:00:52. > :00:55.The top man at Gloucestershire police cut short his holiday and

:00:55. > :00:59.took to the streets today after the violence that's blighted Britain

:00:59. > :01:03.spread West again. Windows were smashed and a shop was looted in

:01:03. > :01:07.Gloucester town centre. Bristol was quieter, but the trouble across the

:01:07. > :01:16.West has the police at full stretch. With the first of our reports,

:01:16. > :01:21.here's Steve Knibbs. With no apparent shame, some of

:01:21. > :01:31.those involved and that Gloucester riots last night pose for the

:01:31. > :01:31.

:01:31. > :01:34.camera. Around 50-60 rioters fought running battles with the police. So

:01:34. > :01:40.incensed was the chief constable of Gloucester, he cut short his

:01:40. > :01:45.holiday to see the damage for himself. He told me his officers

:01:45. > :01:49.will make sure those responsible are brought to justice. The is are

:01:49. > :01:53.people who have come onto the streets, committed criminal acts

:01:53. > :01:58.and the only premises and people they are hurting other people in

:01:58. > :02:05.this community. It is very disappointing. We want to make sure

:02:05. > :02:12.the streets are safe and people who commit these crimes will be

:02:12. > :02:22.arrested. It has not taken long. For too long people have been

:02:22. > :02:29.

:02:29. > :02:33.arrested so far, some as young as 14. -- 20 people. This morning at's

:02:33. > :02:37.clean-up operation was swift. Apart from the burnt-out shell of a

:02:37. > :02:44.building, there were very few signs left of the trouble, but what was

:02:44. > :02:50.left was an go. You have got these little kids breaking down people's

:02:50. > :02:57.businesses. This is a good community. Whoever is doing this,

:02:57. > :03:03.they are sick idiot's. This cafe was targeted last night. It is a

:03:03. > :03:09.focal point of the community. Inside today there was a contrast

:03:09. > :03:13.to the young people involved in last night's violence. The song

:03:13. > :03:20.they are singing is about their life on Barton Street and how nice

:03:20. > :03:26.it is. It is all about living here and it is a sharp contrast to what

:03:26. > :03:31.is going on and we have to remain positive. This is our future. These

:03:31. > :03:36.are away young people and they are fantastic. In Bristol the streets

:03:36. > :03:42.were quieter in most places. There were small pockets of violence and

:03:42. > :03:47.a minibus was set alight. The police say their policy of breaking

:03:47. > :03:50.up groups of young people as they gathered had worked.

:03:50. > :03:53.Well the trouble's already cost some shops thousands of pounds in

:03:53. > :03:56.damage. Bars and restaurants are also taking a hit as customers

:03:56. > :04:05.avoid the city centre and stay in at night. Laura Lyon has been

:04:06. > :04:10.investigating the financial impact on Bristol businesses.

:04:10. > :04:15.Smash and grab. In the early hours of this morning it looked as

:04:15. > :04:21.climbed into the salon and stole thousands of pounds-worth of hand-

:04:21. > :04:25.made jewellery and hair products. They even took the owner's scissors.

:04:25. > :04:30.I am working hard to get this business up and running. I have had

:04:30. > :04:35.to cancel clients but the next couple of days. I have insurance,

:04:35. > :04:40.but the window is not in short and neither is my time and a but.

:04:40. > :04:47.is adding up the cost of the damage. Others are paying up front to

:04:47. > :04:53.prevent costly damage later and it is when the shops close the city

:04:53. > :04:57.falls quiet. A couple of weeks ago at this place was fought with

:04:57. > :05:06.thousands of people enjoying a local festival. What has changed

:05:06. > :05:11.this week is that with the fear of violence, these -- this area is

:05:11. > :05:16.quieter during the evening. It has been quiet and it will impact on

:05:16. > :05:21.smaller independent businesses which are finding it hard to make a

:05:21. > :05:25.living in the economic climate as it is. For some, the violence have

:05:25. > :05:31.brought so much any Business, stop had been working around the clock.

:05:32. > :05:37.We have got extra men in and we are running out of suppliers. It is

:05:37. > :05:46.hard. The uncertainty over whether the violence will continue it may

:05:46. > :05:49.make it weeks before the overall cost to the local economy is known.

:05:50. > :05:52.Our Home Affairs Correspondent has been to the magistrates' court this

:05:52. > :05:58.morning where some of those arrested during the riots had been

:05:58. > :06:06.dealt with. Who are these people? First up was a man called Michael

:06:06. > :06:16.Coffey. He is 47-year-old from Bristol. He was arrested on Monday

:06:16. > :06:17.

:06:17. > :06:23.night during a disturbance. He is accused of violent disorder. He has

:06:23. > :06:29.said that he threw two bottles at police officers. He did not enter a

:06:29. > :06:35.plea, but he was remanded in custody to a pair again. The second

:06:35. > :06:40.defendant was a 17-year-old college student. He also was accused of

:06:40. > :06:45.violent disorder and assaulting a police officer. We were told at the

:06:45. > :06:51.hearing that he had an excellent academic record. He was arrested in

:06:51. > :06:59.a separate incident during which a rock was allegedly thrown at a

:06:59. > :07:02.police van, injuring a police officer. He went -- he has pleaded

:07:02. > :07:07.not guilty and has been remanded in custody.

:07:07. > :07:14.This must be putting a huge pressure on the police?

:07:14. > :07:23.Yes, there is no doubt about it. I had been talking to the Assistant

:07:23. > :07:31.Chief Constable in Avon and he said that extra officers will be drafted

:07:31. > :07:37.in. He says his officers are committed and he was critical of

:07:37. > :07:41.those causing the damage in Bristol. What we are talking about here are

:07:42. > :07:47.criminals and Fox and the behaviour of these people quite plainly shows

:07:47. > :07:52.they have little regard for other people's lives and their safety.

:07:52. > :07:57.Little regard for their property and quite often have little regard

:07:57. > :08:01.for the damage they are doing to communities. We heard this

:08:01. > :08:04.afternoon that the police have put a disperse for order in a part of

:08:04. > :08:12.Gloucester. What is that? From tomorrow

:08:12. > :08:18.afternoon at 12 o'clock there will be a disposal order. It means that

:08:18. > :08:22.a group of more than two people can be removed from their area if it is

:08:22. > :08:27.deemed they are threatening. So, why are so many people taking

:08:27. > :08:36.to the street and behaving like this? We are joined by Dr Eldin

:08:36. > :08:42.Fahmy, a lecturer at the University of Bristol. What do you think is

:08:42. > :08:47.causing all this violence and disorder? These are obviously

:08:47. > :08:51.complex phenomenon, but it is important to recognise that the

:08:51. > :08:57.historical records show that unfortunately, while letting is a

:08:57. > :09:06.predictable consequence of deep rooted and persistent disadvantage.

:09:06. > :09:10.Lack of opportunities, chronic unemployment and poverty and

:09:10. > :09:15.inequality are all associated with brick causes of the kind of

:09:15. > :09:19.disorders we are seeing today. if it is your street, Your Business

:09:19. > :09:25.under attack, there is little compassion from the ordinary person

:09:25. > :09:34.on the street towards the rioters. Yes. Clearly, no-one would condone

:09:34. > :09:37.that kind of behaviour we have been seeing, but if we are two really

:09:38. > :09:42.tackle these problems, we need to understand the nature of the

:09:42. > :09:47.problem. We need to understand the underlying causes of the disorder.

:09:47. > :09:51.So although it is very easy to simply dismissed this as criminal

:09:52. > :09:55.behaviour, and clearly looting, arson and criminal damage our

:09:55. > :10:01.criminal behaviour, we need to try and understand why people are doing

:10:01. > :10:03.this if we are to prevent it in the future. I understand you are saying

:10:03. > :10:08.is a lot of disadvantage and people are doing this because they feel

:10:08. > :10:16.they are not getting anywhere, but people have struggled in the past.

:10:16. > :10:20.They have not turned to this complete disrespect. Well, we need

:10:20. > :10:24.to bear in mind the Blizzard history of the recession, the

:10:25. > :10:34.effects of the spending cuts. In the past when we've have seen deep

:10:35. > :10:35.

:10:35. > :10:43.recession, like the 1980s, there were equivalent social disorders

:10:43. > :10:49.throughout the UK. In that respect, this is not entirely without

:10:49. > :10:54.President. There is, unfortunately, as strong association between

:10:54. > :11:00.persistent disadvantage and disorder. Very interesting

:11:00. > :11:09.conclusions there. Thank you for joining us. You are watching Points

:12:31. > :12:37.Shrien Dewani was dragged from the car and his wife was found dead the

:12:37. > :12:41.next day. The South African authorities say that he paints a

:12:41. > :12:49.hitman to kill his wife and it is important he returns to face the

:12:49. > :12:53.charges. Many South Africans feel there credibility and justice

:12:53. > :12:58.system is at stake. A at Woolwich Crown Court the judge said that

:12:58. > :13:06.either Shrien Dewani had helped arrange the murder of his new wife

:13:06. > :13:10.or he himself was the victim of the most terrible tragedy. Which one

:13:10. > :13:17.will now be decided in a South African court. The strain of the

:13:17. > :13:21.last nine months were clear today. Suffering from depression and post-

:13:21. > :13:27.traumatic stress disorder, conditions he will need to recover

:13:27. > :13:30.from before he pleads. The judge said there was a serious risk that

:13:30. > :13:40.he would harm himself, but there was a strong public interest that

:13:40. > :13:41.

:13:41. > :13:46.he faced the charges. Shrien Dewani will travel back to the secure Unit

:13:46. > :13:50.where he is checked by stop every 15 minutes. It will be months

:13:50. > :13:58.before he actually goes back to South Africa and there will

:13:59. > :14:01.probably be appeals in the interim. There was a disturbance at a young

:14:01. > :14:04.offenders Institute near Bristol last night. Serco, which runs HMP

:14:04. > :14:07.Ashfield, says some boys refused to go to their rooms and started fires

:14:07. > :14:10.in the building. The company says some minor damage had been

:14:10. > :14:12.caused,but the situation had been contained and the centre was secure.

:14:13. > :14:15.Another care home run by the Castlebeck Group has closed in

:14:15. > :14:18.Bristol. It comes after Panorama filmed mistreatment at a separate

:14:18. > :14:20.facility earlier this year. Four staff have been suspended here at

:14:20. > :14:23.Rose Villa and the government regulator said recently it had

:14:23. > :14:32.serious concerns about the home. Castlebeck insisted it was closing

:14:32. > :14:34.voluntarily for operational reasons. It's just a year since construction

:14:34. > :14:40.began on Bristol's �400 million super-hospital in Southmead and the

:14:40. > :14:43.building is already taking shape. So, too, are plans to work in

:14:44. > :14:46.partnership with its historic rival down the road, the BRI. Our Health

:14:47. > :14:56.Correspondent Matthew Hill has been for a look around what will become

:14:57. > :14:58.

:14:58. > :15:02.hospital wards and operating theatres. The plans for this scheme

:15:02. > :15:09.that will cost around �37 million annually for the next three decades

:15:09. > :15:13.have been on the drawing board for many years. There have been complex

:15:13. > :15:18.financial negotiations. That vision has now become a seven-storey

:15:18. > :15:23.reality. In just a few years' time, this hospital will have 800 beds

:15:23. > :15:28.and will be treating half a million patients every year. It is designed

:15:28. > :15:33.so that one nerds can see for patients at any one time. Three-

:15:33. > :15:39.quarters of the beds are in single rooms with their own bathrooms.

:15:39. > :15:43.Just four miles away from Southmead the University Hospital Bristol is

:15:43. > :15:48.a separate trust, but these days both organisations are working more

:15:48. > :15:54.closely together in partnership to try and make sure that services are

:15:54. > :15:59.not duplicated. Part of the plan is to leave all urological operations

:15:59. > :16:07.to Southmead. This unit already renews more prostates using robotic

:16:07. > :16:14.surgery than any other in the country. There are cost effective

:16:14. > :16:18.reasons for this. It is easier to treat patients on one site and

:16:19. > :16:23.makes it more accessible. By up could a merger with the trust that

:16:23. > :16:29.runs the BRI be on the cards? I obtained these minutes that say

:16:29. > :16:34.that much work has been undertaken behind the scenes in respect of a

:16:34. > :16:40.possible merger. Both trust boards were supportive of the merger, but

:16:40. > :16:44.there was a difference of opinion regarding timescale. But today it

:16:44. > :16:50.supply's boss said a merger was not an immediate prospect. We are

:16:50. > :16:54.working closer than we ever have before to see how the best provide

:16:54. > :16:58.services for our population. So where it makes sense for us to be

:16:58. > :17:04.working in a joint up way to provide services in Bristol, we

:17:04. > :17:08.will continue to do that. However the future looks, one thing is

:17:08. > :17:13.certain - Bristol will soon have one of the best designed and

:17:13. > :17:16.largest hospitals in the country. If you were up early you would have

:17:16. > :17:19.seen them in the skies again - eight hot air balloons rising

:17:20. > :17:23.through the Bristol skyline. And it can only mean one thing - the

:17:23. > :17:26.Balloon Fiesta is here again and this year is rather special for the

:17:26. > :17:36.company that makes most of them as Cameron Balloons is forty. Have you
