:01:24. > :01:26.he's determined to one day travel to South Africa to clear his name.

:01:27. > :01:29.The Bristol businessman has been spared extradition, for now, after

:01:30. > :01:32.the High Court ruled he's not mentally well enough. The care home

:01:32. > :01:41.owner is accused of murdering his wife on their honeymoon, something

:01:41. > :01:44.he's always denied. Andrew Plant was at the High Court.

:01:44. > :01:46.Since he returned from South Africa Shrien Dewani has been under almost

:01:46. > :01:50.constant psychiatric care His condition so serious, say doctors,

:01:50. > :01:53.he's too ill to face a trial. Today his case came to the High Court

:01:53. > :01:56.challenging a decision to send him back to the country where his new

:01:56. > :01:59.wife was killed and where he's being accused of masterminding her

:01:59. > :02:01.murder. His family have all means - - always maintained two things,

:02:02. > :02:04.when he is innocent in the murder, and he is willing to return to

:02:04. > :02:07.South Africa to face trial. But only if it can be guaranteed he

:02:07. > :02:15.will face a fair trial, and he safety is assured before, during

:02:15. > :02:19.and after the trial. Last summer a judge said those concerns were very

:02:19. > :02:21.real. But said Mr Dewani should return to South Africa and answer

:02:21. > :02:25.the accusations. Today the High Court stopped that decision. His

:02:25. > :02:29.family have said it was the right thing to do. The eventual point

:02:29. > :02:34.would be for him to go to staff have a go and prove his innocence

:02:34. > :02:37.but he is not in a position at the present time. Today's decision

:02:37. > :02:42.means extradition is still possible but the process can only begin

:02:42. > :02:50.again once he is less to Wisley in -- ill. Anni's family were in court

:02:50. > :02:56.today, they've attended every proceeding. I feel and we feel

:02:56. > :03:04.there are a lot of delays and it is very painful for us. We want to get

:03:04. > :03:09.the truth about what happened to our sister, and we just want him to

:03:09. > :03:15.get better now so that he can finally go to South Africa and tell

:03:15. > :03:18.us what happened. Programme's like BBC Panorama are watched closely in

:03:18. > :03:21.South Africa. Last night it showed the couple hours before their

:03:21. > :03:25.carjacking for the very first time. Journalists outside court today

:03:25. > :03:30.said Shrien Dewani has many questions to answer. South African

:03:30. > :03:36.prosecutors are anxious he answer those questions in court. People

:03:36. > :03:43.will say what is going on? We want him there to see the truth and seek

:03:43. > :03:53.justice. Today's decision resets the process. It is a distant

:03:53. > :03:53.

:03:53. > :03:56.prospect of him standing trial. Well we can speak now to Edward

:03:56. > :04:01.Grange who's an extradition lawyer. Mr Grange, what happens now?

:04:01. > :04:08.The High Court determines today because of his mental condition, it

:04:08. > :04:13.was such it would be unjust for him to return to South Africa to face

:04:13. > :04:17.trial. The High Court did not completely discharged him from the

:04:17. > :04:22.extradition request. Be remitted the case back to court for them to

:04:22. > :04:25.be determined the issue at a later date. He if he shows signs of

:04:25. > :04:29.improvement and everybody had he does, he goes back to the

:04:29. > :04:33.magistrates' court, do they take it as read he can go back to South

:04:33. > :04:37.Africa, or does the whole process start again? The magistrates' court

:04:37. > :04:40.will continue to hear evidence from the experts in relation to his

:04:41. > :04:45.mental condition, and once the court has heard evidence the mental

:04:45. > :04:49.condition no longer exists, it will no longer be oppressive or unjust

:04:49. > :04:53.to return to South Africa, an extradition can take place.

:04:53. > :04:57.Realistically, is it likely he ever will go to South Africa?

:04:57. > :05:01.I think that will be in the hands of the medical professionals who

:05:01. > :05:05.will be continuing to assess him and update the court as to the

:05:05. > :05:09.progress he is making under treatment. He is likely to be some

:05:09. > :05:16.doubt? Yes, the court can continue to

:05:16. > :05:26.adjourn proceedings until he is better. 20 very much. -- thank you

:05:27. > :05:30.very much. Many of the region's major petrol

:05:30. > :05:33.stations have run out of fuel today as drivers continue to top up their

:05:33. > :05:37.tanks. It's all because of the threat of a delivery strike which

:05:37. > :05:40.we now know won't happen until at least after the Easter break. As

:05:40. > :05:42.Scott Ellis has been finding out the panic buying has now started to

:05:42. > :05:45.affect some small businesses. Rush hour this morning, and the

:05:45. > :05:48.beginning of the region's steady stampede to the pumps. Demand for

:05:48. > :05:51.petrol has risen 172 %. By midday evidence the big petrol companies

:05:51. > :05:54.were failing to deliver. Demand outstripped supply here in

:05:54. > :06:04.Chippenham as elsewhere. And it was van and lorry drivers, along with

:06:04. > :06:05.

:06:05. > :06:09.sales reps, who were worst hit. Everywhere was shut. I'm stuck.

:06:09. > :06:14.are laying tarmac to do the roads. We are the ones that are suffering

:06:14. > :06:19.because we can't even fill these up. He seems to be crazy all over the

:06:19. > :06:24.place. There are queues everywhere. The price hike as well, bumped up

:06:24. > :06:28.the prices on diesel and petrol. Suddenly small firms have a problem.

:06:28. > :06:34.How to ensure they have enough fuel to get from A to B. This removal

:06:34. > :06:39.company in Taunton had to adopt unusual tactics. To keep the wheels

:06:39. > :06:43.rolling and their customers moving. We had adopted constable,

:06:43. > :06:48.Bournemouth, and reloaded and hoped we would find some fuel. We found

:06:48. > :06:52.some on the Bournemouth won by going back to the yard and I think

:06:52. > :06:57.at from one tank from one Vant, and the other when we got some fuel on

:06:57. > :06:59.the southbound motorways outside Taunton. A bit of a challenge.

:06:59. > :07:02.supplies should improve overnight. Drivers are being allowed to work

:07:02. > :07:05.longer hours to get deliveries through. The AA in Wiltshire says

:07:05. > :07:07.it's still worth planning fuel stops, especially in rural areas.

:07:07. > :07:13.Wiltshire Fire Service has tonight issued advice to home owners asking

:07:13. > :07:18.them not to store fuel at home. you haven't updated things on your

:07:18. > :07:22.Sat Navs it will send you to a garage that is a car sales show

:07:22. > :07:26.room or a restaurant. Because they are closing in rural areas and

:07:26. > :07:32.turning into other things. That is another point to note, make sure

:07:32. > :07:42.you Sat Nav is up to date. Tonight Wiltshire Fire Service has issued

:07:42. > :07:47.

:07:47. > :07:50.advice to homeowners asking them not to store fuel at home.

:07:50. > :07:52.A couple who shared their four- bedroom semi with five children and

:07:52. > :07:55.56 large dogs have appeared in court this afternoon, accused of

:07:55. > :07:59.animal cruelty. Their home in Minehead was also filled with cats

:07:59. > :08:02.and birds. In total there were 69 animals in the home. When the RSPCA

:08:02. > :08:06.raided they were confronted by what they described as a "sea of dogs"

:08:06. > :08:09.which included huskies and Rottweilers. The court was told the

:08:09. > :08:11.couple's children were in danger of picking up diseases. James Hassam

:08:11. > :08:14.reports. When RSPCA inspectors visited

:08:14. > :08:20.Nicola and John Hood's home, they were overcome by what they called a

:08:20. > :08:30."sea of dogs". Little wonder. 56 dogs living, believe it or not, in

:08:30. > :08:32.

:08:32. > :08:35.one house, alongside cats, birds and chinchillas. These puppies were

:08:36. > :08:38.found in a makeshift bed in a crate in the dining room. Neighbours

:08:38. > :08:42.living close to the house in Minehead complained of the endless

:08:42. > :08:46.noise from the dogs They say the smell was so bad it stopped them

:08:46. > :08:56.going out into their own gardens. Today, John and Nicola Hood came to

:08:56. > :08:57.

:08:57. > :09:01.court where they admitted nine counts of animal cruelty. One in

:09:01. > :09:04.one room RSPCA inspectors found a baby in a cot sleeping next to a

:09:05. > :09:09.cage in which there were several birds and animal faeces all over

:09:09. > :09:13.the bedding. It is important people understand the message caged birds

:09:13. > :09:16.and children don't go together, especially in close proximity. Even

:09:17. > :09:20.so, the court heard these two were simply misguided, trying to help

:09:20. > :09:23.animals that otherwise would have been put down by giving them a home.

:09:23. > :09:27.When they were found, many of the animals had serious health problems.

:09:27. > :09:32.But most of the dogs have now been rehomed, just eight remain at this

:09:33. > :09:36.centre at West Hatch. Somerset County Council says it was made

:09:36. > :09:46.aware of the family and dealt with the issue of child safety with a

:09:46. > :09:47.

:09:47. > :09:56.satisfactory outcome. Do you have anything to say? No comment. Nicola

:09:58. > :10:02.Seven Gloucestershire libraries will still lose their council

:10:02. > :10:05.funding as a part of an overhaul of services. The County Council is

:10:05. > :10:08.expected to agree the proposals next week to try to save �1.8

:10:08. > :10:12.million. The authority was taken to the High Court last year by

:10:12. > :10:15.campaigners who were opposed to funding cuts. Now, after another

:10:15. > :10:25.round of talks, the council says no libraries have to close but seven

:10:25. > :10:26.

:10:26. > :10:28.branches will be run by trained community volunteers. So six months

:10:28. > :10:34.where we worked one-on-one with the community to make sure it works and

:10:34. > :10:39.get off on the right foot. 18 months ago there wasn't a library

:10:39. > :10:42.here, and today there is because of what we have put on the table, did

:10:42. > :10:47.community has taken up the challenge and has a library where

:10:47. > :10:51.there was not one before. We do we can work and if we work with the

:10:51. > :10:54.communities we can make -- make it successful in every location.

:10:54. > :10:55.campaigners say they are concerned that some libraries could still

:10:55. > :10:59.close, if volunteers don't come forward.

:10:59. > :11:03.The speed limit is to be lowered outside a school in Frome after a

:11:03. > :11:06.campaign by parents. Teachers at Berkley School told Points West on

:11:06. > :11:10.Monday that their classrooms shake when vehicles go past at 60 miles

:11:10. > :11:14.an hour. Somerset County Council has now agreed that the limit will

:11:14. > :11:19.be reduced to 20 miles an hour for a trial period beginning in the

:11:45. > :11:48.First, more news. The owners of a million-pound

:11:48. > :11:51.mansion in Bristol are going to court to try and evict squatters

:11:51. > :11:54.who moved in last month. Some of them were involved in the Occupy

:11:54. > :11:57.protest in the city but said this wasn't an official protest. The

:11:57. > :12:00.police say that although they are not involved in any eviction

:12:00. > :12:05.process they have increased patrols in the area as a result of

:12:05. > :12:08.neighbours' concerns about safety. There's been more criticism of

:12:08. > :12:11.plans to scale back the St Paul's Carnival. The organisers are

:12:11. > :12:16.planning a smaller, quieter event this year, partly because of a lack

:12:16. > :12:19.of funding. But the former artistic director co-ordinator says it's

:12:19. > :12:29.lost the support of the local community and now he's announced

:12:29. > :12:31.

:12:31. > :12:35.he's stepping away from it. Since the 1960s carnival has been

:12:35. > :12:41.bringing people together. But normally in celebration rather than

:12:41. > :12:45.protest. There is a was a lot of passion and strong feelings about

:12:45. > :12:50.how the carnival should be run. But this year there are those that just

:12:51. > :12:54.feel it is not about the scaling back as the decision to hold it

:12:54. > :13:01.here in Port and square. For many the place that celebrates the theme

:13:01. > :13:05.of independence, that harks back to Bristol's solid straight fast.

:13:05. > :13:10.There is health and safety issues in terms of capacity, how many

:13:10. > :13:14.people can you really fit in space. It has got a really bad feeling. I

:13:15. > :13:18.don't think it is right it'll. We would be better off with nothing

:13:18. > :13:24.and using the money we have to do fringe events to which money for a

:13:24. > :13:27.good event next year. He should be bringing in money to the community.

:13:27. > :13:32.The Community should be benefiting from this kind of ball. As we are

:13:32. > :13:36.hearing, it is generating so much revenue for Bristol as a city, but

:13:36. > :13:42.the community are not seeing any of that benefit. An awful lot has

:13:42. > :13:46.changed since the carnival was first set up in the 60s. It could

:13:46. > :13:50.be attended by as many as 100,000 people, and you need security,

:13:50. > :13:56.health and safety, public facilities. The thing with Paul and

:13:56. > :14:01.where is it is enclosed, manageable, and it is affordable. -- Portland

:14:01. > :14:04.Square. Its �90,000 from the Arts Council, �55,000 from the city

:14:05. > :14:11.council, and a few 1,000 more in small grants and fees. It sounds

:14:11. > :14:13.like a lot. Until you pay for security and safety, the main stage,

:14:13. > :14:19.the event management team, and suddenly there is not enough left

:14:19. > :14:22.to pay your overheads or run at the Durand education project that helps

:14:22. > :14:26.to cure the Grand funding in the first place. To a put on an event

:14:26. > :14:35.the scale of last year, the events management, health and safety,

:14:35. > :14:39.would cost �120,000. That is money we don't have at this time. Add to

:14:39. > :14:45.then go ahead and put that event on knowingly without that appropriate

:14:45. > :14:50.events management would be criminal negligence. Just three months into

:14:50. > :14:53.a carnival, much less than that to find some kind of solution.

:14:53. > :14:57.Avalon Marshes in Somerset has been given �1.8 million by the Heritage

:14:57. > :14:59.Lottery Fund to pay for improvements. The area near

:14:59. > :15:06.Glastonbury supports wildlife like marsh harriers, bitterns and otters,

:15:06. > :15:08.and attracts around 70,000 people a year. The money will go towards

:15:08. > :15:14.preserving habitats and archaeological features, as well as

:15:14. > :15:20.improving visitor facilities. Hundreds of pieces of Titanic

:15:20. > :15:25.memorabilia are being auctioned off in Wiltshire this weekend. The

:15:25. > :15:28.items include lunch menus and store keys. The ship sank 100 years ago.

:15:28. > :15:30.In fact the anniversary is in just over two weeks' time. But

:15:31. > :15:40.auctioneers say there's been an overwhelming interest in what's on
