:01:08. > :01:12.to question a man in connection with the deaths of two cyclists on

:01:12. > :01:16.the outskirts of Bristol. Ross and Claire Simons were riding a tandem

:01:16. > :01:18.bike when they were hit by a speeding car in Hanham. The

:01:18. > :01:21.matter's now been referred to the Independent Police Complaints

:01:21. > :01:31.Commission, because the car was being followed by the police. Alice

:01:31. > :01:35.

:01:35. > :01:44.Bouverie reports. Good evening. 24 hours later, the pile of flowers

:01:44. > :01:48.growing. Attributes to them have been so moving. A one said Claire

:01:48. > :01:51.was the finest daughter parents could have wished for. People have

:01:51. > :01:59.been coming all day, expressing their grief they best way they can.

:01:59. > :02:03.The two lives lost were young. Ross Simons was 34, his wife Clare 30.

:02:03. > :02:06.They'd been married a year and a half. They were hoping to start a

:02:06. > :02:16.family. Friends described them as being like two peas in a pod,

:02:19. > :02:23.inseparable. We knew them well enough to have a big chunk missing

:02:23. > :02:25.now. The accident happened on Lower Hanham Road in East Bristol

:02:25. > :02:28.yesterday afternoon around 4pm. The police say a Citroen Picasso hit

:02:28. > :02:31.another car, before crashing into their tandem bike. The driver then

:02:31. > :02:41.left the scene. Still here, the marks on the road - a terrible

:02:41. > :02:45.reminder of the human tragedy which has taken place. I saw the

:02:45. > :02:54.ambulance, the air support crew. Everything. It was an absolute

:02:54. > :02:57.nightmare. Apparently they had a 14 police dogs and searching. Later, a

:02:57. > :03:00.38-year-old man went to a police station, where he was arrested on

:03:00. > :03:02.suspicion of death by dangerous driving. A 35-year-old woman's also

:03:02. > :03:09.been arrested on suspicion of dangerous driving. The police are

:03:09. > :03:13.still appealing for any witnesses to the incident to contact them.

:03:13. > :03:18.This matter has now been referred to the Independent Police

:03:18. > :03:23.Complaints Commission because of the role the police have played. An

:03:23. > :03:30.officer spotted a car speeding. Signalled for the car to pull over.

:03:30. > :03:40.When he didn't, he then followed the car. Shortly afterwards, the

:03:40. > :03:48.accident happened. Reverend Peter Cook joins me now. You must be able

:03:48. > :03:54.to gauge how the community feels? The community has been very shocked.

:03:54. > :03:59.The areas around here still have that village sense about them. What

:03:59. > :04:06.has surprised me all they are the number of people who knew Ross and

:04:06. > :04:14.Claire. It has deeply shocked people. You think of this happening

:04:14. > :04:20.to somebody else there somewhere else, not to somebody you know.

:04:28. > :04:34.just hope him. He broke down in my arms. He is such a lovely guy. I am

:04:48. > :04:51.police tonight. A six-month-old baby is being treated at Musgrove

:04:51. > :04:57.Park hospital this evening, after being rescued from the water at

:04:57. > :05:00.Watchet. The baby was strapped into his buggy when he was blown off the

:05:00. > :05:07.harbour walls. Tonight people in Watchet say the harbour should have

:05:07. > :05:12.railings the whole way around. Fiona Lamdin reports. A hug of

:05:12. > :05:15.thanks from a father to the woman who helped saved his son's life.

:05:15. > :05:19.Yesterday morning just after eight o'clock, six-month-old Sam and his

:05:19. > :05:26.mother were out on a dog walk when a gust of wind swept him and his

:05:26. > :05:35.buggy into the water 15 feet below. She just turned round that slip

:05:35. > :05:44.second and the gust took it. There was it. Hearing screams, George

:05:44. > :05:52.Reeder rushed across the harbour. could see a lady leaning over

:05:52. > :05:55.though water. I saw the body was upside down. I jumped in. But by

:05:56. > :05:59.now the baby had already been in the freezing water for 10 minutes.

:05:59. > :06:02.And waiting above up on the harbour, others were on hand with ropes to

:06:02. > :06:08.haul the buggy out. And once out, Tania got him breathing - something

:06:08. > :06:17.she'd never done before- keeping him alive before the air ambulance

:06:17. > :06:23.arrived. They pulled the rope up the side of the wall and the

:06:23. > :06:31.pushchair came up. I did not know how the baby was. I started doing

:06:31. > :06:36.CPR on him. I thought it was going to be a bad outcome. It's amazing

:06:36. > :06:42.it has been such a lovely Eircom. There are no railings and that

:06:42. > :06:49.could happen to somebody else. first section of the Wall has

:06:49. > :06:55.railings. Here, at the spot where Sam and his body went over, there

:06:55. > :07:01.are no railings. The people here want that to change. It would be

:07:01. > :07:06.good to have railings all the way down. I spend more time in my own

:07:06. > :07:10.head and they have got a lot of railings. Watchet harbour should be

:07:10. > :07:15.the same. I do not like taking my daughter along there because I do

:07:15. > :07:18.not feel safe. It would be better if they did have railings.

:07:18. > :07:22.despite being in the water for so long, doctors at the Taunton say

:07:22. > :07:26.little Sam is doing really well. There are a few things that

:07:26. > :07:29.happened to help save his life and it's lovely to have been part of it.

:07:29. > :07:32.A truly community rescue- this little baby has a lot to thank his

:07:32. > :07:36.neighbours for which tonight means this little boy is very much alive

:07:36. > :07:41.and well. A sudden freeze in Wiltshire led to 55 car crashes

:07:41. > :07:44.during this morning's rush hour. The county's gritting teams say

:07:44. > :07:52.they'd spread salt - but motorists have been left asking why it wasn't

:07:52. > :07:56.enough to clear the black ice. Scott Ellis reports. 55 car crashes

:07:56. > :08:02.- all linked to black ice. Wiltshire police saying five cars

:08:02. > :08:07.hit hedges. 17 cars careered off the road. And six cars hit trees.

:08:07. > :08:09.This is the A4 east of Marlborough, where we saw two cars in ditches.

:08:09. > :08:19.Further south near Tilshead on Salisbury Plain, there was a

:08:19. > :08:21.

:08:21. > :08:31.similar skiddy scene. There was a car in the ditch. It had gone in

:08:31. > :08:31.

:08:31. > :08:36.the ditch backwards. There were four all their cars. -- other. They

:08:36. > :08:38.came off the road as well. message soon got out to slow down.

:08:38. > :08:41.But then questions - had the roads been gritted? Wiltshire's weather

:08:41. > :08:44.incident room uses eight roadside stations to monitor conditions.

:08:44. > :08:50.They recorded heavy rain until 5am this morning, but then a sharp drop

:08:50. > :09:00.in temperatures. As roads froze, all 24 gritters were dispatched.

:10:10. > :10:14.old was found dead three days after taking the call. She'd been working

:10:14. > :10:17.at the King Edward VII Hospital in London. Presenters Mel Greig and

:10:17. > :10:23.Michael Christian had pretended to be members of the Royal Family, to

:10:23. > :10:26.ask about the Duchess of Cambridge's medical condition.

:10:26. > :10:29.Their employer says they'll return to work in different roles when the

:10:59. > :11:01.from Somerset who was struck down by sleeping disorder narcolepsy

:11:01. > :11:04.after being vaccinated against swine flu, has welcomed the

:11:04. > :11:11.findings of a report which shows other children could have been

:11:11. > :11:13.affected. We've obtained the preliminary findings of a Health

:11:13. > :11:16.Protection Agency-funded study on English children, which shows those

:11:16. > :11:26.vaccinated were at least 10 times more likely to develop this

:11:26. > :11:27.

:11:27. > :11:29.devastating condition. Matthew Hill Josh Hadfield is one of almost a

:11:29. > :11:39.million children given the pandemrix vaccine in response the

:11:39. > :11:42.potentially lethal threat of the swine flu pandemic. But a few weeks

:11:42. > :11:45.after the jab in 2010, he developed narcolepsy, which makes him sleep

:11:45. > :11:55.most of the time, and catoplexy, a condition that makes him collapse

:11:55. > :12:00.

:12:00. > :12:05.when he gets excited. Josh laughs and enjoys things. It means he goes

:12:05. > :12:08.or unconscious. I first featured Josh's case a year ago, when I went

:12:08. > :12:11.to Finland for Inside Out West to speak to leading sleep specialist

:12:12. > :12:17.Dr Markuu Partinen, to find out the results of his study. The risk of

:12:17. > :12:20.having narcolepsy was 12 times higher. A Swedish study also showed

:12:20. > :12:22.a similar result. And then last April, another study on children

:12:22. > :12:31.from Ireland showed a 13-fold increase in youngsters aged between

:12:31. > :12:34.five and 19 years who received pandemrix and the sleep disorder.

:12:34. > :12:38.And now the there's new evidence to show that English children have

:12:38. > :12:40.also been affected. While the full paper is still being considered for

:12:40. > :12:47.publication, these initial findings mirror studies in Finland Sweden

:12:47. > :12:53.and Ireland. GFX specialists reviewed 75 children who developed

:12:53. > :12:56.narcolepsy around the time pandemrix was introduced. They

:12:56. > :12:58.found a tenfold increased risk of the condition within six months of

:12:58. > :13:08.having the jab, which "suggests a causal association consistent with

:13:08. > :13:11.reports from Finland and Sweden". Professor Adam Finn from the

:13:11. > :13:20.University of Bristol carried out one of the original trials of

:13:20. > :13:25.pandemrix on children. If you look at the figures, the risk has so

:13:25. > :13:29.much increased that it seems very unlikely this is a biased result.

:13:29. > :13:33.It is likely to be real. A year ago Glaxosmitkline, who make the

:13:33. > :13:36.vaccine, told me there was no evidence of a causal link, but now

:13:36. > :13:46.their position has shifted somewhat. In a statement they say they are

:13:46. > :14:07.

:14:07. > :14:09.working hard to better understand But Caroline and other families

:14:09. > :14:12.have had their applications for vaccine damage payments turned down

:14:12. > :14:22.by the Department of Work and Pensions, who still say there isn't

:14:22. > :14:26.

:14:26. > :14:29.And you can see Matthew's full report on Inside Out West this

:14:29. > :14:33.evening at 7.30 on BBC 1 - when they'll also be uncovering the

:14:33. > :14:36.story of the man who wrote the words to the Irish song, 'Danny

:14:36. > :14:42.Boy'. He was actually a lawyer from Portishead who'd never even been to

:14:42. > :14:47.Ireland! A war of words has broken out

:14:47. > :14:49.between councils in the West and a senior government minister. Eric

:14:49. > :14:53.Pickles went on the offensive over news that some local authorities

:14:53. > :14:57.are to increase taxes slightly. He accused them of treating residents

:14:57. > :15:05.with contempt. That infuriated Bristol's mayor, who accused him of

:15:05. > :15:08.bullying. Here's Paul Barltrop. For most of us, council tax bills

:15:08. > :15:12.have barely budged in recent years. But that's about to change in

:15:12. > :15:15.several places. Some of our biggest councils are planning a rise. It's

:15:15. > :15:19.very likely in Bristol and North Somerset, and possible in South

:15:19. > :15:24.Gloucestershire. It's similar for several smaller districts in

:15:24. > :15:31.Somerset. And how much may it leap? Because of government restrictions,

:15:31. > :15:35.by less than 2%. In Bristol, that would mean an extra 50p a week for

:15:35. > :15:38.Band D householders, while in North Somerset it equates to 33p a week.

:15:38. > :15:42.But that's not good enough for the Secretary of State for Local

:15:42. > :15:49.Government, who wants a freeze and says taxpayers are being cheated.

:15:49. > :15:57.He insists councils can save still more money.

:15:57. > :16:04.There are enormous places where savings can be made in terms of

:16:04. > :16:08.procurement, in terms of improving efficiency, in terms of dealing

:16:08. > :16:11.with the fraud. And with joint working. There's been a strong

:16:11. > :16:14.reaction. Bristol Mayor George Ferguson said he was "infuriated by

:16:14. > :16:18.Eric Pickles' inflamed language". There was much frustration in North

:16:18. > :16:22.Somerset, which the Secretary of State visited in the autumn. The

:16:22. > :16:25.leader had told him that they were harder hit by spending cuts because

:16:25. > :16:35.their council tax was already the lowest in the region - but to no

:16:35. > :16:36.

:16:36. > :16:42.avail. I think it is a shame that someone in his position makes those

:16:42. > :16:47.sorts of comments. I believe he makes them aimed at a few councils

:16:47. > :16:51.across the country who have behaved irresponsibly. Unfortunately, when

:16:51. > :16:58.somebody like him and makes those comments, we'll get tarred with the

:16:58. > :17:02.same brush. It is not helpful. Pickles has warned next year there

:17:02. > :17:04.may be a further clampdown on councils. A children's charity that

:17:05. > :17:08.helps vulnerable young people with issues surrounding poverty has

:17:08. > :17:11.started work at a school in Bristol. The Kids Company was set up in

:17:11. > :17:15.London 16 years ago - now for the first time it's taking its work

:17:15. > :17:20.outside the capital. Its founder says their work is focussed on

:17:20. > :17:28.tackling emotional and practical issues. We caught up with some of

:17:28. > :17:34.the people who are being helped at the Bristol City Academy.

:17:34. > :17:41.I just see red and I would normally describe the House and cause

:17:41. > :17:51.trouble at school. I have had very bad anger problems in the past. I

:17:51. > :18:01.find it very hard to control it. I seemed a different person. We have

:18:01. > :18:01.

:18:01. > :18:11.a number of issues here. The higher indices of poor housing, poverty. A

:18:11. > :18:11.

:18:11. > :18:16.fair proportion have poverty affect them. Some of them have got

:18:16. > :18:21.significant home difficulties. Some have got learning problems. That is

:18:21. > :18:28.preventing them from succeeding. One child was explaining to me

:18:28. > :18:34.today that because he does not feel a loft, he uses aggression to cover

:18:34. > :18:38.up the fact that he feels very small. -- loved. It takes a lot of

:18:38. > :18:41.courage to say something like that. That is why I love working with

:18:41. > :18:51.children who have needs that perhaps others have not had a

:18:51. > :18:53.

:18:53. > :18:56.chance to listen to the it. -- yet. They do not tell you what to do.

:18:56. > :19:02.Their work around you and try to get in there slowly. It is pretty

:19:02. > :19:08.nice to have somebody there to talk to. There is always someone you can

:19:08. > :19:13.turn to. Teachers just see you as being bad. But the Kids Company

:19:13. > :19:17.understand. They will pay attention and help. It is doing something

:19:17. > :19:21.about these problems in a different way. It allows them to be still for

:19:21. > :19:25.a while. We have noticed a tremendous changes in the behaviour

:19:25. > :19:30.of some students who do not know what to do with when they are

:19:30. > :19:34.having a bad moment. It's been a miserable season to be a fan of one

:19:34. > :19:39.of the two Bristol football clubs, and the rugby club have also found

:19:39. > :19:42.difficult. But at last this weekend, everyone was smiling. For the first

:19:42. > :19:49.time in over six years, all three of Bristol's professional clubs won

:19:49. > :19:56.on the same weekend. Alistair Defeats, managerial sackings,

:19:56. > :20:06.underperforming teams - who'd be a sports fan in Bristol? But finally

:20:06. > :20:15.

:20:15. > :20:20.For the first time in 74 months - yes, you heard me right - Bristol

:20:20. > :20:23.City, Bristol Rovers and Bristol Rugby all won on the same weekend.

:20:23. > :20:33.The last time - November 18, 2006 - Tony Blair was Prime Minister and

:20:37. > :20:40.Westlife were number one in the And more importantly, Bristol city

:20:40. > :20:50.were beating Gillingham, Rovers were winning at Bury, and Bristol

:20:55. > :21:03.paper had been published since, until finally the Bristol hat-trick

:21:03. > :21:09.happened again. They have had their individual moments along the way.

:21:09. > :21:14.Collectively it has taken this time, which overall is a snapshot of the

:21:14. > :21:20.malaise the sporting scene in the City has been in recent years. This

:21:20. > :21:25.collective weekend of success is a small step forward. City can fill a

:21:25. > :21:30.lot more optimistic now. The Rugby Club are back in the top four.

:21:30. > :21:33.Hopefully this is the start of something better. So last time it

:21:33. > :21:35.happened, City and Rovers went on to win promotion and Bristol Rugby

:21:35. > :21:43.finished third in the Premiership. That is obviously not going to

:21:43. > :21:48.happen, but let's hope it's not Well, the Bristol feel-good factor

:21:48. > :21:51.extended to golfer Chris Wood. He won his first ever European Tour

:21:51. > :21:54.event, the Qatar Masters, in dramatic fashion. He sunk this putt

:21:54. > :22:04.on the last whole to clinch the title, pick up the enormous trophy,

:22:11. > :22:14.and bank a winner's cheque of over Well, it's been a while since a
