:00:44. > :00:49.stations have reopened. Also tonight, the counsellor found

:00:49. > :00:54.guilty of not paying hundreds of pounds of council tax.

:00:54. > :01:01.And the brothers hoping for a double gold at lantern 2012.

:01:01. > :01:06.-- London 2012. Good evening. The company is

:01:06. > :01:09.planning to build a new nuclear power station on the banks of the

:01:09. > :01:15.River Severn have pulled out of the project. The plan would have

:01:15. > :01:23.created hundreds of jobs in the area but many did not want it built.

:01:23. > :01:28.Is this the end of the road? Well, that is the big question on

:01:28. > :01:34.everybody's lips. Many have said that this leaves the Government's

:01:34. > :01:39.plans in tatters. If a player's like -- if big players like these

:01:39. > :01:44.cannot make nuclear pay, what does it mean for other projects? The

:01:44. > :01:50.Government had identified this as one of nine sites for a new nuclear

:01:50. > :01:53.power station to satisfy future enemy -- energy demands. But the

:01:53. > :01:59.future of these projects hang in the balance tonight.

:01:59. > :02:04.Last month, the bottom was pushed at Oldbury power station. -- the

:02:04. > :02:08.button. It meant the end of decades of nuclear power on the site. But

:02:08. > :02:14.in the shadow of Oldbury power station, there were new plans to

:02:14. > :02:17.regenerate nuclear power. On this land, 150 hectares, they were going

:02:17. > :02:23.to build a new nuclear power station which they say would have

:02:23. > :02:27.generated substantially more electricity than Aldbury ever did.

:02:27. > :02:32.Horizon predicted a Total investment of more than �15 billion

:02:32. > :02:39.at two sites. But now the bill seems too high even for

:02:39. > :02:46.shareholders in one of the biggest energy companies. We want to focus

:02:46. > :02:52.today on seeking a further investor for the sites. How long will you

:02:52. > :02:56.give it? We have not decided. It would be premature to say.

:02:56. > :03:01.Campaigners are obviously delighted, after witnessing anti-nuclear

:03:01. > :03:04.rumblings among shareholders last year, they felt this might happen.

:03:04. > :03:11.They realise there are still a prospect of a new nuclear power

:03:11. > :03:16.station. We do not want more multinational companies such as

:03:16. > :03:24.these -- such as EDF coming here to make more money out of the UK

:03:24. > :03:27.taxpayer. We want energy independence, to rely on producing

:03:27. > :03:32.our own electricity locally. government says it is disappointed

:03:32. > :03:37.with the news but that the old resite is still open for a major

:03:37. > :03:41.player to take it on. Unions representing the 120 workers at

:03:41. > :03:46.Horizon have called on ministers to ensure that a buyer is found.

:03:46. > :03:52.need to move quickly to ensure that the project passes into the stable

:03:52. > :03:57.hands of a new investor. We would like to insure that ministers in

:03:57. > :04:02.business are lobbying the Cabinet and the Prime Minister to ensure

:04:02. > :04:08.that that happens. The first of a new breed of nuclear is planned at

:04:08. > :04:15.Hinkley, but will there really be enough cash -- a company with

:04:15. > :04:22.enough cash to take on all very? That is the question. The Chief

:04:22. > :04:27.Executive of Eon said they were looking at a return, and nuclear

:04:27. > :04:32.cannot give that. Is there an investor with deep pockets?

:04:33. > :04:36.Steve Webb is the MP for the area and he is here with me. Picking up

:04:36. > :04:42.on a few of those points, the Government is disappointed. Are

:04:42. > :04:47.you? I think that Aldbury was the wrong side. -- wrong site. Many

:04:47. > :04:50.people in the surrounding area worked there. But what was proposed

:04:50. > :04:53.was a monstrosity. It was not just more of the same, it was totally

:04:53. > :04:59.different, and even people who work in the industry said they did not

:04:59. > :05:05.think it was the right place. just Aldbury generally or was it

:05:05. > :05:12.that project in particular? Government has said it is a DEC is

:05:12. > :05:16.ignited site. The project is not dead. -- designated site. I was due

:05:16. > :05:22.to have a meeting with them this morning but the council that, for

:05:22. > :05:26.some reason(!) Economics a difficult. -- they cancelled it. It

:05:26. > :05:29.was not a great site and the issue of jobs, it would have been people

:05:29. > :05:35.being brought in for construction, so it would not have been local

:05:35. > :05:42.jobs. It is a very long term project. Old rate would not have

:05:42. > :05:45.been generating until the 2020s. The Government says that new

:05:45. > :05:50.nuclear must be part of the energy mix and we need to keep the lights

:05:50. > :05:54.on. It was one of eight sites. The need to keep the night sky -- the

:05:54. > :05:59.need to keep the lights on his much sooner than Aldbury was ever going

:05:59. > :06:05.to generate power for. We need to look at a variety of sources but I

:06:05. > :06:12.hope that our town will not be part of the next. If not there, where?

:06:12. > :06:18.Clearly there are seven other sites. The focus on Anglesey, they're very

:06:18. > :06:24.keen for that to happen. I would like to see more energy efficiency.

:06:24. > :06:28.If you do not waste it, you do not need the extra power stations.

:06:28. > :06:32.In other news, motorists are being urged to remain calm after panic-

:06:32. > :06:37.buying of fuel caused problems across our region today. Dorset

:06:37. > :06:41.police were forced to ask petrol stations in the county to close

:06:41. > :06:46.temporarily to help ease congestion. Some garages ran out of fuel and

:06:46. > :06:51.other started rationing supplies. Many received new deliveries this

:06:51. > :07:00.afternoon. Chris is in Bristol. Had Bessie is it?

:07:00. > :07:04.-- how busy is it. This petrol station in Clifton is shut. It ran

:07:04. > :07:10.out of petrol around 3pm this afternoon. But it delivery is

:07:10. > :07:14.expected at some point tonight. All five tanks here normally lasts for

:07:14. > :07:20.three days or so, but all the supplies ran out in a matter of

:07:20. > :07:26.hours. There are reports that of a petrol stations are experiencing

:07:26. > :07:30.closed forecourts. Or the polar opposite, long queues. The message

:07:30. > :07:39.tonight is do not panic. Clinton Rogers reports on the petrol

:07:39. > :07:43.picture across the West. This is or panic looks like. -- this is what

:07:43. > :07:46.panic looks like. Supplies running short and the beginning of

:07:46. > :07:56.rationing. And all of this before anyone knows if or when there will

:07:56. > :07:58.

:07:58. > :08:03.be a strike. It is absolutely crazy. I just need to fill my car up, that

:08:03. > :08:08.is all. I have never seen anything like it. In Dorset, so many drivers

:08:08. > :08:12.were frantically scrabbling for fuel that crews -- that queues were

:08:12. > :08:17.spilling onto the roads. The police asked those filling stations to

:08:17. > :08:21.close until the situation come down. Our concern is the responsible

:08:21. > :08:26.action of some motorists who, attempting to get on to petrol

:08:26. > :08:29.station forecourts, are queuing on the highway. That is causing a

:08:30. > :08:36.danger to other road-users. queues were much the same wherever

:08:37. > :08:42.you looked. This was lunchtime in Gloucester. And this was buff but

:08:42. > :08:47.that afternoon. -- Bath this afternoon. I'm getting away for the

:08:47. > :08:51.weekend and I need it. Ever since ministers started talking yesterday

:08:51. > :08:57.about filling up tanks, even topping-up Jerry cans, people have

:08:57. > :09:03.been doing just that. In their thousands. The Government's need to

:09:03. > :09:09.sort themselves out. -- the Government. This station sold three

:09:09. > :09:14.days' worth of fuel in three hours and now they are rationing supplies.

:09:14. > :09:18.Others like this one have run short. But like others, they say there

:09:18. > :09:25.will be no problem getting resupplied. If customers come down,

:09:25. > :09:29.there will be no shortage. -- calm down. I think people are panicking

:09:29. > :09:35.too early. The panic caused us problems, leading us to run out of

:09:35. > :09:45.fuel completely. In some places there are price was. In his garage,

:09:45. > :09:46.

:09:46. > :09:51.fuel went up by 2p a later today. - - 2 p a litre.

:09:51. > :09:56.It is important to stress that what we are experiencing is not a fuel

:09:56. > :10:00.crisis like we saw 10 years ago. This is purely a fuel shortage. It

:10:00. > :10:04.is a temporary measure, but it is stretching across the West. Of

:10:04. > :10:09.course, it is important to remember that the tanks here, normally

:10:09. > :10:12.filled every few days, run out very quickly when people come to fill

:10:13. > :10:20.their cars right up to the brim. That is what has been happening

:10:20. > :10:27.here today. The advice tonight is do not panic. At the moment, the

:10:27. > :10:31.next delivery of fuel is just hours away.

:10:31. > :10:36.In other news, a senior North Somerset councillor has been found

:10:36. > :10:38.guilty of not paying hundreds of pounds of council tax. Carl

:10:38. > :10:43.Francis-Pester was ordered to hand over the money which ironically

:10:43. > :10:51.helps fund his own �8,000 allowance. It is not the first time that the

:10:51. > :10:55.Tory politician has run into trouble. In happier times, Carl

:10:55. > :11:05.Francis-Pester at the back with senior Tories celebrating the 2010

:11:05. > :11:08.election victory of Liam Fox. to my fabulous team, especially the

:11:08. > :11:12.hardened battle bus team. It is wrong to single anyone out but I

:11:12. > :11:17.would like to single out my election agent, who has done a

:11:17. > :11:21.fantastic job. But the warmth did not last. Within months the way he

:11:21. > :11:24.had spent party money and use their facilities was under investigation.

:12:35. > :12:43.injured himself in a fall. And the future for the front line,

:12:49. > :12:53.First, CCTV footage obtained by the BBC suggest the alleged role of

:12:53. > :12:56.Shrien Dewani in the murder of his wife, Anni Dewani, while on

:12:56. > :13:00.honeymoon in South Africa may not be as clear cut as investigators

:13:00. > :13:05.say. Mr Dewani is accused of hiring a

:13:05. > :13:09.hitman to kill his new wife. He has always denied having any role in

:13:09. > :13:13.her murder. This is the now familiar public

:13:13. > :13:17.image of Shrien Dewani. From successful businessman to

:13:17. > :13:20.psychiatric patient. Since his wife's murder, the South African

:13:20. > :13:26.authorities have appealed for him to return and stand trial for

:13:26. > :13:30.murder. Zola Tongo, already convicted of

:13:30. > :13:34.her kidnap and murder, claims that Shrien Dewani masterminded the

:13:35. > :13:41.killing. Evidence obtained by panorama seems to contradict part

:13:41. > :13:48.of his story. Zola Tongo says that Shrien Dewani was running late the

:13:48. > :13:53.night that he -- Anni Dewani died. He says that Shrien Dewani said,

:13:53. > :13:57.come on, hurry up, we need to do it tonight. We have identified the

:13:57. > :14:02.moment when that call was received. And it does not look credible that

:14:02. > :14:06.he had that conversation. First, because Shrien Dewani was sitting

:14:06. > :14:16.with Anni Dewani, and secondly because he was not distressed.

:14:16. > :14:25.

:14:25. > :14:28.He does not want to go there and find that he is cooked up in a

:14:28. > :14:34.prison for a long period before the case comes in. You do not know what

:14:34. > :14:39.could happen to him, because many people in South Africa have already

:14:39. > :14:43.decided that he is guilty. Last summer, a judge decided the public

:14:43. > :14:48.interest in seeing Shrien Dewani defend himself in court outweighed

:14:48. > :14:51.the risks to his safety. Tomorrow, the High Court will decide if his

:14:51. > :14:55.appeal against extradition has been successful.

:14:55. > :14:59.Shrien Dewani is still sectioned under the Mental Health Act and

:14:59. > :15:03.remains a patient here in Bristol. Whatever the outcome of his appeal,

:15:03. > :15:11.he will have to make significant improvements in his mental health

:15:11. > :15:18.before he is able to stand trial. Jeremy Vine presents panorama, the

:15:20. > :15:24.Protesters gather today demonstrating against renewed plans

:15:24. > :15:29.to dump asbestos in Somerset. It is the second time the plans for the

:15:29. > :15:32.site have been submitted. They were originally rejected by Bath and

:15:32. > :15:36.North Somerset council when it decided that local people had not

:15:36. > :15:41.been made properly aware of the proposed use of the site. The

:15:41. > :15:45.council says it will now reconsider the proposals and report back.

:15:45. > :15:53.would be hard to imagine a more inappropriate site for such a

:15:53. > :15:58.massive hazardous waste dump, on top of a remote in escarpment. --

:15:58. > :16:03.remote escarpment. So you will waste could get into the water

:16:03. > :16:06.supply, and there will be congestion from 50 trucks a day,

:16:07. > :16:12.and on the roads. There is not a single good environmental arguments

:16:12. > :16:15.to support this for us up it has emerged that parents had raised

:16:15. > :16:20.health and safety concerns over the design of the Bristol school years

:16:20. > :16:23.before a pupil fell from a 4th store her -- fourth-floor stairwell

:16:23. > :16:32.requiring treatment in hospital. The accident happened at Fairfield

:16:32. > :16:36.School. Where is this new information coming from? It is from

:16:36. > :16:38.this correspondence. These are copies of letters we obtained under

:16:38. > :16:43.the Freedom of Information Act and they contain some strongly-worded

:16:43. > :16:49.sentiments. They raised concerns that pupils could be injured due to

:16:50. > :16:54.the design of Fairfield School. Let us show you some pictures of the

:16:54. > :16:58.inside of the school. There is a large atrium, balconies on three

:16:58. > :17:03.sides with open areas. What you cannot see is that there is also a

:17:03. > :17:07.large spiral staircase, which has an opening in the middle. That is

:17:07. > :17:11.where it is thought the people fell. The school was cutting-edge design,

:17:11. > :17:17.but it appears that not everyone was so happy with the forward-

:17:17. > :17:23.thinking design. What are the specific concerns? Two of the

:17:23. > :17:26.letters are from parents of pupils at the school. One says "My child

:17:26. > :17:29.attends Fairfield and I have concerns relating to its safety.

:17:29. > :17:33.When you reach the top of the spiral staircase, there is a sheer

:17:33. > :17:37.drop all the way down to the bottom floor. I would have font bars would

:17:37. > :17:43.have been put in place. If someone was pushed, there would be nothing

:17:43. > :17:48.to save them. -- I would have thought." Another parent says that

:17:48. > :17:51.it is very clear the balconies are unsafe. "Already Mirror has been

:17:51. > :17:57.dropped into the hall and it is only a matter of luck that no one

:17:57. > :18:03.was killed." -- already a mirror. There was a health and safety check

:18:03. > :18:07.done beforehand, which said that the risk to public health were low.

:18:07. > :18:10.The Bristol City Council are investigating what happened and we

:18:11. > :18:18.do not know the circumstances of how the people came to fall. The

:18:18. > :18:24.council hopes to have the report by May. -- the pupil. Meanwhile, the

:20:08. > :20:11.imagery, allowing the soldier to clearly identify a target. This,

:20:11. > :20:18.along with the rest of technology - - the rest of the technology on

:20:18. > :20:22.show, will soon be helping troops on the frontline.
