:13:42. > :13:45.about a choice. The choice hs Labour or Conservative. I am saying that

:13:46. > :13:53.the Labour choice is a bettdr choice. So, Labour delegates hope

:13:54. > :13:58.that the economy will be ond area where they will be able to win seven

:13:59. > :14:03.votes. Now, while on a trail of li`rs,

:14:04. > :14:07.cheats on motorists who bre`k the law in Portsmouth. They are the

:14:08. > :14:11.people who steal the blue b`dges used by disabled drivers to use

:14:12. > :14:14.special parking bays. They `re badges which are sometimes sold on

:14:15. > :14:18.the black market. Some people even use badges belonging to people who

:14:19. > :14:21.died. Over the last three months, transport correspondent has been

:14:22. > :14:27.following a crackdown by thd city's parking enforcers.

:14:28. > :14:32.They are following a crackdown by Portsmouth Council's parking

:14:33. > :14:40.enforcers. A the man is lying about her blue badge. `` a woman. For half

:14:41. > :14:45.an hour, she claims her dis`bled husband is stuck in a toilet nearby.

:14:46. > :14:50.I have had a phone call frol the badge holder. It turns out ht is her

:14:51. > :14:54.son. He has say he is stuck in The Times, cannot get out. In f`ct, he

:14:55. > :15:02.is sitting at home. The blud badge is confiscated. With us is Helen, a

:15:03. > :15:06.disabled motoring campaigner. What is it going to mean for your

:15:07. > :15:13.husband, having known badge? He was struck me to shreds when I get home.

:15:14. > :15:18.Across the road, a wheelchahr user has to pay for a parking sp`ce. She

:15:19. > :15:24.has made of so many lies. She was insistent her husband was in the

:15:25. > :15:29.toilet. Clearly, he wasn't. Nationally, blue badge fraud is

:15:30. > :15:35.thought to cost councils ?44 million a year in lost revenue. In

:15:36. > :15:39.Portsmouth, it is ?500,000 ` year. Down the road, officers havd spent

:15:40. > :15:44.all day watching a Renault close to the camera off shopping centre. It

:15:45. > :15:49.belongs to a local man but the blue badge is registered to someone who

:15:50. > :15:56.lives hundreds of miles awax. Here is the real giveaway, the blue bar

:15:57. > :16:02.Jonah has been dead for two years. It is a serious dishonesty charge.

:16:03. > :16:06.That could be charged under section two of the fraud act for fotr

:16:07. > :16:10.through presentation. He few hours later, the only shows up. Hd tells

:16:11. > :16:17.Helen that the badge belongs to his mother. Were you taking her to the

:16:18. > :16:23.shops? I didn't realise I still have the badge on display. She is in the

:16:24. > :16:26.north`east of the moment. According to the records, the owner of that

:16:27. > :16:35.blue badge has been dead for the last two years. Well... My lother

:16:36. > :16:41.has not been dead for the l`st two years. No. Eventually, he changes

:16:42. > :16:46.his story. The badge belongs to his father and he died years ago. People

:16:47. > :16:50.have got to learn that they cannot carry on doing this. It is cheating

:16:51. > :16:57.everyone. It is cheating society. It is cheating the council and disabled

:16:58. > :17:01.people. You can see much more of thd

:17:02. > :17:08.investigation about the people who lie and cheat Internet's programme

:17:09. > :17:12.at 7:30pm. We have done a lot of storids about

:17:13. > :17:16.community is opposing the alount of new development, particularly on

:17:17. > :17:21.green spaces. In Northamptonshire, residents of Hawk are worridd that

:17:22. > :17:24.what was once a village has mushroomed into a small town and

:17:25. > :17:27.there are hundreds more new homes in the pipeline. This afternoon, they

:17:28. > :17:30.got their chance to put thehr questions directly to the planning

:17:31. > :17:41.minister. Let's join our correspondent whose...

:17:42. > :17:46.It was a lively affair. It has been a long promised meeting with the

:17:47. > :17:49.housing minister. He's had to cancel on eight previous occasion. People

:17:50. > :17:54.were actually very concerned about the housing problems and thd numbers

:17:55. > :17:58.of houses that have been buhlt, particularly around Hawk itself The

:17:59. > :18:01.BBC cameras were not allowed in the meeting because people were being

:18:02. > :18:09.told that might make them ptt off their comments. I was reallx

:18:10. > :18:14.disappointed that he had nothing to offer us. We are going to h`ve two

:18:15. > :18:20.think about that in May next year. It is a complete copout to say it is

:18:21. > :18:23.localism. If you are a monster run a company, you take responsibhlity and

:18:24. > :18:27.television. Where is the vision There isn't one. They are offering

:18:28. > :18:32.potential improvements for the future but not what we need right

:18:33. > :18:35.now, sadly. The situation is that they were told today that the only

:18:36. > :18:42.real protection that is guaranteed is from the green belt. The

:18:43. > :18:45.difficulty is that what thex should have is a local plan. They don't and

:18:46. > :18:50.that makes it very difficult. As a result, people are saying it is more

:18:51. > :18:53.a case of uncontrolled development, rather than controls development.

:18:54. > :18:55.They don't and that makes it very difficult. As a result, people are

:18:56. > :18:57.saying it is more a case of uncontrolled development, r`ther

:18:58. > :19:03.than controls development. The it is a minority of councils have got

:19:04. > :19:10.their act together completely. We are not alone in this by anx means.

:19:11. > :19:13.The situation was that Brandon Lewis heard lots of protest today but he

:19:14. > :19:20.did have one offer to make to them to try to sort things out. H am

:19:21. > :19:24.going to get one of our report tired planning... About why their plan is

:19:25. > :19:30.not up to speed, so we get to the process as quickly as possible. Then

:19:31. > :19:35.you have a plan led system, the development which is consensual for

:19:36. > :19:37.the local area. The timing `nd four o'clock in the afternoon, mdant many

:19:38. > :19:40.people couldn't make it to the meeting. Those who did cert`inly

:19:41. > :19:46.made up for it in their comlents to the Minister.

:19:47. > :19:53.Let's move swiftly on to sport. Let's kick off with a footb`ll.

:19:54. > :19:58.It is about it is worth looking at. Let's take a look at the table.

:19:59. > :20:01.Southampton are doing so well. Second on the table. Remembdr how

:20:02. > :20:10.good letters considering evdrything. Looking good. The first girl gave

:20:11. > :20:21.them their weekend win against Swansea. Sense prevailed ag`inst ten

:20:22. > :20:25.man. Onto the football leagte. Here are the top picks from the weekend.

:20:26. > :20:31.One fire, in front of goal. MK Dons have now netted 19 times

:20:32. > :20:38.five games, with crew the l`test team to be taken part. Moments

:20:39. > :20:43.later, Alan girl from this play restored parity. After losing their

:20:44. > :20:49.bearings, MK Dons went on a scoring rampage, hitting five withott reply.

:20:50. > :20:58.They went back in front. Following a girl, deadly deli did it ag`in to

:20:59. > :21:00.claim eight hat`trick. Carl Robinson admits in your contract for the

:21:01. > :21:05.18`year`old may not keep Prdmier League sides at bay for long. The

:21:06. > :21:09.vote was rounded off and MK Dons move into second place in the table.

:21:10. > :21:18.Swindon's promotion push is also gathering pace. Michael Smith

:21:19. > :21:22.claimed a break. Another from Jonathan made that to reallx look a

:21:23. > :21:29.foregone conclusion. A spirhted fightback saw that Blades ptlled

:21:30. > :21:31.back and Swindon had to know of their home from Andy Lewis `nd Lewis

:21:32. > :21:34.Thompson. They remain in thd play`off places. Oxford United had

:21:35. > :21:38.chances to win their second win in a week but had to settle for ` draw

:21:39. > :21:48.against Stevenage. The girls but also a fifth straight game.

:21:49. > :21:51.The two rugby union clubs from our region had difficult afternoons as

:21:52. > :21:56.we can. London Welsh lost hdavily. London Irish were set for a

:21:57. > :22:07.thrilling win, only to be ddnied by this last`minute try.
